President Xi noted that over the past 75 years since the establishment of diplomatic relations, China and Pakistan have enjoyed mutual understanding, trust and support, and forged an unbreakable traditional friendship. Their strategic mutual trust and practical cooperation have strongly promoted the development of both nations. No matter how the international landscape may evolve, China will always place priority on the development of China-Pakistan relations in its diplomacy with neighboring countries. President Xi shared his pleasure in receiving a letter from Pakistani students studying at Tianjin University, in which they expressed their aspiration to become builders of cooperation, promoters of exchanges, and guardians of friendship between China and Pakistan. President Xi said he was truly heartened to see that the cause of China-Pakistan friendship has dedicated young successors. The two sides should accelerate the development of an even closer China-Pakistan community with a shared future in the new era and deliver more outcomes from their all-weather cooperation to better benefit the two peoples, contribute to regional peace and stability, and set a fine example for building a community with a shared future with neighboring countries.
President Xi stressed that China firmly supports Pakistan in safeguarding its independence, sovereignty, and territorial integrity. China is ready to maintain high-level exchanges with Pakistan, strengthen strategic communication, and steer the bilateral relationship forward in the right direction. The two sides should make solid progress in implementing the Action Plan to Foster an Even Closer China-Pakistan Community with a Shared Future in the New Era, advance both major signature projects and ‘small and beautiful’ livelihood programs, and deepen all-round cooperation in areas such as agriculture, industry, artificial intelligence, and talent cultivation. The two sides should conduct security cooperation even better and in broader areas and jointly safeguard regional peace and stability. China appreciates Pakistan for demonstrating a proactive spirit and mediating for peace to return to the Middle East. The two sides should maintain close communication and coordination, jointly oppose unilateralism and the Cold War mentality, and promote an equal and orderly multipolar world and an economic globalization that is universally beneficial and inclusive.”
The readout of Xi’s meeting with Aleksandar Vučić says:
“President Xi noted that during his state visit to Serbia in 2024, the two sides jointly opened a new chapter of building a China-Serbia community with a shared future in the new era. Over the past two years, efforts to build this community have produced positive outcomes, which have not only brought benefits to the two peoples, but also set a fine example for state-to-state relations. The Chinese and Serbian nations have both experienced sufferings and glories, and forged a persevering and tenacious character. Both nations are dedicated to pursuing independence and defending national dignity, and understand the importance of promoting peaceful development and upholding fairness and justice. The two sides need to strengthen exchanges, consolidate mutual trust, deepen cooperation and extend mutual support, and work together to embark on a bright path toward a shared prosperous future, and bring China-Serbia comprehensive strategic partnership to new heights.
President Xi emphasized that the China-Serbia ironclad friendship is unique, and underpinned by deep historical logic and a strong practical foundation. The two sides should continue giving each other firm support. China supports Serbia in following a development path that fits its national conditions, and stands ready to strengthen experience sharing on governance with Serbia. China’s 15th Five-Year Plan for economic and social development lays out the goals for high-quality development on all fronts. The two sides need to strengthen the connection between their development strategies, work for the sound implementation of the mid-term action plan for Belt and Road cooperation, and further advance cooperation in areas such as transport and energy infrastructure. Facing a new wave of technological revolution and industrial transformation, the two sides need to expand cooperation in emerging areas such as artificial intelligence, digital economy, green energy and advanced manufacturing, and identify new areas of growth. The celebrations themed ‘70 years of friendship between the Chinese and Serbian peoples’ held last year received warm response. The two sides need to continue strengthening youth and people-to-people exchanges, make good use of the policy mix of ‘visa free + free trade + direct flights’, and fully expand cooperation in culture, education, sports and tourism and at the subnational level, so as to carry forward the traditional friendship between the Chinese and Serbian peoples. In a changing and turbulent world, China and Serbia need to continue stepping up coordination and collaboration in international affairs, practice true multilateralism, and make unremitting efforts to promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization and advance the building of a community with a shared future for humanity.”
Among other things, Vučić reportedly said:
“The Serbian and Chinese peoples enjoy an ironclad friendship. The Serbian people will never forget China’s support for Serbia in safeguarding its independence and sovereignty and in pursuing its own path of development. President Vučić thanked Chinese companies for participating in and making important contributions to Serbia’s national development. Serbia attaches great importance to its relations with China, and remains steadfast in its firm support for China’s core interests. Serbia looks forward to working with China to deepen high-quality Belt and Road cooperation, advance major projects, intensify people-to-people exchanges, and achieve more tangible results in Serbia-China relations. China, as a major country, has always treated smaller countries with equality and respect, and abided by international law, setting a good example for the world. Serbia supports the major global initiatives put forward by President Xi, and stands ready to continue strengthening multilateral coordination with China to safeguard international peace, fairness and justice.”
During this visit, 20 cooperation documents—in the areas of political relations, economy and trade, science and technology, education, legal affairs and culture—were signed.

“The two sides agree that the world today is facing many common challenges and key historical choices. China and Serbia are committed to advancing the building of a community with a shared future for a new era, and will continue to strengthen strategic communication, closely coordinate within multilateral mechanisms such as the UN, practise true multilateralism, oppose hegemonism and power politics, uphold international fairness and justice, and push all parties together to sound the powerful voice of the times for building a community with a shared future for humanity.” 双方一致同意,当今世界正面临诸多共同挑战和关键历史抉择。中塞致力于推动构建新时代命运共同体,将继续加强战略沟通,在联合国等多边机制中密切协作,践行真正的多边主义,反对霸权主义和强权政治,坚守国际公平正义,推动各方一道发出构建人类命运共同体的时代强音.
The two sides will jointly promote the implementation of the GDI, implement the Memorandum of Understanding on Promoting the Implementation of the GDI well and expand practical cooperation around the initiative’s priority areas. Serbia has decided to join, and will actively participate in the activities of, the Group of Friends of the GDI. The two sides will work to have the international community focus on development issues, increase development investment, and pool efforts to advance the implementation of the United Nations 2030 Agenda for Sustainable Development.
The two sides reaffirm their willingness to continue to push forward the process of economic globalisation, safeguard the stability of global industrial and supply chains, safeguard the open, inclusive, transparent, and non-discriminatory multilateral trading system with the World Trade Organization at its core, support world trade rules in keeping pace with the times, and promote the liberalisation and facilitation of trade and investment.

The two sides will jointly promote the implementation of the Global Security Initiative, advocating that all countries uphold a common, comprehensive, cooperative, and sustainable security concept; respect the sovereignty and territorial integrity of all countries; and refrain from interfering in the internal affairs of other states. They will strengthen dialogue, exchanges, and practical cooperation under the framework of the Global Security Initiative, jointly improve the capacity to respond to security risks and challenges in both traditional and non-traditional domains, and work together to improve global security governance.
The two sides emphasised that differences and disputes should be resolved peacefully through dialogue and consultation. They support efforts by the international community to promote a political settlement of the Ukraine crisis and restore peace and stability in the Gulf and Middle East regions, and call on all parties to fully comply with international humanitarian law and make every effort to prevent the spread and escalation of conflicts.
Both sides reaffirmed that they condemn and oppose all forms of terrorism, stressing that the international community should continuously strengthen counterterrorism cooperation, give full play to the United Nations’ central coordinating role, and use comprehensive measures addressing both symptoms and root causes to eradicate the breeding grounds of terrorism. They oppose double standards on counterterrorism issues as well as the politicization and instrumentalization of counterterrorism, and will continue strengthening bilateral and multilateral counterterrorism cooperation, including within the United Nations framework.

The two sides will jointly promote the implementation of the Global Civilization Initiative, championing a vision of civilization based on equality, mutual learning, dialogue and inclusiveness, and the common values of humanity—peace, development, fairness, justice, democracy and freedom—and opposing imposing one’s own values and models on others. Together, they advocate respect for the diversity of world civilizations, transcending civilizational estrangement through exchanges among civilizations, transcending civilizational clashes through mutual learning, and transcending civilizational superiority through inclusiveness. They are willing to jointly promote international cultural and people-to-people exchanges and cooperation, foster mutual understanding and affinity among peoples of all countries, and jointly advance the development and progress of human civilization.
Both sides believe that the promotion and protection of human rights is a common cause of all humanity. Countries should cooperate to promote and protect human rights on the basis of mutual respect and equality, and should not politicize or instrumentalize human rights issues. Both sides will strengthen communication and cooperation in multilateral human rights forums and promote the development of global human rights governance in a more just direction.

The two sides will jointly push for the implementation of the Global Governance Initiative, advocate the pursuit of the core principles of sovereign equality, abiding by the international rule of law, practising multilateralism, advocating a people-centred approach, and emphasising an action orientation; uphold the global governance outlook of extensive consultation, joint contribution, and shared benefits, and seek to build a more just and reasonable global governance system. They reaffirm that amid the current international situation marked by turbulence and transformation, all parties should more firmly safeguard the international system with the UN at its core, the international order based on international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter. The Serbian side is willing to join and actively participate in the Group of Friends of Global Governance. The two sides will jointly support the International Organization for Mediation in playing a positive role in peacefully resolving disputes and promoting friendly cooperation among countries.
The two sides believe that all countries should work together in accordance with the principles of fairness, common but differentiated responsibilities, and respective capabilities to address the challenges posed by climate change, and promote the full and effective implementation of the UN Framework Convention on Climate Change and its Paris Agreement.
The two sides reaffirmed their support for the UN playing the main coordinating role in global governance of AI. They are willing to deepen mutually beneficial cooperation, strengthen coordination and alignment in AI development strategies, governance rules, and technical standards, and turn AI into an international public good benefiting humanity. The Serbian side supports the establishment of and is willing to join the World AI Cooperation Organization, and supports China in hosting the World AI Conference and the High-Level Meeting on Global AI Governance.

The Chinese side welcomes Belgrade’s hosting of Expo 2027 and is willing to actively participate and contribute to the success of this important event, while strengthening cooperation with Serbia in areas of mutual interest such as culture and the economy.
The Serbian side reaffirmed that developing friendly relations with the People’s Republic of China is one of the main pillars of Serbia’s foreign policy. Serbia firmly adheres to the One China principle, emphasising that there is only one China in the world, Taiwan is an inalienable part of China’s territory, and the government of the People’s Republic of China is the sole legitimate government representing all of China. Serbia firmly opposes any form of ‘Taiwan independence’, firmly supports China’s national reunification, and believes that the authority of UN General Assembly Resolution 2758 is not open to question or challenge. Serbia also firmly supports China’s positions on issues related to Hong Kong, Tibet, Xinjiang, and human rights.
The Chinese side reaffirmed its opposition to imposing any solution regarding the status of ‘Kosovo and Metohija’. Relevant parties should, within the framework of UN Security Council Resolution 1244, reach a mutually acceptable solution through dialogue and consultation. During this process, Serbia’s sovereignty, independence, and territorial integrity must be fully respected. China supports the efforts of the Republic of Serbia to peacefully seek compromise solutions in dialogue with representatives of the provisional institutions in Pristina, and calls for the implementation of agreements reached in the Belgrade–Pristina dialogue and the effective protection of the religious and cultural heritage in Serbia’s southern province of Kosovo and Metohija. As an important part of the 2013 Brussels Agreement, the establishment of the ‘Association of Serb Majority Municipalities’ must be implemented. China understands Serbia’s efforts to become a formal member of the European Union and welcomes Serbia’s policy of developing friendly relations with countries in the region and promoting regional peace and cooperation. “The two sides agreed to establish an intergovernmental cooperation committee between the Government of the People’s Republic of China and the Government of the Republic of Serbia to plan, discuss, guide, and promote cooperation in various fields. The two sides will further consult on the committee’s composition, format, and operational mechanisms. The two sides will further deepen friendly cooperation between their legislative bodies … the two sides will continue deepening cooperation between their foreign ministries, actively conduct regular meetings and consultations at all levels, exchange views and coordinate positions on bilateral relations as well as international and regional hotspot issues of common concern. The two sides agreed to continuously deepen exchanges and cooperation in areas such as counterterrorism, prevention of ‘color revolutions’, security for Belt and Road projects, and security for major events, jointly combat various forms of transnational crime, continue joint police patrols and special police exercises and training, and jointly improve law enforcement and security operation capabilities. The two sides agreed to continue strengthening contacts and cooperation between immigration departments, deepen practical cooperation in border inspection, facilitating people-to-people exchanges, combating illegal migration activities, and law enforcement capacity building, and continue strengthening exchanges and cooperation in the legal and judicial fields. In the context of BRI, the document talks about “expanding cooperation in trade and commerce, investment, transportation, energy, information, science and technology, and people-to-people exchanges…” and the need to “further strengthen practical cooperation in areas such as space technology, AI, embodied intelligence, the digital economy, and new energy, jointly fostering new productive forces.”
The document adds that:

Wang Yi welcomed Field Marshal Munir’s joint visit to China together with Prime Minister Shehbaz, stating that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan. ‘Strong grass is known in fierce winds; true gold is proven in raging fire.’ Regardless of how the international and regional situation changes, China–Pakistan friendship has always remained rock-solid and unbreakable. The two countries have maintained a high level of political mutual trust, a high level of practical cooperation, and a high level of international coordination, setting a model for state-to-state relations. Munir said that the ironclad friendship between Pakistan and China has withstood the test of time and grown ever deeper, something of which Pakistan is deeply proud. In recent years, China’s international status and influence have continued to rise, and the four major global initiatives proposed by President Xi Jinping, along with the Belt and Road Initiative, have played a key role in promoting world peace and development and have been widely welcomed by the international community. Pakistan firmly supports and actively participates in them. Munir briefed Wang Yi on the latest situation regarding mediation efforts in the US–Iran conflict, stating that an agreement was close to being reached. Minister Balakrishnan and Minister Wang agreed on the need for a ceasefire in the Middle East. They emphasised the importance of the resumption of maritime traffic flows through the Strait of Hormuz. The Ministers commended Pakistan’s efforts to stabilise the situation in the Middle East. The Ministers reaffirmed the importance of international law, including the United Nations Convention of the Law of the Sea (UNCLOS) and the UN Charter, and the right to freedom of passage in international waterways. They agreed that all ships and aircraft should enjoy the right of unimpeded transit passage in Straits Used for International Navigation.

“Both sides agreed to advance high-quality Belt and Road cooperation, hold the meeting of the China-Pakistan Economic Corridor Joint Cooperation Committee (JCC), and promote the high-quality development of the upgraded version of CPEC 2.0. Both sides agreed to advance the Karakoram Highway (Thakot-Raikot) realignment project in a phased and orderly manner. The two sides agreed to leverage the potential of the Gwadar Port and build it into a regional connectivity hub. The two sides will make good use of the Khunjerab Pass to strengthen land connectivity between China and Pakistan. Both sides welcomed third parties to participate in the development of CPEC under the model agreed upon by China and Pakistan.”
“The two sides agreed to advance the development of industrial parks in ways adapted to local conditions and create demonstration projects of industrial cooperation in areas including textiles and home appliances. Both sides commended the success of the China-Pakistan Mineral Cooperation Forum in January 2026, and agreed to advance bilateral cooperation in mining and oil and gas exploration and development in an orderly manner.”

“Both sides reiterated opposition to any unilateral actions and reaffirmed the significance of maintaining peace and stability in South Asia, and resolving all outstanding disputes through dialogue and diplomacy. The Pakistani side briefed the Chinese side on the latest developments in the situation in Jammu and Kashmir. The Chinese side reiterated that the Jammu and Kashmir dispute is left over from history, and should be properly and peacefully resolved in accordance with the U.N. Charter, relevant U.N. Security Council resolutions and bilateral agreements. The two sides expressed readiness to conduct trans-boundary water resources cooperation under the principle of equality and mutual benefit. The significance of the maintenance of international and regional security and stability was reiterated.”
“China reaffirmed its commitment to supporting Pakistan as the next rotating President of the SCO and leveraging Pakistan’s term as a non-permanent member of the U.N. Security Council from 2025 to 2026 to further strengthen coordination and collaboration in the multilateral context. The Chinese side also commended Pakistan’s various initiatives for strengthening multilateralism, peaceful resolution of disputes, and regional cooperation under its U.N. Security Council Presidency in July 2025.”
