Xi Jinping emphasised that on the new journey, it is necessary to fully implement the thought on socialist rule of law with Chinese characteristics for the new era, uphold the organic unity of Party leadership, the people’s status as masters of the country, and law-based governance; focus on building a more complete socialist rule of law system with Chinese characteristics and a higher-level socialist rule of law state; enhance the coordination between rule of law and reform, development and stability; pay more attention to guaranteeing and promoting social fairness and justice; comprehensively promote scientific legislation, strict law enforcement, impartial justice, and universal law-abiding behaviour; and comprehensively promote the rule of law in all aspects of national work, providing strong legal guarantees for comprehensively advancing the construction of a strong country and the great rejuvenation of the Chinese nation through Chinese-style modernisation. 习近平强调,新征程上,要全面贯彻新时代中国特色社会主义法治思想,坚持党的领导、人民当家作主、依法治国有机统一,聚焦建设更加完善的中国特色社会主义法治体系、建设更高水平的社会主义法治国家,更加注重法治与改革、发展、稳定相协同,更加注重保障和促进社会公平正义,全面推进科学立法、严格执法、公正司法、全民守法,全面推进国家各方面工作法治化,为以中国式现代化全面推进强国建设、民族复兴伟业提供有力法治保障.
Xi Jinping emphasised that Party committees (leading Party groups) at all levels must assume primary responsibility and ensure the implementation of major deployments, important tasks, and key work in the field of rule of law. Departments responsible for rule of law work must earnestly fulfill their duties and take initiative, and all departments and sectors must strictly abide by the law to jointly create a new landscape for the construction of a law-based China. 习近平强调,各级党委(党组)要担负主体责任,抓好法治领域重大部署、重要任务、重点工作落实。法治工作部门要认真履职尽责、主动担当作为,各部门各领域要严格依法办事,合力开创法治中国建设新局面.
Zhao Leji led the meeting. He spoke at the conference, praising Xi’s instructions as “insightful and profound, possessing strong political, ideological, and guiding significance.” He added that the instructions must be “thoroughly studied, understood, and resolutely implemented”.
Zhao Leji emphasised that Xi Jinping Thought on the Rule of Law is the guiding thought that must be adhered to for a long time in comprehensively governing the country according to law in the new era. The historic achievements of comprehensively governing the country according to law fully demonstrate the truth power and practical power of Xi Jinping Thought on the Rule of Law. Zhao Leji pointed out that we must uphold and strengthen the Party’s leadership over comprehensive law-based governance, deeply comprehend the decisive significance of the Two Establishments, resolutely achieve the Two Safeguards, unswervingly follow the path of socialist rule of law with Chinese characteristics, and maintain the organic unity of the Party’s leadership, the people being masters of the country, and law-based governance, ensuring that the Party’s leadership runs through the entire process and all aspects of comprehensive law-based governance. 赵乐际指出,要坚持和加强党对全面依法治国的领导,深刻领悟“两个确立”的决定性意义,坚决做到“两个维护”,坚定不移走中国特色社会主义法治道路,坚持党的领导、人民当家作主、依法治国有机统一,确保党的领导贯彻到全面依法治国全过程和各方面.

Another report on the page informs that a revised edition of a study outline of Xi Jinping Thought on the Rule of Law has been published. Xinhua says:
“Based on a 2021 edition, the revision and compilation was arranged by the Publicity Department of the Communist Party of China (CPC) Central Committee and the Office of the Commission for Overall Law-based Governance of the CPC Central Committee. Xi Jinping Thought on the Rule of Law is the latest achievement in adapting Marxist rule of law theory to the Chinese context and to the needs of the times, bringing significant new developments in the socialist rule of law theory with Chinese characteristics, and providing fundamental guidance for advancing comprehensive law-based governance in the new era.”
Also, there is a report about a notice issued by the Commission for Overall Law-based Governance of the CPC Central Committee and the Propaganda Department calling for the study of this outline. And there’s a commentary on the same theme.
Next, there’s a report on Li Qiang’s meeting with Vladimir Putin. The report says:
Li Qiang first conveyed President Xi Jinping’s cordial greetings and best wishes to President Putin. Li Qiang stated that under the strategic guidance of the two heads of government, the China-Russia comprehensive strategic partnership of coordination for a new era has maintained operation at a high level. Since the beginning of this year, President Xi Jinping and President Putin have met twice, pointing the way for the further development of China-Russia relations. Li Qiang pointed out that China’s determination and position on developing mutually beneficial China–Russia cooperation have been consistent. China is willing to work with the Russian side to further enhance the resilience of cooperation, and consolidate and maintain the steady development momentum of bilateral cooperation. Both sides should jointly host new China-Russia national-level theme years well, leverage mutually beneficial policies, such as visa-free access, to serve the public interest, promote better mutual understanding and closer ties between the peoples of the two countries, and consolidate the foundation of people-to-people friendship in bilateral relations. Next, there’s a report on Wang Huning meeting with a German Social Democratic Party (SPD) delegation led by Lars Klingbeil, who is the German Vice Chancellor and Federal Minister of Finance. Xinhua reports:
Wang said that “a healthy and stable China-Germany relationship serves the interests of both countries and meets the expectations of all sectors in China and Europe. China is willing to work with Germany to advance the China-Germany all-round strategic partnership to a higher level and promote the development of China-EU relations, Wang said, who added that the National Committee of the CPPCC is willing to make positive contributions toward this goal. Klingbeil said that China is an important partner of Germany, and both countries bear significant responsibilities for the future of the world. The German side adheres to the one-China policy and is willing to work with the Chinese side to implement the important consensus reached by the leaders of the two countries and promote practical cooperation in various sectors.”
Also on the page is a report on Ding Xuexiang addressing the opening ceremony of the second China Railway Express Cooperation Forum in Xi’an. Xinhua reports:
Ding “said that China attaches great importance to the development of the China Railway Express, namely the China-Europe freight train services. As a flagship project of the Belt and Road Initiative, Ding noted that the China Railway Express has evolved into an international logistics brand characterized by its strong radiation, driving force and influence. Ding said that the fourth plenary session of the 20th CPC Central Committee has drawn up a blueprint for China’s development over the next five years, and also made arrangements for the development of the China Railway Express. China is willing to work with all parties to uphold the spirit of the Silk Road and actively carry out communication and cooperation, so as to promote the development of the China Railway Express to better facilitate economic and trade exchanges and mutual learning on the Eurasian continent. Ding made four-point proposals in this regard.
First, it is necessary to enhance interconnection, deepen coordination, and strengthen the convergence of rules and standards.
Secondly, the China Railway Express should strengthen cooperation and innovation, promote the application of high and new technologies, and accelerate its development in digitalization and intelligence, he said.
Thirdly, there is a need to enhance risk control, Ding said, noting that China Railway Express should establish and improve the mechanism for law enforcement communication and collaboration, promote information connection and sharing, and lay a solid foundation for safe development.
Fourthly, the China Railway Express should enhance integrated development, maintain the stability of international industrial and supply chains, and promote economic prosperity in regions along the routes, Ding added.”
Page 2: There’s a report on the SCO heads of state meeting in Moscow, which Li Qiang attended. Li Qiang’s full speech is also published in the paper. Li said:
“Over the past year, the international situation has undergone many new changes. Various unilateralist and protectionist actions, especially the increase in trade barriers such as high tariffs, have severely impacted the international economic and trade order and posed enormous challenges to the development of many countries.” 过去一年,国际形势发生不少新变化,各种单边主义、保护主义行为,特别是高额关税等经贸壁垒的增多,使国际经贸秩序受到严重冲击,给很多国家发展带来巨大挑战.
He then mentioned the Global Governance Initiative as China’s solution to key global challenges. He made three specific points.
First, the SCO is uniquely suited to advance GGI. This is because of their philosophical alignment, practical experience of managing differences while increasing trust and third because SCO mechanisms provide solid guarantees. Let me use Li’s words to elaborate this third point.
“The Shanghai Cooperation Organisation does not form closed ‘small circles.’ Upholding an open attitude, it attracts like-minded partners and has established more than 50 cooperation mechanisms covering political, economic, security, and cultural fields, providing an effective platform for equal consultation and joint development. The second point that Li made was that the SCO should “focus on the two key areas of development and security.”
“Reforming and improving global governance requires all parties to build consensus and coordinate actions. Many of the problems faced by today’s world still need to be solved through development, which requires creating a safe and stable environment. We should adhere to seeking development and promoting security through cooperation, and strive to achieve more governance results. On one hand, jointly build an open and inclusive world economy. The international community now generally hopes to reduce barriers, expand opening-up, smooth economic and trade circulation, and promote world economic recovery. China is willing to work with SCO parties to more firmly embrace global free trade and regional economic integration, strengthen development-strategy alignment, jointly build BRI with high quality, implement well the Action Plan for High-Quality Development of Economic and Trade Cooperation, accelerate the realisation of connectivity of infrastructure, smoothness of trade, and facilitation of financing, release the potential of the regional mega-market, and inject positive energy into maintaining stable and unimpeded global production and supply chains and promoting inclusive and beneficial economic globalisation. On the other hand, we should promote universal security and lasting peace. In the face of an international situation marked by intertwined turmoil and changes, the SCO should further strengthen security-cooperation mechanisms, promote more efficient coordination among security forces and resources of member states, and, targeting the ‘three evil forces’, transnational organized crime, drug trafficking, cyberattacks, and other threats, improve response mechanisms and enhance response effectiveness, providing protection for regional stability and development. China is willing to work with all parties to promote the ‘four security centers’ to establish rules and systems as soon as possible and play an important role at an early date. Third, we must unleash the powerful vitality of innovation and transformation.
“Technological achievements such as artificial intelligence are the shared wealth of all humankind. Artificially hindering technological exchange and creating developmental divisions will only plunge the world into more conflict. The SCO should strengthen cooperation in science and technology and industrial innovation. China welcomes all parties to actively participate in the SCO Digital Economy Forum and the China-SCO Artificial Intelligence Cooperation Forum, jointly building and utilising the China-SCO Digital Economy Cooperation Platform and the Science and Technology Innovation Cooperation Center to better benefit the people of all countries through technological progress. We must work together to promote green and low-carbon transformation. The SCO has always prioritised energy cooperation and should continue to promote cooperation in the clean and efficient use of traditional energy sources and the installation of renewable energy power generation capacity, contributing to global efforts to address climate change. Among other things, Li also announced that “China is willing to work closely with all member states to establish the SCO Development Bank as soon as possible. He added: “We should continue to improve the ‘SCO Partnership’ system, make good use of the ‘SCO+’ model, and open our doors to more countries and international organizations that recognise the ‘Shanghai Spirit,’ thus strengthening the positive energy of global governance. Xinhua says: Following the meeting, Li and other leaders signed the joint communique and cooperation documents concerning economy and trade, railways, social development and security, and approved relevant resolutions on the construction of the SCO.
Next, there’s a report on Wang Yi meeting with League of Arab States (LAS) Secretary-General Ahmed Aboul-Gheit, who is in China for the China-Arab Civilizational Dialogue. Xinhua says:
“Wang said that with the strategic guidance of Chinese President Xi Jinping and Arab leaders, China-Arab states relations have achieved rapid development and entered their best period in history. China is the most trustworthy partner of the Arab countries. It firmly supports Arab countries in eliminating external interference to embark on development paths that suit their national conditions, enhancing their strategic autonomy so as to determine their own futures, and achieving unity and strength, thereby working together to safeguard regional peace and stability. China never interferes in other countries’ internal affairs, nor does it engage in geopolitical rivalry. The goal of China-Arab states cooperation is to achieve common development and prosperity, and to promote the modernization of all countries, Wang added. He noted that next year marks the 70th anniversary of the establishment of diplomatic relations between China and the Arab countries, and the second China-Arab States Summit is scheduled to be held in China -- another milestone event in the history of China-Arab states relations. China stands ready to take the summit as an opportunity to enhance strategic mutual trust, deepen mutually beneficial cooperation, and build a higher-level China-Arab community with a shared future. Wang said that China appreciates the commitment of the LAS to the just settlement of the Palestine question, and always stands with Arab countries. China will continue to uphold justice on the international stage, steadfastly support the restoration of Palestine’s legitimate national rights, and firmly advance the resumption and realization of a two-state solution.”
Next, there’s another Zhong Sheng commentary on China-Japan relations. The piece says:
“No country would tolerate a foreign leader’s blatant interference in its internal affairs, nor would any country tolerate a foreign leader’s threat of force against it.”
“Japanese Prime Minister Sanae Takaichi has openly advocated the possibility of military intervention in the Taiwan Strait, grossly interfering in China’s internal affairs, and showing no remorse by refusing to retract her erroneous remarks. This action seriously violates the one-China principle and the spirit of the four political documents between China and Japan, severely undermines the political foundation of Sino-Japanese relations, and deeply hurts the feelings of the Chinese people. The claims by certain Japanese politicians that China’s reaction to Takaichi’s erroneous remarks on Taiwan was an ‘overreaction’ are a complete misinterpretation and smear of China’s legitimate and reasonable response.” 日本首相高市早苗公然鼓吹武力介入台海的可能性,粗暴干涉中国内政,且不思悔改,拒不撤回有关错误言论。这一行径严重违背一个中国原则和中日四个政治文件精神,严重破坏中日关系政治基础,严重伤害中国人民感情。个别日本政客声称中方对高市早苗涉台错误言论“反应过度”,这完全是对中方正当合理反应的曲解、抹黑.
The author then calls for the Japanese government to uphold the commitments of the four political documents. Then the article says:
“Sanae Takaichi’s erroneous remarks involving Taiwan seriously violate the spirit of the four China–Japan political documents and strike at the foundation of China–Japan relations. As the leader of a country, Sanae Takaichi should have demonstrated at least a minimum degree of political responsibility and worked together with China to promote the healthy development of China–Japan relations. However, not long after making the commitment that ‘on the Taiwan question, Japan will adhere to the position in the 1972 Japan–China Joint Statement’, she put forward the erroneous rhetoric that a ‘Taiwan emergency’ might constitute a ‘survival-threatening situation’ in which Japan could exercise the right of collective self-defense, seriously poisoning the relationship between the two countries. This deliberate provocation exposes dangerous strategic intentions and poses a grave threat to peace in the Taiwan Strait and to regional security and stability. No country would tolerate leaders of another country crudely interfering in its internal affairs, nor would any country tolerate leaders of another country issuing military threats against it. The ‘poison’ Sanae Takaichi has cast into China–Japan relations must be undone by herself. The healthy and stable development of China–Japan relations accords with the interests of the Japanese people, while actions that undermine bilateral relations go against the trend of the times and are unpopular. In recent days, the extremely mistaken and highly dangerous moves of the Takaichi administration have drawn widespread criticism from people of insight within Japan. Fujita Kohkei, chairman of the ‘Association to Inherit and Develop the Murayama Statement’, pointed out sharply that Sanae Takaichi’s remarks violate international law and seriously harm China–Japan relations. An editorial of Tokyo Shimbun criticized her remarks as ‘reckless and rash’, emphasising that for a prime minister to make such remarks is ‘unacceptable’. Japanese netizens have bluntly stated that Sanae Takaichi ‘lacks basic diplomatic common sense’ and have demanded that she withdraw her erroneous statement. Some members of the public have even spontaneously organized rallies to protest her irresponsible and provocative behaviour. Mao Ning: This morning, Director General Liu Jinsong of the Department of Asian Affairs of China’s Ministry of Foreign Affairs held consultation with Director-General of the Japanese Foreign Ministry’s Asian and Oceanian Affairs Bureau Kanai Masaaki in Beijing. During the consultation, the Chinese side once again lodged serious protest with Japan over the wrongful remarks made by Japanese Prime Minister Sanae Takaichi concerning China. Shenzhen TV: It’s reported that on the morning of November 16, four China Coast Guard vessels entered the surrounding waters of Diaoyu Dao. Japan’s Chief Cabinet Secretary Kihara Minoru said on a press conference on November 17 that Japan has lodged a stern protest through diplomatic channels over this. What’s China’s comment?
Mao Ning: Diaoyu Dao and its affiliated islands have always been China’s territory. The patrols and law enforcement of China Coast Guard vessels in China’s territorial waters are legitimate, lawful and fully justified. China does not accept the groundless protest of the Japanese side, and has rejected it and lodged a counter-protest on the spot. China calls on the Japanese side to abide by the four-point principled consensus between China and Japan and respect China’s territorial sovereignty. Mao Ning: Due to Japan’s history of colonial rule and aggression, Japan’s military and security moves have been closely watched by its Asian neighbors and the international community. The Potsdam Proclamation explicitly stipulates that Japan shall not be permitted to “re-arm for war.” The Japanese Constitution, which enshrines pacifism, also established Japan’s exclusively defense-oriented policy. It is alarming, however, that in recent years, Japan has drastically readjusted its security and defense policy, increased defense budget year after year, relaxed restrictions on arms export, sought to develop offensive weapons, and planned to abandon its three non-nuclear principles. Japan’s far-right forces are trying every means to break free from the pacifist constitution, and going further down the path of boosting Japan’s military buildup. Eighty years ago, the war of aggression waged by Japanese militarism inflicted profound sufferings on Asia and the world. Amnesia of war spells disaster; war-mongering spells doom. Lessons from history must not be forgotten, distorted, or even erased. Eighty years on, militarism must never be revived in Japan, the post-WWII international order must never be challenged, and world peace and stability must never be ruined again.
