Page 1: The lead report covers Xi Jinping’s remarks (English text) at the Leaders Meeting on Climate and the Just Transition. Xi lashed out at “some major country’s persistent pursuit of unilateralism and protectionism”, which he said “has seriously impacted international rules and the international order.” He also called on everyone to “earnestly honor the principle of common but differentiated responsibilities”.
Xi made four primary points:
First, we must adhere to multilateralism. The more volatile and turbulent the international situation becomes, the greater the need for us to firmly safeguard the U.N.-centered international system and the international order underpinned by international law, and firmly safeguard international fairness and justice. The U.N. Framework Convention on Climate Change and its Paris Agreement are the legal cornerstone of international climate cooperation. It is important for all countries to champion the rule of law, honor commitments, prioritize green and low-carbon development, and jointly respond to the climate crisis through multilateral governance.
Second, we must deepen international cooperation. Solidarity and cooperation are needed more than ever as the world faces multiple, compounded challenges. We should rise above estrangement and conflict with openness and inclusiveness, boost technological innovation and industrial transformation through cooperation, and facilitate the free flow of quality green technologies and products, so that they can be accessible, affordable and beneficial for all countries, especially the developing ones. As a member of the Global South, China will vigorously deepen South-South cooperation and continue to provide help for fellow developing countries to the best of its capability.
Third, we must accelerate the just transition. Clear waters and green mountains are just as valuable as gold and silver. Green transformation is not only the essential way to address climate change, but also a new engine for economic and social development. Such transformation must be people-centered and pursued in a way that advances the well-being of people and climate governance in tandem, and strike a balance between multiple goals including environmental protection, economic growth, job creation, and poverty alleviation. Developed countries are obliged to extend assistance and support to developing countries, help drive the global shift toward green and low-carbon development, and contribute to the common and long-term well-being of people of all countries.
Fourth, we must strengthen results-oriented actions. Instead of talking the talk, we must walk the walk. We must turn our goals into tangible results through systematic policies and concrete measures. All parties should do their utmost to formulate and implement their program of action for nationally determined contributions (NDCs) while coordinating economic development and energy transition. China will announce its 2035 NDCs covering all economic sectors and all greenhouse gases before the United Nations Climate Change Conference in Belém.
The other lead report is on Xi’s meeting with Azerbaijani President Ilham Aliyev. The duo announced the establishment of a comprehensive strategic partnership. Xi called on the “two sides to continue to enhance political mutual trust, deepen practical cooperation, strengthen international cooperation, open a new chapter of all-round cooperation between China and Azerbaijan, help the development and revitalisation of the two countries, and better benefit the people of the two countries.” 双方要持续增进政治互信,深化务实合作,密切国际协作,开启中阿全方位合作新篇章,助力两国发展振兴,更好造福两国人民.
“Xi Jinping emphasised that firm mutual support on issues involving each other’s core interests is a fine tradition of China and Azerbaijan, and also the proper meaning of being strategic partners. The Chinese side supports the Azerbaijan side in safeguarding national sovereignty, independence, and territorial integrity, and in continuing to follow a development path suited to its own national conditions. China is willing to work with Azerbaijan to deepen law-enforcement and security cooperation, and resolutely combat the ‘three evil forces’ of terrorism, extremism and separatism. The joint construction of BRI by China and Azerbaijan has borne abundant fruit, bringing tangible benefits to the peoples of both countries. It is necessary to optimise top-level design, strengthen the alignment of development strategies, improve cooperation mechanisms, fully tap the potential of cooperation, promote the joint construction of BRI to go deeper and more solid, and achieve high-quality development. The report adds: “Xi Jinping pointed out that tariff wars and trade wars undermine the legitimate rights and interests of all countries, undermine the multilateral trading system, and impact the global economic order. China is willing to work with Azerbaijan to safeguard the international system with the UN at its core and the international order based on international law, firmly safeguard its legitimate rights and interests, and defend international fairness and justice.” 习近平指出,关税战、贸易战损害各国正当权益,破坏多边贸易体制,冲击世界经济秩序。中方愿同阿方一道,维护以联合国为核心的国际体系和以国际法为基础的国际秩序,坚定维护自身正当权益,捍卫国际公平正义.
Aliyev praised Xi and China’s development. He then reportedly said that:
“Azerbaijan firmly adheres to the one-China principle, insists that Taiwan is an inalienable part of China’s territory, and supports all efforts made by the Chinese government to achieve national reunification. The concept of building a community with a shared future for mankind and the three major global initiatives proposed by President Xi Jinping are conducive to world peace, stability and prosperity, and Azerbaijan highly appreciates and actively supports them. Azerbaijan is willing to deepen the construction of a comprehensive strategic partnership with China, expand cooperation in various fields, such as the construction of BRI, digital economy, green energy, and science and technology, deepen party and cultural exchanges, strengthen cooperation in international and regional affairs, and promote greater development of bilateral relations.” 阿方坚定恪守一个中国原则,坚持台湾是中国领土不可分割的一部分,支持中国政府为实现国家统一所做的一切努力。习近平主席提出的构建人类命运共同体理念和三大全球倡议有利于世界的和平稳定繁荣,阿方高度赞赏、积极支持。阿方愿同中方深入推进全面战略伙伴关系建设,拓展“一带一路”建设、数字经济、绿色能源、科技等各领域合作,深化政党及人文交流,加强在国际和地区事务中的协作,推动两国关系取得更大发展.
The two sides signed a joint statement and 20 deals, covering “BRI, justice, green development, digital economy, intellectual property rights and aerospace.”

“The Parties firmly support each other in pursuing development paths chosen by their respective peoples and in accordance with their national conditions, and provide resolute support to each other in safeguarding fundamental interests, sovereignty, security, and territorial integrity. The Azerbaijani side recognizes that there is only one China in the world, that Taiwan is an inalienable part of China's territory, and that the government of the People’s Republic of China is the sole legitimate government representing the whole of China. Azerbaijan firmly opposes any form of ‘Taiwan independence’ and supports the Chinese government in realizing the reunification of the country. China, in turn, firmly supports Azerbaijan’s peace agenda and considers confrontation-driven geopolitical games to be counterproductive.”
“The Parties intend to gradually expand reciprocal access to markets for eco-friendly and high-quality agricultural products by jointly creating favorable conditions for the development of trade and the economies of the two countries. The Parties expressed their readiness to initiate negotiations on a free trade agreement aiming to establish robust institutional guarantees for deepening cooperation in the fields of trade and investment.”
“The Parties express their readiness to continuously deepen cooperation in the industrial sector and actively promote the digital transformation of industry. The Parties support enterprises of both countries in strengthening, deepening, and expanding commercially based cooperation in areas such as petrochemicals, metallurgy, the textile industry, pharmaceuticals, and machine-building equipment.”
“The Parties express their readiness to actively pursuing cooperation in renewable energy sources and jointly advancing the creation of a global clean energy partnership by promoting the energy transition and sustainable socio-economic development of both countries.”
Transport, tourism, media and education cooperation feature in the document. There’s also an agreement on “mutual exemption of visas for holders of ordinary passports”.
“The Parties emphasized that terrorism, separatism, and extremism pose significant threats to national security and regional stability, and stressed the importance of preventing and jointly combating these threats. They noted the need to strengthen ties and exchanges between the law enforcement agencies and security services of the two countries to jointly combat drug-related crimes, transnational organized crime, as well as challenges such as cybersecurity. The Parties are committed to jointly ensuring the safety of personnel working on cooperation projects and enterprises of the two countries. The Parties emphasize the importance of strengthening international cooperation in the field of humanitarian demining. In this regard, the Azerbaijani side highly values the Chinese side’s support for Azerbaijan’s demining efforts, while the Chinese side is ready to continue assisting Azerbaijan in enhancing its demining capacity through material and technical support.”
“China supports Azerbaijan’s early accession to the World Trade Organization (WTO). The Parties support the reform of the international financial architecture to better align with changes in the global economic landscape. The Parties advocate for the liberalization and simplification of trade and investment, oppose unilateralism and protectionism, despotism and dismantling of world trade rules, and are committed to jointly defending the multilateral trading system to ensure prosperity for all.”
“The Parties are committed to upholding the UN-centered world order and the international system based on international law and the fundamental norms of international relations based on the purposes and principles of the UN Charter, and oppose hegemony and power politics. The Parties advocate for the promotion of universal values - peace, development, equality, justice, democracy and freedom - and strive to create a new type of international relations and a community of common destiny for mankind.”
Azerbaijan supports China’s SCO Presidency; China supports Azerbaijan’s chairmanship of CICA.
Back to the front page, there are reports of Li Qiang and Zhao Leji meeting Aliyev and Kenyan President William Ruto.
The report on Li’s meetings with them says:
Li told Aliyev that:
“China is willing to work with Azerbaijan to further promote traditional friendship, enhance strategic mutual trust, firmly support each other in safeguarding core interests, and advance bilateral cooperation to a larger scale, wider fields and higher levels … Li noted that China is willing to enhance the alignment of the Belt and Road Initiative with Azerbaijan’s development strategies, and jointly advance the construction of the Trans-Caspian International Transport Corridor and establish a safe and stable China-Europe Trans-Caspian Express. He also expressed China's willingness to deepen cooperation with Azerbaijan in emerging fields such as green energy, digital technology, and the digital economy, promote sustained optimization and development of trade, and create more new mutually beneficial opportunities. The two sides should further strengthen people-to-people exchanges, explore cooperation potentials in areas such as culture, tourism, and education, and promote mutual understanding among their peoples, Li added. Noting that unilateralism and protectionism are on the rise, exacerbating the risks of a global economic recession, Li said China is willing to continue strengthening communication and coordination with Azerbaijan within multilateral mechanisms such as the United Nations, effectively implementing the three major global initiatives, and jointly advocating for an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.”
The report on the Li-Ruto meeting says:
“Noting that the two countries have strong economic complementarity and broad cooperation prospects, Li said China is willing to work with Kenya to continue advancing the high-quality joint construction of the Belt and Road, steadily advance major projects such as infrastructure, deepen cooperation in areas such as finance, digital economy, green energy, agricultural science and technology, and blue economy, jointly cultivate and expand new drivers of development, and promote more practical achievements. China is also willing to import more high-quality products from Kenya, promoting an optimized and balanced trade relationship, Li said, adding that the two sides should further facilitate personnel exchanges and enhance cooperation in cultural, tourism, and media sectors. In the current international landscape of intertwined challenges, China and Africa, as significant forces in the Global South, should unite more closely to confront difficulties and promote development and prosperity together, Li said, adding that China is willing to work with Kenya and other African countries to fully accelerate the implementation of the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation, especially the ten partnership actions for modernization, and practice true multilateralism.”
The report on Zhao Leji’s meeting with Aliyev says:
“Zhao said China is willing to work with Azerbaijan, taking the important consensus reached by the two heads of state as the fundamental guideline, to carry forward the traditional friendship, strengthen cooperation in various fields, and promote greater development of the China-Azerbaijan comprehensive strategic partnership. He added that the NPC of China is willing to maintain close exchanges with the National Assembly of Azerbaijan, promote the exchange of experience in areas such as legislation, supervision and sustainable development, and contribute to the steady and long-term development of China-Azerbaijan relations.”
The report on Zhao’s meeting with Ruto says:
“China is willing to work with Kenya to implement the important consensus reached by the two heads of state, deepen all-round mutually beneficial cooperation and promote the China-Kenya comprehensive strategic cooperative partnership to a new level in the new era, he said. The NPC of China is willing to work with the Parliament of Kenya to make good use of the legislature exchange mechanism, and provide legal guarantees for practical cooperation between the two countries, Zhao added.”
The final foreign affairs report on the page is about Ding Xuexiang’s meeting with visiting Iranian Foreign Minister Seyed Abbas Araghchi. Xinhua says:
“Ding said China is willing to work with Iran to deliver on the common understandings between the two heads of state, deepen high-level exchanges, and consolidate political mutual trust. The two countries should also expand pragmatic cooperation, strengthen coordination in international and regional affairs, and promote the steady and long-term progress of the China-Iran comprehensive strategic partnership that benefits the two countries and their peoples, Ding said. Araghchi said that Iran attaches great importance to the comprehensive strategic partnership, and is willing to deepen mutually beneficial cooperation, enhance multilateral coordination, and safeguard their common interests.”
On Page 2, there’s a report on Wang Yi’s meeting with Araghchi. Xinhua reports:
“The friendship between China and Iran has stood the test of the international situation, and that developing China-Iran relations is a shared strategic choice for both sides. In recent years, China and Iran have deepened political mutual trust through mutual support, tightened the connection between their interests through practical cooperation, and united and collaborated in the fight against unilateral bullying, Wang said. ‘Today's world is full of turbulence. The United States’ abuse of tariffs has lost people’s support and isolated the country itself from the international community. The international community needs to stand united more than ever to uphold multilateralism and safeguard the basic norms governing international relations,’ Wang said. He said that China is willing to work with Iran to implement the important consensus reached between the leaders of the two countries, and to continuously consolidate coordination and collaboration in deepening friendly cooperation in various fields of international and regional affairs. China is also ready to work with Iran to promote the greater influence of the Shanghai Cooperation Organization, the BRICS mechanism and other multilateral frameworks, and to make more efforts to safeguard the common interests of the two countries, as well as efforts to promote regional and world peace and stability.”
The report adds:
“Wang emphasized that China has always been committed to a political and diplomatic resolution of the Iranian nuclear issue, and opposes the abuse of force and illegal unilateral sanctions. China appreciates Iran’s commitment to not developing nuclear weapons, respects Iran’s right to the peaceful use of nuclear energy, supports Iran in conducting dialogue with all parties - including the United States - and in safeguarding its legitimate rights and interests through consultation and negotiation, Wang said, adding that it will help safeguard the international nuclear non-proliferation regime and promote regional peace and stability.”
Next, there’s a report on a special seminar that was held on the Party’s United Front work in the new era. Li Ganjie was present; Wang Huning spoke at this meeting. After making the case for everyone to “adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of Two Establishments…,” etc.
“Wang added that “on the new journey, United Front work faces new situations and new circumstances, with heavier tasks and higher requirements. It is necessary to always uphold the Party’s overall leadership over united front work, especially the centralised and unified leadership of the Party Central Committee, enhance political judgment, political comprehension, and political execution, and ensure the comprehensive implementation of all decisions and arrangements of united front work. It is necessary to strengthen ideological and political guidance, persistently unite hearts and forge souls, and continuously consolidate the common ideological and political foundation for unity and struggle. Finally, there’s a report on Xi’s instructions at the national conference held to honour model cities and counties in promoting mutual support between the military and the government and between the military and the people in Beijing. The report says that Xi called to “adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold the Party’s overall leadership, deepen reform and innovation, improve policy mechanisms, and promote constant new progress in double support work.” 新征程上,要坚持以新时代中国特色社会主义思想为指导,坚持党的全面领导,深化改革创新,完善政策机制,推动双拥工作不断取得新进步.
“Xi Jinping emphasised that Party committees and governments at all levels must care about and support the construction and reform of the armed forces, take the initiative to help solve difficulties for officers and soldiers, and further foster a good social atmosphere of caring about national defense, loving the military, and honouring soldiers. The military must firmly establish its sense of purpose, actively support local construction and development, and bring benefits to the people and create advantages through concrete actions. Li Qiang delivered a speech at the meeting:
Li Qiang said that in recent years, thanks to the joint efforts of all levels and sectors of the military and localities, double support work has made positive progress. The system of relevant laws and regulations has become more sound, social support-for-the-army organizations and service networks have become more complete, and the entire military has actively participated in the implementation of major strategies such as poverty alleviation, rural revitalisation, and strengthening and stabilising border defense, while successfully completing tasks such as emergency rescue and disaster relief, evacuation and escort operations, maintaining stability, and handling emergencies. Page 3: There’s a report on Wang Huning meeting with a delegation from Japan's Komeito Party, led by its leader Tetsuo Saito, in Beijing. Xinhua reports:
“China and Japan should jointly implement the important consensus reached by the leaders of the two countries, adhere to their promises, establish a correct understanding, promote win-win cooperation, and join hands to meet challenges. The ruling parties of the two countries should actively play a political leading role in building China-Japan relations that meet the requirements of the new era, said Wang, noting that the National Committee of the CPPCC is ready to strengthen exchanges and cooperation with relevant Japanese institutions. Saito said the Komeito Party has long adhered to and carried forward the spirit of friendship between Japan and China, and is willing to promote the implementation of the consensus reached by the leaders of the two countries through dialogue and exchanges between the ruling parties. The Komeito Party stands ready to improve the public opinion foundation of bilateral relations, promote exchanges in business, tourism, localities, youth and other fields, and enable the people of both countries to feel the fruits of the improvement and development of Japan-China ties, Saito added.”
Page 12: There are four reports on disciplinary actions against four individuals.
First, Zhang Gengsheng, former vice-president of China Construction Bank, has been expelled from the Party. The report says that Zhang seriously violated the Party’s political discipline, organizational discipline, integrity discipline and life discipline. As per the report, Zhang lost his ideals and convictions, abandoned his original mission, resisted the investigation, and engaged in superstitious activities. He disregarded the 8-point regulation, illegally accepted gifts, cash, and shopping cards, participated in arranged travel and banquets, and misused public funds for dining. He ignored organisational principles, failed to report personal matters in accordance with regulations, and sought benefits for others in employee recruitment. He violated the bottom line of integrity, illegally owned shares of non-listed companies, and used his power to seek benefits for the business activities of relatives and friends. Second, Lu Kehua, former of the Political and Legal Affairs Commission of the Chongqing Municipal Committee, has been expelled from the Party. Lu also seriously violated the Party’s political discipline, organisational discipline, integrity discipline, work discipline and life discipline.
