Next, there’s a report on Ding Xuexiang’s remarks at the 4th China International Supply Chain Expo in Beijing. The report says:
Ding Xuexiang said that the current world situation is complex and volatile, and the risk of fragmentation of industrial and supply chains is increasing. President Xi Jinping has pointed out that maintaining the resilience and stability of global industrial and supply chains is an important guarantee for promoting the development of the world economy and accords with the common interests of the people of all countries. As a responsible major country, China effectively brings into play its advantages such as a complete industrial system and a super-large-scale market, strives to keep the arteries of the world economy unobstructed, and firmly safeguards the stable and smooth functioning of global industrial and supply chains through concrete actions. The facts fully prove that China is both a participant in and beneficiary of cooperation on global industrial and supply chains, and a staunch defender and builder of them.
Ding Xuexiang stressed that global supply chains, industrial chains, and value chains are closely connected, that every country is a link in the chain of cooperation, and that maintaining the stable and smooth functioning of global industrial and supply chains requires the joint efforts of all parties. He put forward four proposals.
First, strengthen mutual trust. Prevent the politicization, weaponization, and over-securitization of economic and trade issues, work hard to eliminate the interference of non-economic factors, and jointly safeguard the attribute of industrial and supply chains as a global public good.
Second, strengthen trade connectivity. Maintain and practice true multilateralism, uphold the multilateral trading system with the WTO at its core, oppose practicing protectionism in the name of green and low-carbon development, actively foster a fair, open, and predictable market environment, and promote the liberalization and facilitation of trade and investment.
Third, strengthen integrated development. Work in concert to promote the deep integration of the innovation chain with the industrial and supply chains, jointly build an industrial ecosystem of complementary advantages and mutual benefit and win-win results, and let the fruits of scientific and technological innovation benefit more countries and peoples.
Fourth, strengthen resource sharing. Actively maintain the open connectivity and smooth, stable operation of the global energy markets, promote the mutually beneficial cooperation and peaceful use of critical minerals, and create favourable conditions for ensuring the stable and smooth functioning of global industrial and supply chains.”
Note: Some important points in what Ding’s said, which need to be elaborated. Let’s keep the hypocrisy of Beijing implementing the Comprehensive National Security Concept and increasingly passing laws and regulations that are securitising trade to one side. Those are now well established. For Europeans, Ding’s point about the need to “oppose practicing protectionism in the name of green and low-carbon development” is something to note. In this regard, Beijing will find partners in the developing world, if it wants to put together some sort of coordinated push back. This is a concern that India also shares; but I don’t think there’s enough political trust between the two and neither do their strategic interests align in order to bring a joint pushback. Ding’s remark about the need to “maintain the open connectivity and smooth, stable operation of the global energy markets” is a risk that he is highlighting. Whatever said, the war in West Asia has had implications for China’s energy situation. Finally, I read this as a bit of a warning to the American side: “promote mutually beneficial cooperation and peaceful use of critical minerals.”
Page 2: Economic friction between the US and China continues to brew despite the framework of constructive strategic stability now in place. Xinhua reports:
China’s Ministry of Commerce announced Monday that it has decided to add 10 American entities to the export control list in accordance with the nation’s export control law and regulations on export control of dual-use items. The measure was taken to safeguard national security and interests, and fulfill international obligations such as non-proliferation, according to a statement from the ministry.
“Effective as of the date of this announcement, export operators are prohibited from exporting dual-use items to the 10 entities that also include:

“Organizations and individuals from any country or region are prohibited from transferring or providing dual-use items originating in China to the above-mentioned entities. Relevant ongoing export activities shall be immediately halted, according to the statement. In a separate statement, a ministry spokesperson explained that the measure was taken following the wrongful act of the U.S. government to add more Chinese firms to a so-called company list linked to Chinese military. The spokesperson stressed that no export operator shall violate the above-mentioned decision to prohibit the export of dual-use items to the 10 U.S. military-linked entities.”
In addition, the Ministry announced “a notice prohibiting the purchase of products manufactured by 46 designated U.S. companies in government procurement. Under the new measure, procurement entities participating in government purchasing activities are barred from buying products made by the listed U.S. firms, including Lockheed Martin Corporation and Raytheon Missiles & Defense.”
CNBC’s report on this is useful to set context:
Beijing’s “actions came after the Pentagon earlier this month updated its so-called 1260H list by adding a slew of Chinese technology companies to a list of entities it believes to have aided Beijing’s military. Alibaba Group, Baidu and carmaker BYD were among the latest additions. Beijing’s countermeasures appear to be largely symbolic, rather than a substantive escalation in U.S.-China relations, said Han Shen Lin, China country director at consultancy The Asia Group, as most targeted companies have ‘little or no meaningful business exposure in China.’ The 1260H designation does not impose immediate sanctions but bars the U.S. Department of Defense from awarding direct contracts to affected companies starting June 30, with restrictions on indirect procurement following in 2027. The designation is likely to deter other federal agencies and commercial partners from doing business with listed companies. Chinese authorities responded earlier this month, saying they would take all necessary measures to protect Chinese companies’ ‘legitimate and legal rights and benefits’, while criticizing the U.S. for ‘drawing up discriminatory lists under the pretext of national security’. The latest countermeasures provide a ‘model example’ of how China will likely handle mild escalation from the U.S. while keeping the broader relationship stable, said Dan Wang, China director at Eurasia Group, adding that last month’s Trump-Xi summit reset relations on a more positive footing. While the Pentagon’s move was largely symbolic, it showed how broadly Washington has drawn the line around sensitive Chinese technology, from artificial intelligence to consumer electronics and biotech, analysts say. Several designated Chinese firms have disputed the designations while pledging legal action to seek their removal. Chinese smartphone maker Xiaomi won a court challenge that resulted in its designation being removed in May 2021.”

Xinhua says that the action plan details 15 measures to be taken across five areas, which include expanding market access, facilitating investment procedures, enhancing investment promotion, strengthening services and guarantees for foreign investment, and improving foreign capital management. I. Expanding market access:
(1) Deepen opening-up in the services sector. Steadily expand the pilot programs for opening up to the outside world vocational skills training institutions, vocational colleges, and high-level universities in science, engineering, agriculture, and medicine. Support Beijing in raising the level of construction of the national comprehensive demonstration zone for the expanded opening-up of the service sector, and push for the first-trial implementation of opening-up measures in key fields of modern services such as the digital economy and pharmaceuticals and health. Promote the comprehensive upgrading of the arrangements between the mainland and Hong Kong and Macao for establishing closer economic and trade relations (CEPA), and increase the intensity of opening up to Hong Kong and Macao investors first in the service sector.
(2) Steadily raising the level of opening-up of the financial sector. On the precondition of improving regulatory coordination and risk prevention and control, support more foreign-funded institutions in using risk-management tools, including treasury-bond futures, to strengthen financial risk management. Support foreign-funded institutions in carrying out fund investment-advisory business in accordance with the law. Optimize the management of cross-border business, and provide cross-border financing facilitation quotas to key foreign-funded enterprises. Guide domestic banks to roll out ‘document preparation on behalf of clients’ international-settlement documentation services for large foreign-funded enterprises. Optimize the pre-communication services prior to the filing of exchange-listing applications, and support eligible key foreign-funded enterprises in listing and raising funds domestically.
(3) Support foreign investment participation in the high-quality development of industries such as pharmaceuticals. Promptly study and issue implementing rules for segmented pharmaceutical production, facilitating cross-border segmented production of biological products and chemical drugs by overseas marketing authorization holders. Promptly study and seek approval for further expanding the geographic scope of pilot opening-up programs in the biotechnology and wholly foreign-owned hospital sectors. Support insurance companies in including more innovative drugs and medical devices within the coverage of commercial insurance and continue encouraging high-quality innovative drugs and medical devices to enter the Chinese market. Establish industry cooperation platforms to facilitate the entry of pharmaceuticals produced by foreign-invested enterprises into pharmaceutical retail channels.

II. Enhance the facilitation of foreign investment
(4) Improve the management system for foreign-investment mergers and acquisitions. Accelerate the revision and issuance of the provisions on the acquisition of domestic enterprises by foreign investors, optimize the M&A management process and the requirements for payment of consideration, and strengthen coordination of regulation among departments. Allow eligible foreign-funded equity-investment institutions to participate, as strategic investors, in the securities issuance of listed companies in non-related industries, so as to better bring into play the effectiveness of strategic investment.
(5) Optimize the management of cross-border data flows. Support the pilot free-trade zones and the national pilot cities for the expanded opening-up of the service sector in exploring the formulation of scenario-based, field-level negative lists for data export in more fields. Promote the formulation of national standards for catalogs identifying important data in industry fields such as industry/manufacturing, telecommunications, geographic information, automobiles, pharmaceuticals, the seed industry, aerospace, and civil aviation.
(6) Promote domestic reinvestment by foreign capital. Implement the preferential tax policy for overseas investors directly investing distributed profits, to ensure the precise release of the policy dividend. Bring more foreign-funded-enterprise reinvestment projects into the list of major and key foreign-investment projects, and broaden the scope of services and safeguards.
(7) Vigorously attract foreign-funded enterprises to establish R&D centers in China. Improve the support policies for foreign-funded R&D centers, facilitate the introduction of high-level foreign talent, support the establishment of open innovation platforms and practical-training bases and the development of new types of R&D institutions, increase support for the transformation of innovation achievements, and enjoy in accordance with the law the preferential tax policies for imported scientific-research articles.
(四)完善外资并购管理制度。加快修订出台关于外国投资者并购境内企业的规定,优化并购管理流程和对价支付要求,强化部门监管协同。允许符合条件的外资股权投资机构以战略投资者身份参与非相关行业上市公司证券发行,更好发挥战略投资效能。(五)优化数据跨境流动管理。支持自由贸易试验区、国家服务业扩大开放试点城市探索在更多领域制定场景化、字段级数据出境负面清单。推动制定工业、电信、地理信息、汽车、医药、种业、航天、民航等行业领域重要数据识别目录国家标准。(六)促进外资境内再投资。落实境外投资者以分配利润直接投资税收优惠政策,确保政策红利精准释放。将更多外资企业再投资项目纳入重大和重点外资项目清单,拓宽服务保障范围。(七)大力吸引外资企业在华设立研发中心。完善外资研发中心支持政策,便利外籍高层次人才引进,支持设立开放式创新平台和实训基地、发展新型研发机构,加大创新成果转化支持力度,依法享受进口科研用品税收优惠政策.

Page 7: There’s a report informing that the State Administration for Market Regulation (SAMR), the Ministry of Industry and Information Technology, the National Health Commission, and the National Disease Control and Prevention Administration have formed a joint investigation team to look into matters concerning the alleged presence of formamide in infant diapers. Global Times reports:
“The moves came after days of intense public concern triggered by an investigative report published on June 18 by the Beijing-based Economic Information Daily, a newspaper under the Xinhua News Agency, which said that certain diaper products made by Huggies, Bibabebe and Babycare had tested ‘positive’ for formamide, a toxic substance. Over the weekend, the controversy escalated among consumers, especially parents, after Wang Wenzhi, the reporter behind an investigative report that set off a national whirlwind of concern, issued an open letter denying he was ‘making up news’. Two of the embroiled brands, Babycare and Huggies, called for the authorities to get involved and announce an official testing result as soon as possible.”
