Li Stresses Energy Security in Sichuan Visit - Wang Yi: Goal of Building a Community with a Shared Future for Mankind Must Guide Diplomacy
In today’s newsletter, I am covering just two reports: Li Qiang’s visit to Sichuan and Wang Yi’s speech at the Research Center for a Community with a Shared Future for Mankind.
First, Premier Li Qiang just completed (English report) an inspection tour of Sichuan. “He emphasised that it is necessary to deeply implement General Secretary Xi Jinping’s important expositions on green development and building a strong energy nation, implement well the new strategy for energy security, adhere to innovation-led development, leverage the advantages of resource endowments, continuously expand the supply of green electricity, vigorously advance the construction of new-type power grids, accelerate the adjustment and optimisation of the energy structure, and provide strong support for the high-quality development of the economy and society.” 他强调，要深入贯彻落实习近平总书记关于绿色发展和建设能源强国的重要论述，实施好能源安全新战略，坚持创新引领，发挥资源禀赋优势，持续扩大绿电供给，着力推进新型电网建设，加快能源结构调整优化，为经济社会高质量发展提供有力支撑. (Note: If the leadership in Beijing ever had any doubt over why they need to move towards new energy sources, the war in West Asia today would have laid those to rest.)
Li visited Chengdu and Deyang “to inspect new energy development initiatives and related equipment manufacturing enterprises.”
“At Tongwei Global Innovation R&D Center, Li listened to introductions on breakthroughs in photovoltaic technology and entered the workshop to inspect the development of battery components. He said that in recent years, progress in photovoltaic technology has effectively raised the level of solar energy utilisation. It is necessary to vigorously support enterprises in exploring innovation, increase R&D investment, strive to break through key technological bottlenecks, open up various application scenarios, and accelerate the large-scale application of new technologies.” 在通威全球创新研发中心，李强听取光伏技术攻关介绍，进入车间察看电池组件研制情况。他说，近年来，光伏技术的进步有效提高了太阳能利用水平. 要大力支持企业探索创新，加大研发投入、努力突破关键技术瓶颈，打通各类应用场景，加快新技术规模化应用.
“At Yalong River Hydropower Development Co., Ltd., Li Qiang learned about the development of integrated hydropower–wind–solar bases and other situations, and listened to reports on the construction of new-type power grids in Sichuan Province. He pointed out that the construction of new-type power grids is of great significance for guaranteeing energy security and promoting green development. It is necessary to actively explore new architectures, new technologies, and new services, improve network construction, enhance system coordination and regulation capabilities, strengthen guarantees for diversified demand, and build a new-type power grid that is safe and reliable, green and low-carbon, strong and resilient, and intelligent and flexible.” 在雅砻江流域水电开发有限公司，李强了解水风光一体化基地开发等情况，听取四川省新型电网建设汇报。他指出，新型电网建设对于保障能源安全、促进绿色发展具有重要意义。要积极探索新架构、新技术、新服务，完善网络建设，提升系统协同和调节能力，强化多元需求保障，打造安全可靠、绿色低碳、坚强韧性、智能灵活的新型电网.
Sichuan is an important clean energy base of our country. It is necessary to promote the complementarity of multiple energy sources such as water, wind, solar, hydrogen, and natural gas, be at the forefront in clean energy development and utilization and new-type power grid construction, actively advance the construction of a new-type energy system, and at the same time better drive the development of related industries. 四川是我国重要清洁能源基地，要推动水风光氢天然气等多能互补，在清洁能源开发利用和新型电网建设方面走在前列，积极推进新型能源体系建设，同时更好带动相关产业发展.
At Sinomach Heavy Equipment Group Co., Ltd. and Dongfang Electric Machinery Co., Ltd., Li Qiang learned about the enterprises’ latest scientific research achievements and inspected equipment and core components for nuclear power, hydropower, and others. He encouraged enterprises to aim at the frontiers of science and technology and market demand, promote the deep integration of advanced technologies such as AI with manufacturing, continuously achieve new breakthroughs in fields such as clean energy equipment manufacturing, and better serve the development of China’s new energy industry and energy transition. 在国机重型装备集团股份有限公司和东方电气集团东方电机有限公司，李强了解企业最新科研成果，察看核电、水电等装备及核心零部件. 他勉励企业瞄准科技前沿和市场需求，推动人工智能等先进技术与制造业深度融合，不断在清洁能源装备制造等领域取得新突破，更好服务我国新能源产业发展和能源转型.
Li also visited the Zipingpu water control project on the Minjiang River, where he inspected the reservoir area and learned about the province’s water conservancy construction before touring the Dujiangyan irrigation system. Li said that water management is an undertaking that benefits for a thousand years. It is necessary to inherit and develop the wisdom of water governance, accelerate the modernization of water conservancy facilities, better give play to comprehensive functions such as flood control, irrigation, water supply, power generation, and ecology, and benefit the people through new achievements in water governance and water development. 李强说，治水是利在千秋的事业。要传承发展治水智慧，加快水利设施现代化，更好发挥防洪、灌溉、供水、发电、生态等综合功能，以治水兴水的新成效造福于民.
Finally, “in Guanghan, the Chinese premier inspected a demonstration zone for improving wheat yields. Noting that it is currently the crucial period for spring plowing and sowing, he urged efforts to seize the farming season by ensuring the supply of agricultural materials and technical services, increasing the application of new technologies and equipment like smart agricultural machinery, and implementing high-standard field management.”
Second, Wang Yi delivered a speech at the Research Center for a Community with a Shared Future for Mankind, which is housed at the China Foreign Affairs University. Qi Yu, Party Secretary of the Ministry of Foreign Affairs, and Vice Foreign Minister Miao Deyu, among others, participated in the inspection activities.
In his speech, Wang Yi fully affirmed the work progress achieved since the center’s establishment more than a year ago, and stated that the establishment and construction of the Research Center for a Community with a Shared Future for Mankind is an important political task assigned to the foreign affairs front by the Party Central Committee. Under the care and guidance of departments such as the Propaganda Department of the CPC Central Committee and the Ministry of Education, and under the direct command of the Party Committee of the Ministry of Foreign Affairs, the center’s construction work has been advanced in an orderly and solid manner, forming a ‘four-in-one’ operational framework encompassing academic research, policy consultation, external communication, and talent cultivation, making a very good start. 王毅在讲话中充分肯定中心成立一年多来取得的工作进展，表示成立和建设人类命运共同体研究中心，是党中央交给外交战线的一项重要政治任务。在中宣部、教育部等部门关心指导和外交部党委靠前指挥下，研究中心建设工作有条不紊、扎实推进，形成了学术研究、资政建言、对外宣介、人才培养“四位一体”的工作格局，已经有了一个很好的开端.
“Wang Yi emphasised that the Center must at all times keep firmly in mind the glorious mission it bears, must do well the research on and the propaganda and introduction of the major original concept of building a Community with a Shared Future for Mankind put forward by General Secretary Xi Jinping, serve the research, interpretation, and dissemination of the Party’s innovative theories, and steadily advance this theoretical construction project with a distinct political character. It is necessary to proceed from upholding the two establishments and achieving the two safeguards, maintain a high degree of political consciousness, firmly grasp the political direction, and ensure that theoretical research has a foundation, a soul, and driving force. It is necessary to profoundly grasp the strategic leading role of this major concept in the midst of the changes unseen in a century, deeply grasp the important guiding significance of this major concept as a scientific system, deeply grasp the Marxist stance, viewpoints, and methods applied in this major concept, and deeply grasp the rich connotations of this major concept that connect past and present and integrate China and the outside world, thereby strengthening historical confidence, drawing strength for forging ahead, adhering to fundamental principles and roots, and constructing a Chinese narrative. 王毅强调，中心要时刻牢记自身承担的光荣使命，研究好、宣介好习近平总书记提出的构建人类命运共同体这一重大原创性理念，服务党的创新理论的研究阐释和宣传普及，扎实推进这项具有鲜明政治属性的理论建设工程。要从捍卫“两个确立”，做到“两个维护”出发，保持高度政治自觉，把准政治方向，让理论研究有根基、有灵魂、有动力。要深刻把握这一重大理念在百年变局中的战略引领作用，深刻把握这一重大理念作为科学体系所具有的重要指导意义，深刻把握这一重大理念所运用的马克思主义立场观点方法，深刻把握这一重大理念贯通古今、融通中外的深厚内涵，从而坚定历史自信、汲取奋进力量、坚持大本大源、构建中国叙事。
Wang then put forward five points of expectations from the Center:
First, actively take on responsibilities and strive to be pioneers in the study of diplomatic thought.
Second, deeply cultivate theoretical research and build a high ground for the construction of diplomatic theory.
Third, strengthen external communication and build a key center to influence international intellectual trends.
Fourth, actively offer policy advice and produce more high-quality outputs that serve diplomatic practice.
Fifth, focus on cultivating talent and gathering expertise, and forge a strong contingent capable of bearing heavy responsibilities.
一是积极担当作为，争当外交思想研究的先锋；二是深耕学理研究，建设外交理论构建的高地；三是加强对外传播，打造影响国际思潮的重镇；四是积极建言资政，多出服务外交实践的精品；五是着力育人聚才，锻造堪当重任的铁军.
“Wang Yi pointed out that this year marks the 105th anniversary of the founding of the Communist Party of China, and is also the opening year of the 15th FYP. We must more closely unite around the Party Central Committee with Comrade Xi Jinping at its core, further study, reflect on, and put into practice Xi Jinping Thought on Diplomacy, bravely scale the heights of theory, forge ahead with determination and enterprise, advance the Center’s development and all its work, and make greater contributions to major-country diplomacy with Chinese characteristics in the new era.” 王毅指出，今年是中国共产党成立105周年，也是“十五五”开局之年。我们要更加紧密地团结在以习近平同志为核心的党中央周围，进一步学思践悟习近平外交思想，勇攀理论高峰，锐意开拓进取，推进中心建设和各项工作，为新时代中国特色大国外交作出更大贡献！
