International rule of law is a common pursuit of humanity. All countries should participate equally in the formulation of international law and international rules, comprehensively, in a balanced manner, and fairly embodying the rights, duties, and responsibilities of all countries, taking into account both the interests of all countries and the common interests of the international community. Currently, international rule of law is suffering serious erosion. Some countries apply international rules when they suit them and discard them when they do not suit them, severely eroding the solemnity and normativity of the rule of international law, and the international community faces the risk of disorder. This has become a major source of disruption to global governance. Adherence to international rule of law means that international law and international rules should be jointly written, maintained, and implemented by all countries. There are no and should be no exceptions. All countries must strictly abide by international law, including treaties and customary international law, exercise their rights and fulfill their international obligations and responsibilities in accordance with the law, and refrain from deliberately distorting international law. Sun then says that “people-centeredness is the guiding principle of global governance.” The author attacks a few countries for “hindering the reform process of international institutions such as the United Nations and the World Trade Organization” along with the IMF and World Bank. To implement GGI, we must uphold the global governance perspective of extensive consultation, joint contribution, and shared benefits, ensuring that global affairs are discussed by all countries, the governance system is jointly built by all countries, and the results of governance are shared by all countries. Effective from November 8, exports of items related to superhard materials, equipment and raw materials related to rare earths, five medium and heavy rare earth elements including holmium, lithium batteries, as well as synthetic graphite anode materials, will not be permitted without approval.
