This has been issued by the general offices of the Central Committee of the CPC and the State Council. Xinhua informs that “the long-term care insurance system is a form of social insurance designed to provide services or financial support for basic living care and related medical services to individuals who are unable to care for themselves”.

With regard to establishing institutional arrangements that integrate urban and rural areas, it says that:
“employers (including enterprises, public institutions, government organs, and social organizations), as well as employees of units, retirees, flexibly employed persons, and unemployed urban and rural residents, shall participate in long-term care insurance in accordance with the principle of territorial administration. Long-term care insurance funds (hereinafter referred to as the Fund) shall maintain unified accounts, with funds pooled and used in a coordinated manner. Localities establishing a long-term care insurance system may begin by covering groups such as unit employees, retirees, and flexibly employed persons, and gradually bring unemployed urban and rural residents within the scope of coverage.”
“Long-term care insurance shall start from prefecture-level pooling. Prefecture-level pooling areas shall have unified institutional policies, centralised collection and disbursement of funds, and integrated management and services. Provinces with the necessary conditions may explore advancing provincial-level pooling in accordance with the requirements of unified and standardised policies, fund adjustment and balance, improved tiered management, strengthened budget assessment, and optimised management and services. The uniformity and standardisation of the system shall be upheld, ensuring relative balance among pooling areas in respect of enrolment and contributions, benefit payments, disability-level assessment, fund management, administrative management, and information technology development.”

On financing, it calls to establish a sustainable and diversified funding mechanism, drawing from units, individuals, the government, and society. “At the national level, establish a benchmark premium rate system for long-term care insurance, standardise contribution base policies, reasonably determine the rate, and implement dynamic adjustment. In localities where the pooled fund balance of employees’ basic medical insurance is relatively sufficient, on the basis of conducting thorough actuarial assessments, safeguarding the medical insurance benefit entitlements of insured persons, and ensuring the medium- and long-term sustainability of the employees’ basic medical insurance fund, the unit premium rate for employees’ basic medical insurance may be reasonably adjusted, with the adjusted portion applied toward the unit premium rate for long-term care insurance; specific provisions shall be formulated by the National Healthcare Security Administration, the Ministry of Finance, and the State Taxation Administration. (三)建立稳定筹资渠道。建立健全单位、个人、政府、社会等多元筹资渠道。国家层面建立长期护理保险基准费率制度,规范缴费基数政策,合理确定费率,实行动态调整。职工基本医疗保险统筹基金结余较为充足的地方,可在充分测算评估、保障参保人员医疗保险待遇权益、确保职工基本医疗保险基金中长期可持续的基础上,合理调整职工基本医疗保险单位费率,调整部分用作长期护理保险单位费率,具体规定由国家医保局、财政部、税务总局制定.
The long-term care insurance rate shall be uniformly controlled at around 0.3%.
For unit employees, the rate shall be shared proportionally by the employer and the individual; the employer’s contribution base shall be the total wage bill of employees, and the individual’s contribution base shall be the individual’s wage income, with both employer and individual contributing jointly.
The rate for retirees shall be the same as the individual rate for unit employees; the contribution base shall be linked to the level of pensions, with contributions paid by individuals, and the original employing unit shall not contribute.
For unemployed urban and rural residents, long-term care insurance financing shall be reasonably shared by individuals and the government; individuals shall contribute, and the government shall provide subsidies in accordance with regulations, with such subsidies jointly borne by the central and local governments.
Fully taking into account urban–rural differences, localities, in light of actual actuarial calculations, may use the previous year’s per capita disposable income of urban and rural residents in the pooling area as the contribution base, or in rural areas determine the base based on the previous year’s per capita disposable income of rural residents, and are encouraged to explore and improve more scientific and refined capacity-based financing mechanisms. In the year when localities establish the long-term care insurance system, the rate for unemployed urban and rural residents shall be halved, starting at around 0.15%, and over about five years gradually transition to around 0.3%; localities with the requisite conditions may also start directly at around 0.3%.
Flexibly employed persons are encouraged to enrol at the premium rate standard applicable to unit employees, with the contribution base determinable at a certain proportion (not less than 60%) of the preceding year’s social average wage in the pooling area, contributions to be made by the individual in accordance with regulations; flexibly employed persons may also choose to enroll and contribute under the enrolment policies applicable to unemployed urban and rural residents.
The government shall provide categorised subsidies for the individual contribution portion of eligible disadvantaged groups.
Persons under 18 years of age shall participate together with their parents or other legal guardians and shall not be financed separately. Individual accounts of basic employee medical insurance may be used to pay long-term care insurance contributions for oneself and close relatives (including spouses, parents, children, siblings, grandparents, maternal grandparents, grandchildren, and maternal grandchildren).

During the initial phase of the long-term care insurance system, coverage shall prioritise individuals with severe disabilities.
At the national level, benchmark benefit standards for long-term care insurance shall be clearly established, and localities may make moderate adjustments based on actual conditions. No deductible threshold shall be set for benefit entitlement. For long-term care service costs that comply with regulations: for those enrolled under the enrolment policies applicable to unemployed urban and rural residents, the fund payment proportion shall be around 50%; for those enrolled under the enrolment policies applicable to unit employees, the fund payment proportion shall be around 70%, with retirees enjoying the benefit treatment applicable to unit employee enrolees; flexibly employed persons shall enjoy the corresponding benefits based on the type of enrolment policy they have chosen. On the basis of improving the ability-to-pay funding mechanism and balancing the contribution responsibilities between employed and non-employed persons, benefit levels shall be gradually and moderately equalised. The annual maximum fund payment ceiling shall not exceed 50% of the preceding year’s per capita disposable income of urban and rural residents in the pooling area. Differentiated benefit protection policies shall be implemented according to disability grade and mode of service provision. It also calls to establish a unified catalog of long-term care insurance service items, and ensure coordination between the long-term care insurance system and other relevant policies, such as subsidies for economically disadvantaged elderly individuals and care allowances for individuals with severe disabilities.

Next, there’s a report on Premier Li Qiang’s call with Dutch PM Rob Jetten. Xinhua says:
China stands ready to further explore cooperation with the Netherlands in such areas as green development and innovation to achieve a higher level of mutual benefit…Noting that China and the Netherlands have established an open and pragmatic partnership for comprehensive cooperation for more than a decade, Li said that thanks to the joint efforts of both sides, bilateral relations and cooperation have continued to deepen, with openness and pragmatism remaining a defining feature, delivering tangible benefits to the two peoples. Currently, the international situation is marked by growing instability, as unilateralism and protectionism are exerting a huge impact on the global economy, he said. Under such circumstances, it is even more important for the two countries to promote cooperation through openness and achieve win-win outcomes through pragmatism, Li noted. Li voiced China’s readiness to work with the Netherlands to consolidate political mutual trust, uphold mutual respect and dialogue based on equality, expand mutually beneficial cooperation, continuously inject new impetus into the common development of both countries, and contribute positively to world peace and prosperity. “Ding Xuexiang stated that China is willing to work with all parties to jointly build a global community of science and technology. He put forward three proposals:

Page 2: There’s a report informing that more than 1.05 million seniors in China have benefited from a nationwide subsidy program, which provides consumption vouchers for elderly care services to disabled individuals. Xinhua says:
“The program, which started on Jan. 1, has facilitated the nationwide use of over three million vouchers, with a total verified value of 2.35 billion yuan (about 341 million U.S. dollars). These vouchers have driven an estimated 11.5 billion yuan in elderly care consumption, according to the ministry. The vouchers, released monthly in electronic form, can be used to cover a wide range of services, such as meal assistance, bathing assistance, housekeeping assistance, mobility support, emergency aid, medical assistance, rehabilitation nursing and daytime care. Seniors or their designated representatives can apply for the subsidy through an official app. Those assessed as eligible will receive consumption vouchers worth up to 800 yuan per month, which can be used to offset part of the cost of community and institutional elderly care services.”
Page 3: There’s a report on Wang Yi’s call with Egyptian Foreign Minister Badr Abdelatty. Xinhua reports:
Wang “called on the international community to actively promote dialogue among the parties involved in the conflict in the Middle East…Abdelatty briefed Wang on his views on the development of the regional situation. Expressing that the Egyptian side is deeply concerned about the current situation, he said that if energy and power facilities are attacked and paralyzed, it will lead to chaos throughout the region. To cool down the situation, the Egyptian side is communicating with all parties and actively promoting negotiations, he said. Noting that Egypt and China are comprehensive strategic partners, Abdelatty said that Egypt is willing to maintain close coordination with China and jointly enhance diplomatic efforts to prevent the region and the world from falling into turmoil.”
“For his part, Wang said that both China and Egypt are responsible countries. They both oppose military operations without authorization from the UN Security Council, oppose attacks on civilians and civilian facilities, and do not approve of affecting the Gulf countries, Wang said. The situation in the Middle East is changing rapidly, Wang said, citing that both the United States and Iran are signalling their readiness to negotiate. A glimmer of hope for peace has emerged, he said. If this war continues, it will only bring more casualties and unnecessary losses, leading to further spillover of the situation, Wang said. Stressing that as long as there is dialogue, there is hope for peace, Wang said that the actions of the Security Council should help ease the situation and promote dialogue, and help prevent the expansion of the war instead of giving a pass to the use of force. Wang also spoke to Turkish Foreign Minister Hakan Fidan. Xinhua says:
Wang said that “China supports countries in the Middle East in maintaining calm and addressing disputes and differences through dialogue…The right and wrong of the conflict in the Middle East are clear, and the international community should adopt an objective and impartial position, Wang said. Noting that the conflict is now rapidly spilling over and spreading across the region, Wang said the top priority is to actively promote peace talks, seize opportunities for peace, and work toward de-escalation. China supports countries in the region in remaining calm, and responding rationally to the current situation from a long-term perspective based on fundamental interests, Wang said. China also supports Türkiye in playing a constructive role in promoting the resumption of negotiations, Wang added. For his part, Fidan said that Türkiye and China are highly consistent in their positions regarding the current situation in the Middle East, and both countries oppose launching military attacks without authorization from the UN Security Council and oppose further escalation of the conflict. China has always been committed to maintaining regional and world peace, and it is believed that China will continue to play an important role, he said. Türkiye is willing to make joint efforts with China to promote a ceasefire and bring the world back to the right track of peaceful development, he added. The two sides also exchanged views on other regional issues.”
Earlier, Wang also spoke to Iranian Foreign Minister Seyed Abbas Araghchi. Xinhua says:
“Araghchi briefed Wang on the latest developments in the regional situation. Thanking China for providing emergency humanitarian assistance, he said the Iranian people are more united in resisting foreign aggression and safeguarding the country’s sovereignty and independence. Iran is committed to achieving a comprehensive end to the war, rather than merely a temporary ceasefire, Araghchi said. The Strait of Hormuz is open to all and ships can pass safely, but countries at war with Iran are not under consideration, he said. He expressed the hope that measures taken by all parties would help de-escalate the situation rather than intensify the conflict, expecting China to continue playing a positive role in promoting peace and ending the war.”
“For his part, Wang reiterated China’s principled position, saying that dialogue is always better than continued fighting. This serves the interests of Iran and its people, and also reflects the common aspiration of the international community, he said. Wang called on all parties to the conflict to seize every opportunity and window for peace, and start peace talks as soon as possible. China will continue to uphold an objective and impartial stance, oppose violations of other countries’ sovereignty, actively promote peace and ceasefire, and work for regional peace and stability, Wang said.”

“China-Arab TV: Could you update us on the incident that an officer from Japan’s Self-Defense Force broke into the Chinese Embassy in Japan? Does China have any further comment?
Lin Jian: China’s Embassy in Japan is working with the Japanese police to handle the related matters. The perpetrator was handed over to the Japanese police. According to information released by the Japanese police, he is a second lieutenant of Japan’s Ground Self-Defense Force. He scaled the embassy wall carrying a knife with an 18cm blade. China deplores the incident and has protested to the Japanese side both in Beijing and Tokyo. “Reuters: Has the Japanese side given China any assurance after the break-in that something like this will not happen again? Does this incident risk widening the schism between Tokyo and Beijing?
Lin Jian: The incident once again highlighted the danger of the rampant spread of far-right impact and neo-militarism in the country. It also reveals the toxicity of the Japanese government’s erroneous policies on vital issues concerning China-Japan relations such as history and Taiwan, and Japan’s failure in maintaining discipline in Self-Defense Force and in fulfilling its responsibility to protect the Chinese diplomatic and consular premises and personnel. With regard to what measures the Japanese side will take to properly handle the incident and get rid of the root cause for such incidents once and for all, I suggest you ask the Japanese side. The international community, including China, is watching.”
“Kyodo News: It’s reported by the Japanese media that the officer from Japan’s Self-Defence Forces who broke into the Chinese embassy said he was trying to convey opinions to the ambassador, which was inconsistent with what China said. What’s China’s comment on that?
Lin Jian: Have you ever seen an individual who, armed with a knife, entered the embassy without permission to convey opinions to the ambassador? The perpetrator, a sitting officer of Japan’s Self-Defence Forces, scaled the wall and broke into the Chinese embassy carrying a knife with an 18cm blade in clear violation of the law. This is the fact that the Japanese police found out. It’s also a fact that he threatened to kill Chinese diplomats in the so-called “name of god.” The Japanese side must take it seriously and thoroughly investigate the incident.”
“Shenzhen TV: It was reported that Japan’s Ministry of Education, Culture, Sports, Science and Technology on March 24 reviewed high school textbooks to be used from 2027. Some textbooks include descriptions suggesting there was no coercion regarding comfort women and forced labor, and asserts that Diaoyu Dao is “Japan’s inherent territory.” What is China’s comment?
Lin Jian: To obscure historical facts, play down Japan’s war crimes and seek to evade responsibility by playing on words when reviewing textbooks is Japan’s go-to tactic to deny and distort its history of aggression. China strongly deplores and firmly opposes this, and has lodged serious protests with the Japanese side. Japan has yet to make a clean break with militarism after the war, and its Yasukuni war shrine still honors 14 Class-A war criminals. Forcibly recruiting comfort women and labor is a serious crime against humanity that Japanese militarists committed during their aggression and expansion. These are historical facts clear to the whole world and backed by solid evidence. There’s no way they can be denied. Let me stress that Diaoyu Dao and its affiliated islands have been China’s territory since ancient times, over which China has indisputable sovereignty. No matter what small tricks the Japanese side uses regarding textbooks, they cannot change the fact that Diaoyu Dao belongs to China. Any attempt to undermine China’s territorial sovereignty is futile. China noted that the ROK has also lodged serious démarches with the Japanese side to protest against contents about Dokdo and comfort women in the textbooks. This shows that Japanese far-right forces’ moves of distorting history and misleading Japanese people in their view of history have triggered high alert and strong indignation from the international community, including its Asian neighbors.
