“The study and education will focus on leading bodies and leading cadres at or above the county and division level, especially the top leaders’. It will begin after the 2026 Spring Festival holiday and will be basically completed by the end of July.” 学习教育以县处级以上领导班子和领导干部特别是“一把手”为重点，于2026年春节假期后启动、7月底基本结束.
A notice to this effect has been issued by the General Office of the Central Committee.
“The notice clarifies that it is essential to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide; thoroughly implement the spirit of the 20th Party Congress and its subsequent plenary sessions; earnestly implement the arrangements of the Fourth Plenary Session of the 20th CPC Central Committee; fully implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of achievement; persistently advance the comprehensive and strict governance of the Party; take serving the public interest, benefiting the people, making scientific decisions, and working diligently as the general requirements; use the integrated approach of learning, investigation, and reform as a starting point, educate and guide Party organizations at all levels and Party members and cadres to adhere to seeking truth from facts and being pragmatic, make achievements for the people and through solid work, effectively prevent and correct deviations in the view of achievement, resolutely and forcefully implement the major decisions and deployments of the CPC Central Committee; fully and accurately implement the new development concept; accelerate the construction of a new development pattern; focus on promoting high-quality development; create achievements that can withstand the test of practice, the people, and history; promote a good start to the 15th FYP, and provide a strong guarantee for comprehensively advancing the construction of a strong country and the great rejuvenation of the Chinese nation through Chinese-style modernisation.”《通知》明确，要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，全面贯彻习近平总书记关于树立和践行正确政绩观的重要论述，持之以恒推进全面从严治党，以立党为公、为民造福、科学决策、真抓实干为总要求，以一体推进学查改为抓手，教育引导各级党组织和党员、干部坚持实事求是、求真务实，为人民出政绩、以实干出政绩，有效防范和纠治政绩观偏差，坚决有力贯彻落实党中央重大决策部署，完整准确全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，创造经得起实践、人民、历史检验的实绩，推动“十五五”开好局、起好步，为以中国式现代化全面推进强国建设、民族复兴伟业提供有力保障.
“The notice emphasises that the study and education campaign must adhere to focusing on the theme and be concise and pragmatic. It shall not be divided into batches or stages. It must conscientiously implement work arrangements such as study and discussion, inspecting and outlining problems, rectification and remediation, establishing rules and systems, and conducting open-door education. It is necessary to organise Party members and cadres to deeply study General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of political achievement, deeply study the CPC Central Committee’s Recommendations on Formulating the 15th Five-Year Plan for National Economic and Social Development, and deeply study General Secretary Xi Jinping’s important expositions and instructions regarding their respective regions, departments, and sectors, thereby further strengthening the concept of building the Party for the public good and creating benefits for the people.
Leading bodies at or above the county and division level and their members should thoroughly identify problems in their view of achievement through supervision and inspection, investigation and research, and understanding public feedback, finding gaps in their Party spirit, investigating the root causes and strengthening their self-cultivation. It is essential that this work be combined with rectification of issues identified in central inspections, the rectification of the learning and education campaign to thoroughly implement the spirit of the Central Committee’s 8-Point Regulation, the formulation and implementation of the 15th Five-Year Plan, and the rectification of ecological and environmental protection inspections; inspect while rectifying and rectify immediately upon action, carry out concentrated remediation of prominent problems and continuously promote the implementation of rectification.
It is necessary to do a good job in establishing regulations and systems, deeply examining provisions in existing institutional mechanisms that do not conform to the requirements of a correct view of political achievement, abolishing those that should be abolished and revising those that should be revised. It is necessary to adhere to open-door education. The notice requires that Party committees (Party groups) at all levels treat this study and education campaign as a crucial political task, meticulously organise and implement it, and ensure its effectiveness. The principal leaders of Party committees (Party groups) must fulfil their primary responsibility. In light of the actual conditions of different levels, regions, fields, and industries, classified guidance should be strengthened. Efforts should be made to conduct effective publicity and guidance, while resolutely combating formalism. 《通知》要求，各级党委（党组）要把开展学习教育作为重要政治任务，精心组织实施，确保取得实效。党委（党组）主要负责同志要履行好第一责任人责任。结合不同层级、地区、领域、行业实际，加强分类指导。做好宣传引导，力戒形式主义.
Also on the page is a report on Xi’s congratulatory message to Kim Jong Un on his election as the general secretary of the Workers’ Party of Korea at the Ninth Congress of the party. Xinhua says:
“China and the DPRK are friendly socialist neighbors who stand by each other, Xi said, stressing that it is an unswerving policy of the CPC and the Chinese government to preserve, consolidate and develop China-DPRK relations. In recent years, Xi noted, he has met with Kim multiple times, jointly guiding the positive development of China-DPRK relations. Page 3: There’s a report on Wang Yi’s speech during the high-level segment of the 61st session of the United Nations Human Rights Council. Wang talked about the Global Governance Initiative, saying that it had received the support of and positive responses from more than 150 countries and international organisations. Then he made five points:
“First, uphold sovereign equality and safeguard the original aspiration of global human rights governance. It is necessary to adhere to equal participation, equal decision-making, and equal benefit for all countries, and promote the building of a just, reasonable, and inclusive global human rights governance system.
Second, abide by international rule of law and consolidate the foundation of global human rights governance. All countries should jointly safeguard the ‘golden rule’ of non-interference in others’ internal affairs, and firmly say no to words and deeds that manipulate double standards in the name of human rights.
Third, practice multilateralism and resolve the challenges of global human rights governance. All countries should promote the abandonment of all forms of colonialism and racial discrimination, and properly respond to new issues such as artificial intelligence, climate change, and human rights.
Fourth, advocate a people-centered approach and enrich the substance of global human rights governance. The right to development should be placed in a more prominent position on the multilateral human rights agenda, so that progress in human rights can be visible, perceptible, and accessible.
Fifth, emphasise an action-oriented approach and enhance the effectiveness of global human rights governance. China is willing to coordinate actions with the international community and jointly create a new landscape for the global human rights cause.
Wang Yi emphasised that 2026 is the first year of China’s 15th FYP.
