Sixth Inspections Round Set to Begin - New Housing Rental Regulations - Central SoEs Projects in Tibet

Page 1: There’s an announcement that the 25th China-EU Summit will be held later this week. Li Qiang will co-chair the 25th China-EU Summit with European Council President Antonio Costa and European Commission President Ursula von der Leyen. Xi Jinping will also be meeting them.
Another report on the page informs that as of July 20, the stationing work for the sixth round of inspections of the 20th Central Committee has been completed. The central inspection teams will carry out regular inspections in 16 provincial-level regions, including Beijing, Tianjin, Liaoning, Heilongjiang, Shanghai, Jiangsu, Fujian, Shandong, Guangdong, Guangxi, Chongqing, Guizhou, Tibet, Shaanxi, Qinghai, and Xinjiang. In addition, joint inspections will be conducted in cooperation with the relevant provincial-level Party inspection institutions in 10 cities: Shenyang, Dalian, Harbin, Nanjing, Xiamen, Jinan, Qingdao, Guangzhou, Shenzhen, and Xi’an.

The primary leaders of the Party organizations being inspected stated that they will thoroughly study and implement the Central Committee’s deployments and requirements on inspection work, improve their political stance, consciously accept supervision, actively cooperate with inspections, earnestly carry out rectification, take inspections as an opportunity to better perform the duties and missions entrusted by the Party Central Committee, continue to promote high-quality development, and firmly support the ‘two establishments’ and resolutely achieve the ‘two safeguards’ with practical actions. 被巡视党组织主要负责人表示，将深入学习贯彻党中央关于巡视工作的部署要求，提高政治站位，自觉接受监督，主动配合巡视，认真抓好整改，以巡视为契机更好履行党中央赋予的职责使命，持续推动高质量发展，用实际行动坚定拥护“两个确立”、坚决做到“两个维护”.
The inspections will go on for two and a half months. So what sort of discipline violations are they looking for? The report lists: “political discipline, organisational discipline, integrity discipline, mass discipline, work discipline, and life discipline.”
Third, there’s a report on the new Housing Rental Regulations, which will come into effect on September 15, 2025. The report says that the Regulations consist of 7 chapters and 50 articles, mainly stipulating the following contents.
First, the Regulations clarify the overall requirements. It emphasises that the development of the housing rental market should adhere to the line, principles, policies, decision-making arrangements of the Party and the state, adhere to the combination of being market-led and government-led, encourage multiple channels to increase the supply of rental housing, and cultivate market-oriented and professional housing rental enterprises.
Second, the Regulations regulate leasing and renting activities. It stipulates that rental housing shall comply with laws, regulations, rules and mandatory standards in terms of construction, fire protection, etc., shall not endanger personal safety and health, and non-residential space shall not be rented out separately for living; lessors and lessees shall sign housing rental contracts with real names, and both parties shall abide by behavioural norms that are stipulated.
Third, the Regulations regulate the behaviour of housing rental enterprises. It is stipulated that housing rental enterprises shall publish true, accurate and complete housing information, establish housing rental files, and improve internal management systems; those engaged in sublease operations shall set up housing rental fund supervision accounts in accordance with regulations.
Fourth, the Regulations standardise the behaviour of brokerage agencies. It is stipulated that housing rental brokerage agencies shall verify and record the identity information and housing ownership information of the client before publishing housing information, conduct on-site inspections of the housing and prepare housing status descriptions; they should clearly mark the prices of paid service items.
Fifth, the Regulations strengthen supervision and management. It is clarified that local people’s governments at or above the prefecture-level city shall establish a housing rent monitoring mechanism and regularly publish rental level information; the real estate management departments of local people’s governments at or above the county level shall, together with relevant departments and industry organisations, implement graded and classified supervision of housing rental enterprises and their employees based on their credit status; industry organisations shall strengthen industry self-regulation and management.
Sixth, the Regulations strictly ensure accountability. Strict legal responsibilities are stipulated for illegal acts by lessors, lessees, housing rental enterprises, housing rental brokerage agencies and staff of relevant government departments.
一是明确总体要求。强调住房租赁市场发展应当贯彻党和国家路线方针政策、决策部署，坚持市场主导与政府引导相结合，鼓励多渠道增加租赁住房供给，培育市场化、专业化住房租赁企业。二是规范出租承租活动。规定用于出租的住房应当符合建筑、消防等方面的法律、法规、规章和强制性标准，不得危及人身安全和健康，非居住空间不得单独出租用于居住；出租人和承租人应当实名签订住房租赁合同，以及出租人和承租人应当遵守的行为规范等。三是规范住房租赁企业行为。规定住房租赁企业应当发布真实、准确、完整的房源信息，建立住房租赁档案，健全内部管理制度；从事转租经营的，按规定设立住房租赁资金监管账户。四是规范经纪机构行为。规定住房租赁经纪机构发布房源信息前应当核对并记录委托人的身份信息、住房权属信息，实地查看房源并编制住房状况说明书；对收费服务项目明码标价。五是强化监督管理。明确设区的市级以上地方人民政府应当建立住房租金监测机制，定期公布租金水平信息；县级以上地方人民政府房产管理部门应当会同有关部门和行业组织根据信用状况对住房租赁企业及其从业人员等实施分级分类监管；行业组织应当加强行业自律管理。六是严格责任追究。对出租人、承租人、住房租赁企业、住房租赁经纪机构以及政府有关部门工作人员的违法行为，分别规定了严格的法律责任.
Finally, there’s a report informing that China has 1.123 billion Internet users, with the Internet penetration rate reaching 79.7%. The number of Internet users in rural areas is 322 million, with the Internet penetration rate in rural areas being 69.2%.
Page 3: There’s a report on Wang Yi meeting with Croatian FM Grlic Radman in Beijing. Xinhua says:
Wang “said that the two sides had always respected each other, treated each other as equals and cooperated in a mutually beneficial manner, adding that their high-quality Belt and Road cooperation has achieved fruitful results. Noting this year marks the 20th anniversary of the establishment of the comprehensive cooperative partnership between China and Croatia, Wang urged both sides to enhance exchanges at all levels, increase mutual understanding and mutual trust, continue to firmly respect and support each other, strengthen the alignment of the Belt and Road Initiative with Croatia’s development strategies, and deepen exchanges and cooperation in various fields. Wang said that cooperation between China and Central and Eastern European Countries (CEEC) is an important part of China-EU relations. Xinhua adds: Radman said “that the government of Croatia adheres to the one-China policy, believing that the government of the People’s Republic of China is the sole legal government representing the whole of China and that Taiwan is an inalienable part of China's territory. Croatia looks forward to maintaining close high-level exchanges with China, strengthening cooperation in trade, investment, connectivity and other fields, and welcomes more Chinese citizens to visit Croatia. Noting that China is an indispensable and important economic and trade partner of Europe, Radman said that Croatia supports the EU and China in resolving specific differences through constructive dialogue and promoting the sustained and stable development of EU-China relations. China-CEEC cooperation is a beneficial platform for promoting economic, trade and investment cooperation between the two sides. Croatia is willing to continue to actively support and participate in the cooperation.”

Page 14: There’s a report informing that as per Central State-Owned Enterprises Supporting Tibet’s High-Quality Development Promotion Conference, 16 central enterprises signed 75 project investment agreements with Tibet, with a total investment amount reaching 317.537 billion yuan, of which 99.928 billion yuan is planned to be invested by the end of 2027. The projects focus on fields such as energy, minerals, electric power, and telecommunications, and once operational, are expected to create more than 11,400 new jobs. 记者从国资央企助力西藏高质量发展推进会上获悉：16家中央企业与西藏签署75个项目投资协议，总投资额达3175.37亿元，其中2027年底前计划完成投资999.28亿元。项目聚焦能源、矿产、电力通信等领域，投产后预计新增就业岗位超过1.14万个.

Since 2021, central enterprises have invested a total of 4.7 billion yuan in aid funds and purchased agricultural products worth 5.2 billion yuan.
