The history of innovation and technology clearly indicates that animal spirits towards the capture of disruptions are fostered by open societies alone. The private sector, despite the recent evolution of monopolistic tendencies, remains a better bet for leveraging AI. The cloak of control that keeps private companies beholden to CCP oversight will be a drag in working out global governance mechanisms. The concern of the US racing away to the AI finish line remains a concern for CCP, and possibly the preference for a UN based governance framework stems from those concerns.
