Today was the big WWII commemoration parade in Beijing. Xi Jinping delivered opening remarks in the morning prior to the parade. He said:

“The Chinese People’s War of Resistance Against Japanese Aggression was a great and arduous war, fought with tenacity and valour. Under the banner of the United Front against Japanese aggression initiated by the CPC, the Chinese people stood up and fought against a powerful enemy with an iron will and built the Great Wall with their flesh and blood, achieving the first complete victory in resisting foreign aggression in modern times. The Chinese People's War of Resistance Against Japanese Aggression is an important component of the World Anti-Fascist War. The Chinese people, at great national sacrifice, made significant contributions to saving human civilization and safeguarding world peace. A ground assault formation consisting of new-generation armored vehicles of the PLA Army, including Type-100 tanks and Type-100 fighting vehicles.
Long-range artillery formation, with two types of 191 long-range box-shaped rocket artillery that can carry out battle-level strikes and tactical support.
Air defense weapons, including HongQi-20, HongQi-19 and HongQi-29. “These systems are capable of multi-phase and multi-layered missile interception, as well as air defense at long, medium and short ranges.”
Hypersonic anti-ship missiles, including the YingJi-15 missile, YingJi-19, YingJi-17 and YingJi-20.
Anti-UAV systems including an anti-UAV missile-gun integrated system, high-energy laser weapons, and high-power microwave weapons. “The three types of weapons form the powerful ‘trio’ in the PLA's anti-UAV system.”
Four types of cyberspace warfare equipment; no details in the report I saw.
Reconnaissance-and-strike drones, wingman drones, and unmanned ship-based helicopters. Xinhua says: “The weapons can carry out stealth assault, cover wide range, and collaborate autonomously.”
Five types of electronic countermeasure equipment that are “capable of aerial and space defense and countermeasures, and disconnecting enemy networks and breaking digital chains.”
Information Support Force contingent “included vehicles of cloud computing, digital intelligence, air-ground networks, and integrated information. They can quickly establish new types of cyber systems to support joint operations.”
Sea-based unmanned warfare equipment, including China's new-type unmanned underwater vehicle, boat and mine-laying system.
ChangJian-20A, YingJi-18C, and ChangJian-1000 cruise missiles. These “showcase long-range precise strike and multi-domain deterrence capabilities. It is the first time the cruise missiles of the PLA Navy, Air Force and Rocket Force units form a joint formation in parade.”
YingJi-21, DongFeng-17, and DongFeng-26D “hypersonic missiles with all-weather combat capabilities.”
The land-, sea-, and air-based strategic forces as the nuclear triad were seen “for the first time in Wednesday’s V-Day military parade. The triad included JingLei-1 air-based long-range missile, JuLang-3 submarine-launched intercontinental missile, DongFeng-61 land-based intercontinental missile, and new type DongFeng-31 land-based intercontinental missile. The weapons are China's strategic ‘ace’ power to safeguard the country’s sovereignty and nation's dignity,” Xinhua said.
Liquid-fueled intercontinental strategic nuclear missiles DongFeng-5C, which have a global strike range.
Strategic bombers H-6N, along with H-6K and H-6J. “These bombers are the PLA’s air-based long-range strike forces.”

Okay, now let’s get to today’s paper, which covers Xi’s bilateral meetings with visiting leaders, beginning with the Xi-Vladimir Putin meeting.
“President Xi Jinping noted that the China-Russia relationship, having stood the test of changes in the world, has become a prime example of relations between two major countries featuring everlasting good-neighborliness and friendship, comprehensive strategic coordination, and mutual benefit, cooperation and win-win. Staying committed to their abiding aspirations and maintaining resolve, the two sides have produced fruitful outcomes in their cooperation across the board. The Chinese side will work with the Russian side to maintain close high-level exchanges, support each other’s development and rejuvenation, coordinate position on matters pertaining to each other’s core interests and major concerns in a timely manner, and achieve greater progress in China-Russia relations. President Xi Jinping stressed that in development and rejuvenation, China and Russia both have strong driving force. The two sides should guide their cooperation through large, especially more flagship projects and promote convergence of interests at a deeper level. The two sides should strengthen resilience and enhance synchronization in cooperation, and spare no effort to consolidate and uphold the overall interests of cooperation. President Xi Jinping noted that the Chinese and Russian presidents attending the commemorations of the victory of the World Anti-Fascist War held in each other’s countries fully demonstrates the sense of responsibility of major countries as the key victorious nations of World War II and permanent members of the United Nations Security Council and speaks to their firm determination to safeguard the fruits of the victory in World War II and uphold a correct historical perspective on the War. The aim of putting forward the Global Governance Initiative is to work with all like-minded countries to resolutely defend the purposes and principles of the U.N. Charter and make the global governance system more just and equitable. Both China and Russia emphasize sovereign equality, international rule of law, and multilateralism. The two sides should continue to step up coordination and cooperation at the U.N., the SCO, the BRICS, the G20 and other multilateral platforms, and join hands in building a community with a shared future for humanity.”
The Chinese readout attributes the following to Putin:
“President Putin noted that guided by President Xi and himself, the bilateral relationship has been highly strategic and reached a historic high. President Xi paid a state visit to Russia and attended the celebrations marking the 80th anniversary of the victory of the Soviet Union’s Great Patriotic War last May. President Putin said that he will attend the commemoration of the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression tomorrow. By doing so, the two countries underscore to the world that they helped each other and fought side by side in the World Anti-Fascist War and played critical roles in its victory in both main European and Eastern theaters, and they are firmly committed to jointly upholding the truth of history and safeguarding the fruits of the victory in World War II. The solidarity and cooperation between Russia and China in the World Anti-Fascist War has laid a solid foundation for the development of their relations in the new era. President Putin congratulated China on successfully hosting the Shanghai Cooperation Organization Summit in Tianjin and steering the meeting to multiple outcomes that greatly contribute to the development of the SCO. The Global Governance Initiative put forward by President Xi is very timely and relevant, and will play an important role in closing the global governance deficit. Russia will work with China to maintain strategic coordination, conduct close high-level exchanges, step up practical cooperation in various areas, and take the bilateral relationship to an even higher level. The two heads of state also had in-depth exchange of views on international and regional issues of mutual interest. At noon, President Xi Jinping held a small-group tea meeting with and hosted lunch for President Putin. The two sides signed over 20 bilateral cooperation documents in areas such as energy, aerospace, artificial intelligence, agriculture, inspection and quarantine, health, scientific research, education, and the media.
The Kremlin’s website provides details of the deals inked. Memoranda of cooperation were signed between the relevant authorities in the following areas:
the digital transformation of healthcare;
the establishment of Russian-Chinese pilot and demonstration zones for agricultural cooperation in the Russian Far East;
strategic cooperation in the peaceful use of nuclear energy; and
the integration of the Russian scientific instrument, the Lunar Dust Monitor, into China’s Chang’e-7 spacecraft mission.
Apart from this:
A roadmap was signed for implementing the Unified Development Concept for Bolshoi Ussuriysky Island;
A Strategic Cooperation Agreement between Gazprom and the China National Petroleum Corporation;
Protocols between the Federal Service for Veterinary and Phytosanitary Control (Russian Federation) and the General Administration of Customs of the People’s Republic of China.
A number of documents pertain to cooperation in higher education and science, particularly agreements on establishing a Russian-Chinese Institute for Fundamental Research and the joint financing of scientific research projects
Several agreements were also signed concerning collaboration between major Russian and Chinese media outlets.
As per the Kremlin, Putin told Xi:
“From May 9 to September 3, we are attending each other’s celebrations of victory in the World Anti-Fascist War. This has become a good tradition in bilateral relations, and also convincingly demonstrates the great responsibility of China and Russia as the main victorious countries in World War II and permanent members of the UN Security Council, and shows firm determination of the two countries to uphold the outcomes of World War II and its historical truth. Chinese-Russian relations have withstood the test of international climate and stand as a model of interstate relations, good-neighbourliness, friendship, comprehensive strategic partnership, mutually beneficial cooperation and shared success. Working resolutely under our guidance over the past few years in the spirit of our proclaimed goals, China and Russia have achieved substantial results in their bilateral cooperation. We are ready to continue supporting each other in our national development and prosperity, to steadfastly uphold international justice and equality, and to advance the establishment of a more just and rational system of global governance.”
Interfax’s report on the Power of Siberia 2 pipeline talks is also important to note. It says:
“A legally binding memorandum has been signed on the construction of the Power of Siberia 2 gas pipeline from Russia to China and the Soyuz-Vostok transit pipeline through Mongolia, the CEO of Russian gas giant Gazprom, Alexei Miller said after talks between the three countries’ leaders in Beijing on Tuesday. ‘On the basis of the public statement that was made by the leaders of the three countries - Russia, China and Mongolia - a legally binding memorandum was signed today on the construction of the Power of Siberia 2 gas pipeline and the Soyuz-Vostok transit gas pipeline through the territory of Mongolia. This project will make it possible to supply 50 billion cubic meters of gas per year from Russia with transit through Mongolia,’ Miller told reporters. Russia is expected to supply gas under the new agreement for 30 years. Furthermore, an agreement has been reached to increase gas exports through the existing Power of Siberia pipeline from 38 bcm per year to 44 bcm, Miller said. ‘Also within the context of the visit, commercial agreements have been signed between Gazprom and CNPC. Specifically, on increasing gas supplies to China along the Power of Siberia gas pipeline from 38 bcm of gas per year to 44 bcm of gas per year and on increasing supplies of gas along the Far Eastern Route project by 2 [bcm] per year from 10 [bcm],’ Miller said. Asked about the price of the gas, he said ‘[we] will report on commercial issues separately’.”
I haven’t seen a confirmation of this from the Chinese side at least.
Second, Xi and Putin held a trilateral with Mongolian President Ukhnaa Khurelsukh. The Chinese readout of that meeting has Xi saying: “China stands ready to work with Russia and Mongolia to adhere to the original aspiration of cooperation, dispel external interference, and jointly promote high-quality trilateral cooperation.”
He then offered a three-point proposal:
“First, cement political trust. Amid growing volatility and challenges in the international situation, it is all the more important that the three countries strengthen solidarity and collaboration, enhance mutual support, respect each other’s core interests and major concerns, and provide solid strategic underpinning for their respective paths of development and revitalization.
Second, deepen mutually beneficial cooperation. Taking physical connectivity as a key direction, the three countries should actively promote their cross-border infrastructure and energy projects, and make such cooperation more substantive. Taking institutional connectivity as a major pillar, the three countries should enhance the alignment of their development strategies and increase the size of local currency settlement. Taking people-to-people connectivity as an important foundation, the three countries should enhance the exchanges among their neighboring provinces and states, and step up cooperation in tourism and cultural heritage protection.
Third, collaborate more closely within the framework of the Shanghai Cooperation Organization (SCO). The SCO is a primary platform for countries in the region to jointly safeguard security and seek common development. The three countries should make good use of the cooperation platforms and centers established following China’s proposal during the Tianjin Summit to expand cooperation space.”
As per the Chinese readout, Putin said: “The three countries should align their development strategies more closely, strengthen connectivity, increase trade and investment, deepen cooperation and exchanges in such areas as finance, energy, the digital economy, education, environmental protection and tourism, facilitate their respective economic development, promote regional economic integration, and enhance people-to-people bonds.”
Third, Xi met with Khurelsukh Ukhnaa individually. The readout from that meeting says:
“President Xi stressed that no matter how the international landscape may evolve, China will remain a trustworthy and reliable partner for Mongolia. The two sides should carefully safeguard the political foundation of bilateral relations, better synergize development strategies, and work together to advance our respective modernization endeavors. China proposed the Global Governance Initiative (GGI) to better address global challenges, and is ready to work with Mongolia to implement this initiative to tackle governance deficits.”
Khurelsukh Ukhnaa reportedly said that: “Mongolia will continue to uphold the one-China principle, and firmly support China’s positions on issues related to Taiwan, Xizang, Xinjiang, and Hong Kong. Mongolia looks forward to tapping into the potential of bilateral economic and trade cooperation, enhancing connectivity, promoting mutually beneficial cooperation, and delivering an even more fruitful bilateral relationship. The GGI proposed by President Xi Jinping advocates for a U.N.-centered international governance system that ensures equal participation of all developing countries. Mongolia warmly applauds this initiative, and is ready to work with China to provide mutual support and pursue close cooperation on the global stage to safeguard the common interests of developing countries.”
Fourth, Xi met Pakistani Prime Minister Shehbaz Sharif. The Chinese readout of that meeting says:
“President Xi noted that China and Pakistan share a resilient bond, a brotherly bond, and also a bond built on trust and common values—an ironclad friendship that was forged through historical twists and turns and has grown ever stronger over time. As the once-in-a-century transformations are unfolding faster across the world, a robust China-Pakistan relationship is vital for regional peace and development. The two sides should accelerate the building of an even closer China-Pakistan community with a shared future in the new era, so as to deliver greater benefits to the two peoples and set an example for building a community with a shared future among neighboring countries.”
“President Xi stressed that China supports Pakistan in maintaining unity, focusing on development, and enhancing national strength. China is ready to work with Pakistan to build the China-Pakistan Economic Corridor 2.0 and upgrade the China-Pakistan Free Trade Agreement, and step up cooperation in industries, agriculture, and mining, with the aim of boosting Pakistan’s home-grown capacity for development. China supports Pakistan’s efforts to combat terrorism and hopes Pakistan will take solid and effective measures to ensure the safety and security of Chinese personnel, projects, and institutions in Pakistan, to create a secure environment for bilateral cooperation. The two sides should strengthen strategic communication, implement the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative, address common challenges, and uphold international fairness and justice.”
Apart from reportedly offering profuse praise for Xi and the Communist Party, Sharif said that “Pakistan will leave no stone unturned to protect Chinese personnel, projects, and institutions in the country. The Global Governance Initiative proposed by President Xi is of great significance for global peace, development, and stability. Pakistan fully supports and will actively promote this initiative.”
Fifth, the readout of Xi’s meeting with Tajik President Emomali Rahmon says:
“As Tajikistan’s comprehensive strategic cooperative partner, China stands ready to work with the Tajik side to build the China-Tajikistan community with a shared future. President Xi stressed that China and Tajikistan should strengthen the alignment of their development strategies and advance cooperation in various fields. China is ready to encourage more Chinese enterprises to invest in Tajikistan, support the two sides in expanding cooperation in such areas as new energy vehicles, digital economy and infrastructure construction, and deepen exchanges in disaster prevention and mitigation, healthcare, culture and education. The two sides should continue to advance counter-terrorism cooperation, jointly crack down on the three forces of terrorism, separatism and extremism, and safeguard their common strategic interests. The two sides should also enhance coordination in multilateral affairs, jointly implement the Global Governance Initiative, and promote the building of a global governance system that is more just and equitable. Both China and Tajikistan made great sacrifices for the victory in World War II. The two countries should firmly defend the fruits of the victory and work together to advance the noble cause of world peace and development.”
Among other things, Emomali Rahmon reportedly said that: “Tajikistan firmly adheres to the one-China principle and will always be a reliable cooperation partner of China. Tajikistan is ready to strengthen cooperation with China in a wide range of fields such as economy and trade, green economy, digital economy and infrastructure construction, and welcomes Chinese enterprises to invest and do business in Tajikistan.”
“The Global Governance Initiative put forth by President Xi demonstrates the vision and sense of responsibility of a world-class leader. Tajikistan fully supports it and will work with China to promote its implementation, so as to make international governance more reasonable and effective.”
The two sides signed multiple bilateral cooperation documents in such fields as connectivity, green and low-carbon development, and digital economy.
Sixth, the readout of Xi’s meeting with Malaysian Prime Minister Anwar Ibrahim says:
Xi said that “China and Malaysia are good friends with common vision”. He “stressed that the two sides need to accentuate the new characterization of bilateral relations as high-level and strategic, deepen all-round strategic coordination, and firmly support each other’s core interests and major concerns. The two sides should work together to become an inspiring example of cooperation on high-quality development in the region, strive to create highlights of cooperation in emerging industries such as artificial intelligence, new energy, and semiconductors, and ensure the high-level development of key projects including the ‘Two Countries, Twin Parks’ and the East Coast Rail Link. It is important to keep carrying out the Confucian-Islamic Civilizational Dialogue and strengthen the bonds of people-to-people exchanges. Closer multilateral coordination and collaboration are needed between the two sides to promote the building of a closer China-ASEAN community with a shared future, jointly uphold international fairness and justice, and safeguard the common interests of the Global South.”
Anwar Ibrahim reportedly said that “The Global Governance Initiative proposed by President Xi addresses head-on the challenges confronting global governance. The Initiative features both advanced ideas and practical solutions, and is of great significance for enhancing global governance”.
Seventh, the readout of Xi’s meeting with Iranian President Masoud Pezeshkian says:
Xi said that “China always places its relations with Iran high on its diplomatic agenda in the Middle East. China stands ready to work with Iran to carry forward the friendship, deepen mutual trust, strengthen cooperation in such areas as trade, investment, clean energy and connectivity, enhance people-to-people exchanges, and jointly promote the steady and long-term growth of the China-Iran comprehensive strategic partnership. China has put forward the Global Governance Initiative, and will work with the international community including Iran to foster a more just and equitable global governance system, and build a community with a shared future for humanity. President Xi emphasized that the use of force is not the correct means to resolve differences, while communication and dialogue is the right path toward lasting peace. China attaches importance to Iran’s repeated pledge that it does not seek to develop nuclear weapons, and respects Iran’s right to the peaceful use of nuclear energy. China supports Iran in safeguarding sovereignty, territorial integrity and national dignity, and defending its legitimate rights and interests through political negotiations. China will continue to uphold justice, work for a solution to the Iranian nuclear issue that accommodates the legitimate concerns of all parties, and make continued efforts for realizing lasting peace in the Middle East.”
Pezeshkian reportedly said that: “No matter how the international landscape may evolve, Iran will maintain its friendship with China and deepen cooperation with China. The Global Governance Initiative put forward by President Xi carries great significance for building a more just and equitable international order. Iran fully supports it and is ready to maintain close coordination with China to jointly oppose unilateralism and power politics, safeguard peace and stability in the Middle East, and work to put the Global Governance Initiative into practice and implementation.”
Eighth, the readout of Xi’s meeting with Turkmen President Serdar Berdimuhamedov says:
“President Xi emphasized that China supports Turkmenistan’s policy of permanent neutrality, and its efforts to safeguard national independence, sovereignty and territorial integrity. The two sides should increase natural gas cooperation, continue expanding cooperation in non-resource sectors, enhance connectivity, accelerate the development of the Luban Workshop and establishment of cultural centers in each other’s country, strengthen coordination and collaboration within the Shanghai Cooperation Organization (SCO) and the China-Central Asia mechanism, and work for more outcomes of bilateral cooperation. Both China and Turkmenistan made great sacrifices for the victory in World War II. The two sides should resolutely safeguard the fruits of the victory in the War, and jointly uphold world peace.”
Berdimuhamedov reportedly said that: “For Turkmenistan, China is a reliable friend and partner…Turkmenistan is ready to work with China to enhance cooperation and exchanges in such areas as energy, infrastructure construction, education and culture, and work for greater progress in the bilateral relations…The vision of building a community with a shared future for humanity and the Global Governance Initiative put forward by President Xi are conducive to improving the system of international relations. Turkmenistan fully supports them and is ready to work with China to promote their implementation.”
The two sides signed multiple bilateral cooperation documents in areas such as intellectual property rights, media and education.
Finally, the readout of Xi’s meeting with Uzbek President Shavkat Mirziyoyev says:
Xi said that “China supports Uzbekistan in safeguarding its sovereignty, security and development interests, and stands ready to work together to accelerate the alignment of development strategies, steadily advance the construction of the China-Kyrgyzstan-Uzbekistan railway project, step up cooperation in such areas as joint scientific research, green energy, medical and health care, emergency management, artificial intelligence and poverty reduction, and expand exchanges on culture, education, tourism and at the sub-national level. The two sides should make good use of the China-Uzbekistan law enforcement and security cooperation mechanism, jointly combat terrorism, separatism and extremism, and together tackle security risks and challenges. President Xi emphasized that amid complex and volatile changes in the current international situation, a solid and stronger SCO will help countries safeguard their shared interests and boost their respective development. China and Uzbekistan should firmly uphold the U.N.-centered international system, practice true multilateralism, jointly implement the Global Governance Initiative (GGI), defend the victorious outcomes of World War II, and protect hard-won peace and tranquility.”
Among other things, Mirziyoyev said: “Uzbekistan fully supports the GGI proposed by President Xi Jinping, as it addresses the needs of global governance and demonstrates profound strategic vision. Uzbekistan will work with China to implement this initiative and promote a more just and equitable international order.”
The two leaders “witnessed the exchange of multiple bilateral cooperation documents in such areas as the alignment of development strategies, mutual establishment of cultural centers, and medical services”. They also signed “bilateral cooperation documents in economic and technological cooperation, the digital economy, market regulation, aerospace, customs and other fields.”
