Wang Huning Outlines 2026 CPPCC Agenda - Song Ping Dies at 109
On the first day of the Two Sessions, Politburo Standing Committee member Wang Huning delivered the CPPCC’s work report on the first day of the Two Sessions kicking off. In the first part of his speech Wang Huning talked about what had been achieved in 2025. He said that in 2025, the CPPCC worked on four key areas to “elevate our work to a new level.”
First, safeguarded the overall leadership of the Communist Party of China and the centralised and unified leadership of the CPC Central Committee, consciously practicing the Two Safeguards.
Second, studied, publicised, and implemented the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and focused on offering suggestions for the formulation of the 15th Five-Year Plan.
Third, emphasised giving play to the foundational role of the special committees and the distinctive role of sectors, and improving the effectiveness of the special consultative body. We revised the General Rules for the Special Committees of the National Committee and the work guidelines of each special committee, further clarifying the connotation and extension of their foundational role and their respective duties and tasks. We convened 20 symposiums for members by constituent group, with 538 members from 34 constituent groups participating in interactive exchanges; all 72 items of assigned follow-up tasks that emerged from these were fully implemented. A work-discussion meeting of members of the Chairpersons’ Council was convened to exchange and discuss how to leverage the role of constituent groups. Basic theoretical research on CPPCC constituent groups was carried out. We formulated opinions on giving play to the role of the CPPCC National Committee’s constituent groups, specifying that the General Office and the special committees shall, according to their respective division of responsibilities, organise constituent groups to carry out activities, and promoting the orderly and effective implementation of constituent group consultation, constituent group proposals, and constituent group plenary speeches. 三是重视发挥专门委员会基础性作用和界别特色作用，提高专门协商机构效能。我们修订全国政协专门委员会通则、各专门委员会工作指南，进一步明确基础性作用的内涵外延、各专门委员会职责任务等。召开20场界别委员座谈会，34个界别538名委员参与互动交流，形成的72件交办事项全部落实。召开主席会议成员务虚会，围绕发挥界别作用交流研讨。开展人民政协界别基础理论研究。制定发挥全国政协界别作用的意见，明确由办公厅和专门委员会按分工组织界别开展活动，推动界别协商、界别提案、界别大会发言等有序有效实施.
Fourth, we carried out in-depth study and education on thoroughly implementing the spirit of the central 8-point regulations, so as to foster a clean and upright atmosphere conducive to undertaking work and entrepreneurship We coordinated the conduct of study and education, advancing in an integrated manner the work of studying, investigating, and rectifying; we identified 84 rectification measures and pushed forward their implementation one by one. We implemented requirements to streamline documents and meetings, instituting plan-based management for issuing documents and organising meetings and activities. We strengthened overall coordination of investigation and research work, strictly controlled delegation size, streamlined itinerary arrangements, and reduced burdens on localities and the grassroots. After this he talked about five broad tasks from 2025. These are:
Deeply advanced regular study and institutionalised research of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, using the Party’s innovative theory to unify thinking, will, and action. We held 5 collective study sessions of the CPPCC NC Party Leadership Group’s Theoretical Study Center Group, 3 collective study sessions of the Chairpersons’ Council, and 4 study lectures of the Standing Committee. We convened 44 study symposiums, with 2,165 members participating. We adhered to the system of combining study with research and investigation; members of the Chairpersons’ Council carried out 69 study and research activities, with 823 member-participations. We carried out in-depth reading activities for members, organising 75 online and offline study sessions, with 3,322 members participating. We revised Selected Excerpts of Xi Jinping’s Discourses on the Work of the CPPCC as teaching material for theoretical study and training. We organised 94 research projects, including Xi Jinping’s important discourses on poverty alleviation and the theoretical research on new productive forces, and supported 153 theoretical research projects by members, council members of the CPPCC Theoretical Research Association, and staff members. Focusing on themes such as the rich connotations and practical requirements of Xi Jinping Economic Thought, we held 4 quarterly theoretical seminars. The People’s Daily and Qiushi published 18 theoretical research achievements of the National Committee of the CPPCC. Focussed on advancing consultative deliberation and policy recommendations around promoting Chinese-style modernisation, better serving scientific decision-making and effective policy implementation. Under this, Wang said: “We conducted consultative deliberation and policy discussion on deepening economic system reform; leading the development of new-quality productive forces through scientific and technological innovation; fostering a first-class business environment; consolidating and improving the basic rural management system; establishing a new mechanism for a comprehensive transition from dual control of energy consumption to dual control of carbon emissions; promoting deep integration of culture and technology; optimising the allocation of regional education and medical resources; improving and innovating social governance; supporting the development of public welfare and charitable undertakings; giving play to the strength of cultural and museum undertakings to forge a strong sense of the Chinese national community; strengthening rules alignment and mechanism docking in the Guangdong–Hong Kong–Macao Greater Bay Area; and guiding overseas Chinese to convey China’s voice well.” 就深化经济体制改革、以科技创新引领新质生产力发展、营造一流营商环境、巩固和完善农村基本经营制度、建立能耗双控向碳排放双控全面转型新机制、推进文化和科技深度融合、优化区域教育医疗资源配置、完善和创新社会治理、支持发展公益慈善事业、发挥文博事业力量铸牢中华民族共同体意识、强化粤港澳大湾区规则衔接机制对接、引导华侨传递好中国声音等协商议政。
Carried out routine work with a spirit of reform and innovation, and raised the level of institutionalisation, standardisation, and proceduralization of the CPPCC’s performance of duties. One interesting thing under this is: “The collection and publication of historical materials related to the Origins of Chinese Civilization Project were completed.”
Adhered to great unity and solidarity, promoting harmonious relations among political parties, ethnic groups, religious communities, social groups, and compatriots at home and abroad. We formulated implementation opinions on implementing the responsibility system for united front work. Members of the CPPCC National Committee Party Group held heart-to-heart exchanges with non-Party members 327 person-times; 866 CPC member-members established contacts with 1,244 non-Party members; and 18 inspection visits were organised for non-Party members. We supported the democratic parties and personages without party affiliation in performing their duties in the CPPCC. The democratic parties, the All-China Federation of Industry and Commerce, and personages without party affiliation submitted 659 proposals, delivered 427 plenary speeches, and reflected 17,976 pieces of information on social conditions and public opinion. Relevant special committees carried out 10 joint research projects and co-organized 9 consultation activities with the central committees of the democratic parties and the All-China Federation of Industry and Commerce. We held the ‘Beautiful Borderlands, Ethnic Harmony in Song—Exhibition of Fine Arts Works from Xinjiang and Tibet.’ Centered on building the Chinese national community and raising the level of law-based governance of religious affairs, we supported members from ethnic minority and religious circles in carrying out a series of ‘Members Promoting the Three Exchanges’ activities, helping to deepen the ‘Five Identifications’. We strengthened communication and contact with non-Party intellectuals, non-public-economy personages, and members of new social strata among the membership. We organised members for inspection and fact-finding visits on topics such as supporting Hong Kong and Macao in better integrating into and serving the overall national development agenda. 66 Hong Kong and Macao members carried out 107 ‘Entering Campuses, Explaining National Conditions’ activities. We held the 8th Cross-Strait Forum on Grassroots Governance. Coordinated public diplomacy, people-to-people diplomacy, and think-tank diplomacy, serving the overall situation of the Party’s and the state’s external work. The CPPCC National Committee and its subordinate bodies carried out 210 external exchange activities of various kinds, with 1,781 participants from 129 countries, international and regional organizations. Two members of the CPPCC Standing Committee served as special envoys of President Xi Jinping to attend important events abroad, while 139 members attended foreign affairs activities domestically and 15 members made overseas visits. Activities related to the ‘Enter the CPPCC’ program were held, inviting 168 people, including ambassadors from European countries to China and young diplomats from Singapore, to visit the CPPCC. A friendly exchange activity was held between the CPPCC National Committee and the Central Committee of the Vietnam Fatherland Front and border provinces. We supported the China Economic and Social Council in holding the China Economic and Social Forum themed ‘Deepening Exchanges and Mutual Learning Among Civilizations, Jointly Building a Community with a Shared Future for Mankind,’ and in jointly holding the China-EU Round Table Conference together with the European Economic and Social Committee. Finally, Wang outlined the key tasks for 2026.
“2026 is the first year of the 15th FYP. The CPPCC must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of the Two Establishments, resolutely achieve the Two Safeguards, thoroughly implement the spirit of the 20th Party Congress and its subsequent plenary sessions, earnestly implement the arrangements of the Fourth Plenary Session of the 20th CPC Central Committee, implement General Secretary Xi Jinping’s important thoughts on strengthening and improving the work of the CPPCC, adhere to and improve the system of multi-party cooperation and political consultation under the leadership of the CPC, adhere to the nature and positioning of the CPPCC, adhere to the two major themes of unity and democracy, focus on fulfilling its duties in accordance with the central tasks of the Party and the state, and organise the various political parties, people’s organizations, and personages from all ethnic groups and all sectors participating in the CPPCC, so as to broadly unite people’s hearts, build consensus, pool wisdom, and gather strength for a good start to the 15th FYP.” 2026年是“十五五”开局之年。人民政协要坚持以习近平新时代中国特色社会主义思想为指导，深刻领悟“两个确立”的决定性意义、坚决做到“两个维护”，深入贯彻中共二十大和二十届历次全会精神，认真落实中共二十届四中全会部署，贯彻落实习近平总书记关于加强和改进人民政协工作的重要思想，坚持和完善中国共产党领导的多党合作和政治协商制度，坚持人民政协性质定位，坚持团结和民主两大主题，坚持聚焦党和国家中心任务履职尽责，组织参加人民政协的各党派团体和各族各界人士，为实现“十五五”良好开局广泛凝聚人心、凝聚共识、凝聚智慧、凝聚力量。
Unswervingly uphold the leadership of the CPC and firmly grasp the correct political direction. Upholding and strengthening the Party’s overall leadership is the fundamental guarantee for advancing Chinese-style modernization and also the fundamental guarantee for the development and progress of the CPPCC’s cause. Persist in integrating the study of the Party’s innovative theory into daily and routine work, and enhance the effectiveness of ideological and political guidance and the broad building of consensus. Ideological unity is the foundation of political and action unity; the depth of theoretical study determines the height of ideological understanding and the strength of implementation. It is necessary to establish and improve mechanisms that integrate regular study, systematic research, and academic interpretation of the Party’s innovative theory; promote the various political parties, organisations, and personages from all ethnic groups and sectors participating in the CPPCC to continuously consolidate the common ideological and political foundation for united struggle; and do more work in publicising policies, dispelling doubts, stabilising expectations, and strengthening confidence, propounding the main theme of reform and development, and gather positive energy for unity and progress. It is necessary to successfully organize activities commemorating the 160th anniversary of Sun Yat-sen’s birth. Carry out deliberation and offer policy recommendations around the implementation of the 15th FYP, serving the central tasks of the Party and the state with high-quality performance of duties. It is necessary to implement well the 2026 consultation plan of the CPPCC NC, conduct in-depth investigative research and deep consultative deliberation closely around the major tasks and strategic measures determined by the 15th FYP; focus on major theoretical and practical questions involved in laying a solid foundation for and making an all-round push toward the basic realisation of socialist modernisation; and carry out thematic research spanning multiple special committees, constituent groups, and disciplines, so as to produce forward-looking, targeted, and operationally viable policy recommendations. It is necessary to seek truth from facts in reflecting social conditions and public opinion around key issues in the areas of economic development, scientific and technological innovation, reform and opening up, social construction, and people’s livelihood. Fully leverage the principal role of CPPCC members to enhance their ability and level of performance. All CPPCC members should cherish their political identity and high honour; uphold their mission to serve the country and the people; study and grasp the Party and state’s policies; improve their ideological understanding and ability to perform their duties; abide by laws and regulations; cultivate a sound work style; maintain integrity and self-discipline; and firmly establish and sustain a strict and upright atmosphere. Finally, a brief report in Xinhua confirms that CPC elder Song Ping, who has a mentor to Hu Jintao and Wen Jiabao, has passed away. If you recall, there have been intermittent reports over the past few years of Song taking shots at Xi Jinping. Song was 109. The official obituary calls him a “time-tested and loyal communist soldier, an outstanding proletarian revolutionary and statesman, and an exceptional leader of the Party and the state.”
