Wang Xuedian: GCI Pursuing Pluralistic Co-existence in a World of Multiple Modernities
In this edition, I am sharing an article by Wang Xuedian, Dean of the Advanced Institute of Confucian Studies, Shandong University, discussing the Global Civilization Initiative.
Before I get to the article, let me offer some thoughts.
Wang argues that while the idea of the end of history was a misguided proposition, the clash of civilisations theory is utterly false. He contends that even Western scholars are now recognising the truth that there are ‘multiple modernities’. The challenge, however, is that “when different models of modernity embody the cultural traditions and core interests of different countries and peoples, diversity may lead to disorderly competition or even loss of control, running counter to humanity’s aspirations.” So how does one achieve pluralistic co-existence? Wang’s answer to this is the four global initiatives, particularly GCI.
Wang criticises the West for imposing its “development model and value standards upon the world” since the time of the Industrial Revolution” and he argues that this is now changing. He says that civilisations possess temporal (related to the era) and spatial (national or civilizational particularity) attributes. He claims that GCI “acknowledges that different civilizations are at different stages of development, encourages all countries to actively absorb the advanced achievements of human civilization in the process of modernization, and follows the trend of history; at the same time, it resolutely opposes using the temporal attribute as a pretext to negate or suppress civilization’s spatial attribute, and advocates that all countries must advance modernization on the basis of inheriting their own civilizational characteristics and holding firm to their cultural subjectivity, realizing the creative transformation and innovative development of ‘an old state with a new mandate’.”
If you read this carefully, the argument is essentially one that external actors must not impose their worldview or values on other states, but it is also that states must evolve in their value propositions to reflect the times. Or in Wang’s words, everyone must “actively absorb the advanced achievements of human civilization.” Taken at face value, this sounds progressive.
Yet the framework contains a fundamental tension it never resolves. There are clearly very different, and deeply contested, interpretations of what actually constitutes the “advanced achievements of human civilization.” The GCI offers no mechanism for adjudicating between them. In theory, the “common values of all humanity” are meant to provide a baseline consensus; but per the GCI’s own logic, each nation or civilization retains the right to interpret the substantive content of those values through the lens of its own spatial attributes, i.e., its history, culture, and civilizational particularity. What, therefore, sounds progressive at the level of principle can become indeterminate, and potentially regressive, at the level of practice.
The deeper problem is that in any given society, it is not “civilization” in the abstract that interprets these values. Rather, it is those who holds political power. The GCI’s framework, by privileging officially-sanctioned cultural identity and shielding it from external scrutiny under the banner of non-interference, hands that interpretive authority to incumbent regimes. In practice, this can suffocate subaltern communities, dissenting traditions, and liberal currents within societies that may have a very different view of what their civilization’s values actually demand.
Anyway, later in the article Wang also has specific recommendations for China:
Strengthen the thought-leading role of humanities and social sciences scholarship.
Work to build pluralistic, three-dimensional, and efficient platforms for civilizational dialogue. This includes high-end journals, scholarly and academic visits, platforms for debate and discourse, etc.
Promote the extension of dialogue among civilizations from the theoretical dimension of academic discussion and exchange of ideas to the practical dimension of jointly responding to global challenges. In particular, he mentions AI, climate change, health, etc.

“At present, the profound changes unseen in a century are accelerating in their evolution, and human society faces multiple challenges including intensifying geopolitical conflicts, a deepening trust deficit, and prominent development imbalances, with the global governance system at a critical moment of adjustment and transformation. These difficulties stem not only from structural contradictions in the international political and economic order, but are also closely related to barriers, misunderstandings, and confrontational ways of thinking among civilizations. How civilizations ought to get along with one another, and where human civilization should head, these have already become urgent questions placed before the peoples of the world. Reflecting on and transcending the civilizational narratives since the end of the Cold War
In examining the deep crisis of the global governance system, it is necessary to carry out theoretical reflection on and transcendence of several civilizational narratives that have profoundly influenced international thought since the end of the Cold War. For example, the so-called ‘end of history’ once held up the Western liberal democratic system as the sole endpoint of the evolution of human political civilization. This was the product of the conjunction of the specific historical moment marking the end of the Cold War with a historical view centered on Western-centrism. However, with the collective rise of emerging market countries and developing nations, as well as the intensification of contradictions within Western societies themselves, the limitations of this argument have become increasingly evident. Many Western scholars have been compelled to reflect, confront the real dilemmas facing the Western political order, and re-examine the value of other civilizations. The great practice of Chinese-style modernization, adhering to the soul of Marxism and grounding itself in the root of China’s excellent traditional culture, has created the two great miracles of rapid economic development and long-term social stability. Unlike the Western-centric linear historical view embodied in the ‘end of history’ theory, the so-called ‘clash of civilizations’ theory, although acknowledging civilizational differences, distorts civilizational diversity into confrontationalism through a simplistic and absolutist perspective, exposing the anxious psychology and zero-sum thinking of mainstream Western thought when facing the ‘rise of the non-West’. At the same time, we must also clearly recognize that the ‘clash of civilizations’ theory is in fact a false proposition; conflicts are not caused by different civilizations themselves. In fact, the so-called ‘civilizational conflicts’ occurring in today’s world are for the most part conflicts of interests among geopolitical blocs, and are the result of Western great powers ideologizing geopolitical confrontation in order to maintain their own interests. This confrontational narrative not only fails to help resolve disputes, but will instead plunge humanity into the fatalistic pessimism of civilizational antagonism and intensify the security and trust crisis of international society. 与“历史终结论”的“西方中心主义”单线史观不同,所谓“文明冲突论”尽管承认文明差异,却以一种简单化、绝对化的视角将文明多样性扭曲为对抗性,暴露了西方主流思潮在面对“非西方的崛起”时的焦虑心理与零和思维。同时,我们更须清醒认识到,“文明冲突论”其实是个伪命题,冲突并非由不同文明本身所导致。事实上,当今世界正在发生的所谓的“文明冲突”,大都属于地缘政治集团的利益冲突,是西方大国为了维护自身利益而将地缘对抗意识形态化的结果。这种对抗叙事非但无助于解决纷争,反而将使人类陷入文明对立的宿命论悲观情绪,加剧国际社会的安全与信任危机.
In the process of transcending the above-mentioned currents of thought, some foreign scholars have broken through the cognitive misconception that ‘modernization equals Westernization’ and put forward the theory of ‘multiple modernities’, emphasizing that modern civilization can have non-Western paths based on different cultural traditions and historical experiences, and acknowledging and respecting the cultural subjectivity and unique explorations of all countries in the process of modernization. However, without the guidance of shared values, when different models of modernity embody the cultural traditions and core interests of different countries and peoples, diversity may lead to disorderly competition or even loss of control, running counter to humanity’s aspirations. Therefore, although the theory of ‘multiple modernities’ points out the existence of ‘the many’, it has been unable to effectively resolve the difficult problem of how ‘the many’ should get along with one another and how to move from ‘pluralistic coexistence’ to ‘harmony without uniformity’. 在对上述思潮的扬弃中,有国外学者打破了“现代化等于西方化”的认知误区,提出“多元现代性”理论,强调现代文明可以有基于不同文化传统与历史经验的非西方路径,承认并尊重各国在现代化进程中的文化主体性与独特探索。然而,如果缺少共同价值的引领,当不同现代性方案背后承载着不同国家、民族的文化传统与核心利益时,多元之间可能会引发竞争失序甚至失控,与人类美好愿景背道而驰。因此,“多元现代性”理论虽然指出了“多”的存在,但未能有效解决“多”如何相处、如何从“多元并存”走向“和而不同”的难题.
Facing the epochal question of ‘where the world is headed’, President Xi Jinping creatively put forward the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, which systematically constitute the Chinese solution for responding to global challenges and promoting the building of a community with a shared future for humanity. Understanding and practicing the Global Civilization Initiative from the dual attributes of civilization.
Among the four global initiatives, the Global Civilization Initiative occupies a unique and foundational position. President Xi Jinping has pointed out: ‘The purpose of putting forward the Global Civilization Initiative is to promote mutual understanding and affinity among the peoples of all countries, and to promote mutual tolerance and mutual learning among all civilizations.’ The Global Civilization Initiative injects into global development the cooperative spirit of mutual benefit and win-win outcomes; into global security, the rationality of dialogue based on mutual respect; and into global governance, value consensus grounded in ‘harmony without uniformity’. Deeply understanding the Global Civilization Initiative requires introducing the theoretical perspective of the dual attributes of civilization. Any civilization simultaneously possesses a temporal attribute and a spatial attribute. The temporal attribute refers to its historical-era character and is closely connected to the level of productive-force development in a particular historical stage. The spatial attribute refers to its national or civilizational particularity. It is rooted in the geographical environment, historical practice, and cultural traditions of a specific region. It determines different civilizations’ distinctive understandings of order, justice, and ethics, as well as their value aspirations, thereby constituting the solid foundation of civilizational diversity. 深刻理解全球文明倡议,需要引入文明二重属性的理论视角。任何文明都同时具备时间属性与空间属性。时间属性即时代性,与特定历史阶段的生产力发展水平紧密相连;空间属性即民族性,植根于特定地域的地理环境、历史实践与人文传统,决定了不同文明对秩序、正义、伦理的独特理解与价值追求,构成了文明多样性的坚实根基.
Since the Industrial Revolution, modern Western civilization, relying on its advantages in productive forces, achieved global expansion and for a time imposed its own development model and value standards upon the world, causing the global governance system since modern times to be deeply imprinted with the mark of ‘Western-centrism’. While this process undoubtedly demonstrated the objective power of civilization’s temporal attribute, it also exposed the hegemonic logic of treating that attribute in a one-sided and absolutized manner and using it to suppress or even negate the spatial attributes of other civilizations. During the long process of ‘passive modernization’, non-Western civilizations experienced a profound awakening. They began reflecting on the severe imbalance in discourse power and rule-making authority within the global governance system and became increasingly conscious of exploring paths of development and governance that accord with their own civilizational characteristics and safeguard their cultural subjectivity. Chinese civilization is an ancient civilization that has continued uninterrupted for thousands of years, containing profound concepts such as ‘harmonious coexistence,’ ‘all under heaven as one family’, and ‘harmony without uniformity’. These ideas deeply embody a high degree of respect for and wisdom regarding the spatial attribute of civilization, that is, civilizational diversity. The Global Civilization Initiative, precisely on the basis of drawing on the wisdom of Chinese civilization, has achieved a scientific grasp of the dialectical unity of civilization’s temporal attribute and spatial attribute. The intellectual foundation for practicing the Global Civilization Initiative lies in strengthening exchanges and mutual learning among civilizations. Such exchanges and mutual learning are the fundamental path toward eliminating barriers and misunderstandings. To practice the Global Civilization Initiative and advance the transformation of global governance, the key is to deepen and substantiate exchanges and mutual learning among different civilizations, cultivate rich cultural soil for fostering people-to-people connectivity, and inject humanistic strength into global governance. 践行全球文明倡议,其思想根基在于加强文明交流互鉴。文明交流互鉴是消除隔阂与误解的根本途径。践行全球文明倡议,推进全球治理变革,关键是把不同文明间的交流互鉴做深做实,为民心相通厚植文化沃土,为全球治理注入人文力量.
Strengthen the thought-leading role of humanities and social sciences scholarship. Grounded in the great practice of Chinese-style modernization, deeply distill Chinese experience, and accelerate the building of an autonomous knowledge system of Chinese philosophy and social sciences. Encourage and support philosophy and social science workers to clearly expound on the deep civilizational foundations of China’s governance on the international academic stage, and explain clearly the intellectual force and spiritual values behind the Chinese story. Practicing the four global initiatives and advancing the transformation of global governance.
The Global Civilization Initiative is not an isolated declaration of a civilizational vision, but rather mutually supportive and organically connected with the Global Development Initiative, the Global Security Initiative, and the Global Governance Initiative, systematically answering the major question of ‘what kind of world to build and how to build it’ from the four dimensions of development, security, civilization, and governance, and jointly constituting a complete ideological system and action framework oriented toward the overall goal of building a community with a shared future for humanity. 践行四大全球倡议,推进全球治理变革全球文明倡议并非一个孤立的对文明愿景的宣示,而是与全球发展倡议、全球安全倡议、全球治理倡议相互支撑、有机衔接,从发展、安全、文明、治理四个维度,系统回答了“建设一个什么样的世界、怎样建设这个世界”的重大课题,共同构成了面向构建人类命运共同体这一总体目标的完整思想体系与行动框架.
The four global initiatives are deeply rooted in the successful practice of Chinese-style modernization. Chinese-style modernization has inherited the ethical genes of Chinese civilization’s—‘putting responsibility first, prioritising the collective, and pursuing harmonious coexistence—broken through the single Western template of modernization centered on capital, polarization, and the swelling of materialism, and created a new form of human civilization. The four global initiatives are precisely the international expression of the value concepts and strategic wisdom embodied in this new form of human civilization, which is grounded in the right path of human progress characterized by peaceful development, fairness and justice, and cooperation for mutual benefit, transforming the governance wisdom accumulated by Chinese civilization and the development experience of contemporary China into public goods and governance solutions that can be understood and drawn upon by the international community. The four global initiatives lay the cornerstone for systematically advancing the transformation of global governance from three dimensions of concepts, actors, and mechanisms. In terms of concepts, the common values of all humanity transcend the singular narrative of ‘Western-centrism’, incorporating the right to development, the right to security, and civilizational diversity into the core governance agenda, reshaping the fairness and inclusiveness of governance; breaking down ideological barriers, transcending zero-sum games through common development, and driving the transformation of international relations from the traditional logic of bloc confrontation toward the new paradigm of cooperation for mutual benefit. In terms of actors, breaking the monopoly of great powers, advocating and driving the full absorption of the governance wisdom and practical experience of non-Western civilizations in the formulation of international rules and the setting of global agendas, making rule formulation more representative and balanced, and driving global governance toward the new paradigm of ‘everybody’s affairs being deliberated upon by everybody’. In terms of mechanisms, relying on platforms such as the joint construction of the Belt and Road, they transform the initiatives into operable institutional arrangements. New governance institutions such as the Asian Infrastructure Investment Bank (AIIB) and the Silk Road Fund provide flexible, pragmatic, and diverse practical pathways for global governance. High-quality Belt and Road cooperation promotes the physical connection of regions belonging to different civilizations through infrastructure hard connectivity; promotes mutual learning of governance concepts through the soft connectivity of rules and standards; and, through rich and diverse cultural exchanges, achieves people-to-people connectivity of hearts with the peoples of participating countries. President Xi Jinping has emphasised that ‘civilizational exchange and mutual learning is the inexhaustible driving force for advancing human civilizational progress and world peace and development.’ It is necessary to promote the transformation of the four global initiatives from concepts into systematic action and to build a new paradigm of civilizational dialogue for global governance. Civilizational exchange and mutual learning should be used to forge cooperative consensus for common development; common development should provide the material foundation for security and mutual trust; security and mutual trust should create a peaceful environment for civilizational dialogue; and civilizational dialogue should inject cultural foundations into governance consensus. This organic linkage makes civilizational exchange and mutual learning the practical bond running throughout the four global initiatives, extending the vision of building a community with a shared future for mankind from value-based identification to coordinated practical action.
