What the CCDI Plenary Tells us about China's Anti-Corruption & Discipline Inspection Agenda for 2026
The full communique from the CCDI plenary session is published in the paper today. Let me offer a few quick takeaways before sharing the full document.
First, something that was done in 2025:
“The CCDI Standing Committee deeply studied and implemented Volume 5 of Xi Jinping: The Governance of China, strengthening the propaganda and interpretation of General Secretary Xi Jinping’s important thoughts on the Party’s self-revolution, driving the entire system to study theory, grasp truth, and focus on implementation, and ensured that discipline inspection and supervision work always advanced along the correct direction.”
Second, there are six broad areas of work for 2026; the first of these is to strengthen political supervision to promote unity and concerted efforts throughout the Party to achieve the goals and tasks of the 15th FYP period. Under this, the key bit is:
“Strictly enforce political discipline and election discipline, resolutely eliminate ‘two-faced people’ who harbour ulterior motives and whose words and actions are inconsistent, and focus on resolving the problems of the ‘seven kinds of conduct’, and seriously rectify ideological liberalism, political opportunism, organisational factionalism, work-related departmentalism, and responsibility-related good-personism, effectively safeguarding the authority and centralized, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core.”
Third, in terms of work-style or conduct, this is the focus:
“Continuously and severely crack down on hedonism and extravagance, and deepen the rectification of frequently occurring problems such as illegal eating and drinking, and illegal acceptance of gifts and cash; seriously investigate and deal with issues such as using research and inspection, conducting party building activities, and training as pretexts for using public funds for tourism, and disguised overseas travel using public funds; closely monitor and correct new trends such as the illegal construction of buildings and facilities under the guise of livelihood projects. Continuously rectify formalism and bureaucratism, resolutely correct prominent problems such as waiting-and-watching and inaction as leadership transitions approach, and, after transitions, impatience for quick success such as ‘flipping pancakes’ and launching ‘vanity projects’, and promote reducing burdens at the grassroots level.”
Fourth, a significant aspect of anti-corruption work will be:
Rectification of “corruption in key fields such as finance, state-owned enterprises, energy, education, academic societies and associations, development zones, and bidding and tendering; seriously investigate and handle problems such as collusion between government and business, power providing protection for capital, and capital penetrating into the political field; deeply probe and carefully investigate new types of corruption and hidden corruption such as expected returns, agreed proxy shareholding, and government–business ‘revolving doors’; focus on investigating corruption among the ey minority” and young cadres; deepen the simultaneous investigation of both bribe-taking and bribe-giving, increase the intensity of investigating and handling cross-border corruption cases, and cooperate with the Standing Committee of the National People’s Congress to formulate the Anti-Cross-Border Corruption Law.”
Fifth, this year, we will see the seventh and eighth rounds of inspections of the 20th Central Committee.

A total of 120 CCDI members attended the plenary session, with 265 persons attending as non-voting participants.
The plenary session was presided over by the Standing Committee of the CCDI. The session deeply studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th Party Congress and the plenary sessions of the 20th Central Committee, conscientiously implemented the arrangements of the Fourth Plenary Session, summed up discipline inspection and supervision work in 2025, and deployed tasks for 2026. It reviewed and approved the work report titled ‘Advancing comprehensive and strict governance of the Party with higher standards and more practical measures, and providing strong guarantees for achieving the goals and tasks of the 15th FYP period’, delivered by Comrade Li Xi on behalf of the Standing Committee of the CCDI. 全会由中央纪律检查委员会常务委员会主持。全会深入学习贯彻习近平新时代中国特色社会主义思想，全面贯彻落实党的二十大和二十届历次全会精神，认真落实四中全会部署，总结2025年纪检监察工作，部署2026年任务，审议通过了李希同志代表中央纪委常委会所作的《以更高标准、更实举措推进全面从严治党，为实现“十五五”时期目标任务提供坚强保障》工作报告.
The plenary session conscientiously studied and deeply grasped General Secretary Xi Jinping’s important speech. It was unanimously agreed that the speech fully affirms the significant results achieved in comprehensively governing the Party strictly over the past year, focuses on the key period of basically realising socialist modernisation, makes strategic deployments for advancing full and rigorous Party self-governance with higher standards and more concrete measures to provide a strong guarantee for achieving the goals and tasks of the 15th FYP period, and places earnest expectations on the team of discipline inspection and supervision cadres. The speech was insightful, far-sighted, profound in thought, and rich in content, possessing strong political, ideological, and guiding significance, pointing the way forward and providing fundamental guidance for deeply advancing comprehensive and strict governance of the Party and the fight against corruption. The plenary session pointed out that in 2025, the Party Central Committee, with Comrade Xi Jinping at its core, unswervingly advanced the Party’s self-revolution, united and led the entire Party and the people of all ethnic groups across the country to tackle difficulties and forge ahead with perseverance, and successfully completed the goals and tasks of the 14th FYP, with Chinese-style moderniSation taking new and solid steps forward. The CCDI and the National Supervisory Commission, and discipline inspection and supervision organs at all levels, adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, bearing in mind the instructions and striving forward with gratitude, became more resolute in upholding the Two Establishments and firmly achieving the Two Safeguards, and became more resolute in fighting to safeguard the Party’s unity and solidarity and to defend the Party’s advanced nature and purity, providing strong guarantees for the development of the Party and the country’s cause with new achievements in Party conduct and clean governance and the fight against corruption. Closely centering on the major political responsibility of the Two Safeguards, it strengthened political supervision, deepened political inspections, and achieved high-quality full coverage of inspections of provinces, autonomous regions, and municipalities, effectively guaranteeing the implementation of the Party Central Committee’s major policies and decisions. It solidly carried out in-depth learning and education on implementing the spirit of the Central Committee’s eight-point regulations, took strong measures to address persistent problems of the ‘four winds’, seriously investigated and publicly reported typical cases of violations such as illegal eating and drinking, and promoted further improvement of work style and the establishment of new customs throughout the Party. It unswervingly advanced the struggle against corruption, deepened the rectification of corruption in key fields including finance, state-owned enterprises, energy, fire services, tobacco, pharmaceuticals, higher education, sports, development zones, public welfare and charity, workplace safety, and engineering construction and bidding and tendering; issued evidentiary guidelines for investigating new types of corruption and hidden corruption; deepened the simultaneous investigation and treatment of corruption and misconduct; formulated and implemented a three-year action plan for building a clean culture in the new era; and focused on eradicating the soil and conditions in which corruption breeds.
Deepened the rectification of unhealthy practices and corruption occurring at the level of the masses, forcefully punish ‘fly-level graft and ant-level corruption’, promote the resolution of the issues that are urgent, difficult, distressing, and long-yearned-for by the masses, and ensure that the masses feel a greater sense of gain. Further advanced the reform of the discipline inspection and supervision system, completed the comprehensive stationing of discipline inspection and supervision teams in centrally-managed enterprises, promoted the improvement of the regulatory and institutional system for comprehensive and strict Party governance and the supporting systems of the Supervision Law, and better promoted the transformation of institutional advantages into governance effectiveness. It solidly carried out the ‘Year of Standardization, Legalization, and Regularization of Discipline Inspection and Supervision Work’ initiative, rolled out a ‘combination of measures’ for self-construction; the building of the discipline inspection and supervision iron army has reached a new level. While affirming achievements, the meeting also analyzed the problems existing in discipline inspection and supervision work and the construction of the cadre team by seeking truth from facts, requiring that they be highly valued and effectively resolved.

The plenary session proposed that 2026 marks the beginning of the 15th FYP period and the 105th anniversary of the founding of our Party. To do a good job this year, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th Party Congress and all subsequent plenary sessions of the 20th Central Committee, conscientiously implement the deployments of the Fourth Plenary Session, deeply study and implement General Secretary Xi Jinping’s important thoughts on Party-building and on the Party’s self-revolution, firmly uphold the Two Establishments and resolutely achieve the Two Safeguards, persistently promote comprehensive and strict Party governance, continuously deepen the rectification of work style, enforcement of discipline, and the fight against corruption, increase efforts to advance in an integrated manner the mechanisms of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt, more forcefully and effectively eradicate the soil and conditions in which corruption breeds, continuously carry out the ‘Year of Standardisation, Legalisation, and Regularisation of Discipline Inspection and Supervision Work’ action, promote the high-quality development of discipline inspection and supervision work on the new journey of the new era, and provide a strong guarantee for achieving the goals and tasks of the 15 FYP period. 全会提出，2026年是“十五五”开局之年，也是我们党成立105周年。做好今年工作，要坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大和二十届历次全会精神，认真落实四中全会部署，深入学习贯彻习近平总书记关于党的建设的重要思想、关于党的自我革命的重要思想，坚定拥护“两个确立”、坚决做到“两个维护”，持之以恒推进全面从严治党，持续深化正风肃纪反腐，加大一体推进不敢腐、不能腐、不想腐力度，更加有力有效铲除腐败滋生的土壤和条件，持续开展“纪检监察工作规范化法治化正规化建设年”行动，推进新时代新征程纪检监察工作高质量发展，为实现“十五五”时期目标任务提供坚强保障.

Strictly enforce political discipline and election discipline, resolutely eliminate ‘two-faced people’ who harbour ulterior motives and whose words and actions are inconsistent, and focus on resolving the problems of the ‘seven kinds of conduct’, and seriously rectify ideological liberalism, political opportunism, organisational factionalism, work-related departmentalism, and responsibility-related good-personism, effectively safeguarding the authority and centralised, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core. Second, strengthen the rectification of style and discipline, consolidating and expanding the results of study and education on deeply implementing the spirit of the central 8-point regulations. Deeply implement the opinions on unswervingly implementing the spirit of the central 8-point regulations to promote the normalisation and long-term effectiveness of work style construction, based on regular learning and education, with the key being to consolidate responsibilities, and using the simultaneous investigation and treatment of corruption and misconduct as a starting point, to improve the long-term mechanism for style construction. 第二，强化正风肃纪，巩固拓展深入贯彻中央八项规定精神学习教育成果。持续狠刹享乐主义、奢靡之风，对违规吃喝、违规收送礼品礼金等易发多发问题深化整治；对以调研考察、开展党建活动、培训的名义搞公款旅游，变相公款出国（境）旅游等问题严肃查处；对借民生项目违规建设楼堂馆所等新动向密切关注并纠治。持续整治形式主义、官僚主义，坚决纠治临近换届等待观望不作为，换届后急功近利“翻烧饼”、搞“政绩工程”等突出问题，推动为基层减负。深入贯彻关于锲而不舍落实中央八项规定精神推进作风建设常态化长效化的意见，以经常性学习教育为基础，以压实责任为关键，以风腐同查同治为抓手，完善作风建设长效机制.
Third, strengthen both symptom and root cause treatment, and effectively utilize the integrated strategy of ‘not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt. Use sustained high-pressure deterrence to strengthen ‘not daring to be corrupt’, adhere to using strong medicine to cure deep-seated illness and severe penalties to address disorder, continue bottom-up investigations and cleanups, deepen the rectification of corruption in key fields such as finance, state-owned enterprises, energy, education, academic societies and associations, development zones, and bidding and tendering; seriously investigate and handle problems such as collusion between government and business, power providing protection for capital, and capital penetrating into the political field; deeply probe and carefully investigate new types of corruption and hidden corruption such as expected returns, agreed proxy shareholding, and government–business ‘revolving doors’; focus on investigating corruption among the ey minority” and young cadres; deepen the simultaneous investigation of both bribe-taking and bribe-giving, increase the intensity of investigating and handling cross-border corruption cases, and cooperate with the Standing Committee of the National People’s Congress to formulate the Anti-Cross-Border Corruption Law. Continuously improve the effectiveness of anti-corruption efforts, promptly discovering, accurately identifying, and effectively addressing various corruption problems. 第三，强化标本兼治，用好一体推进不敢腐、不能腐、不想腐战略抓手。以保持高压震慑强化不敢腐，坚持猛药去疴、重典治乱，继续起底清理，深化整治金融、国企、能源、教育、学会协会、开发区和招标投标等重点领域腐败，严肃查处政商勾连、权力为资本提供保护、资本向政治领域渗透等问题，深挖细查预期收益、约定代持、政商“旋转门”等新型腐败和隐性腐败，着重查处“关键少数”、年轻干部腐败，深化受贿行贿一起查，加大跨境腐败案件查办力度，配合全国人大常委会制定反跨境腐败法. 不断提高反腐败穿透力，及时发现、准确识别、有效治理各类腐败问题.
Use strengthened supervision and restraint to reinforce ‘not being able to be corrupt’, improve institutional mechanisms that unify the granting of authority, the exercise of authority, and the restraint of authority, making them clear, transparent, and traceable; assist the Party Central Committee in revising the Regulations of the Communist Party of China on Intra-Party Supervision; deeply implement the opinions on strengthening supervision over ‘top leaders’ and leadership teams; and promote scientific authorisation, correct use of power, and effective restraint of power. Use deepened integrity education to reinforce ‘not wanting to be corrupt’, thoroughly implement the ‘Three-Year Action Plan for the Construction of Clean Culture in the New Era’, enhance the precision and effectiveness of integrity propaganda and education, and continuously shape an ideological character of purity and integrity, political virtue cultivation of serving the public with integrity, moral conduct of self-discipline, and a social fashion of esteeming integrity and rejecting corruption. Use the improvement of systems and mechanisms to promote integrated advancement, improve the anti-corruption work mechanism under the unified leadership of Party committees, improve mechanisms for implementing anti-corruption responsibilities, deepen efforts to promote reform and governance through cases, emphasise technological empowerment, accelerate the building of a digital discipline inspection and supervision system, and strictly use it in accordance with rules, discipline, and law. 以加强监督制约强化不能腐，健全授权用权制权相统一、清晰透明可追溯的制度机制，协助党中央修订《中国共产党党内监督条例》，深入落实关于加强对“一把手”和领导班子监督的意见，推动科学授权、正确用权、有效制权。以深化廉洁教育强化不想腐，深入落实新时代廉洁文化建设三年行动计划，提升廉洁宣传教育的针对性有效性，不断塑造清正廉洁的思想品格、廉洁奉公的政德修养、廉洁自律的道德操守、崇廉拒腐的社会风尚。以完善体制机制促进一体推进，健全党委统一领导下的反腐败工作机制，完善反腐败责任落实机制，深化以案促改促治，注重科技赋能，加快推进数字纪检监察体系建设，严格依规依纪依法使用.
Fourth, strengthen discipline enforcement and law enforcement for the people, and continue to deepen the concentrated rectification of unhealthy practices and corruption at the people’s immediate level. Deepen nationwide rectification projects in areas such as the management of rural collective ‘three assets’, medical insurance fund management, and elderly care services; deploy and carry out rectification of problems in high-standard farmland construction; guide various regions to focus on key rectification projects and practical matters concerning people’s livelihoods based on local conditions; and thoroughly address irregular cross-regional law enforcement and profit-driven law enforcement. Study and formulate opinions on carrying out rectification work on a regular basis to form a long-term mechanism. Promote county-level areas as the main battlefield to continuously deepen rectification work, give play to the role of mass supervision, and enhance grassroots supervision capacity. 第四，强化执纪执法为民，持续深化群众身边不正之风和腐败问题集中整治。深化农村集体“三资”管理、医保基金管理、养老服务等全国性整治项目，部署开展高标准农田建设问题整治，指导各地因地制宜抓好整治重点项目和民生实事，深入整治违规异地执法、趋利性执法。研究制定常态化开展整治工作意见，形成长效机制。推动县级主战场持续深化整治工作，发挥群众监督作用，提升基层监督能力.
Fifth, strengthen political inspections and enhance the deterrent force, penetration, and driving force of inspection supervision. Fully implement the inspection work policy and organize the seventh and eighth rounds of inspections of the 20th Central Committee. Deepen upward–downward linkage between inspections and patrols, strengthen guidance and supervision over inspections of provinces, autonomous regions, and municipalities; internal inspections of central units; and village-level patrol inspections.
