Page 1: The lead report in the paper today is about Xi Jinping’s meeting with South Korean President Lee Jae Myung. The readout says:
“The Chinese side has always viewed its relationship with the ROK as a matter of importance in its neighborhood diplomacy, and China’s policy on the ROK has maintained continuity and stability. China stands ready to work with the ROK to steer the course of friendly cooperation, promote mutual benefit and win-win results, and bring the China-ROK strategic cooperative partnership forward along the track of sound development, so as to deliver tangible benefits to both peoples and inject positive energy into peace and development of the region and the wider world.
President Xi Jinping stressed that China and the ROK have long cherished peace and upheld harmony without uniformity, transcended differences in social system and ideology, and achieved mutual success and shared progress. The two sides should carry forward this fine tradition, continue to enhance mutual trust, respect each other’s choices of development path, accommodate each other’s core interests and major concerns, and stay committed to properly resolving differences through dialogue and consultation. The fourth plenary session of the 20th CPC Central Committee deliberated on and adopted the recommendations for formulating the 15th Five-Year Plan, laying out a blueprint for China’s development in the coming five years while providing vast opportunities for countries around the world. China and the ROK have close economic ties, deeply integrated industrial and supply chains and mutually beneficial cooperation. The two countries should foster greater synergy between development strategies, strengthen policy coordination, make the pie of common interests bigger, and deliver more cooperation outcomes in emerging fields such as artificial intelligence, green industries and the silver economy. It is important for the two sides to boost people-to-people exchanges and intensify interactions at the subnational level and in such areas as youth, media, sports, and think tanks, so that the bilateral relations will enjoy strong public favor.
President Xi Jinping noted that as changes unseen in a century are unfolding at a faster pace, the world is undergoing greater transformation and turbulence. China and the ROK shoulder important responsibilities in safeguarding regional peace and promoting global development. Both countries, with broad common interests, should stand firmly on the right side of history and make correct strategic choices. Over 80 years ago, China and the ROK made great sacrifices in resisting Japanese militarism and achieved the victory. Today, it is all the more important for the two sides to join hands to defend the victorious outcomes of World War II, and safeguard peace and stability of Northeast Asia. Having benefited from economic globalization, China and the ROK should jointly oppose protectionism, practice true multilateralism and contribute to building an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.”
As per the Chinese readout, President Lee Jae Myung “noted that the ROK and China are close neighbors with long-standing ties. The two countries stood together against Japanese militarist aggression, and the ROK side appreciates China’s protection of former sites of the Korean Independence Movement in China. Since the establishment of diplomatic relations, the two countries have fostered close ties of cooperation with fruitful results. The ROK side attaches great importance to its relations with China. Taking the first event of heads-of-state diplomacy in the new year as an opportunity, the ROK side is ready to cement the momentum of a full recovery of bilateral ties, seek common ground while putting aside differences, deepen the ROK-China strategic cooperative partnership, and work with China to open up new prospects of the bilateral relationship. The ROK side respects China’s core interests and major concerns and stays committed to the one-China stance…”
The other lead report on the page is about Xi’s meeting with Taoiseach of Ireland Micheál Martin. The readout says:
“President Xi Jinping noted that both China and Ireland are peace-loving, open, inclusive, self-reliant and enterprising. The two countries achieved independence and national liberation through the struggle of the people, and have advanced toward modernization with the hard work of one generation after another. Since establishing the strategic partnership for mutually beneficial cooperation in 2012, the two countries have seen bilateral trade quadruple, two-way investment grow in a balanced manner, and mutual goodwill between the two peoples as they work to make their countries better. Mutual respect, equality and mutual benefit are valuable experience gathered from long-term steady development of China-Ireland relations. The two sides should jointly pass them down and carry them forward. China is ready to work with Ireland to strengthen strategic communication, deepen political mutual trust and expand practical cooperation, to deliver more benefits to the two peoples and provide more impetus for China-Europe relations.
President Xi Jinping underlined the need for China and Ireland to maintain friendly exchanges at multiple levels and in different fields, continuously enhance communication and understanding, accommodate each other’s core interests and major concerns, cement political mutual trust, and consolidate the political foundation of bilateral relations. This year marks the beginning of China’s 15th Five-Year Plan period. Over the next five years, China will continue to promote high-quality development and expand high-standard opening-up. China stands ready to work with Ireland to step up economic and trade cooperation, seek synergy of development strategies in such areas as artificial intelligence, the digital economy, and pharmaceuticals and health, and encourage two-way investment, so as to draw on each other’s strengths, share opportunities, and pursue common development. The two sides need to strengthen cooperation in education, culture and tourism, and foster closer people-to-people bonds. China welcomes more Irish youth to come to China for study and exchanges.
President Xi Jinping pointed out that the world today is undergoing changes and turbulence. Unilateral and bullying acts are dealing a serious blow to the international order. All countries should respect other countries’ development paths chosen independently by their people, and observe international law and the purposes and principles of the U.N. Charter. Major countries, in particular, should lead by example. Both China and Ireland support multilateralism and advocate international fairness and justice. The two sides should strengthen coordination and cooperation in international affairs, jointly uphold the authority of the U.N., and work for a more just and equitable global governance system. China and the EU should keep a long-term perspective, stay committed to working together as partners, view and handle differences in an objective and rational way, and pursue mutually beneficial cooperation. Ireland will hold the rotating EU presidency in the second half of the year. It is hoped that Ireland will play a constructive role for the sound and steady growth of China-EU relations.”
As per the Chinese readout, among other things, Martin said: “Ireland unequivocally subscribes to the one-China policy and is committed to strengthening and growing the strategic partnership for mutually beneficial cooperation between the two countries. Ireland stands ready to deepen cooperation with China in such areas as trade, investment, science and technology, biomedicine, renewable energy, artificial intelligence and education. China plays an indispensable role in international affairs, and has made positive contributions to upholding the authority of the U.N. and promoting world peace. All international disputes should be settled in accordance with international law.”
Next, there’s a report on Xi Jinping sending a congratulatory message to Mamady Doumbouya on his election as president of Guinea.
Moving on, there’s a report on Cai Qi’s remarks at the national conference of heads of propaganda departments across the country.
Cai “emphasised the need to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, thoroughly implement the spirit of the 20th Party Congress and all subsequent plenary sessions of the 20th Central Committee, conscientiously implement the deployments of the Fourth Plenary Session, fully implement Xi Jinping Thought on Culture, profoundly understand the decisive significance of the Two Establishments, strengthen the four consciousnesses, enhance the four self-confidences, and achieve the Two Safeguards. Cai Qi stressed that it is necessary to persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify hearts and cast souls, and improve the working system for arming the entire Party with the Party’s innovative theories, educating the people, and guiding practice. He stressed the importance of doing a good job in news and public opinion work, placing economic propaganda in a prominent position, strengthening public opinion response and guidance, consolidating the responsibility system for ideological work, and consolidating and expanding the mainstream ideology and public opinion characterised by self-confidence, self-reliance, unity, and striving ahead. Li Shulei outlined key tasks at the meeting. In Shenzhen, Li “listened to reports on the planning and development of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, learned about progress made by park enterprises in using artificial intelligence to empower research and development in fields such as new materials and biomedicine, and inspected displays of new energy vehicles at BYD. Li pointed out that scientific and technological innovation is the key to winning the future. It is essential to strengthen the leading role of enterprises in innovation; improve support in terms of policies, funding, and talent; leverage the advantages of the Guangdong-Hong Kong-Macao Greater Bay Area to gather innovation resources; and strengthen R&D cooperation in emerging fields and key core technologies to achieve more breakthrough results. Li Qiang visited the Shenzhen Shekou Cruise Terminal Heliport and Robot Valley, learned about the development of the low-altitude economy, watched product demonstrations by robotics companies, and inquired in detail about enterprise technology transformation and application, and industrial cluster development. He emphasised that it is necessary to fully apply advanced technologies, manage and make good use of major transport arteries, ensure safe and smooth operation, and better promote connectivity and coordinated development in the Greater Bay Area. In Foshan, Li inspected Guangdong Midea Kitchen Appliances Manufacturing Co., Ltd. and visited its digitalised and intelligent production lines. He pointed out that economic development and improvements in residents’ quality of life have brought about many new consumption demands, and that it is necessary to study these new changes in depth, accelerate the R&D and production of more high-quality products, and promote the formation of a virtuous cycle in which demand pulls supply and supply creates demand. At the Foshan International Inland Port, Li learned in detail about the development and operation of cross-border e-commerce and bonded logistics. During the visit, Li “held discussions with representatives from several technology companies and officials from relevant departments of the Shenzhen government. Page 3: We have the joint communique (English version) that was issued after the China-Pakistan foreign ministers’ dialogue. There’s a lot in this, which is critical from an Indian security perspective. Key excerpts:
The two sides reiterated that China and Pakistan are All-weather Strategic Cooperative Partners enjoying ironclad friendship and strategic mutual trust. The sound and robust growth of China-Pakistan relations is of great strategic significance for regional peace, stability and development. Both sides reaffirmed that high-level exchanges between the two countries are a hallmark of bilateral ties. The two sides will act on the important consensus reached by the leaders of the two countries, implement the Action Plan to Foster an Even Closer China-Pakistan Community with a Shared Future in the New Era (2025-2029) signed by the two governments, and keep the building of the China-Pakistan community with a shared future at the forefront of the building of a community with a shared future with neighboring countries.
The two sides reaffirmed their unyielding support for each other on issues concerning their respective core interests. Pakistan reaffirmed its firm commitment to the one-China principle, and reiterated that Taiwan is an inalienable part of China’s territory. Pakistan firmly supports every effort of China to achieve national reunification, and opposes any form of ‘Taiwan independence’ and any attempt to create ‘two Chinas’ or ‘one China, one Taiwan’. Pakistan firmly supports China on issues concerning Xinjiang, Xizang, Hong Kong and the South China Sea. China reiterated its steadfast support for Pakistan in safeguarding its sovereignty, independence and territorial integrity. China supports Pakistan in pursuing a development path suited to its national conditions and achieving economic prosperity, and supports Pakistan in firmly combating terrorism and playing a bigger role in international and regional affairs.
China commended the comprehensive measures taken by Pakistan to combat terrorism and protect the safety of Chinese personnel, projects and institutions in Pakistan. China fully recognized the significant contributions and huge sacrifices that Pakistan made in combating terrorism over the years. The two sides reiterated their commitment to combating terrorism in all its forms and manifestations with zero tolerance, and agreed to further deepen all-round cooperation on counter-terrorism and security, and make concerted efforts to ensure that the China-Pakistan Belt and Road cooperation advance in a secure and smooth manner. Calling on the international community to strengthen counter-terrorism cooperation, the two sides expressed their firm opposition to double standards on counter-terrorism.
In regard to CPEC, the document says: “The two sides agreed to focus on the three key sectors of industry, agriculture and mining, promote the building and operation of the Gwadar Port, ensure the smooth passage of the Karakoram Highway, and enhance Pakistan’s capacity for sustainable development. The two sides will deepen cooperation in areas such as trade and investment, information technology, science and technology, cybersecurity, technical and vocational training and education, and people-to-people and cultural exchanges. The two sides will take the year-round opening of the Khunjerab Pass as an opportunity to deepen two-way trade and people-to-people exchanges. The two sides welcomed third-party participation in CPEC cooperation that conforms with the modalities set by China and Pakistan.”
The two sides agreed to further strengthen cooperation in the financial and banking sectors, including extending mutual support at regional and international multilateral financial forums. Pakistan appreciated China for providing support for its fiscal and financial sectors. The two sides expressed satisfaction at their expanding space cooperation and for the expected early entrance of Pakistani astronauts into the China Space Station. They agreed to explore space in a peaceful and mutually beneficial manner for greater economic and social development and prosperity.
The two sides agreed that it is essential to firmly uphold the outcomes of the victory of World War II, adhere to the purposes and principles of the U.N. Charter, reject attempts to distort historical facts, and oppose the plotted resurgence of fascism and militarism. The two sides expressed support for the postwar international order underpinned by international legal documents such as the Cairo Declaration and the Potsdam Proclamation and other principles of international law for the maintenance of world peace and security, and protect historical truth and international justice.
The two sides emphasized the importance of a South Asian regional order underpinned by the U.N. Charter, international law, and the basic norms governing international relations, reiterated opposition to any unilateral actions, and reaffirmed the significance of maintaining peace and stability in South Asia and the necessity of resolving all outstanding disputes through dialogue and consultation. The Pakistani side briefed the Chinese side on its position on and latest developments of the situation in Jammu and Kashmir. China reiterated that the Jammu and Kashmir dispute is left over from history, and should be properly and peacefully resolved in accordance with the U.N. Charter, relevant U.N. Security Council resolutions and bilateral agreements.
The two sides expressed readiness to conduct trans-boundary water resources cooperation under the principle of equality and mutual benefit, and emphasized the imperative of fulfilling international legal obligations. The significance of the maintenance of international and regional security and stability was reiterated.
The two sides expressed readiness to continue leveraging the China-Afghanistan-Pakistan Trilateral Foreign Ministers’ Dialogue and the China-Bangladesh-Pakistan cooperation mechanism to deliver new outcomes.
The two sides reaffirmed their commitment to the purposes and principles of the U.N. Charter, their support for multilateralism and free trade, and their opposition to hegemonism, bullying behaviours violating national sovereignty of other countries, the forming of ‘small circles’ and bloc confrontation. China congratulated Pakistan on its outstanding performance during its U.N. Security Council presidency and expressed full support for Pakistan to work as the rotating president of the SCO from 2026 to 2027.
The two sides called for more visible and verifiable actions to dismantle and eliminate all terrorist organizations based in Afghanistan which continue to pose serious threats to regional and global security, and prevent terrorist organizations from using the Afghan territory for terrorism against any other country and to endanger any other country.
Also on the page is an article by Xu Yongzhi, Director of the Japan Security Research Office within the Northeast Asia Research Institute at CICIR. Xu argues that Sanae Takaichi’s remarks on a Taiwan contingency are legally problematic/offences from three points of view (三宗罪).
The first offence lies in challenging the international order. In this, Xu mentions the Cairo Declaration and Potsdam Proclamation and argues that a series of “documents and historical facts demonstrate that Japan’s return of Taiwan was a victory of the world anti-fascist war and an important part of the post-World War II international order.” So Takaichi’s remarks “constitute a blatant interference in China’s internal affairs and a direct challenge to the post-World War II international order.”
The second offence lies in reneging on treaty obligations. The third offence lies in violating fundamental principles of international law. Takaichi links a ‘Taiwan contingency’ with Japan’s ‘survival-threatening situation’; this is a vain attempt to use Japan’s domestic law to confer legitimacy on intervention in the Taiwan question. At present, the ‘Monroe Doctrine’ is making a high-profile return to the core of US foreign policy. The United States, using economic assistance and security commitments as the ‘carrot’ and unilateral sanctions and military deterrence as the ‘stick’, is attempting to intensify political polarisation and social division in the Latin American region, thereby strengthening regional countries’ dependence on itself. But in the long run, reliance on force and a transactional hegemonic logic is doomed to fail. US military intervention will further stimulate a sense of unity and self-reliance among Latin American countries.
