Xi the Storyteller of the Spirit of the War of Resistance
Here are the key reports and articles that I found noteworthy from the People’s Daily’s edition on Friday, August 29, 2025.
Page 1: The main article on the page today is about the “great spirit of the War of Resistance Against Japanese Aggression”, which is “a precious spiritual treasure of the Chinese people”. But the key point that the article’s title mentions is that this piece is about how General Secretary Xi Jinping personally practices the adherence to this spirit. This is a very long article. But I am going to share the first part in detail because it explains what the Party means by the “spirit” of the war.
It says that:
“The great victory of the Chinese People’s War of Resistance Against Japanese Aggression marked a historic turning point for the Chinese nation, allowing it to transition from the deep crisis it had fallen into since modern times toward great rejuvenation. The great spirit of the War of Resistance, standing tall at this turning point, guides us in tempering our national character, safeguarding our national dignity, and writing a chapter of national glory.”
“Since the 18th Party Congress, General Secretary Xi Jinping has profoundly summarised the great spirit of the War of Resistance Against Japanese Aggression as ‘the patriotic sentiment that every citizen bears responsibility for the fate of the nation; the national integrity of facing death unflinchingly and preferring death to submission; the heroic spirit of not fearing tyranny and fighting bloody battles to the bitter end; and the unyielding, indomitable belief in certain victory’. Time and again, he has delivered important speeches with resounding impact; repeatedly, he has paid moving tributes at War of Resistance memorials; and repeatedly, he has recounted the stories of War heroes with heartfelt emotion, inspiring deep thought…In promoting the great spirit of the War of Resistance Against Japanese Aggression, the General Secretary has always kept it in mind and led by personal example.”
After this, we get into the territory of Xi Jinping as China’s story-teller-in-chief. This is a position that he has occupied for a while. But the collection in this article attributed to him frames the domestic discourse around WWII. So let me tell you below the stories that Xi Jinping has talked about when it comes to war history and why, in his view, it matters to recount and restate these in the context of today’s politics. The paper has been carrying several wartime stories over the past few weeks. Even today, if you are interested, stories are available on Page 6.
Anyway, here’s the article’s first section.
“Guiding the comprehension of the spirit. It is both an outburst of the great spirit of the Chinese nation and a condensation of the great spirit of the Communist Party of China. How should we comprehend the great spirit of the War of Resistance Against Japanese Aggression today? ‘The Chinese people nurtured the great spirit of the War of Resistance Against Japanese Aggression in the magnificent course of the War of Resistance Against Japanese Aggression.’ Following General Secretary Xi Jinping’s account, we can revisit those turbulent years of blood and fire and understand the profound history and deep emotions borne by patriotism, national integrity, heroism, and the unwavering belief in victory.
The ‘patriotic sentiment that every citizen bears responsibility for the fate of the nation’ made the sons and daughters of China unite as one, and together face national calamity ‘to fight for the nation, to fight for the motherland, to fight for dignity.’ The General Secretary once mentioned such a mother: ‘In Beijing’s Miyun County, a mother named Deng Yufen sent her husband and five children to the front lines; they all died heroically in battle.’ In 1940, the Eighth Route Army came to the Miyun mountain region. Deng Yufen said to her husband: ‘We may not have money or guns, but we have family. When it comes to fighting the Japanese devils, there must be no ambiguity!’ Her husband and five children all went to the front lines. Deng Yufen exhorted her children: ‘Remember, we are Chinese; even in death you must not forget your ancestors.’ Her husband and children died one after another. After learning the tragic news, Deng Yufen silently picked up a pickaxe to dig and plant grain, held needle and thread to make military shoes, used her griddle to cook for the wounded; whatever was beneficial to resisting Japan, she did it all, from dawn till dusk without rest. Before dying, she said to the villagers: ‘Bury me by the roadside, I want to watch for my children to return.’
The ‘national integrity of facing death unflinchingly and preferring death to submission’ sustained the Chinese people in ‘advancing courageously under the invaders’ artillery fire, dying heroically under the invaders’ butcher knives, displaying the Chinese nation’s righteous spirit that cannot be bent by force.’ The General Secretary once mentioned such a family letter: ‘My dearest child! Your mother will not use a thousand words to educate you, but will use action to educate you. After you grow up, I hope you will not forget that your mother sacrificed herself for the country!’ This letter was written by Zhao Yiman on the occasion of her heroic death. Despite eight or nine months of torture by the Japanese invaders, her skin ripped by whips and her bones broken on the tiger bench, she guarded the secrets with an iron will. During a collective study session of the Politburo of the Central Committee, the General Secretary mentioned this final letter, saying, ‘Recently, I re-read some of the family letters from the War of Resistance Against Japanese Aggression. They are truly deeply moving.’ He added, ‘Everyone should read and reflect on them often.’
The ‘heroic spirit of not fearing tyranny and fighting bloody battles to the bitter end’ inspired soldiers on the battlefield to ‘advance one after another, resist tenaciously, vowing to fight the invaders to the end’. The General Secretary once mentioned such a soldier: ‘During the War of Resistance, under extremely harsh conditions, General Yang Jingyu led anti-Japanese armed forces, braving the severe cold of -40 degrees, fighting bloody battles against enemies several times their number. When he sacrificed himself, in his stomach were only withered grass, tree bark, cotton wool, not a single grain of food. His deeds are profoundly moving.’ A few years later, Ryuichiro Kishitani, who had witnessed the death of General Yang Jingyu, committed suicide. In his will he wrote: ‘With iron-blooded soldiers like Yang Jingyu, China will certainly not perish’.
The ‘unyielding, indomitable belief in certain victory’ enabled the anti-Japanese soldiers and civilians, even in desperate and dangerous situations, to maintain ‘faith as bright as a torch, never regretting even it meant facing death many times over’. The General Secretary once mentioned such a couplet: ‘In the North China plain, a peasant household wrote such a couplet: “Ten thousand hearts as one safeguard national independence, through a hundred setbacks strive for national liberation.’ The horizontal inscription read: “Resist to the End”.’ In the World Anti-Fascist War, the Chinese people’s War of Resistance Against Japan began earliest, lasted longest, fought the most Japanese troops, and paid the greatest price. However, ‘the Chinese people never wavered in their determination to recover the rivers and mountains,’ and in the end created ‘a miracle in the history of human warfare’.
With the smoke of war cleared and now bathing in the sunshine of peace, how should we understand the deep meaning of the great spirit of resistance against aggression? One dimension is to explore from the depths of national spirit.
Since ancient times, a great national spirit has flowed in the blood of the Chinese nation. However, for a long time, feudal enslaving education and the constraints of the clan system had shackled the radiance of this spirit. When the War of Resistance Against Japan broke out, facing the crisis of national destruction and the extinction of the people/race, when pain reached its extreme, when the pain reached its utmost, the dream of numbness shattered, blooded mettle returned, and spirit awoke. The spirit of the War of Resistance Against Japanese Aggression was a great revival and outbreak of the great national spirit of the Chinese nation at a critical moment. At the same time, it sublimated the great national spirit through the special tempering of extreme suffering. As General Secretary Xi Jinping incisively pointed out: ‘Since modern times, the series of struggles the Chinese people waged for national independence and liberation constitute the historical process of the awakening of the Chinese nation, and the historical process of the sublimation of the national spirit of the Chinese nation. This awakening and this sublimation of the national spirit reached a new height during the War of Resistance Against Japan.
Another dimension is to consider this from the perspective of the great spirit of the Communist Party of China. ‘China was defeated in the First Sino-Japanese War. China was victorious in the War of Resistance Against Japanese Aggression.’ General Secretary Xi Jinping has compared these two wars. One resulted in defeat, one ended with victory. What was the reason?
During the First Sino-Japanese War, Japanese media reported on Qing troops this way: ‘Some generals brought prostitutes, some carried parasols, some brought birdcages…’ In cities, towns, and villages occupied by Japanese forces, merchants learned to hawk their wares in Japanese. Near camps where Japanese troops were stationed, Chinese people with mule carts and carrying poles waited to find work. During the War of Resistance Against Japan, the sight of the entire nation participating in the war shocked the Japanese invaders: ‘Residents in Communist areas all mobilised to support the Eighth Route Army, even women and children used bamboo baskets to help transport hand grenades.’ American journalist Edgar Snow once watched a performance by the People’s Anti-Japanese Drama Society in Yan’an. At the end, a young man stood up and excitedly shouted: ‘Kill the Japanese bandits! Overthrow the murderers of the Chinese people! Drive them back to their homeland!’ The entire audience repeated his slogans in unison. Snow later reflected: ‘I felt intensely the vigorous hope, passion, and unconquerable power of humanity.’ A stark contrast of spirit, different outcomes of war.
Since modern times, a major reason for the Chinese people’s failure in their wars against aggression has been the corruption and incompetence of the political ruling class and the internal weakness and disunity of the nation. During the War of Resistance Against Japanese Aggression, it was precisely because of the leadership of the Communist Party of China that the Chinese nation transformed from ‘scattered sand’ into gathering sand into a tower, united as one, releasing boundless creativity and fighting power. Turning the tide when it was about to collapse, supporting the great edifice as it was about to fall. General Secretary Xi Jinping hit the nail on the head: ‘The Communist Party of China’s role as the mainstay was the key to the Chinese people’s victory in the War of Resistance Against Japan’.”
The other piece at the top of the page is the Opinions of the CPC Central Committee and the State Council on Promoting High-Quality Urban Development. The document says:
“This work requires the following: Transform the concept of urban development, with greater emphasis on being people-oriented; transform the mode of urban development, with greater emphasis on intensive and efficient use; transform the driving force of urban development, with greater emphasis on characteristic development; transform the focus of urban work, with greater emphasis on input into governance; transform the methods of urban work, with greater emphasis on overall planning and coordination. I am not doing a detailed breakdown, but some bits are important to highlight.
Activate the potential of existing urban resources. Comprehensively assess the inventory of urban assets and resources, including housing, facilities, and land. Renovate and utilise existing stock, such as old factories, low-efficiency buildings, and idle traditional commercial facilities, establishing planning adjustment mechanisms that adapt to building function conversion and mixed-use needs. Strengthen and standardise management of stock urban infrastructure assets, improving operational efficiency. Optimise policies for property rights collection, integration, replacement, and registration to revitalise and utilise existing inefficient land.
Establish a sustainable investment and financing system for urban construction and operations. Ensure that local governments fulfill their primary responsibilities and coordinate funding channels, including fiscal funds, social capital, and finance. For projects involving major security and basic livelihood security, the central government will increase special transfer payment support and provide appropriate subsidies for central budget investment. Innovate fiscal and financial policy tools to attract and regulate social capital participation and steadily and prudently advance utility pricing reform. Strengthen the supply of medium- and long-term credit, leverage the financing functions of the bond and stock markets, and encourage insurance and trust institutions to provide financial services. Accelerate the reform and transformation of financing platforms and resolutely curb the increase in local government hidden debt.
At one point of time, the guideline also calls to strictly restrict the construction of super-high-rise buildings and enhance high-altitude firefighting capabilities.
Two other reports to note on the front page. First, Zhao Leji will lead a party and government delegation to visit Vietnam from Aug. 31 to Sept. 2 to attend events marking the 80th anniversary of the August Revolution and the National Day of Vietnam, and co-chair the first session of the joint committee between the legislative bodies.
Second, Ding Xuexiang met with a visiting delegation of executive directors for the Asian Development Bank (ADB) in Beijing. Xinhua says:
Ding “noted that the ADB, as an important multilateral development institution in the Asia-Pacific region, has made positive contributions to supporting China’s development. China hopes the ADB will continue to be an active participant in the country’s modernization process, Ding said, adding that China is willing to strengthen communication and coordination with the ADB and expand cooperation areas, in order to better promote China's high-quality development and benefit the entire Asia-Pacific region. Since the beginning of this year, China’s economy has made progress while ensuring stability and demonstrated strong vitality and resilience, Ding said, stressing that China will fully, accurately and comprehensively implement the new development philosophy, consolidate and build on the momentum of economic recovery, and inject more certainty into global development.”

China is ready to work with Brazil to accelerate the implementation of the important consensus reached by the two heads of state, and deepen practical cooperation in various fields between the two countries, he added.”
“Vieira said that President Xi had a phone call with President Lula two weeks ago, for which the Brazilian side is grateful. At present, international trade is facing great uncertainties and multilateralism is encountering serious challenges, he said, noting that it is of great significance for BRICS countries to carry out close coordination. Brazil looks forward to strengthening communication and coordination with China and relevant parties, exploring means to support the multilateral trading system and promote the reform of the World Trade Organization, Vieira said.”
“Wang said that Brazil has fully fulfilled its duties as the rotating chair of BRICS and made the Rio de Janeiro Summit a success, which promoted the solidarity and cooperation among the Global South countries. China highly appreciates Brazil's efforts, he added. Noting that the current international situation is undergoing complex changes, Wang said that China is willing to strengthen coordination with Brazil, join hands with BRICS countries to resist unilateralism and bullying acts, safeguard the legitimate rights and interests of developing countries, and promote the reform and improvement of the global governance system.”

In July alone, two-way trade reached 245.31 billion yuan, up 6.9 percent year on year. China exported 135.54 billion yuan worth of goods to the bloc last month, while imports totaled 109.77 billion yuan. From January to July, more than 40 percent of China’s crude oil imports were sourced from this bloc. During the same period, China shipped 557.66 billion yuan of machinery and electronic products to the bloc, accounting for nearly 60 percent of its total exports to the bloc.
Page 11: There’s a report informing that in July, 25,420 violations of the Central Committee's 8-point regulations were investigated and punished. This included 12,826 cases of formalism and bureaucratism, and 12,594 cases of hedonism and extravagance.
