Xi Wraps up North Korea Visit - Wang Huning's Xinjiang Visit - Zhong Sheng Warning on Japan's Intelligence Reform
Here are the key reports and articles from the People’s Daily’s edition on Wednesday, June 10, 2026.
Page 1: Today’s front page also remains focussed on Xi Jinping’s visit to North Korea. There are a bunch of events that he participated in before returning to Beijing. These are featured on the front page today.
Both Xi and Peng Liyuan paid homage to the China-DPRK Friendship Tower. The report says:
“At around 10:40 a.m., Xi Jinping and Peng Liyuan arrived by car at the China-DPRK Friendship Tower at the foot of Moran Hill, where they were greeted by Kim Jong Un and Ri Sol Ju. A military band of the DPRK played the national anthems of China and the DPRK. Honor guards slowly carried a flower basket onto the platform. The ribbon on the basket bore the inscription ‘The Martyrs of the Chinese People’s Volunteer Army Are Immortal’. Xi Jinping slowly stepped forward to the platform and arranged the ribbon. Afterwards, all present paid silent tribute to the martyrs. Then Xi Jinping and Kim Jong Un watched the march-past of the honor guard. Accompanied by Kim Jong Un and his wife Ri Sol Ju, Xi Jinping and his wife Peng Liyuan then entered the exhibition hall of the China-DPRK Friendship Tower. Kim Jong Un briefed Xi Jinping on historical materials, photographs, and paintings on display, which depict the Chinese People’s Volunteer Army fighting side by side with the Korean people and jointly rebuilding their homeland. Xi Jinping paused for an extended period to observe the exhibits carefully. He also read through the Volunteer Army martyrs list and briefed Kim Jong Un on relevant details of the martyrs. Xi Jinping and Kim Jong Un agreed that the period of the 1950s, when China and the DPRK fought side by side, remains an enduring historical memory for both sides. The two sides should jointly safeguard the memorial facilities dedicated to the martyrs of the Chinese People’s Volunteer Army, and carry out distinctive education on revolutionary traditions and ideological and moral education for young people, so as to carry forward the great spirit demonstrated in the War to Resist U.S. Aggression and Aid Korea, and ensure that the traditional friendship between China and the DPRK will be passed on from generation to generation.”
Xi, along with Peng, also attended an artistic performance, had a luncheon meeting with Kim Jong Un, and visited the Central Cadres Training School.
Apart from this, the page has a report (English report) informing that Xi and Georgian President Mikheil Kavelashvili exchanged congratulatory messages to celebrate the 34th anniversary of the establishment of diplomatic relations between China and Georgia. The key point is that they have announced the elevation of China-Georgia relations to a comprehensive strategic partnership.
Finally, there’s a report (English report) on Xi sending a message to Louise Arbour, congratulating her on her appointment as the 31st Governor General of Canada. “Xi Jinping noted that the healthy and stable development of China-Canada relations serves the common interests of both countries and also contributes to world peace, stability, development and prosperity. He attaches high importance to the development of China-Canada relations and stands ready to work with Governor General Arbour, in the spirit of mutual respect, mutual benefit and win-win outcomes and seeking common ground while shelving differences, to move forward the China-Canada new strategic partnership on a healthy, stable and sustainable track, so as to better benefit the two peoples.”

“He emphasised that having taken up new leadership posts and shouldering new missions and tasks, one must meet higher standards in being politically competent, professionally capable, and exemplary in work style. He said that it is necessary to study and thoroughly grasp Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the decisions and deployments of the Party Central Committee more resolutely and effectively, deeply understand the decisive significance of the Two Establishments, and firmly achieve the Two Safeguards. It is necessary to take the lead in respecting the rule of law, safeguarding the authority of the Constitution, strictly governing according to law, and consciously using law-based thinking and law-based methods to advance work and solve problems. It is also necessary to maintain strict self-discipline with a high degree of vigilance, build a strong line of defense against corruption, promote fine work styles, conduct oneself with integrity and handle affairs cleanly, and preserve the political character of integrity and incorruptibility.”

We must adhere to seeking truth from facts; conduct in-depth investigation, research, analysis and assessment; gain a comprehensive understanding of actual conditions in all respects; accurately grasp major development trends; and promptly identify nascent and tendential problems. Based on the specific circumstances of one’s department and field, work should proceed from reality and in accordance with objective laws, while continuously innovating working methods so that policies and measures correspond to actual needs and are genuinely implemented and effective.
We must persist in building the nation through practical work, always establish oneself through practical effort, carry forward the drive and pioneering spirit of not shying away from difficulties and overcoming hardships, resolve the bottlenecks and blockages in development with greater force and more substantive measures, and continuously drive high-quality development to achieve new results. We must insist on letting real achievements speak for themselves, carrying out all tasks thoroughly and meticulously, seeing them through from beginning to end, and forming a complete work cycle of deployment, execution, inspection, and feedback. With regard to deep-seated contradictions and complex problems, we must persevere relentlessly and work over the long term until results are achieved, striving to create achievements that can withstand the tests of practice, the people, and history.”
Page 10: There’s a report informing that in 2026, 22 academies across the military plan to enroll approximately 17,500 regular high school graduates.
Page 15: There’s a Zhong Sheng commentary today, warning about the changes in Japan’s intelligence architecture.
Recently, the bill to establish a ‘National Intelligence Council’ promoted by the Sanae Takaichi government of Japan was passed in the House of Councillors amid widespread controversy. Although the Japanese side has packaged this reform of the intelligence system as a “routine adjustment” suited to a complex security situation, it is not difficult to see through the filter of official rhetoric that this institutional restructuring is by no means a simple optimization of agencies. Rather, it is a key step in Japan’s tightening of social control, loosening of the postwar security bottom line, and acceleration of military expansion, exposing the increasingly swelling militarist ambitions of Japan’s right-wing forces. Countries in Asia and the international community must maintain a high degree of vigilance toward this.
The core of the bill is the construction of a centralized intelligence system absolutely dominated by the Prime Minister’s Office, which will break down departmental barriers, coordinate and integrate intelligence resources across all domains, and significantly increase the scheduling authority of intelligence agencies. The bill deliberately blurs the boundaries of the exercise of power. It neither clarifies the compliance scope of intelligence collection, nor delineates red lines for the protection of citizens’ personal information, and there are no rigid accountability provisions for overstepping surveillance authority. Particularly dangerous is the complete absence throughout the system of checks-and-balances mechanisms such as parliamentary review and third-party oversight, creating a regulatory vacuum over intelligence power. This means that massive amounts of sensitive resources—including Japanese government data, citizens’ personal movement records, and confidential information relating to the Self-Defense Forces—could be accessed and reused across domains at the discretion of intelligence agencies. (Note: It’s really ironic to read the People’s Daily lamenting the lack of checks and balances and need for parliamentary oversight.)
This unbounded centralization of intelligence power has caused concerns about the revival of ‘rule by secret police’ to continue fermenting in Japanese society. Viewed from the historical perspective, the strengthening of Japan’s intelligence capabilities has often gone hand-in-hand with external aggression and adventurism. ‘Intelligence blazes the trail, spies infiltrate’—this is the tried-and-tested trick of Japan’s external expansion. From the First Sino-Japanese War to the Second World War, Japan’s intelligence agencies played the role of vanguard units in every premeditated military aggression operation, charging at the forefront to provoke wars and invade other countries. During World War II, the notorious ‘Tokkō’, relying on a centralized intelligence system, implemented high-pressure control, surveilling the populace, suppressing anti-war forces, purging dissenting voices, and dragooning the entire society into service of militarist external expansion, bringing deep disaster upon the Japanese people and leaving historical wounds on Asian neighboring countries that are difficult to heal.
Today, Japan, disregarding the lessons of history, is weakening intelligence oversight, relaxing surveillance authority, and tightening social control. This is something that much public opinion has directly pointed to as a veiled return to the control methods of the old era, providing right-wing forces with an institutional weapon to suppress peaceful forces and silence opposing voices. Even more worthy of vigilance is the fact that this bill is by no means an isolated institutional adjustment; rather, it is an important piece in Japan’s reconstruction of its national security system. Against the backdrop of Japan’s right-wing forces attempting to completely shed the constraints of the post-war international order, the centralization and integration of the intelligence system will provide support for its continuous pushing of the security policy shift, military expansion and armament, and external military intervention, and its danger must not be underestimated.
According to the Japanese government’s overall plan, the new intelligence system will officially begin operation in July of this year. Subsequently, an Anti-Espionage Law and a Foreign Agents Registration Law will also be introduced, while a dedicated foreign intelligence agency will be established—an all-directional, no-blind-spot intelligence control network is rapidly taking shape. At that point, civilian anti-war gatherings, legitimate social questioning of public authority, and friendly exchanges among people across national borders could all be arbitrarily labeled as ‘security risks’.
Japan’s intelligence system is veering in the direction of external expansion and is drifting further and further from the path of pacifist development, continuously arousing concerns among various circles within Japan and in the international community. Some experts within Japan believe that this move may blur the boundaries of ‘national security’ and be used to build a comprehensive war-preparedness system. On the day the bill passed, protests continued in front of the Diet building in Tokyo, with citizens spontaneously gathering to make their voices heard, giving true expression to the unease and resistance of ordinary people, and also confirming that this radical security reform runs against the tide and has failed to win the hearts of the people.
Since the Takaichi government came to power, Japan’s ambitions for ‘re-militarization’ have expanded even further. From deploying missiles possessing the capability to attack enemy bases, to dispatching large numbers of combat personnel to participate in joint military exercises, and approving through cabinet decisions the export of lethal weapons abroad, a series of dangerous developments has long pierced through its self-proclaimed image as a ‘peaceful nation’ and its policy of ‘exclusively defense-oriented defense’. Now, the Takaichi government has once again picked up the historical script of strengthening intelligence agencies, accelerating the dangerous trend of Japan becoming a ‘source of disaster’ in East Asia. Countries in the region must remain highly vigilant. Japan should immediately stop all dangerous actions that undermine regional peace and stability and truly return to the correct path of peaceful development.
