Xi's 6-Point Agenda for China's Science & Technology Advancement
Let’s begin with Xi Jinping’s speech at the joint national science and technology award conference, the general assemblies of the members of the Chinese Academy of Sciences (CAS) and the Chinese Academy of Engineering (CAE), and the 11th national congress of the China Association for Science and Technology.
Before I get to the speech, the event saw two veteran scientists win China’s top sci-tech award for their contributions to the fields of lithium batteries and radar technology, respectively. These were Chen Liquan, 86, a researcher at the Institute of Physics under the Chinese Academy of Sciences (CAS) and an academician of the Chinese Academy of Engineering (CAE), and Ben De, 88, a researcher at the China Electronics Technology Group Corporation and also a CAE academician. In all 258 projects and 11 experts were honoured for scientific and technological achievements. Nine foreign experts were also presented with the International Science and Technology Cooperation Award.
Since the 18th Party Congress, the Party Central Committee has placed scientific and technological innovation in a prominent position in China’s modernization drive. It has systematically mapped out the blueprint for building a strong country in science and technology, vigorously implemented the innovation-driven development strategy, comprehensively deepened reform of the science and technology system, and promoted historic achievements and historic transformations in China’s scientific and technological undertakings. China is rapidly transforming from a participant in and contributor to global science and technology into a pioneer and leader, becoming one of the countries with the fastest-rising innovation capacity. 党的十八大以来,党中央把科技创新摆在现代化建设突出位置,系统擘画科技强国建设蓝图,深入推动实施创新驱动发展战略,全面深化科技体制改革,推动科技事业取得历史性成就、发生历史性变革。我国正从全球科技参与者、贡献者向开拓者、引领者加速转变,成为创新力上升最快的国家之一.
Since the National Science and Technology Conference of June 2024, China’s scientific endeavours have achieved a further series of new accomplishments. For example, major original results keep emerging in fields such as AI, quantum science and technology, life sciences, and the physical sciences; Chang’e-6 mission accomplished humanity’s first-ever return of samples from the far side of the Moon; Scientific and technological breakthroughs and industrial development in areas such as intelligent robots and drones have produced numerous highlights; innovative drugs have leapt from imitation and follow-on development to first-in-class creation; domestically bred crop varieties now cover more than 95% of planted area; and so on. At the same time, we must soberly recognise that China’s scientific development still faces problems such as insufficient original innovation capacity in some fields, an inadequately structured talent pool, and low efficiency of science and technology investment. In addition, science and technology work also has some sticking points and blockages in terms of thinking and understanding and in terms of institutions and mechanisms. We must attach great importance to these and adopt more forceful measures to resolve them. 同时,要清醒地看到,我国科技发展中还存在一些领域原始创新能力不足、人才队伍结构不够合理、科技投入效能不高等问题,科技工作在思想认识、体制机制等方面也有一些卡点堵点。我们要高度重视,采取更加有力的措施加以解决.
Scientific and technological innovation is the inexhaustible driving force of human civilisation’s progress. The new round of scientific and technological revolution and industrial transformation is profoundly changing humanity’s modes of production and life and the world’s development pattern; scientific and technological strength and innovation capacity are increasingly becoming the core competitiveness of nations. At present, AI is flourishing. Taking data, computing power, algorithms, and the like as key elements; taking theoretical breakthroughs and interdisciplinary convergence in neuroscience, cognitive science, computational science, mathematics, and other fields as its foundation; and taking collective breakthroughs in frontier intelligent technologies and their broad penetration and empowerment as its hallmark, it exhibits such notable characteristics as data-driven development, the interconnection of all things, human-machine collaboration, and cross-domain integration. The situation both inspires and presses upon us. We must seize the historic opportunity, meet the challenges of the era, accelerate the advance of high-level scientific and technological self-reliance and self-strengthening, march firmly toward the goal of building China into a science and technology power by 2035, and solidly support and lead Chinese-style modernisation with scientific and technological innovation. 科技创新是人类文明进步的不竭动力,新一轮科技革命和产业变革深刻改变人类生产生活方式和世界发展格局,科技实力和创新能力越来越成为国家的核心竞争力。当前,人工智能蓬勃兴起,以数据、算力、算法等为关键要素,以神经科学、认知科学、计算科学、数学等理论突破和学科交叉为基础,以智能前沿技术群体性突破和广泛渗透赋能为标志,呈现数据驱动、万物互联、人机协同、跨界融合等显著特征。形势催人,也逼人。我们必须抓住历史机遇,迎接时代挑战,加快推进高水平科技自立自强,向着到2035年建成科技强国的目标坚定迈进,扎扎实实以科技创新支撑和引领中国式现代化.
The 15th Five-Year Plan period is the crucial period of assault in building a science and technology power. We must go all out to implement the Party Central Committee’s various arrangements for scientific endeavours. Here, I wish to emphasise six points. “十五五”时期是科技强国建设的关键攻坚期,要全力抓好党中央关于科技事业各项部署的落实。这里,我强调6点.
“First, enhance the capacity for systematic scientific and technological research and innovation. Scientific and technological innovation involves many fields, actors, and elements; it is a vast system. In recent years, we have brought into play the advantages of the new nationwide system, consolidated resources and strengths, and accumulated substantial experience in systematic problem-solving. We must adhere to the strategic orientation of the Four Orientations, further strengthen overall coordination in areas such as science and technology strategic planning, policy measures, major tasks, research forces, resource platforms, and regional innovation, so as to raise the level of organization in scientific and technological research and improve the overall effectiveness of the national innovation system. 第一,增强科技创新体系化攻关能力。科技创新涉及领域、主体、要素多,是一个庞大的系统。这些年,我们发挥新型举国体制优势,整合资源力量,在体系化攻关上积累了不少经验。要坚持“四个面向”战略导向,进一步加强科技战略规划、政策措施、重大任务、科研力量、资源平台、区域创新等方面统筹,提高科技攻关组织化程度,提升国家创新体系整体效能.
In advancing research tasks, the priority is to improve the mechanisms for the deployment, organization, and implementation of major national science and technology innovation tasks. Focusing on frontier fields such as AI, quantum technology, and life sciences; key fields such as integrated circuits and advanced manufacturing; and strategic domains such as the deep sea, deep space, and deep earth, we must make integrated arrangements for major engineering programs and major projects, while coordinating the advancement of original innovation and research on key core technologies. We must make forward-looking arrangements for the construction of major science and technology infrastructure, strengthen the independent, self-reliant guarantee of basic supporting conditions such as high-end scientific instruments, scientific data, and scientific journals, and advance the empowerment of scientific research through AI. 在科研任务推进上,重点要完善国家重大科技创新任务部署和组织实施机制,聚焦人工智能、量子科技、生命科学等前沿领域,集成电路、先进制造等重点领域,深海、深空、深地等战略领域,一体部署重大工程和重大项目,统筹推进原始创新和关键核心技术攻关。要前瞻布局建设重大科技基础设施,强化高端科研仪器、科学数据、科技期刊等基础条件自主保障,推进人工智能赋能科学研究.
In building science and technology forces, the priority is to optimise the functional positioning and layout of the national strategic science and technology forces, promoting coordination of tasks, sharing of resources, and complementarity of strengths, so that they may better shoulder national strategic missions and produce more major strategic results. We must support cooperation between the national strategic scientific and technological forces and other scientific and technological forces in conducting joint research, coordinate the allocation of research tasks, platforms and bases, and key talent, and form a systematic research framework covering basic research, applied development, and transformation of research results. 在科技力量建设上,重点要优化国家战略科技力量功能定位和布局,推动任务协同、资源共享、优势互补,使其更好担当国家战略使命、产出更多重大战略成果。要支持国家战略科技力量与其他科技力量合作攻关,统筹配置科研任务、平台基地、关键人才,形成覆盖基础研究、应用开发、成果转化的体系化攻关格局.
In terms of linking up scientific and technological innovation efforts, the priority is to strengthen overall guidance of science and technology work at every level, form institutional arrangements for central-local coordination and inter-regional linkage, coordinate the development of international science and technology innovation centers and regional science and technology innovation centers, and strengthen regional collaborative innovation. Conditions vary from region to region, so each must explore innovation development paths suited to local conditions, establish its comparative advantages, and build distinctive innovation highlands; one must not blindly follow trends and chase hot topics, or engage in ‘involution-style’ competition and homogenised development. 在科技创新联动上,重点要加强对各层级科技工作的统筹指导,形成央地协同、区域联动的制度安排,统筹建设国际科技创新中心和区域科技创新中心,强化区域协同创新。各地区情况不同,要因地制宜探索创新发展路径,确立比较优势,打造特色创新高地,不能盲目跟风追热点,搞“内卷式”竞争、同质化发展.
Second, promote the deep integration of scientific and technological innovation with industrial innovation. This is the key to using high-level scientific and technological self-reliance and self-strengthening to lead the development of new-quality productive forces. We must give prominence to both the supply of scientific and technological innovation and the pull of industrial demand, promote integrated innovation across industry, academia, and research, and open up the channels through which science and technology are accelerated into transformation as real productive forces. Scientific and technological innovation must emphasise an application-oriented approach, supporting universities and research institutes in pairing with enterprises to carry out scientific research breakthroughs and talent cultivation, thereby empowering industrial innovation with high-quality science and technology supply. The low transformation rate of scientific and technological achievements has long been a prominent problem we face. We must strengthen the building of the national technology transfer system, lay out and establish a batch of proof-of-concept centers and pilot-scale testing platforms, and break the bottlenecks constraining the transformation of early-stage scientific and technological achievements. We must create diversified application scenarios and high-level industrial clusters, and comprehensively employ fiscal, monetary, science and technology, and industrial policies to promote the spread, application, and iterative upgrading of independently developed technologies and products. We must improve the intellectual property protection system and break down the barriers to the flow of innovation factors among universities, research institutes, and enterprises. Third, vigorously cultivate outstanding young scientific and technological talent. The future of science lies with the young. We are pleased to see more and more young scientific and technological talents distinguishing themselves and bravely shouldering heavy responsibilities. The building of the contingent of young scientific and technological talent must be treated as a strategic project, with the work of cultivation, recruitment, and utilization done well in all respects. 第三,大力培养优秀青年科技人才。科学的未来在青年。我们高兴地看到,越来越多的青年科技人才脱颖而出、勇挑重担。要把青年科技人才队伍建设作为一项战略工程,全方位做好培养、引进、使用工作.
Advancing the integrated development of education, science and technology, and talent is a successful experience we have explored and developed through practice. We must optimize mechanisms for collaborative talent cultivation between the scientific and educational sectors, persist in using talent in the course of cultivating it and cultivating talent in the course of using it, and pay attention to discovering and cultivating more outstanding young scientific talent on the front lines of research. We must increase stable support for researchers in the early stages of their careers and over long cycles, improve systems such as science and technology awards and income distribution, and help resolve their practical difficulties, thereby enabling them to dedicate themselves to deep research with peace of mind, stability, and professional security. We must seize the window of opportunity in global talent flows and actively recruit outstanding young talent and teams from overseas. The growth of young scientific talent cannot be separated from the support and encouragement of the older generation of scientists. Fourth, improve the effectiveness of investment in scientific and technological innovation. During the 14th FYP period, China’s total social R&D expenditure maintained average annual growth of 10%, and investment intensity reached 2.8% in 2025, surpassing the average level of OECD countries for the first time. This was by no means easy and fully demonstrates the firm determination of the Party and the state to develop science and technology. At the same time, in practice, problems such as the waste of research funding and the inefficient and duplicative use of science and technology investment continue to exist to varying degrees. Fiscal funds play a guiding role in science and technology investment. We must improve the mechanisms for the allocation, management, and use of central government science and technology funding, with priority given to strategic and critical fields. We must establish and improve mechanisms for joint central-local funding of major scientific and technological tasks, rationally allocate central and local fiscal resources, and guide local governments to increase R&D investment in line with national strategic needs. We must improve the management of science and technology programs, strengthen oversight, inspection, and performance evaluation of scientific and technological projects, and severely investigate and punish corrupt practices such as rent-seeking in the management of research funds, project applications, and equipment procurement. Fifth, make good use of science and technology evaluation as a guiding baton. In recent years, we have continuously advanced reform of the science and technology evaluation system, which has played a positive role in promoting scientific research activities and improving the innovation environment. However, many problems remain in this area, and we must accelerate efforts to ‘break the Four Onlys’ (this refers to the campaign against evaluating people only by papers, only by titles, only by degrees, and only by awards) and ensure that science and technology evaluation effectively performs its guiding role. 第五,用好科技评价指挥棒。这些年我们一直在推动科技评价改革,对促进科研活动、优化创新环境发挥了积极作用,但这方面仍存在不少问题,要加快“破四唯”,有效发挥科技评价指挥棒作用.
Science and technology evaluation lies chiefly in handling matters according to the laws of scientific research. Project reviews, institutional assessments, and talent evaluations should all strengthen their orientation toward innovation capability, quality, practical results, and contribution, while reflecting the differences among various categories. Evaluation indicators must not have ambiguous weighting or even place secondary considerations above primary ones, nor should they adopt ‘one knife cuts all’ or ‘one pot boils all’ approaches We must continuously deepen the governance of ‘hats’ in the scientific and educational communities, preventing the simplistic use of titles and honours to determine remuneration and benefits or allocate innovation resources. We must vigorously carry forward the scientist’s spirit, strengthen the development of research integrity, address prominent problems in research conduct and academic ethos through stricter standards and more concrete measures, severely punish academic misconduct, and foster a clean, upright, and healthy research environment. 科技评价重在按科研规律办事。项目评审、机构评估、人才评价都要强化创新能力、质量、实效、贡献导向,体现不同类别的差异性,不能评价指标权重模糊甚至本末倒置,不能搞“一刀切”、“一锅煮”。要持续深化科教界“帽子”治理,防止简单以称号头衔确定薪酬待遇、配置创新资源。要大力弘扬科学家精神,加强科研诚信建设,以更严标准、更实举措整治作风学风突出问题,严肃惩处学术不端行为,营造风清气正的科研生态.

In strengthening science and technology ethics and security governance, the priority lies in improving policies and institutions, laws and regulations, and governance norms, and in perfecting institutional mechanisms featuring multi-party participation and collaborative co-governance. For key fields such as AI and the life sciences, we must clarify ethical standards and guidelines and effectively address regulatory conflicts and ethical challenges. We must strengthen the assessment and judgment of science and technology security risks, monitoring and early warning, and emergency response; coordinate high-technology research and development with high-level security; and raise the security protection capabilities of critical positions and facilities. We must participate deeply in global science and technology governance, broadly publicize China’s propositions and China’s solutions, and enhance our discourse power and influence in the making of international rules. 加强科技伦理和安全治理,重点在于完善政策制度、法律法规和治理规范,健全多方参与、协同共治的体制机制。要针对人工智能、生命科学等重点领域,明确伦理标准和指引,有效应对规则冲突和伦理挑战。要加强科技安全风险研判、监测预警和应急响应,统筹高技术研发和高水平安全,提高关键部位和设施安全防护能力。要深度参与全球科技治理,广泛宣介中国主张和中国方案,提升国际规则制定话语权和影响力.
Towards the end of the speech, Xi basically calls for strengthening the leadership of the Party Central Committee over scientific and technological work, and for the institutions to shoulder their due responsibilities.
Separately, Cai Qi addressed the second plenary session of the 11th national congress of the China Association for Science and Technology. The text of his speech is also published in the paper today. Let me just share the operative bit.

The 15th FYP period is the crucial period for consolidating the foundations and exerting strength across the board toward China’s basic realization of socialist modernization, and it is also an important stage of storming fortifications and overcoming difficulties, breaking through passes and seizing strongholds, in the building of a science and technology power. Facing a complex and turbulent development environment, China needs the leading strategic support of science and technology more than at any time in the past, needs to bring fully into play the role of talent as the first resource more than at any time in the past, and needs to strengthen innovation as the first driving force more than at any time in the past. We must place high-level scientific and technological self-reliance and self-strengthening in a still more prominent position, closely center on the goals and tasks established by the 15th FYP to identify with precision the main directions of attack and the points where strength is to be applied, and let scientific and technological innovation run through every aspect of modernization construction. Always uphold the correct political direction, be firm in ideals and convictions, profoundly comprehend the decisive significance of the Two Establishments and resolutely achieve the Two Safeguards’, and continuously strengthen the resolve and confidence to build a science and technology power under the leadership of the Party. Always bear the overall situation in mind, cultivate deep feelings for family and country, write your papers on the soil of the motherland, and apply your research results in the cause of modernization construction.
