The next day Xi visited a community, which was renovated to be barrier-free and age-friendly, in Xicheng District. Xi visited a canteen, “where he inspected the dishes, prices, and dining environment, and carefully inquired about the canteen’s provision of meal-assistance services for the elderly. Upon seeing delivery couriers resting there, Xi Jinping expressed concern by asking about their work and lives, and praised their hard work and contributions.”
The big message delivered here was:

Xi Jinping pointed out that the 15th FYP period is a crucial period for laying a solid foundation and making comprehensive efforts to basically realise socialist modernisation. Page 4: There’s a report (English report) on Wang Yi’s message at the APEC Senior Officials’ Meeting in Guangzhou. Wang said that “China will focus on the three priorities of openness, innovation, and cooperation, and advance the following key tasks” during this year:
“Firmly upholding one main goal. All parties should reaffirm the original aspirations of Asia-Pacific cooperation, focus on the future of APEC, and work toward a clear, substantive outcome document at this year’s Leaders’ Meeting. All parties should be more determined than ever to hold high the banner of building an Asia-Pacific community and explore objectives and a roadmap for community-building in the period ahead.
Exploring two key pathways. The Free Trade Area of the Asia-Pacific (FTAAP) and a network of connectivity would be important underpinnings for regional economic integration. All parties should build consensus on cooperation in trade, investment, regulation, and industrial and supply chains, and explore ways to better synergize the Regional Comprehensive Economic Partnership and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership to broaden the path toward the FTAAP. The APEC Connectivity Blueprint for 2015-2025 proposed at the 2014 Beijing meeting has already delivered important progress. All parties should build on that, identify more converging interests, work toward an upgraded blueprint, and make physical, institutional, and people-to-people connectivity more solid and effective.
Accelerating three major transformations. Digital, smart, and green transformations driven by innovation represent new growth drivers for APEC economies and the sure path to sustainable development. All parties should actively build science, technology, and innovation partnerships and foster an open innovation ecosystem. All parties should fully leverage their strengths in digital technologies to advance practical cooperation in cross-border e-commerce, data flows, smart customs, etc. All parties should also advocate people-centered AI and AI for good, and build greater consensus on how AI can empower growth and on AI governance rules. All parties should speed up green and low-carbon development, and put forward more cooperation initiatives in clean energy, green minerals, environmental protection, and related fields.
Deepening multifaceted cooperation. All parties should bear in mind the diversity among APEC members, and deepen practical cooperation across wide-ranging areas of governance that are integral to development. On fighting corruption, all parties should build on the outcomes and consensus from the Beijing meeting and strengthen cross-border cooperation. In response to the common development challenges confronting the entire Asia-Pacific region, all parties should deepen practical cooperation in fiscal, transportation, tourism, public health, aging, food security, and other fields. All parties should strengthen interactions among small and medium-sized enterprises and in the fields of human resources, women, youth and the media, facilitate mutual travels, and forge closer people-to-people ties.
Page 6: The entire page is dedicated to reporting around the new White Paper titled: Hong Kong: Safeguarding China’s National Security Under the Framework of One Country, Two Systems. Nearly half of the paper is dedicated to providing a timeline and official narrative of why the law was needed and what were the challenges that led to the government putting it in place.
Later the paper says:
“The Hong Kong National Security Law was enacted to address prominent issues related to national security in the implementation of One Country, Two Systems and prevent national security risks. The ultimate purpose of the law is to uphold the One Country, Two Systems principle, maintain prosperity and stability in Hong Kong, and serve the best interest of Hong Kong and its residents. Its design fully reflects the legislative principle of adhering to the foundation of one country while respecting the differences between the two systems. The Law clearly affirms that the central government has an overarching responsibility for national security affairs relating to the HKSAR, stipulates that the HKSAR has a constitutional duty to safeguard national security, and mandates the HKSAR government to exercise jurisdiction over the vast majority of criminal cases concerning offenses that endanger national security. This demonstrates the central authorities’ great trust in the region, which is an exceptional practice rarely seen among other sovereign states. The formulation and enforcement of the Law represent a steadfast commitment to, and improvement of, the One Country, Two Systems policy. Any allegation that the Law runs counter to this policy is entirely unfounded and divorced from reality”.
It adds:
“The Law has dealt a heavy blow to anti-China agitators and hostile external forces. The electoral system and local governance institutions including district councils have been systematically reshaped, and the principle of patriots administering Hong Kong has been fully applied. The Hong Kong National Security Law has brought stability to Hong Kong in a decisive move, marking a watershed in the region’s transition from chaos to order and leading the way to a new journey in the practice of One Country, Two Systems.”
Page 15: There’s a report detailing this engagement from yesterday’s MFA press conference.
“AFP: Japanese Prime Minister Sanae Takaichi said yesterday that she is open to dialogue with China and that the countries will continue to exchange views. How does the Foreign Ministry view this? Is China willing to engage in dialogue with Takaichi?
Lin Jian: China has made clear its just position on this issue more than once. True dialogue is built on the basis of respecting each other and honoring the agreements made. If anyone just talks about the need for dialogue while keeping themselves busy stoking confrontation, then this so-called ‘dialogue’ is apparently unacceptable. If the Japanese side truly wants to develop the strategic relationship of mutual benefit with China, what it needs to do is simple and clear, that is, retract Takaichi’s erroneous remarks on Taiwan, abide by the four political documents between China and Japan and its own political commitments, and take concrete actions to demonstrate its sincerity for dialogue.”
Although it is not in the paper today, there was a dialogue between Executive Vice Foreign Minister Ma Zhaoxu and Indian Foreign Secretary Vikram Misri.
The MEA’s readout says:
“Foreign Secretary Vikram Misri held the India China Strategic Dialogue with his counterpart Executive Vice Foreign Minister (EVFM) of the People’s Republic of China Ma Zhaoxu on February 10, 2026. EVFM Ma Zhaoxu is in India to participate in the BRICS Sherpa Meeting from 08–10 February 2026. The two sides exchanged views on a wide gamut of issues covering bilateral, regional and international affairs. Bilateral discussions primarily focussed on the recent progress made in stabilising and rebuilding bilateral ties and ways to take bilateral engagement forward. Both sides underscored the importance of peace and tranquility in the border areas for overall progress in bilateral relations. They reiterated their commitment to implement the guidance provided by their leaders including on the need to proceed from a political and strategic direction to approach issues and concerns related to bilateral trade. Foreign Secretary noted the successful resumption of the Kailash Mansarovar Yatra and hoped for the continued expansion of the scale of the Yatra. Both sides recognised the need for an early conclusion of an updated Air Services Agreement. The two sides agreed to continue to take practical steps for visa facilitation and promote people-to-people contacts. Both sides discussed multilateral cooperation, including in the context of India’s BRICS Chairship this year. The Chinese side expressed its support for a successful BRICS Summit in India. EVFM also conveyed that China understands and respects India’s aspirations for UNSC membership.”
There are some really significant aspects in the Indian readout that are missing from the Chinese side’s version, such as the reference to India’s aspirations for UNSC membership and the issue of peace and tranquillity on the boundary.
The Chinese readout says:
“Both sides had friendly, candid and in-depth communication on the international and regional situation, respective internal and external policies, international and regional issues of shared interest, and China-India relations. Both sides underlined that given the complex and profound changes in the international situation, China and India should work together to earnestly implement the important common understandings reached between President Xi Jinping and Prime Minister Narendra Modi, view and handle China-India relations from a strategic and long-term perspective, and uphold the strategic perception that China and India are cooperative partners instead of rivals, and the two countries are each other’s development opportunity instead of threat. China and India should deepen mutual trust and expand cooperation, properly manage differences, and promote the development of China-India relations along a sound and steady track. Both sides agreed to support each other’s work as the BRICS Chair for 2026 and 2027. Both sides also agreed to support multilateralism and the central role of the United Nations, strengthen unity and cooperation among the Global South, safeguard international fairness and justice, work together for a multipolar world, and make contributions to peace and development in Asia and the world at large.”
