Here are the key reports and articles that I found noteworthy from the People’s Daily’s edition on Monday, September 15, 2025.
Page 1: There wasn’t anything particularly interesting on the page today. There are reports of two letters being exchanged. First, Xi Jinping and the Hereditary Prince of Liechtenstein Alois exchanged congratulations on the 75th anniversary of diplomatic ties between the two countries. Second, Karin Keller-Sutter, president of the Swiss Confederation, exchanged congratulations on the 75th anniversary of diplomatic relations between the two countries.
Xinhua’s report on the first letter says:
“In his message, Xi noted that over the past 75 years since the establishment of diplomatic relations, China and Liechtenstein have consistently adhered to mutual respect and trust, actively engaged in friendly exchanges and cooperation, and closely coordinated in multilateral arenas, setting an example of friendly coexistence and mutually beneficial cooperation between large and small countries. Xi said that he attaches great importance to development of China-Liechtenstein relations and stands ready to work with Hereditary Prince Alois to continuously deepen friendship and cooperation between the two countries.”
The report on the second letter says:
“In his message, Xi noted that China and Switzerland set an example of friendly cooperation between countries with different social systems and development stages. Xi said that since the establishment of diplomatic ties 75 years ago, the two sides have cultivated a cooperation spirit of equality, innovation and win-win results, achieving fruitful results in bilateral and multilateral arenas, enhancing the well-being of their peoples, and making positive contributions to maintaining multilateralism and free trade. Xi said he attaches great importance to the development of China-Switzerland relations and stands ready to work with Keller-Sutter to take the 75th anniversary of ties as an opportunity to deepen business and financial cooperation and people-to-people exchanges, elevate the China-Switzerland innovative strategic partnership to a new level, and make fresh contributions to promoting an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.”
Another report on the page provides some useful data about the greening of China’s public transport. It says that at present, over 200 million people-trips nationwide choose green travel options daily. By the end of 2024, China had 658,000 urban public buses and trams, of which 544,000, or 82.7%, were new energy buses. Page 2: There’s a report with data from the People’s Bank of China, showing that from January to August, China’s RMB loans increased by 13.46 trillion yuan. As of the end of August, the balance of domestic and foreign currency loans in China reached 273.02 trillion yuan, a year-on-year increase of 6.6%, while the balance of RMB loans reached 269.1 trillion yuan, a year-on-year increase of 6.8%. The report adds as of the end of August:
the balance of inclusive small and micro loans was 35.20 trillion yuan, a year-on-year increase of 11.8%
the balance of medium- and long-term loans in manufacturing was 14.87 trillion yuan, a year-on-year increase of 8.6%
both loan growth rates exceeded those of all other loan categories during the same period

Loan interest rates have remained at historically low levels. In August, the weighted average interest rate of newly issued corporate loans was 3.1%, 40 basis points lower than the same period of the previous year; the weighted average interest rate of newly-issued personal housing loans was 3.1%, about 25 basis points lower than the same period of the previous year. Preliminary statistics show that the cumulative increment in social financing scale in the first eight months of 2025 was 26.56 trillion yuan, an increase of 4.66 trillion yuan over the same period last year. Beyond this, let’s look at NBS data on the economy from August. Key data:
In August, the total value added of the industrial enterprises above the designated size grew by 5.2 percent year on year, or up by 0.37 percent month on month. In the first eight months, the total value added of the industrial enterprises above the designated size went up by 6.2 percent year on year. In August, the Manufacturing Purchasing Managers’ Index was 49.4 percent, 0.1 percentage points higher than that of the previous month; the Production and Operation Expectation Index was 53.7 percent, up by 1.1 percentage points. In the first seven months, the total profits made by industrial enterprises above the designated size were 4,020.4 billion yuan, down by 1.7 percent year on year.

In terms of products, the output of:
3D printing devices, new energy vehicles and industrial robots grew by 40.4 percent, 22.7 percent and 14.4 percent year on year, respectively.
Retail sales:
In August, the total retail sales of consumer goods reached 3,966.8 billion yuan, up by 3.4 percent year on year, or up by 0.17 percent month on month. In the first eight months, the total retail sales of consumer goods reached 32,390.6 billion yuan, up by 4.6 percent year on year.
In the first eight months, the retail sales of services went up by 5.1 percent year on year. Specifically, the retail sales of culture, sports and leisure services, tourism consultation and rental services, and transportation services grew fast.
Also important to note on this: “The effect of trade-in of consumer goods policy continued to manifest, with the retail sales of furniture, household appliances and audio-visual equipment, cultural and office supplies, and communication equipment by enterprises above the designated size up by 18.6 percent, 14.3 percent, 14.2 percent and 7.3 percent respectively.”
Fixed assets investment:
In August, the investment in fixed assets (excluding rural households) declined by 0.20 percent month on month.
In the first eight months, the investment in fixed assets (excluding rural households) reached 32,611.1 billion yuan, up by 0.5 percent year on year
The investment in fixed assets was up by 4.2 percent with the investment in real estate development deducted
Specifically, the investment in infrastructure grew by 2.0 percent year on year, that in manufacturing grew by 5.1 percent, and that in real estate development declined by 12.9 percent.
The floor space of newly-built commercial buildings sold was 573.04 million square meters, down by 4.7 percent year on year; the total sales of newly-built commercial buildings were 5,501.5 billion yuan, down by 7.3 percent.
Private investment declined by 2.3 percent year on year, or grew by 3.0 percent with the investment in real estate development deducted.
Among high-tech industries:
Investment in information services, aerospace vehicle and equipment manufacturing, and computer and office device manufacturing grew by 34.1 percent, 28.0 percent and 12.6 percent year on year respectively.
Foreign trade:
In August, the total goods trade value was 3,874.4 billion yuan, an increase of 3.5 percent year on year. Exports value was 2,303.5 billion yuan, up by 4.8 percent, imports value was 1,570.9 billion yuan, up by 1.7 percent.
From January to August, the total goods trade was 29,569.6 billion yuan, an increase of 3.5 percent year on year. The total value of exports was 17,605.6 billion yuan, up by 6.9 percent, and the total value of imports was 11,964.0 billion yuan, down by 1.2 percent.
The exports of mechanical and electrical products grew by 9.2 percent, accounting for 60.2 percent of the total value of exports.
Let’s also look at GACC data on trade partners (July data and August data):
In dollar terms, from January to August, China’s trade with the EU grew 2.5% year on year; exports expanded 5.9% year on year, while imports fell by 2.2% year on year.
From January to August, overall trade with the US fell 14.4% year on year; exports tumbled 15.5% year on year and imports fell 11.0% year on year. July exports to the US were around $35.8 billion and imports were $12.089 billion. In August, exports were $31.6 billion, and imports were $11.285 billion.
From January to August, trade with ASEAN countries grew 8.6% year on year; exports expanded 14.6%, year on year while imports fell 0.3% year on year.
From January to August, with Japan, total trade grew 4.2% year on year; exports grew 4.7% year on year, while imports also grew 3.6% year on year.
Trade with Australia from January to August tumbled 7.7% year on year; exports grew 3.4% year on year, while imports fell 13.0% year on year.
Trade with Russia from January to August fell 9.4% year on year; exports were down 9.7% year on year, while imports were down 9.1% year on year.
Interestingly, from January to August, trade with India climbed 10.4%; exports were up 12.8%, while imports fell 4.8% year on year. The comparative figures for January to July were: trade up by 10.5%; exports up by 13.4% and imports down by 7.1%. But in terms of actual numbers: China’s July and August exports to India were: $12.10 billion and $12.47 billion, respectively. So actually exports in value went up. Imports, meanwhile, were $1.704 billion and $1.499 billion, respectively. So actually imports went down.
Finally, trade with BRI countries for January to August was up 4.4%; exports were up 10.7%, while imports were down 3.3%.
Other data:
Urban surveyed unemployment rate averaged 5.2 percent from January to August
August CPI was down by 0.4 percent year on year, the same level month on month. In the first eight months, the CPI went down by 0.1 percent year on year.
August producer prices for industrial products went down by 2.9 percent year on year.
For the January to August period, the producer prices for industrial products and the purchasing prices for industrial producers dropped by 2.9 percent and 3.3 percent, respectively, year-on-year
Page 3: We have the full Urumqi Declaration of the 2025 Legislators Forum for Friendly Exchanges. As per the reporting, more than 260 people, including more than 60 foreign parliamentarians from five continents, attended the forum. This is the Party’s big push to garner greater international legitimacy for its policies in Xinjiang and its vision of human rights and governance of minority communities. It would be useful to get clarity on the legislators from the different countries that participated.
The English version says:
“The participants jointly call for an equal and orderly multipolar world, firmly safeguard the international system with the United Nations as its core and the international order underpinned by international law, and uphold the sovereign equality and mutual respect of all countries and multilateralism. They advocate settlement of international and regional hotspot issues through dialogue and consultation, and oppose hegemonism and power politics in all forms. Countries need to jointly promote a more just and equitable global governance system and advance toward a community with a shared future for humanity.

The participants speak positively of the achievements of China’s human rights cause, call for continued commitment to dialogue and cooperation, and advocate safeguarding human rights with security, promoting human rights with development, and advancing human rights with cooperation.
The participants speak highly of China’s development achievements, affirm that Chinese modernization offers a new development paradigm for the world, welcome China’s continued efforts to expand higher-standard opening up, and support coordinated efforts on Belt and Road cooperation, Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative to make greater contribution to the common development of human society.
The participants attach great importance to green and low-carbon development, give priority to ecological conservation and look forward to further deepening cooperation in various fields such as green infrastructure development, clean energy and environmental governance.
The participants underline the importance of equality of all ethnic groups and protecting legitimate rights and interests of all ethnic groups in accordance with law to ensure that people of all ethnic groups truly enjoy equal political rights, run the country together, and strive for unity and prosperity of all ethnic groups.
The participants highly recognize China’s Xinjiang policy and speak positively of Xinjiang’s great achievements in its economic and social development since the establishment of the Xinjiang Uygur Autonomous Region 70 years ago. Today, Xinjiang enjoys social stability, economic prosperity, ethnic unity and amity among different religions, and the local people are living a safe and happy life. The participants oppose certain countries’ political manipulation under the pretext of topics related to Xinjiang to interfere in China’s internal affairs.”
The next forum will also be held in China next year.
A few other reports to note. First, China and the US began the next round of their trade talks in Madrid. Vice Premier He Lifeng met with Treasury Secretary Scott Bessent on Sunday. China’s Ministry of Commerce said: “In the coming days, the two sides will discuss issues such as the U.S. unilateral tariff measures, the abuse of export controls and TikTok.”
Second, Minister of Public Security Wang Xiaohong met with guests from Laos, Nicaragua, Ethiopia and Armenia in Beijing. The reporting is useful because it offers an understanding of the different priorities that China has with each of these countries when it comes to security cooperation.
“When meeting with Lao Deputy Prime Minister and Minister of Public Security Vilay Lakhamfong, Wang said that China is willing to work with Laos to implement the important consensus reached by the top leaders of the two parties and two countries, and act on the Global Security Initiative and the Global Governance Initiative. Wang added that the Chinese side stands ready to deepen law enforcement and security cooperation with Laos to continue to crack down on transnational crimes such as online gambling and telecom fraud. Vilay Lakhamfong, who is in China to attend the Lancang-Mekong ministerial meeting on law enforcement and security cooperation, said that the Lao side is ready to advance law enforcement and security cooperation with China, and promote the in-depth and solid development of a community with a shared future between Laos and China.”
“When meeting with Francisco Díaz Madriz, chief of the Nicaraguan Police Force, Wang stated that China stands ready to work with Nicaragua, guided by the important consensus reached by the leaders of the two countries, to strengthen multilateral communication and coordination, and jointly enhance law enforcement capacity-building. Francisco Díaz Madriz, who is in China to attend the 2025 Conference of the Global Public Security Cooperation Forum in Lianyungang, stated that the Nicaraguan side firmly adheres to the one-China principle and is willing to elevate the friendly bilateral relations to a higher level.”
“When meeting with Demelash Gebremichael, commissioner general of the Ethiopian Federal Police Commission, Wang called on both sides, under the guidance of the important consensus reached by the leaders of the two countries, to strengthen coordination in multilateral occasions, boost security cooperation for Belt and Road cooperation, and enhance their capabilities to combat crimes. Demelash Gebremichael, who is also in China to attend the Forum in Lianyungang, expressed his gratitude for the long-term assistance and support from the Chinese side and pledged to take measures to ensure the safety of Chinese personnel, institutions and projects in Ethiopia.”
“When meeting with Artur Poghosyan, chairman of the Investigative Committee of Armenia, Wang said that China is willing to work with Armenia to implement the important consensus reached by the leaders of the two countries, jointly combat transnational organized crimes, make concerted efforts to ensure the safe and smooth progress of projects under the Belt and Road Initiative, and deeply engage in cooperation on police training. Poghosyan expressed the Armenian side's willingness to deepen cooperation in the fields of law enforcement and security.”
Third, Wang Yi met with Slovenian President Natasa Pirc Musar in Ljubljana. Xinhua says that Musar told Wang that “Slovenia highly commends China, as a responsible major country, for adhering to multilateralism and setting an example for the international community.” She also told Wang that Slovenia “highly appreciated China's achievements, especially in its green transformation…Musar noted that Slovenia's diplomacy is committed to seeking partners rather than creating confrontation. The country is willing to closely cooperate with China, firmly safeguard the international system with the United Nations at its core, firmly uphold openness, cooperation and free trade, and jointly address global challenges such as climate change.”
Xinhua’s report adds:
Wang said that “Slovenia practices ‘small country, big diplomacy’ with a global vision, and regards China as a partner rather than a rival, which serves the interests of all parties, including Slovenia itself. China-Slovenia relations transcend differences in social systems and serve as a model of mutual respect and win-win cooperation among countries of different national conditions and sizes, Wang said, adding that a monument set up in Ljubljana last year has become the latest symbol of friendship between the two countries. He said that in the face of a world full of intertwined changes, Xi has proposed the Global Governance Initiative, which aims to reform and improve the global governance system. The five key principles contained in the initiative are in line with the purposes of the Charter of the United Nations (UN) and meet the common expectations of the international community. China will continue to stand by the majority of countries, oppose the world's return to ‘law of the jungle’ and take actions to defend international fairness and justice, Wang said, adding that China is willing to enhance multilateral collaboration with Slovenia, uphold the basic norms governing international relations, promote the political settlement of hotspot issues and build a more just and equitable global governance system. He called on Slovenia to continue its efforts in promoting China-Europe relations and cooperation between China and Central and Eastern European countries.”
Wang also met with Marko Lotric, president of the National Council of Slovenia, in Ljubljana. Xinhua says:
“Wang briefed Lotric on China’s development path and philosophy, stressing that history has shown that the most important thing for a country’s development is to find a path that suits its own national conditions. China has found a path of socialism with Chinese characteristics that combines the fundamental principles of Marxism with China's specific realities and the fine traditional Chinese culture. The path is deeply rooted in the people while keeping pace with the trends of the times, receiving firm support and endorsement from the Chinese people, Wang noted, adding that this is a path of peace, development, openness, and win-win cooperation and China will continue to unswervingly move forward along this path.”
“Wang also underscored that China is committed to expanding high-level opening-up, promoting green, low-carbon and sustainable development and realizing modernization with Chinese characteristics, while in international relations, China advocates mutual respect, mutual tolerance, and win-win cooperation, aiming to build a community with a shared future for humanity. China's continuous development will offer opportunities to countries around the world, including Slovenia, he added. Meanwhile, he highlighted the importance of exchanges, friendship, and trust between their peoples in fostering country-to-country relations, adding that the National Council of Slovenia has played a significant role in promoting friendly exchanges and enhancing mutual understanding between the Chinese and Slovenian peoples, and China appreciates these efforts. China regards Slovenia as a partner and friend, and is willing to continuously expand their practical cooperation, strengthen multilateral collaboration, safeguard the international system with the United Nations at its core, and play a constructive role in the political settlement of international disputes, Wand said. On China-Europe ties, Wang emphasized that none of the problems currently faced by Europe is caused by China. China and Europe should see each other as partners rather than rivals, and their relationship should move forward, not backward. China hopes that Slovenia will firmly stick to the one-China principle and play an active role in promoting the healthy and stable development of China-Europe relations, he added.”
As per the Xinhua report, Lotric said that Slovenia “welcomes and supports the Global Governance Initiative proposed by Chinese President Xi Jinping and stands ready to join hands with China to promote world peace and development.”
Xinhua’s report on the meeting between Wang and the Slovenian Foreign Minister says:
Wang said that “the bilateral relationship, featuring equality, sincerity, trust and win-win despite their social and institutional differences, is particularly valuable amid the current complex and turbulent international landscape. He called on the two countries to uphold the original aspiration, enhance communication, deepen mutual trust, bolster cooperation and continuously enrich the strategic connotation of the China-Slovenia partnership. The ‘Taiwan independence’ separatist forces are seeking to promote separatist activities, which is a challenge to the victory of World War II (WWII) and a disruption to the post-WWII international order, Wang said, voicing his trust that the Slovenian side will continue to abide by the one-China principle, support the Chinese people in opposing the ‘Taiwan independence’ activities and consolidate the political foundation of bilateral relations.”
“China is willing to enhance exchanges at all levels with Slovenia, expand cooperation in new fields such as high-end manufacturing, scientific and technological innovation, health and medicine, green energy and artificial intelligence, and provide a fair, open, and non-discriminatory business environment for enterprises of the two countries, Wang said. Both sides should leverage their respective strengths, promote trade balance in an open spirit, and jointly support economic globalization, he noted. Wang called on Slovenia to play an active role in promoting the healthy and stable development of relations between China and the European Union (EU). Chinese President Xi Jinping has proposed the Global Governance Initiative, which upholds five key principles that align with the shared aspiration of the international community, Wang said. The initiative aims to reform and improve global governance, consolidate the authority and core position of the United Nations (UN), and has been widely welcomed and supported by the international community, he noted. China is willing to enhance collaboration with Slovenia and other countries, uphold multilateralism, join hands to build a more just and equitable global governance system and jointly safeguard world peace and development, he added.”
Tanja Fajon reportedly said that “China is an important partner of Slovenia and the EU”. “Slovenia values its friendship with China and firmly adheres to the one-China policy, and looks forward to becoming a gateway for Chinese enterprises to enter Europe, Fajon said, expecting the two sides to expand two-way investment and broaden cooperation in new energy and other fields. It is of vital importance for the EU and China to maintain positive and constructive dialogue and cooperation, she said, adding that Slovenia supports the stable development of EU-China relations. Fajon said it is extremely necessary to reform and improve global governance, and Slovenia is willing to enhance solidarity and cooperation with China to jointly uphold multilateralism and the purposes of the UN Charter. The two sides also exchanged views on global and regional issues such as the Ukraine crisis and the situation in the Middle East.”
Page 5: There’s an interesting article on “startup/entrepreneurship subsidies”, with a rather clear warning embedded. The author writes:
According to reports, recently some posts about third-party agencies/services claiming to help in acquiring entrepreneurship subsidies for college students have appeared on social media. A journalistic investigation found that some intermediary agencies, using ‘guaranteed subsidies’ as bait, set traps, turning ‘warm-hearted assistance’ into a ‘black-hearted business’. It is important to be on guard against this. On certain social media platforms, ‘guides’ and ‘secrets’ about college student entrepreneurship subsidies frequently appear. Under these, entrepreneurship subsidies seem to be something that can be arbitrarily ‘milked’. Some intermediaries, while using rhetoric like ‘high subsidies’, ‘zero threshold’, and ‘free access’, exploit loopholes through means such as forging business licenses, fabricating entrepreneurial projects, and collecting exorbitant ‘agency fees’. Worse still, they instigate students to provide false documents. The ‘black intermediaries’ are undoubtedly to blame for this chaos; however, oversight in policy implementation cannot be ignored. For one thing, the ‘last mile’ connectivity between policy issuance and implementation has not been properly addressed. In some regions, policies for entrepreneurship subsidies come from multiple authorities, with science and technology, human resources and social security, and education departments all stepping in; online and offline channels are diverse and varied, applications require running around everywhere applications require running around in all directions, which is time-consuming and laborious. As the great changes unseen in a century accelerate in their evolution, the development of global political civilization has once again come to a complex and profound historical turning point of transformation, and the positive achievements that the victory of WWII brought to the development of world political civilization are now facing challenges and tests from different directions. On the one hand, the resurgence of power politics, coupled with the negative influence of erroneous views of Second World War history, has caused undercurrents to surge and dregs to resurface in international politics, making the world situation increasingly turbulent and unstable. Power politics is attempting to challenge the post-war international order from the perspective of its underlying logic. Some countries are placing their individual interests above the common interests of the international community, frequently bypassing the UN and trampling on international law, using force to push forward geopolitical demands, causing relevant regions to fall into long-term turmoil, weakening the UN’s authority in maintaining collective security. Some countries are also extending their hegemonic, domineering, and bullying behavior to economic, technological, cultural and other fields, abusing sanctions under the pretext of generalized ‘national security’, carrying out technological blockades and supply chain decoupling, implementing ‘long-arm jurisdiction’, and constructing exclusive ‘small circles’. On the other hand, the tests brought about by the global governance deficit are even more severe. The profound changes in the international balance of power, the accelerated evolution of a new round of scientific and technological revolution and industrial transformation, and the tortuous progress of economic globalization, have both brought impetus to global development and posed new tests for the adaptability of the international order and the global governance system. Cutting-edge technologies, such as AI and biotechnology, are constantly reshaping industrial structures and international industrial chains. Nations are facing new choices in competition and cooperation with both opportunities and challenges co-existing. Against this backdrop, the international community’s demand for reforming and improving global governance is more urgent than at any time before, and the interconnectedness and complexity of various global challenges have also risen significantly. At the same time, the rise of unilateralism, protectionism, and hegemonism is hindering the improvement of global governance capacity and weakening the supply of global governance public goods. Due to lagging rules, weak enforcement, and diminished effectiveness in many areas, such as security, development, and the environment, the global governance system is increasingly unable to adapt to emerging systemic challenges. Xu concludes this section by arguing that it is within this context that Xi has proposed the Global Governance Initiative. He adds that GGI “deepens China's contribution to the development of world political civilization in two ways”
First, it further safeguards the gains of World War II: “GGI is a significant step for China to safeguard the correct World War II historical view, opposing the tampering with history and confusing right and wrong, and firmly defending the construction achievements of the post-war international system and international order.”
Second, it provides a scientific answer to the global, historical, and epochal question of ‘where is humanity heading?’” So GGI contributes “Chinese wisdom and Chinese solutions to solving global governance problems, demonstrating China's great power responsibility of always being a builder of world peace, contributor to global development, and defender of international order.”

The five core concepts of GGI o set forth the principles, methods, and paths that must be followed in reforming and improving global governance. Among these, sovereign equality is the primary precondition of global governance, the rule of international law is the fundamental guarantee of global governance, multilateralism is the basic path of global governance, putting people first/being people-centered is the value orientation of global governance, and action orientation is an important principle of global governance. Xu adds that GGI “resolves the current dilemma of a global governance deficit. The basic architecture of the current global governance system, formed after WWII, is in many ways no longer adapted to the current world order and development trends. Currently, the weight of the Global South in the international landscape continues to grow, but their voice and representation in international affairs have not increased accordingly, resulting in a ‘representational deficit’ in the global governance system. Furthermore, with the rise of unilateralism and protectionism, multilateral mechanisms have been marginalized or selectively utilized. Some countries have circumvented the UN by launching unilateral actions or deliberately obstructed the implementation of UN resolutions. The binding force of international law has been severely weakened, and the governance plans of many international organizations are discussed without being decided, or decided without being implemented. GGI embodies the principle of extensive consultation, joint contribution, and shared benefits in global governance. It inherits and carries forward the spirit of the UN Charter. It advocates that global affairs be discussed, the governance system be built, and the outcomes of governance be shared. It upholds the sovereign equality of all countries and non-interference in their internal affairs. It respects the right of all countries to development and the development paths and models independently chosen by all countries. It advocates equal participation, equal decision-making, and equal benefits for all countries in global governance. It prioritizes people-centeredness, strives to continuously enhance the sense of gain, happiness, and security of all peoples, and better benefit all peoples around the world. It requires that the global governance system embody sovereign equality, international rule of law, multilateralism, a people-centered approach, and an action-oriented approach in the reform of multilateral mechanisms and the formulation of governance rules in emerging areas. It offers the international community a governance solution that differs from relying on a few countries to dominate global affairs, promotes a governance model characterized by equality, mutual benefit, and win-win cooperation, and responds to the shared aspirations of developing countries.
