Zhang Youxia Outlines Roadmap for Military Modernisation during 15th FYP period

In today’s People’s Daily, the post-fourth plenum article is by CMC Vice Chairman Zhang Youxia, who writes about the modernisation of the PLA.

Zhang begins by saying that the Proposal document that emerged from the Fourth Plenum “based on the strategic overall situation of Chinese-style modernisation, has made new deployments for achieving the centenary goal of building the army on schedule and for the high-quality advancement of national defense and military modernisation, fully demonstrating the firm will and far-sightedness of the Party Central Committee with Comrade Xi Jinping at its core in building and consolidating national defense and a strong military, and in continuously opening up new situations in the cause of building a strong military in the new era. In the first section, Zhang makes four points, highlighting the “fundamental requirements” for the modernisation of national defense and the armed forces during the 15th FYP period.

First, we must strengthen and consolidate the political advantage of the Party’s absolute leadership over the people’s armed forces. We must emphasise organisational building to strengthen functions, especially by reinforcing the construction of high-level Party committees, taking the lead in fully and accurately implementing all requirements of the Chairman Responsibility System, coordinating all tasks of combat operations, construction, and preparedness, and breaking through and resolving the contradictions and problems that arise in the course of modernisation building, improving the leadership, organisational, and executive capacities of Party organisations, and forging politically firm and highly capable command bodies for tackling key challenges. Accelerate the building of national defense mobilisation capabilities, strengthen national defense strategic pre-positioning, strengthen the building of reserve forces, and strengthen modern border, maritime, and air defense construction, promote the combined efforts of Party, government, military, police, and civilians to strengthen borders and solidify defenses, continuously consolidating the nation’s wartime potential.
