Page 1: The lead story (English report) today is about the signing of the intergovernmental agreement on the China-Kyrgyzstan-Uzbekistan railway project. Xi Jinping called it a “strategic project of connectivity between China and Central Asia and a landmark project of the three countries’ cooperation efforts under the Belt and Road Initiative.”
SCMP’s report on this says:
“The US$8 billion rail link starts in China’s Kashgar, Xinjiang, and goes through southwest Kyrgyzstan and ends in Andijon in eastern Uzbekistan. It could reduce the freight journey between China and Europe by 559 miles, serving as a faster and cheaper alternative to current China-Europe land routes, most of which travel through Russia. The project was first proposed in the 1990s, and the three sides signed a memorandum of understanding on the railway in 1997. But the project had been stalled by technical, political and geopolitical issues. Russia, which sees Central Asia as its own backyard of influence, was initially less than enthusiastic about the project but now has expressed support as Moscow becomes increasingly reliant on China for trade under the economic sanctions imposed by the West because of its war against Ukraine.”
Next, there’s a report (English report) on Xi’s reply to Lamont Repollet, president of Kean University in the United States. In May 2006, when Xi was the Party Secretary of Zhejiang, Wenzhou University and Kean University had formally signed an agreement to jointly establish Wenzhou-Kean University. In 2014, with the approval of China's Ministry of Education, Wenzhou-Kean University was officially established.
In his letter, Xi said that “with the joint efforts of both sides, Wenzhou-Kean University has achieved remarkable results and has become a landmark project of Sino-US educational cooperation, which is gratifying…China-US relations are related to the well-being of the two peoples and the future and destiny of mankind. Next, there’s a report on Wang Huning’s comments at the closing of the latest CPPCC meeting. Wang said that:

Next, there’s a report on Han Zheng and Brazilian Vice President Geraldo Alckmin co-chairing a meeting of the China-Brazil High-level Coordination and Cooperation Committee. Page 2: There’s an article on the urban real estate financing coordination mechanism that was established in January. The article has Xiao Yuanqi, Deputy Administrator of the National Administration of Financial Regulation, answering questions. It says that:
“As of mid-May, 297 cities at or above the prefecture level have established an urban real estate financing coordination mechanism. Commercial banks have approved loans of 935 billion yuan for whitelisted projects, promoting the timely and quality delivery of projects. At a recent State Council policy briefing, Dong Jianguo, Vice Minister of Housing and Urban-Rural Development, introduced further steps to leverage the role of the urban real estate financing coordination mechanism. Xiao explains the structure of the mechanism and the process for projects entering whitelists:

Enhance organizational leadership: Promote major commercial banks to establish specialized teams, led by senior executives, with departments such as customer marketing, credit approval, and risk management as members, forming a collaborative effort.
Establish a green channel: Promote banks to optimize loan approval and disbursement processes, delegate approval authority appropriately, accelerate loan disbursement, allow separate credit limits, and formulate specific due diligence exemption rules.
Ensure lending to the fullest extent: Treat ‘whitelist’ projects of real estate enterprises of different ownership equally. While controlling risks, banks can provide financing support through various means such as new loans, extending existing loans, and issuing M&A loans.
How to strengthen the management of loan funds and strictly prevent credit funds from being diverted to land purchases or other investments? Xiao Yuanqi said that separate accounts should be established for ‘whitelist’ projects. Commercial banks should strictly oversee the use and flow of credit funds, and agree with the borrowers to open a project fund supervision account at the lending bank to ensure that project capital, loan issuance, loan repayment, etc. are handled through the project fund supervision account.”

Page 3: Let’s begin with Wang Yi’s meeting with Special Envoy of Cuban President and Minister of Foreign Affairs Bruno Rodriguez Parrilla. Xinhua says:
“China speaks highly of Cuba's adherence to truth and defiance of power, and appreciates that Cuba always stands up for China's legitimate stance on international multilateral occasions. China firmly supports Cuba in defending its national sovereignty and opposing foreign interference, and will continue to resolutely oppose the U.S.'s unreasonable blockade against Cuba, Wang noted. Wang said that China is willing to work with Cuba to implement the consensus reached by the two heads of state, develop the special friendly relations between the two parties and two countries, and contribute to promoting the cause of world socialism and safeguarding world peace. Rodriguez said that the special friendly relations between Cuba and China enjoy a profound public support for good friendship between the two peoples. Interestingly, reports inform that a Russian nuclear-powered submarine – which will not be carrying nuclear weapons – will visit Havana next week. The Guardian reports:
“The nuclear submarine Kazan and three other Russian naval vessels, including the missile frigate Admiral Gorshkov, an oil tanker and a salvage tug, will dock in the Cuban capital from 12-17 June, Cuba’s ministry of the revolutionary armed forces said in a statement. “None of the vessels is carrying nuclear weapons, so their stopover in our country does not represent a threat to the region,” the ministry said. The announcement came a day after US officials said that Washington had been tracking Russian warships and aircraft that were expected to arrive in the Caribbean for a military exercise. They said the exercise would be part of a broader Russian response to US support for Ukraine. The US officials said that the Russian military presence was notable but not concerning. However, it comes as Russian President Vladimir Putin has suggested that Moscow could take “asymmetrical steps” elsewhere in the world in response to President Joe Biden’s decision to allow Ukraine to use US-provided weapons to strike inside Russia to protect Kharkiv, Ukraine’s second-largest city. The unusual deployment of the Russian military so close to the US – particularly the powerful submarine – comes amid major tensions over the war in Ukraine, where the western-backed government is fighting a Russian invasion. The Russian vessels’ visit to Cuba will also overlap with Biden’s visit to the G7 leaders summit in Italy. Cuban President Miguel Diaz-Canel met with Putin last month for the annual 9 May military parade on Red Square outside the Kremlin.”
Next, there’s a report on Minister of Public Security Wang Xiaohong’s video call with U.S. Homeland Security Secretary Alejandro Mayorkas. Xinhua says:
Wang “said the two countries need to deepen cooperation in areas such as drug control, repatriation of illegal immigrants, and combating transnational crime, in order to achieve more results in law enforcement cooperation. The U.S. side should attach great importance to China's concerns and demonstrate sincerity through concrete actions, injecting positive energy into bilateral cooperation, Wang added. Both sides agreed to maintain communication on issues related to drug control and law enforcement cooperation.”
Third, there’s a report on China and Malaysia holding the 5th joint working group meeting on cooperation in preventing and combating transnational crime. Wang Xiaohong said that “it is hoped that the two sides will continue to strengthen cooperation in the fields of anti-terrorism, combating telecommunications fraud and cross-border illegal gambling, anti-drug work, network security and police capacity building.”
Let me also cover a couple of foreign affairs related stories that are not in the paper today.
First, Vice Foreign Minister Sun Weidong met with Ukraine’s First Deputy Foreign Minister Andrii Sybiha in Beijing. The Chinese readout is very limited. It mentions that they discussed the war, but there are no details. Sybiha also met with Special Envoy Li Hui. But once again, there are no details. But see the response below from MoFA yesterday.
“Reuters: First question, Ukraine’s First Deputy Foreign Minister Andriy Sybiha expressed his hope that China will attend the Summit on Peace in Ukraine to be held in Switzerland. Could you share more information with us on his consultation with the Chinese side in Beijing? Second, Palau’s President told Reuters that he expected China to attempt to meddle in a national election at the end of this year. What’s China’s response?
Mao Ning: On your first question, yesterday, China and Ukraine held consultation between our two foreign ministries in Beijing and exchanged views on bilateral relations and the Ukraine crisis. China has released information, which you may refer to. On the Summit on Peace in Ukraine to be held in Switzerland, we have made clear China’s position several times. China will continue to promote talks for peace in our own way and work with other parties to accumulate conditions for the political settlement of the crisis.
On your second question, China follows the principle of non-interference in other countries’ internal affairs. We will not and have no interest in interfering in other countries’ internal affairs. The one-China principle is the prevailing international consensus and a basic norm in international relations. Around the world, 183 countries have already established diplomatic relations with China on the basis of the one-China principle. The very few countries who still maintain so-called “diplomatic ties” with the Taiwan region should come to stand on the right side of history and make a right decision that truly serves their own fundamental and long-term interests.”
Meanwhile, Fu Cong, China's permanent representative to the United Nations, talked about the Ukraine war during a UN Security Council informal meeting with the EU Political and Security Committee. He said that:
“The Ukraine crisis needs a political solution that addresses the security architecture of Europe. An early restoration of peace bears on the future of Europe. Nobody should have the illusion that they can force the other side to the negotiating table by gaining the upper hand on the battlefield. Such a mindset could only further escalate confrontation and prolong the war…In the current situation, the principle of indivisible security is of particular importance and should be championed and put into practice. The legitimate security concerns of all countries should be taken seriously and addressed in a balanced manner and joint efforts should be made to build a balanced, effective, and sustainable European security architecture.” He also talked about the importance of multilateralism and the role of the UN.
This is also noteworthy.
“In Europe, there is a phrase called a Pyrrhic victory, meaning a victory achieved at so great a cost that negates any true sense of achievement. In China, there is a similar saying: ‘injure 1,000 enemy soldiers but lose 800 of your own.’ Many issues facing today's world, such as security, trade, and technology, may end up in such a lose-lose scenario if handled inappropriately, he warned.”
Finally, the third Wanshou Dialogue on Global Security began on Wednesday. This was organised by the Chinese People's Association for Peace and Disarmament. More than 60 experts on international security issues from more than 20 countries and international organisations attended the event. ILD chief Liu Jianchao spoke at the forum. I’ll cover his comments below.
He said that the once-in-a-century changes are accelerating in the world, the international situation is becoming chaotic and intertwined, traditional and non-traditional security threats are superimposed, and artificial intelligence, climate change, space and polar regions pose potential challenges. Some countries, under the pretext of addressing security risks and challenges, are generalising the concept of security, blurring security boundaries, exaggerating security threats, engaging in petty and selfish actions (小算盘) and geopolitical games, and creating closed and exclusive ‘small circles’, further exacerbating the complex and tense global security situation. 刘建超表示,当前,百年变局加速演进,国际形势变乱交织,传统与非传统安全威胁叠加,人工智能、气候变化、太空极地等带来潜在挑战。一些国家以应对安全风险和挑战为由,泛化安全概念、模糊安全边界、渲染安全威胁,打地缘博弈的“小算盘”,搞封闭排他的“小圈子”,进一步激化了全球安全复杂紧张态势.
“Liu Jianchao said that the generalisation and abuse of the concept of security by ‘pan-securitization’ will not only be unhelpful in resolving security risks and challenges, but will also make contradictions more acute and prominent, and bring more instability to international peace and stability.
