Page 1: Let’s begin with the report on Ding Xuexiang’s speech at the Boao Forum for Asia. Ding said that (full English speech):
This year marks the 10th year since President Xi Jinping called for building an Asian community with a shared future…When visiting other Asian countries and speaking at major events such as the Conference on Dialogue of Asian Civilizations, President Xi built on that and elaborated on the Asian security concept, Asian values, and Asian modernization. These ideas add new substance to the vision of building an Asian community with a shared future and represent China’s proposals for promoting cooperation and development in Asia.”
He explained how this Asian community is being forged:
China and ASEAN have established a comprehensive strategic partnership.
The Regional Comprehensive Economic Partnership (RCEP) has entered into effect.
Connectivity networks among Asian countries are improving, boosted by the implementation of landmark Belt and Road projects such as the China-Laos Railway, the Jakarta-Bandung Railway, and the China-Pakistan Economic Corridor.
The Asian Infrastructure Investment Bank (AIIB) has been launched and is making more impact through providing active financing support for relevant projects.
He then made four proposals, given all the uncertainty and instability in the world.
Cooperation via mutual trust: “We should champion the Asian values built around peace, cooperation, inclusiveness and integration, uphold and carry forward the Asian Way of mutual respect, consensus building, and accommodating the comfort levels of all parties, respect each other’s core interests and major concerns, keep building common ground and mutual trust, and jointly create a big Asian family of solidarity and progress. We should resolutely defend true multilateralism, safeguard the U.N.-centered international system and the international order underpinned by international law, and make global governance more just and equitable.”
Promote openness and economic globalisation: “We should jointly safeguard the free trade system, uphold open regionalism, and firmly oppose trade and investment protectionism. We should make full use of regional cooperation mechanisms in East Asia and the Asia Pacific, push for high-quality implementation of the RCEP, work toward the signing of the China-ASEAN Free Trade Area 3.0 Upgrade Protocol, and promote regional economic integration and connectivity.”
Focus on development: “We should pursue a development-first policy, deliver on the Global Development Initiative, actively improve people’s livelihood, and strive to achieve the U.N. Sustainable Development Goals. Building on the rapid progress of the ongoing technological revolution and industrial transformation, Asia is moving steadily to the forefront of the world in artificial intelligence, big data, and new energy. We should strengthen cooperation on science, technology and innovation, and promote the sharing of technological achievements to better support the development of all countries. We should make good use of financing platforms like the AIIB and the Silk Road Fund to provide more support for sustainable development in Asia and around the world.”
Pursue peaceful coexistence: “At present, Asia remains peaceful and stable on the whole. Its stabilizing role in the global landscape must be dearly cherished. We should pursue the vision of common, comprehensive, cooperative, and sustainable security in Asia, act as builders and guardians of regional peace, and make sure that Asia continues to be a land of peace and stability. This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the 80th anniversary of the founding of the U.N., and the 70th anniversary of the Bandung Conference. We should work together to uphold the purposes and principles of the U.N. Charter, promote a correct understanding of World War II history, and carry forward the Bandung Spirit. This entails resolving differences and disputes through dialogue and consultation, and fostering an environment of security for all.”
After this Ding made three points about the Chinese economy.
First, China’s development outlook remains steady. In this, he basically reiterated the broad economic policy goals.
Second, he focussed on innovation. This is worth reading in full:
“China’s firm commitment to an innovation-driven development strategy has led to a notable boost in our innovation capacity, and a successful transition from old to new growth drivers. This has not only helped us tide over economic difficulties, but also lifted our medium- to long-term growth prospects and potential. You may have seen Chinese tech companies unveil their latest humanoid robots and large AI models, boosting momentum in their own sector and confidence in the market. They are success stories achieved through a persistent effort to develop new growth drivers in the Chinese economy. We will move faster toward greater self-reliance and strength in sophisticated science and technology, facilitate the integrated development of technological and industrial innovation, and foster and expand emerging and future industries, even as we transform and upgrade the traditional industries. Today, the pursuit of high-quality development has become a nationwide consensus, and the drive to develop new quality productive forces and spur innovation has become a widespread trend. In my view, apart from the rapidly-developing new energy vehicles, other sectors such as AI, biomanufacturing, quantum technology, and low-altitude economy will also thrive across China. They are not only opportunities for China, but also opportunities for Asia and the world.”
Promoting opening up and a “pro-business environment”: The bit about the private sector in this is worth noting:
“The private sector is a dynamic force in advancing Chinese modernization; its rapid growth in recent years testifies to the strong dynamism of the Chinese economy. At a recent meeting on developing the private sector, President Xi Jinping made important remarks that resonated strongly with the audience and beyond. The process of enacting a private economy promotion law is being fast-tracked, and the law is expected to provide a better legal environment for the development of the private sector.”
On opening up, he didn’t offer anything new. He said: “We will steadily expand institutional opening up, further improve market access for foreign investors, and expand trials to open sectors such as telecommunications, medical services, and education. We aim to offer a first-rate business environment that is market-oriented, law-based and internationalised, and will carefully study and address issues raised by foreign-invested companies relating to access to production factors, license application, standards setting, and government procurement. Next, there’s a report on Li Qiang’s meeting with French Foreign Minister Jean-Noel Barrot. Xinhua reports:
“In the current international situation, China and France - as independent, mature and responsible major countries - should strengthen communication and coordination to inject more stability and certainty into the common development of the two countries and the world, Li said. He said China is willing to work with France to follow the strategic guidance of their two heads of state, maintain close high-level exchanges, expand mutually-beneficial cooperation, and strengthen multilateral coordination on issues including climate change response to bring more benefits to the two peoples and the world. Li noted that as staunch defenders of free trade and multilateralism, China and France, with closely intertwined economic interests, should work together to resist protectionism and unilateralism, continue strengthening cooperation with an open attitude, and give full play to their complementary advantages to add impetus to the economic development of the two countries continuously. China has always regarded France as an important cooperation partner and stands ready to work with the country. While strengthening long-standing cooperation on aviation, aerospace and nuclear energy, they should continuously tap into cooperation potential in emerging and future industries such as the digital economy, artificial intelligence and biotechnology to foster and strengthen new economic drivers, Li said. China hopes that France will create a fair, equitable and predictable development environment for Chinese enterprises investing in the country, he added. This year marks the 50th anniversary of the establishment of diplomatic ties between China and the EU. China is ready to use this as an opportunity to deepen bilateral relations, and address concerns through dialogue and consultation on the basis of mutual respect, equality and mutual benefits, Li said, expressing the hope that France will play a positive role in this regard.”
As per Xinhua, among other things, Barrot said that “France always adheres to strategic independence, and opposes trade protectionism and trade wars. France supports the EU and China strengthening dialogue and cooperation in the economic and trade fields, addressing the concerns of both sides in a proper manner, and exploring more positive agendas.”
On the second page, there’s a report on Wang Yi’s meeting with Barrot. Xinhua’s report on that says:
Wang said that “China is willing to work with France to follow the guidance of the consensus reached by the two heads of state, enhance dialogue across all domains and levels, transcend differences and deepen cooperation. He said that in the current international situation, China and France should assume the responsibility of major countries, enhance strategic coordination, and support each other’s significant multilateral propositions and initiatives. Noting that China regards France as a priority partner in achieving high-quality development, Wang said China is willing to deepen cooperation with France in traditional sectors, encourage mutual investment, and expand cooperation in emerging fields to inject new momentum into bilateral cooperation. He also called on the two sides to deepen mutual understanding and friendship to solidify the public support foundation.”
Barrot reportedly said that “France supports dialogue between the EU and China to solve their trade differences”.
The two sides also issued a joint statement on climate change to mark the 10th anniversary of the Paris agreement.
Moving on, there’s a commentary today marking the 66th anniversary of “democratic reform” in Tibet. In Beijing’s parlance, this is the anniversary of the moment that “completely abolished the feudal serfdom of theocracy, paving the way for Tibet’s modernisation.”
The article asserts:

Next, there’s a report on He Lifeng’s meeting with European Commissioner for Trade and Economic Security Maros Sefcovic.
He told Sefcovic that “China is willing to work with the EU to strengthen dialogue and exchange, handle economic and trade differences in the proper manner, expand mutual openness, and promote the healthy, stable development of China-EU economic and trade relations…said that China stands ready to work with the EU to implement the important consensus reached by the leaders of the two sides, resist unilateralism and protectionism, and safeguard the multilateral trading system.”
SCMP’s report on the visit says:
“Sefcovic (also) met with Chinese Customs Minister Sun Meijun and then with European businesses at an event hosted by the EU Chamber of Commerce in China. At the business event, Sefcovic, from Slovakia, is understood to have doubled down on a shift in tone that European Commission President Ursula von der Leyen has adopted during several speeches this year.In those speeches, von der Leyen – who has previously taken a tough line on China – softened her language to insist that the EU could expand its trade relations with Beijing and even find new agreements.The public remarks were aimed to show the United States that in the second term of President Donald Trump, Europe has options – but, according to EU sources, were also intended to send a message to China that Brussels was open to credible offers.”
Finally, there’s a report on remarks by Chen Xu, China’s permanent representative to the United Nations Office in Geneva and other international organizations in Switzerland, at the 58th session of the UN Human Rights Council on March 26th, elaborating on China’s position on the situation in Palestine and Israel.
Chen said:
China is highly concerned about the current situation between Palestine and Israel. The large-scale air strikes launched against the Gaza Strip recently caused hundreds of civilian casualties. China condemns this and deeply regrets the destruction of the hard-won ceasefire. The top priority is to avoid taking any actions that may lead to an escalation of the situation and prevent a larger-scale human rights and humanitarian disaster. Facts fully prove that Lai Ching-te is a complete and utter troublemaker.
