Here are the stories and pieces that I found noteworthy from the Wednesday, April 20, 2022, edition of the People’s Daily.
Page 1: At the top of the page is a story about Xi Jinping’s condolence message to his South African counterpart, Cyrilaphosa, over floods in the country. But the lead story on the page is about the 25th meeting of the central commission for deepening overall reform. Xinhua English has a pretty detailed story on this too.
The report says that the meeting reviewed reviewed and adopted guidelines on the following areas:
strengthening the construction of a digital government
promoting the Reform of the financial system below the provincial level
establishing and improving the evaluation system to audit outgoing officials on the management of natural-resource assets
a work plan on improving financial support for innovation during the 14th FYP period
enhancing the incentive mechanism for the scientific research community
Xinhua reports:
“Xi stressed efforts to fully implement a national strategy for building China's strength in cyberspace, urging broad application of digital technology in government management and services. Digital and intelligent operation of the government should be promoted to offer solid support for the modernization of the national governance system and governance capability, Xi said. On local fiscal system reforms, Xi noted that fiscal relations between governments at and below the provincial level should be straightened out to enable a more rational balance between power and responsibility, a more standardized division of revenue, a relatively balanced distribution of fiscal resources, and stronger fiscal security at the primary level. He called for speeding up the construction of a unified domestic market, promoting the equalization of basic public services and advancing high-quality development. On establishing a criteria system for the auditing of outgoing officials on the management of natural-resource assets, Xi said such a system must be scientific, standardized and reasonable to encourage officials to fulfill their responsibilities on natural-resource asset management and ecological protection. (The Chinese language report talks about applying the “principle of lifelong accountability” -终身追责的原则 - in designing this system) He also urged focusing on the weak links in financial services for sci-tech innovation, and improving the financial support for innovation, so as to ensure the financial system better meets the needs of sci-tech innovation in the new era. To encourage scientific and technological personnel to reach their full potential and show their capabilities, Xi called for building an innovation ecology that is conducive to the continuous emergence of achievements and effective application of research outcomes.”
The meeting’s readout adds that:
it is necessary to uphold and strengthen the Party’s overall leadership throughout all aspects of digital government construction, and adhere to the correct political direction.
“the country should give play to the important role of digital technology in economic regulation, market supervision, social management, public services and ecological conservation.”
“Efforts should be made to clearly define fiscal powers and expenditure responsibilities, clarify the division of revenues, and improve the transfer payment system between governments at and below the provincial level. The country will further remove local protectionism and market barriers, improve the system for ensuring equal access to basic public services, and increase financial support for old revolutionary base areas, ethnic areas, border areas, and underdeveloped areas, it said.”
The meeting also urged efforts to step up building a financial support system for innovation, with focus on major areas including breakthroughs of core technologies in key fields; the application of advances in science and technology; small and medium-sized sci-tech and innovative enterprises; and high-tech enterprises. The meeting stressed the need to enhance capacity building in terms of credit services in the sci-tech sector. It also called for improving the direct financing function of the capital market and giving play to the risk-sharing role of insurance and financing guarantee institutions. More work should be done to ensure the security and stability of industrial and supply chains, and coordinate the financial support for sci-tech innovation with the prevention of financial risks, the meeting said.”
Next, there’s a brief report on the NPCSC meeting, and a report on the steady growth of foreign trade, which basically reiterates the recent Q1 data released. Finally, a report about Wang Yang met with Papali'i Li'o Taeu Masipa'u, speaker of the Legislative Assembly of the Independent State of Samoa. Xinhua reports:
“Wang said China will continue working with Samoa to vigorously expand cooperation in economy, trade and investment, infrastructure, agriculture, fishery, tourism and other fields under the framework of the Belt and Road Initiative, strengthen people-to-people exchanges, promote anti-epidemic cooperation, so as to enrich the China-Samoa comprehensive strategic partnership. He said the CPPCC is willing to strengthen exchanges and cooperation with the Parliament of Samoa to consolidate the social and public support for the development of bilateral relations. Papali'i said the Samoan side cherishes its relations with China, firmly upholds the one-China principle, and highly recognizes the concept of a community with a shared future for humanity. Samoa is willing to take an active part in jointly building the Belt and Road, Papali'i said, adding that the Parliament of Samoa is ready to strengthen exchanges with the CPPCC to boost bilateral relations.”
Page 2: First, a report about Li Zhanshu meeting with Olga Sanchez Cordero, president of the Mexican Senate. Xinhua reports:
“The sound development of China-Mexico relations is attributable to the two sides' commitment to mutual respect and equal treatment, especially mutual support on issues concerning each other's core interests and major concerns. The one-China principle is the cornerstone of China-Mexico friendly relations, and China highly appreciates Mexico's long-standing adherence to the principle, Li said. As the two countries share broad common interests in international affairs, China and Mexico should enhance multilateral coordination and strengthen communication at international and multilateral arenas such as the UN and the G20, and defend true multilateralism, he added. Noting that both China and Mexico are major developing countries with important influence and great potential for cooperation, Li said the two sides should continue to pursue mutual benefit and deepen practical cooperation. China welcomes Mexico's active participation in the China International Import Expo and cooperation in the Belt and Road Initiative. Sanchez said Mexico firmly adheres to the one-China policy, and thanked China for supporting Mexico fight the COVID-19 pandemic.”
Second, a report about United Front chief You Quan’s inspection visit in Beijing. He visited places of religious activities to learn about management and the promotion of the sinicization of religions in China. He also visited commercial establishments and art centers/parks.
“You Quan pointed out that we should always proceed from the political height of firmly defending the ‘Two Establishments and ‘Two Safeguards’.” He also called to give “full play to the role of leading groups for United Front work at all levels, study and plan with regard to major issues closely related to the overall situation of the center and those that are related to development and security…it is necessary to promote United Front work at the grassroots…get through to the ‘last mile’ of implementing the decision-making and deployment of the CPC Central Committee. There are two other reports to note. First, a report (related English report) with comments from Peng Huagang, secretary-general of the State-owned Assets Supervision and Administration Commission. The report informs that:
The net profits of central SOEs grew by 13.7 percent year-on-year to 472.3 billion yuan ($73.9 billion) in the first quarter of this year, while their combined revenues soared 15.4 percent year-on-year to 9 trillion yuan.
In the first quarter, the R&D investment of central enterprises reached 151.42 billion yuan, a year-on-year increase of 18.9%; the annualised labour productivity of all employees was 727,000 yuan per person, a year-on-year increase of 13%; the operating income profit margin reached 6.8%, the same as the same period last year.
In the first quarter, the cumulative net profit of central industrial enterprises was 298.47 billion yuan, a year-on-year increase of 23.7%, 10 percentage points higher than the overall growth rate of central enterprises.
Going forward, he talked about the importance of focusing on steady growth and focusing on ‘five efficiency gains’:
Strengthening supply and efficiency gains: This entails focusing on important areas, major projects, improving people’s livelihood, cutting-edge technology research and development, etc., and increasing investment to provide high-quality and effective supply;

On the last point, he gave some examples of engaging SMEs as suppliers.
“Many central SOEs have already added more SMEs to their supplier lists. In terms of risk prevention, Peng spoke about the ‘four controls’
Debt Risks: This entails continuously strengthening the red line constraint of asset-liability ratio, pushing for the debt ratio of high-debt companies to return to a reasonable level as soon as possible, and making arrangements for the repayment of maturing bonds in advance.
Compliance Risks: This entails deepening the law-based construction of state-owned enterprises, strengthening the awareness of compliance, and improving the risk working mechanism.
Financial Risks: This entails improving the risk control mechanism of financial business, strictly controlling and rationally using financial derivatives.
Production Safety Risk

Next, there’s a report (related English report) with comments from Luo Junjie, spokesman for the Ministry of Industry and Information Technology. He says that:
“In the first quarter, the added value of industrial enterprises above designated size increased by 6.5% year-on-year, which was 2.6 percentage points higher than that in the fourth quarter of last year. Second, the proportion of the manufacturing industry has further increased, reaching 28.9% in the first quarter, an increase of 1.3 percentage points year-on-year, the highest value since 2016. Third…in the first quarter, the export delivery value of industrial enterprises above designated size increased by 14.4% year-on-year…Fourth, investment in manufacturing has rebounded significantly. Luo further says:
In the first quarter of this year, the added value of small and medium-sized industrial enterprises above designated size increased by 7.8% year-on-year, 1.3 percentage points higher than the overall industry.
In recent years, the Ministry of Industry and Information Technology has cultivated 703 national public service demonstration platforms for small and medium-sized enterprises and 392 national entrepreneurial innovation demonstration bases for small and micro-sized enterprises, driving all localities to cultivate more than 3,800 provincial demonstration platforms and more than 2,600 provincial demonstration bases, supporting 101 development zones across the country to build innovative and entrepreneurial characteristic carriers, and providing SMEs with accessible, affordable and guaranteed services. 罗俊杰介绍,近年来,工信部共培育国家中小企业公共服务示范平台703家,国家小型、微型企业创业创新示范基地392家,带动各地培育省级示范平台3800多家、省级示范基地2600多家,支持全国101家开发区打造创新创业特色载体,为中小企业提供找得着、用得起、有保障的服务.
Going forward, Luo identifies three priorities:
First, take steps to ensure smooth and stable industrial supply chains. MIIT has established a ‘white list’ system for key industries to resume operations and strengthen coordination among ministries and provinces and cross regions. It will focus on improving the white list system, which would focus on sectors important for the economy and people’s livelihood, such as automobiles, integrated circuits, consumer electronics, equipment manufacturing, agricultural materials, food, and medicine.
Second, working with local officials engaged in pandemic management to ensure the smooth operation of logistics and helping companies resume operations.
Third, support SMEs tide over financial difficulties. This entails financing for enterprises engaged in transport, logistics, warehousing and technological innovation.
Page 3: A couple of stories to note. First, a report about Chinese Defense Minister Wei Fenghe speaking to Mozambican Defense Minister Cristóvão Artur Chume. Xinhua reports:
“Wei stressed that facing the major global changes unseen in a century and the pandemic, China and Mozambique should further consolidate the special friendship of ‘comrades and brothers’, jointly resist hegemonism and power politics and promote win-win cooperation and common prosperity of the two countries. The Chinese military is ready to maintain high-level communication with the Mozambican side, promote practical cooperation and unite in fighting the pandemic, so as to push forward the continuous development of military-to-military relations, Wei added.”
Second, Wang Yi’s chat with Ghanaian Foreign Minister Shirley Ayorkor Botchwey. Xinhua reports:
“China highly appreciates Ghana's adherence to the one-China principle and believes that both sides will continue to deepen political mutual trust and jointly preserve the China-Ghana friendly cooperation, Wang said. Noting that the Forum on China-Africa Cooperation is a leading mechanism for the win-win cooperation between China and Africa, Wang said China and Ghana should synergize their cooperation with the nine programs for cooperation between China and Africa in order to deliver outcomes of the forum. China will always be a trustworthy partner in the development and revitalization of Ghana and Africa, Wang said. Wang said that China congratulates Ghana on its appointment as a non-permanent member of the UN Security Council from 2022 to 2023 and is glad to see Ghana play a more active role in international and regional affairs. China has set up the Group of Friends of the Global Development Initiative under the UN framework to support the economic recovery of developing countries after the COVID-19 pandemic, Wang said, adding that Ghana is welcome to join the group, so as to pool greater strength for accelerating the implementation of the 2030 Agenda for Sustainable Development. China's vote in the United Nations will always belong to developing countries and African brothers, Wang said, calling for more coordination to jointly uphold international fairness and justice, oppose hegemonism and power politics, and safeguard the overall interests of the two countries and other developing countries.”
The report adds:
“As a non-permanent member of the UN Security Council and the rotating chair of the Economic Community of West African States, Ghana is ready to strengthen communication and coordination with China on international and regional issues, so as to implement the 2030 Agenda for Sustainable Development and build a fairer and more just world, Botchwey said.”
Third, there’s a piece by Ernő Pető, who is the president of the Hungarian-Chinese Chamber of Commerce. He talks about the potential for cooperation between China and Central and Eastern European countries. The timing of this piece is noteworthy. That’s because Huo Yuzhen, China’s special representative to the China-Central and Eastern Europe Cooperation, is heading a delegation to the Czech Republic, Slovakia, Hungary, Croatia, Slovenia, Estonia, Latvia and Poland.
Fourth, there’s a report about ILD’s Song Tao meeting with Le Hoai Trung, Chairman of the CPV Central Committee’s Commission for External Relations. The PD report gives little information. But this one from Vietnam Plus informs that:
“Regarding bilateral relations, Trung said it is necessary to promote high-level exchanges to enhance political trust between the two sides and expand cooperation in fields that have achieved substantive progress. He suggested creating favourable conditions for localities, especially those along the shared border, to better utilise existing cooperative mechanisms. He urged China to continue closely coordinating with Vietnam to ensure the balance of trade and make further efforts to reduce goods congestion at the border areas. He also expressed a hope that the two countries early recognise each other's vaccine passports. Trung called on China to seriously comply with three legal documents on land border management between Vietnam and China, maintain peace, stability and properly handle sea-related issues, and closely work together with the Association of Southeast Asian Nations (ASEAN) in the full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and to promote the building of an effective and substantive Code of Conduct in the East Sea (COC).”
Also: “the two officials signed a cooperation plan between the CPV and CPC for the 2021-2025 period and a scheme on cooperation in training cadres between the two Parties for 2021-2025.”
Two other stories that are not on the page or in PD, but should be noted are:
First, this one about the China-Solomon Islands security deal. This dominated the MoFA press briefing yesterday.
Second, the meeting between China’s Vice Foreign Minister Le Yucheng and Russian Ambassador to China Andrey Ivanovich Denisov. The Chinese readout of the meeting said:
“Le Yucheng said that under the guidance of President Xi Jinping and President Vladimir Putin, China and Russia maintain high-level development of the comprehensive strategic partnership of coordination for a new era and continue to deepen cooperation in various fields. In the first quarter of this year, the bilateral trade volume between China and Russia reached 38.2 billion US dollars, an increase of nearly 30 percent, fully demonstrating the great resilience and internal dynamism of bilateral cooperation. No matter how the international landscape may change, China will continue to strengthen strategic coordination with Russia for win-win cooperation, jointly safeguard the common interests of the two countries and promote the building of a new type of international relations and a community with a shared future for mankind. Denisov said, Russia always regards developing relations with China as its diplomatic priority and is ready to further deepen bilateral comprehensive strategic coordination and all-round practical cooperation in the direction set by the two heads of state, so as to continuously benefit the two peoples and safeguard international equity and justice. The two sides also exchanged views on deepening China-Russia cooperation within the framework of the BRICS and the Shanghai Cooperation Organization as well as the situation in Ukraine and other international and regional issues of common concern.”
Page 4: There’s a report on the State Council’s joint prevention and control mechanism. Wu Liangyou, deputy director of the NHC’s Bureau of Disease Prevention and Control, said that the most recent wave of the epidemic has begun to stabilise, but the cross-regional spread of the virus remains serious, and achieving the goal of dynamically clearing cases remains an arduous task. Wu added that the epidemic situation in Hebei, Jiangsu, Zhejiang, Anhui, Guangdong, Fujian, Liaoning and other provinces has generally stabilised. The epidemic situation in Jilin City has continued to improve and is on a downward trend. The epidemic situation in Changchun City has shown a downward trend. In Shanghai, he said that the risk of community transmission is still high and the prevention and control situation is still severe.
Also note that Health Minister Ma Xiaowei has authored a piece in Study Times calling for adhering to the zero-COVID policy. This report on the piece says:
“Faced with the highly transmissible Omicron strain, the country should roll out the strictest, most thorough and resolute measures to coordinate comprehensive steps and cut transmission in the shortest possible time, he wrote in a signed article published on Monday. Relaxing COVID-19 disease control measures will threaten to stretch the country's unevenly distributed medical systems too thin and hurt its large number of elderly and vulnerable people, he said. In the article, Ma made it clear that China has entered the fourth stage of its battle against the disease. The first three phases covered the epidemic centering in Hubei province; exploring and implementing regular disease control measures; and initiating the dynamic zero-COVID strategy. While urging unswerving adherence to the dynamic zero-COVID strategy, Ma said upgraded measures are needed in the current stage, such as adding antigen tests to mass screening campaigns and expanding the capacity of quarantine facilities and makeshift hospitals.”
Also, there’s another commentary on the page stressing that lying flat is not an option for China.
Page 11: Today, we have a big piece by Lin Wu, Party Secretary of Shanxi Province, discussing the overall national security concept. Unlike Jiangsu Party Secretary Wu Zhenglong yesterday, Lin’s first big point is about defending the Two Establishments and achieving the two safeguards.
Lin starts by talking about Xi Jinping’s visit to Shanxi ahead of the Chinese New Year. He says that the local cadres have insisted on studying and implementing the spirit of General Secretary Xi Jinping’s instructions following his inspection of Shanxi “as an important political task.” He talks about there being a “wave of learning and publicity” work after the passage of the history resolution at the 6th Plenum. He adds that the leadership in the province has “guided party members, officials and the general public in Shanxi to translate their ideological consensus into conscious actions and practical results, and ensured that the spirit of General Secretary Xi Jinping’s important instructions took root and bore fruit in Shanxi.” 我们牢记总书记殷殷嘱托,坚持摸透实情、真抓实干,引导全省党员干部群众将思想共识转化为贯彻落实的自觉行动和实际成效,确保习近平总书记重要指示精神在山西落地生根、开花结果。
This, as per Lin, has meant doing three key things:
First, establishing an understanding of the “overall situation.” This means keeping the domestic and external situations in mind, keeping in mind 国之大者, taking national interests as the priority, etc. The example Lin offers is of Shanxi exporting power to other regions.
Second, being prepared for danger in times of peace. This relates to ideological work but also risk forecasting, prevention and defusing risks. Lin writes that the Theory Learning Center Group of the Provincial Party Committee promptly followed up and studied General Secretary Xi Jinping's important exposition on national security work and the spirit of relevant meetings of the Politburo, and drove party committees at all levels to establish their ideological consciousness and action consciousness of studying and implementing the overall national security concept. The provincial party committee conscientiously implements the major national security decision-making arrangements of the CPC Central Committee, studies and implements opinions in time, and formulates action measures; many special studies have been conducted on major national security issues, and grassroots research has been conducted to grasp the truth. Third, he talks about Shanxi’s function as the “moat” 护城河 for the capital Beijing.
