He added that “the peaceful development of cross-strait relations is the correct path to maintain peace and stability across the Taiwan Strait, promote common development, benefit compatriots on both sides of the strait, and lead to national rejuvenation. ‘Taiwan independence’ is incompatible with peace across the Strait. We must resolutely oppose ‘Taiwan independence’ separatist activities and interference by external forces. The report adds that “Andrew Hsia, vice chairman of the Chinese Kuomintang (KMT) party, said at the conference that the KMT is committed to the political foundation of upholding the 1992 Consensus and opposing ‘Taiwan independence,’ and will promote cross-Strait economic and cultural exchanges and cooperation, while working for cross-Strait peace and stability.”
Andrew Hsia also met with Song Tao, who heads the Taiwan Affairs Office. Xinhua reported:
“Song called for advancing exchanges and cooperation as well as the integrated development across the Taiwan Strait, and promised utmost efforts to meet the needs of Taiwan compatriots and help them overcome difficulties. On the common political foundation of adhering to the 1992 Consensus and opposing ‘Taiwan independence,’ the mainland is willing to strengthen exchanges and mutual trust with the KMT to promote the peaceful development of cross-Strait relations and reunification of the motherland, Song said. Hsia, who is here to attend the 15th Straits Forum, said adhering to the 1992 Consensus and opposing ‘Taiwan independence’ has been the KMT's long-held position. He expressed the hope that the CPC and the KMT will continue to strengthen cooperation, benefit more people at the primary level with cross-Strait exchanges, and jointly contribute to the sound development of cross-Strait relations and the peace and stability in the Taiwan Strait.”
Away from this, on the front page today is a feature article talking about the importance of growing farmers’ incomes as a priority outlined by Xi Jinping. It quotes Xi as having said that “We must persist in taking increasing farmers' income as the central task of the work concerning agriculture, rural areas and farmers (the three rurals), and do everything possible to broaden the channels for farmers to increase their income and become rich.” 要坚持把增加农民收入作为‘三农’工作的中心任务,千方百计拓宽农民增收致富渠道. It emphasises that Xi Jinping has “special affection” for farmers. This is underscored through a couple of anecdotes from Xi’s engagements with farmers during his visits to rural areas.

The editorial today says:

Page 3: Let’s begin with Secretary of State Antony Blinken’s ongoing visit to China. He landed in Beijing yesterday and will be departing today. So far, he’s had a very long meeting Foreign Minister Qin Gang and another one with Wang Yi on Monday.
The Chinese readout of the Blinken-Qin meeting said:
“Qin pointed out that the China-U.S. relationship is at the lowest point since its establishment. This does not serve the fundamental interests of the two peoples or meet the shared expectations of the international community. China’s policy toward the U.S. remains consistent and stable. It is fundamentally guided by the principles of mutual respect, peaceful coexistence and win-win cooperation put forward by President Xi Jinping. These principles should also be the spirit jointly upheld, the red line jointly defended and the goal jointly pursued by both sides. China is committed to building a stable, predictable and constructive relationship with the U.S. China hopes that the U.S. will adopt an objective and rational perception of China, work with China in the same direction, uphold the political foundation of China-U.S. relations, and handle unexpected and sporadic events in a calm, professional and rational manner. The two sides should deliver on the common understandings reached by President Xi and President Biden in Bali in letter and spirit, and work to stabilize and steer the relations back to the right track. Qin expounded on China’s firm position and raised clear demands on the Taiwan question and other core interests and major concerns. Qin pointed out that the Taiwan question is the core of China’s core interests, the most consequential issue and the most pronounced risk in the China-U.S. relationship. The Chinese side urged the U.S. side to abide by the one-China principle and the three China-U.S. joint communiqués, and truly deliver on its commitment of not supporting ‘Taiwan independence.’”
“The two sides had candid, in-depth and constructive talks at length on the overall bilateral ties and important issues.
Both sides agreed to jointly implement the important common understandings reached by the two presidents in Bali, effectively manage differences, and advance dialogue, exchanges and cooperation. (Comment: The question is whether the understanding is common?)
Both sides agreed to maintain high-level interactions. Secretary Blinken invited State Councilor and Foreign Minister Qin to visit the U.S., and Qin expressed his readiness to make the visit at a mutually convenient time.
Both sides agreed to keep moving forward consultations on the guiding principles of China-U.S. relations. (This idea to arrive at new principles was part of the outcomes from Bali. This is the crux of the issue - can the two sides agree on a new modus vivendi?)
Both sides agreed to continue advancing consultations through the joint working group to address specific issues in the relations. (This should open the door for more higher-level official engagement)
Both sides agreed to encourage more people-to-people and educational exchanges, and had positive discussions on increasing passenger flights between the two countries.
Both sides welcomed more mutual visits by students, scholars and business people, and agreed to provide support and facilitation to this end. (Comment: This was perhaps the most expected outcome after Xi Jinping’s remarks to Bill Gates. Xinhua reported: “You're the first American friend I've met in Beijing this year,’ Xi told Gates, noting that people should travel and communicate more to increase their understanding as the world emerges from the COVID-19 pandemic. ‘The foundation of China-U.S. relations lies in the people. We have always placed our hope on the American people and wish all the best for the friendship between the two peoples,’ Xi said.”)
The two sides also exchanged views on major international and regional issues of mutual interest.”
The US readout said:
“Secretary of State Antony J. Blinken held candid, substantive, and constructive talks today with People’s Republic of China (PRC) State Councilor and Foreign Minister Qin Gang in Beijing. The Secretary emphasized the importance of diplomacy and maintaining open channels of communication across the full range of issues to reduce the risk of misperception and miscalculation. The Secretary raised a number of issues of concern, as well as opportunities to explore cooperation on shared transnational issues with the PRC where our interests align. The Secretary made clear that the United States will always stand up for the interests and values of the American people and work with its allies and partners to advance our vision for a world that is free, open, and upholds the international rules-based order. The Secretary and State Councilor and Foreign Minister Qin also noted the importance of facilitating exchanges between the people of the United States and the PRC. The Secretary invited State Councilor and Foreign Minister Qin to Washington to continue the discussions, and they agreed to schedule a reciprocal visit at a mutually suitable time.”
NYT reports: “The talks between Mr. Blinken and Mr. Qin ran five and a half hours, one hour longer than scheduled. The two men and their aides then had a stroll together and a working dinner for two hours, State Department officials said.”
Next, there’s a commentary on the issue of GSI and human rights. This one focuses on the security aspect of Xi Jinping’s letter to the recent Forum on Global Human Rights Governance. Xi had said that “at a time of severe challenges facing the global human rights governance, China stands for safeguarding human rights with security, respecting the sovereignty and territorial integrity of all countries, calling on all countries to follow the path of peaceful development, and putting into action the Global Security Initiative.”
The article says that GSI provides “a Chinese solution for maintaining a secure environment for human rights protection.”

It says that in the cluster, Saudi Aramco is building an oil refinery with a daily output of 400,000 barrels of oil, and the Jazan gas turbine combined-cycle power station is its supporting facility. This project was undertaken by Shandong Electric Power Construction Co., Ltd. and Nuclear Power Engineering Company, a subsidiary of Power Construction Corporation of China. It says that “at present, the construction tasks of all five units of the project have all been completed, and the gas turbine ignition of Unit 4 and the system debugging of Unit 5 are carried out in an orderly manner.”
An official working on the project is quoted as saying that “the project promotes the local economic development in Saudi Arabia by purchasing a large amount of equipment and materials from local suppliers.” Also, “during the peak period of construction, the Jazan Gas Turbine Combined-cycle Power Plant Project recruited more than 300 Saudi employees.” The piece also informs that “refineries and power stations need seawater cooling.
