Page 1: At the top of the page is a report on Xi Jinping’s message of condolence following the death of Iranian President Embrahim Raisi in a helicopter crash. Xi wrote that “Raisi's tragic death is a great loss to the Iranian people, and the Chinese people also lost a good friend”. Next, there’s a new column series that is being started in the paper today, discussing insights from the frontlines of the work being done to build Chinese-style modernisation. The first story is about the changes taking place at an agricultural demonstration park in Bayannur city in Inner Mongolia. Xi had visited the park in June last year. The report basically talks about the adoption of new technologies, such as unmanned seeders powered by Beidou navigation systems, use of drip irrigation, use of better seed varieties, and use of drones for collecting data, etc. The second report in this new column series talks about a grain production demonstration area in Xiejiapu Town, Changde City, in Hunan Province. Xi visited this place in March this year.
Next, there’s a report with data from NBS, saying that in Q1, industrial enterprises above designated size achieved a total profit of 1.5 billion yuan, a year-on-year increase of 4.3%. Other key data points:
The operating income of industrial enterprises above designated size increased by 2.3% year-on-year, this was 1.2 percentage points faster than that of the previous year. =
High-tech manufacturing profits increased by 29.1% year-on-year; the growth rate was 24.8 percentage points higher than the industrial average. In terms of industries, the profits of the communication terminal equipment industry increased by 3.47 times year-on-year; the profits of the integrated circuit, display devices, and computer manufacturing industries increased by 10.83 billion yuan, 7.61 billion yuan, and 4.80 billion yuan, respectively year-on-year.

The profits of the electronics and automobile industries increased by 82.5% and 32.0%, respectively, year-on-year

Moving on, there is a report with comments from the folks speaking at Xinhua’s China Economic Roundtable. It’s not surprising that the issue of “overcapacity” was the hot topic. There are five broad points that the panellists and officials are making:
First, China’s new energy sector exports do not constitute overcapacity, since they predominantly cater to domestic demand. Also, who is to say what is overcapacity?
Second, China’s new energy products are important for global green transformation.
Third, China’s new energy sector has grown and is competitive not because of subsidies but because the country has a massive market and boasts of a complete industrial chain, and because of the long-term innovative development and hard work of Chinese enterprises.
Fourth, US actions are fundamentally aimed at containing China’s development.
Fifth, the real threat is not overcapacity in China but trade protectionism by the West.
Some examples of these points:
“Officials and experts participating in the ‘China Economic Roundtable’ believe that the view that high exports means ‘overcapacity’ is ‘completely untenable’. ‘To equate China's high export of new energy products with “overcapacity” is illogical and contrary to common sense. It is also seriously inconsistent with objective facts’. Ding Weishun, deputy director of the Political Research Office of the Ministry of Commerce, said that on the one hand, the emergence and development of international trade essentially imply the international division of labour and cooperation between countries based on the comparative advantages of different industries; on the other hand, issues of supply and demand must be viewed from a global perspective, not just from the perspective of a single country.” Ding added: “Developed countries such as the United States, Europe and Japan have long exported a large number of products to the world. For instance, 80 percent of U.S.-manufactured chips are exported, 50 percent of Japanese cars are sold overseas, and nearly 80 percent of Germany’s auto output is shipped to foreign markets. In contrast, China predominantly caters to its domestic market and China’s NEV exports constitute a small portion of its total production. “In the first quarter of 2024, China’s new energy vehicle production and sales increased by 28.2% and 31.8%, respectively year-on-year; solar cell output increased by 20.1%; and photovoltaic-related polycrystalline silicon, monocrystalline silicon and other output increased by more than 50%...But at the same time, some American politicians and media have claimed that China’s new energy products sell well because of domestic subsidies, and have exaggerated the argument that ‘Chinese product exports threaten the industrial development of other countries’. Does the advantage of China’s new energy products rely on subsidies? Where does competitiveness come from? “Experts pointed out that the United States repeatedly harping on the so-called ‘overcapacity’ in China is essentially another form of the ‘China shock theory’ and the ‘China threat theory.’ It is yet another version of politicizing, securitizing, and ideologizing economic and trade issues. ‘Hyping China's new energy overcapacity is a clear double standard behaviour,’ said Qu Fengjie, who argued that the United States is ‘rehashing the same old story’ to create a new narrative trap targeting China. Page 3: Chinese foreign minister Wang Yi is in Kazakhstan. SCO Foreiugn Ministers will be meeting in Astana today. Prior to this, Wang’s meeting with President Kassym-Jomart Tokayev is covered in the paper today. Wang also met with Foreign Affairs Murat Nurtleu. Xinhua’s report on the Wang-Tokayev meeting says:
“Tokayev asked Wang to convey his sincere greetings to Chinese President Xi Jinping, noting that China's international status continues to rise and its role in the world is increasingly significant. The country is making greater contributions to global peace and stability, and the international community is paying more attention to China's voice. Kazakhstan firmly adheres to the one-China principle, a position that will never change as no country should be divided, Tokayev said, adding that Kazakhstan is a trustworthy partner for China, steadfastly supporting the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by Xi. Tokayev said that Kazakhstan is willing to maintain close high-level exchanges with China, enhance the strategic alignment of the Belt and Road Initiative with the construction of the Middle Corridor, promote greater development in bilateral economic, trade, and cultural cooperation, and engage in closer and more efficient collaboration on international issues with China.”
Wang said that “China will continue to firmly support Kazakhstan in safeguarding its independence, sovereignty and territorial integrity, support President Tokayev's series of development strategies and important measures, and resolutely oppose any external forces interfering in Kazakhstan's internal affairs.” He added that “China's development represents a growing peaceful force in the world, enhances stability and strengthens the capabilities of developing countries and emerging economies.” He also said that “China is willing to be a reliable and long-term partner, supporting the diversification of Kazakhstan's economic development and promoting cooperation in emerging industries such as e-commerce, new energy and artificial intelligence.”
The report on Wang’s meeting with Nurtleu says:
China deeply appreciates that Kazakhstan has reaffirmed its adherence to the one-China principle, and that Kazakhstan views Taiwan as an inseparable part of China's territory
Following the floods in Kazakhstan, China is willing to continue providing as much help as possible to assist in the reconstruction work
Bilateral trade reached $41 billion last year, achieving the target set by the two heads of state seven years ahead of schedule. To date, 26 out of the 45 capacity cooperation projects have been completed, in such sectors as mining and metals, energy resources, machinery manufacturing, building materials, chemicals and infrastructure construction. Cooperation in oil and gas and nuclear energy is also accelerating.
The two sides will further solidify the foundation of cooperation in traditional sectors such as trade, investment, energy, connectivity, and agriculture, and continue to create new highlights in new quality productive forces such as financial services, artificial intelligence, digital economy, new energy and other innovative fields. China is keen to increase imports of high-quality agricultural products from Kazakhstan.
Both sides actively support the construction of the Trans-Caspian International Transport Corridor, which they believe is crucial for promoting connectivity across the Eurasian continent. To this end, it is necessary to advance relative infrastructure construction and strengthen coordination among the involved countries. China and Kazakhstan are discussing the construction of a third cross-border railway and will further utilize the capabilities of the Xi'an Land Port, Lianyungang Logistics Base, and Dongdamen Dry Port to explore the potential of their transit transport capacities.
The two sides will utilize platforms such as the Luban Workshop, Confucius Institutes, and the Northwestern Polytechnical University campus in Kazakhstan to accelerate the establishment of cultural centers, encourage more sister province and city relationships, deepen exchanges in think tanks, media, arts, and continuously enhance mutual understanding and friendship between the peoples.
Both sides emphasized the need to steadfastly uphold the UN-centered international system and the international order based on international law as the global situation is witnessing profound changes and chaos. They will work to advance the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, unequivocally oppose unilateralism and hegemonic behaviors, and promote the development of global governance towards a more just and reasonable direction.
Prior to this, Wang was in Tajikistan, where he met his Tajik counterpart Sirojiddin Muhriddin. Xinhua reports that Wang highlighted five points for promoting cooperation:
Firstly, the two sides will continue to firmly support each other's core interests.
Secondly, the two sides will continue to tap the broad potential for mutually beneficial cooperation. The two sides are willing to explore new measures to further increase the scale of trade and expand agricultural cooperation, and speed up major connectivity projects between the two countries such as the construction of key sections of the China-Tajikistan highway, he said, adding that China will actively consider importing more high-quality Tajik agricultural products.
Thirdly, the two sides are ready to accelerate the two-way flow of people-to-people exchanges. China proposes to establish a streamlined personnel exchange platform with Tajikistan, including the issuance of 10-year multiple-entry visas for short-term visitors, such as those for business and family visits, to further facilitate personnel exchanges.
Fourthly, the two sides will steadfastly safeguard regional security and stability. China and Tajikistan will enhance exchanges and consultations on counter-intervention, and collectively guard against ‘color revolution’, Wang said, adding that China supports the establishment of a Shanghai Cooperation Organization (SCO) anti-drug center in Dushanbe.
Fifthly, the two countries will also maintain close multilateral coordination.
Next, there’s a brief report on Vice Premier He Lifeng meeting with Saudi Minister of Finance Mohammed bin Abdullah Al-Jadaan. The report says nothing, really. Instead, there are more details in this Saudi Gazette report. It says that “the Saudi delegation included Deputy Minister of Finance Abdul Mohsen Al-Khalaf, along with senior officials from the Saudi Central Bank, Capital Market Authority, and the National Center for Privatization. Representatives from ZATCA, the National Development Fund, the Saudi Fund for Development, and the National Infrastructure Fund were also present.”
Minister Al-Jadaan met with his Chinese counterpart, Lan Fuan. Together, they discussed enhancing financial, trade, and investment cooperation.
Al-Jadaan held a meeting with Wu Qing, the Chairman of the Chinese Securities Regulatory Commission, where they reviewed the most significant developments in global financial markets.
Minister Al-Jadaan and Minister Lan Fuan co-chaired the third meeting of the Finance Subcommittee of the High-Level China-Saudi Joint Committee. This session emphasized the deepening financial ties aligned with the economic strategies of both countries.
Deputy Minister Al-Khalaf also chaired a roundtable with Chinese Vice Minister of Finance Liao Min. Organized by the Chinese Ministry of Finance and the China Development Bank, in cooperation with the China Investment Corporation, the dialogue delved into bilateral investment and infrastructure development possibilities.
Next, there’s a report on Chinese Defense Minister Dong Jun’s meeting with Chief of the South African Navy Monde Lobese in Beijing. Dong said that “both sides should further enhance strategic communication, deepen cooperation, and work together to address risks and challenges”.
Next, there’s a report on Chinese Vice Premier Liu Guozhong’s visit to Bishkek. Xinhua says that Liu met with Kyrgyz President Sadyr Japarov and Prime Minister Akylbek Japarov. The report adds that Liu also visited the Confucius Institute at Bishkek State University, Altynken mining project and the renovation projects of the municipal road network in Bishkek.
Finally, there’s a report (English report) on the visit by CPPCC NC vice chair Shen Yueyue to Turkmenistan. She met with Turkmen President Serdar Berdimuhamedov.
Page 4: The entire page is dedicated to developments related to Taiwan. First, let’s look at Lai Ching-te’s comments related to the PRC during his inaugural speech.
“The future of cross-strait relations will have a decisive impact on the world. This means that we, who have inherited a democratic Taiwan, are pilots for peace. Our government will uphold the Four Commitments, neither yield nor provoke, and maintain the status quo. I also want to call on China to cease their political and military intimidation against Taiwan, share with Taiwan the global responsibility of maintaining peace and stability in the Taiwan Strait as well as the greater region, and ensure the world is free from the fear of war. Taiwanese are a peace-loving people who treat others with kindness. I have always believed that if the leader of a country puts the people's welfare above all, then peace in the Taiwan Strait, mutual benefits, and prosperous coexistence would be common goals. Therefore, I hope that China will face the reality of the Republic of China's existence, respect the choices of the people of Taiwan, and in good faith, choose dialogue over confrontation, exchange over containment, and under the principles of parity and dignity, engage in cooperation with the legal government chosen by Taiwan's people. This can start from the resumption of tourism on a reciprocal basis, and enrollment of degree students in Taiwanese institutions. Let us together pursue peace and mutual prosperity.”
“My fellow citizens: As we pursue the ideal of peace, we must not harbor any delusions. So long as China refuses to renounce the use of force against Taiwan, all of us in Taiwan ought to understand, that even if we accept the entirety of China's position and give up our sovereignty, China's ambition to annex Taiwan will not simply disappear. In face of the many threats and attempts of infiltration from China, we must demonstrate our resolution to defend our nation, and we must also raise our defense awareness and strengthen our legal framework for national security. This means actively promoting the Four Pillars of Peace action plan: strengthened national defense; improved economic security; stable and principled cross-strait leadership; and values-based diplomacy. By standing side-by-side with other democratic countries, we can form a peaceful global community that can demonstrate the strength of deterrence and prevent war, achieving our goal of peace through strength.”
While on this, do check out the international presence at Lai’s inauguration. Over 500 individuals across 51 delegations were present.
In PD today, we have the response to Lai’s speech by the Taiwan Affairs Office of the State Council. Spokesperson Chen Binhua said that “the current situation in the Taiwan Strait is complex and severe”. He added:
“The root cause of this is that the DPP stubbornly adheres to the separatist stance of ‘Taiwan independence’, refuses to recognize the ‘1992 Consensus’, which embodies the one-China principle, and colludes with external forces to continuously pursue ‘independence’ provocations. Today's speech by the leader of the Taiwan region stubbornly adheres to the stance of ‘Taiwan independence’, vigorously promotes the fallacy of separatism, incites cross-strait confrontation, and attempts to ‘rely on foreign countries to seek independence’ and ‘use force to seek independence’. Peace rather than war, development rather than recession, exchanges rather than separation, cooperation rather than confrontation are the mainstream public opinions on the island. The leader of the Taiwan region, disregarding public opinion, has gone against the tide, sending dangerous signals of ‘independence’ provocations and undermining peace and stability in the Taiwan Strait. This fully exposes his true nature of being ‘a worker for Taiwan independence’.” 国务院台办发言人陈斌华20日就台湾地区领导人“5·20”讲话中有关两岸关系内容表示,当前,台海形势复杂严峻,根源在于民进党顽固坚持“台独”分裂立场,拒不承认体现一个中国原则的“九二共识”,勾连外部势力不断进行谋“独”挑衅。今天台湾地区领导人的讲话,顽固坚持“台独”立场,大肆宣扬分裂谬论,煽动两岸对立对抗,妄图“倚外谋独”“以武谋独”。要和平不要战争、要发展不要衰退、要交流不要分离、要合作不要对抗,是岛内的主流民意。台湾地区领导人罔顾民意、逆流而动,释放了谋“独”挑衅、破坏台海和平稳定的危险信号,充分暴露了其“台独工作者”的本性。
Chen added: “We have firm determination to resolve the Taiwan question and realize national reunification; we have strong capabilities to safeguard national sovereignty and territorial integrity; and we will take resolute actions to fight separatist activities seeking 'Taiwan independence' and external interference. We will never tolerate any 'Taiwan independence' separatist acts in any form.”
Separately, in response to a media query about the United States and a few other countries' decision to send people to attend Lai’s inauguration, Chen said: “We firmly oppose any form of official exchanges between China's Taiwan region and the United States and other countries that have diplomatic relations with China. We strongly condemn any interference in Taiwan affairs under any pretext or by any means...We urge the U.S. side and relevant countries to immediately correct their mistakes and stop sending wrong signals to separatist forces seeking 'Taiwan independence'.”
Next, we first have Wang Yi’s comments. He stressed that “the one-China principle is the solid anchor for peace and stability in the Taiwan Strait…there is only one China in the world, and Taiwan is part of China. This is a historical and legal fact. No matter how the situation in Taiwan changes, it cannot change this fact.” 王毅指出,一个中国原则不可违。世界上只有一个中国,台湾是中国的一部分,这是历史和法理事实。无论台湾岛内局势如何变化,都改变不了这一事实.
“Anyone who attempts to challenge the one-China principle will ultimately fail. Each time they stir up trouble, the international community’s consensus on adhering to one-China is strengthened, and its understanding and support for China's position is enhanced. This exemplifies the principle that those who uphold justice receive extensive support, while those who do not receive little.” 任何人妄图挑战一个中国原则,都将以失败告终。他们每兴风作浪一次,国际社会坚持一个中国的共识就巩固一分,对中方立场的理解支持就增进一分。这就是得道多助、失道寡助的道理.
“‘Taiwan independence’ separatist actions constitute the most serious challenge to the international order, the most dangerous change to the status quo in the Taiwan Strait and the most significant damage to peace in the Taiwan Strait. The one-China principle is the political basis and premise for China to develop its relations with other countries in the world; it is also the anchor for maintaining peace in the Taiwan Strait.” “台独”分裂行径,构成对国际秩序最严重的挑战,是对台海现状最危险的改变,也是对台海和平最重大的破坏。一个中国原则是中国发展与世界各国关系的政治基础和前提,也是维护台海和平的定海神针.
“The trend of China's reunification is irreversible. The Chinese nation shares a common belief that the territory must not be divided, the country must not fall into chaos, the nation must not be scattered, and the civilization must not be interrupted. This is the historical inevitability and internal logic behind China’s eventual and inevitable reunification. The Taiwan issue is an internal matter of China, and achieving complete national reunification is the unanimous demand of all Chinese people, a historical trend that no force can stop”. 中国统一的大势不可逆。中华民族有着国土不可分、国家不可乱、民族不可散、文明不可断的共同信念,这是中国终将统一、必将统一的历史必然和内在逻辑。台湾问题是中国的内政,实现国家完全统一,是全体中华儿女的一致要求,也是任何势力都无法阻挡的历史大势。
Also on the page is a comment from yesterday's foreign ministry press conference. Wang Wenbin also talked about the one-China principle and then said:
“The political manipulation and self-serving stunts on the Taiwan question by certain politicians in a handful of countries grossly interfere in China’s internal affairs and violate the one-China principle. China strongly condemns this and will take all necessary measures to firmly uphold national sovereignty and territorial integrity. Nothing shall hold hack the trend of history. The pursuit of ‘Taiwan independence’ is a dead end. External interference in China’s internal affairs and encouragement and support for ‘Taiwan independence’ will lead nowhere. Using Taiwan to contain China is doomed to failure. The Chinese people’s just cause of opposing ‘Taiwan independence’ separatism and striving for national reunification will enjoy wider and wider understanding and support from the international community. The day will come when China will be fully reunified.”
Finally, there’s an article bylined Zhong Yiping, which attacks Lai directly. It says that Lai’s speech “incited cross-strait antagonism and confrontation”. The author writes that:
Lai “made provocative remarks in his speech on May 20, peddling the ‘two-state theory’ and advocating that ‘the two sides across the strait are not subordinate to each other.’ The speech was full of sinister intentions of ‘relying on external forces to seek independence’ and ‘using force to seek independence’. It once again exposed his stubborn stance of ‘Taiwan independence’. Such empty rhetoric cannot deceive the world; instead, it will only add another mark on the pillar of shame for him having betrayed the country.” 大肆宣扬分裂谬论,煽动两岸对立对抗,台湾地区领导人赖清德在其5月20日的讲话中大放厥词,贩卖“两国论”、鼓吹“两岸互不隶属”,充斥着妄图“倚外谋独”“以武谋独”的险恶用心,再次暴露其“台独”的顽固立场,一纸空文欺骗不了世人,只会在卖国祸台的耻辱柱上再次记上一笔.
The article then sharpens the attack on Lai. “Lai Ching-te, who calls himself a ‘Taiwan independence worker’, has long been engaged in ‘Taiwan independence’ activities. Working under the banner of peace, he is the ultimate rogue/scoundrel. To talk about cross-Straits dialogue and exchanges while attempting to seek ‘independence’ by all kinds of despicable means is nothing short of deception. Wantonly destroying peace and stability in the Taiwan Strait region, advocating for ‘achieving peace through strength,’ is an act of complete self-deception and deceiving others. Lai Ching-te pulled up a big banner to embolden himself; he has gone to extremes in reversing black and white, smearing and attacking, and pandering to foreign interests; his purpose is to present a ‘letter of allegiance’ to foreign masters, to ultimately ensnare the people of Taiwan onto his ‘Taiwan independence’ bandwagon. If you insist on taking the evil path of provocation and confrontation, you are destined to hit the southern wall.” 自称“台独工作者”的赖清德,长期干着“台独”的勾当,却打着和平的旗号,可谓是无赖至极。一边以各种卑劣手段企图谋“独”,一边奢谈两岸对话交流,完全是招摇撞骗。大肆破坏台海地区和平稳定,鼓吹“靠实力达到和平的目标”,完全是自欺欺人。赖清德拉大旗给自己壮胆,极尽颠倒黑白、抹黑攻击、媚外卖台之能事,其目的就是要向外国主子纳“投名状”,就是要把台湾民众绑架到其“台独”战车上。一心走挑衅对抗的邪路,注定要撞南墙.
The next paragraph goes back to this historical argument to say that Lai has forgotten the “bloody and tearful history of Taiwan's oppression by colonial rule”. It adds that Lai has gone as far as “even recognizing thieves as his fathers, while willingly serving as a pawn for foreign anti-China forces to contain China.” 赖清德对台湾自古以来就属于中国一部分的历史事实置若罔闻,将台湾地区被殖民统治压迫的斑斑血泪史忘到了九霄云外,甚至认贼作父,甘当外国反华势力遏制中国的棋子.
It says that the DPP authorities stubbornly adhere to the separatist stance of ‘Taiwan independence’ and refuse to recognize the ‘1992 Consensus’, which embodies the one-China principle.
