“‘The current world economic development is in a difficult period of multiple complicated shifts,’ Li said. He called on all parties to strengthen confidence and stabilize expectations, and in particular, to keep a broad vision and take a long-term view, so as to address risks and challenges. ‘It's like traveling on a rainy day. If you always look down at your feet, you will only see mud all over the ground. If you can often look up ahead, you can see the rainbow after the rain,’ Li said. He also called on all parties to enhance consensus, strengthen cooperation and jointly promote global economic recovery.”
He added that going forward “while maintaining a certain growth rate, China’s economy will accelerate reform in quality, efficiency and driving force, strive to achieve development of higher quality, and make people's lives better.” This, he said, will provide a “new driving force for world economic growth and broad space for foreign companies to develop in China.”

Third, Zhao Leji, chairman of the National People's Congress Standing Committee, held talks with with Vietnam's National Assembly chairman Vuong Dinh Hue. Xinhua reports:
Zhao “said China is ready to work with Vietnam to consolidate the traditional friendship, adhere to high-level strategic guidance, strengthen strategic communication, deepen mutually beneficial cooperation, cement public support for the friendship between the two countries, commit to the path of socialism suited to their respective national conditions, and build a China-Vietnam community with a shared future that bears strategic significance. China's whole-process people's democracy is a new form of political civilization created by the people under the leadership of the CPC, Zhao said, adding that China is willing to work with Vietnam to uphold and develop socialist democracy, and to showcase the advantages and bright prospects of the socialist system.”
He also called to strengthen exchanges and cooperation among special committees, friendship groups, deputies and local legislative bodies, and for the two bodies to provide legal and policy support for pragmatic cooperation between the two countries.
Fourth, Vice President Han Zheng met with Honduran Foreign Minister Eduardo Reina in Beijing.
Xinhua reports: “President Xi Jinping attaches great importance to China-Honduras relations and welcomes President Castro to visit China as soon as possible to jointly draw a blueprint for bilateral relations, Han said. The establishment of diplomatic relations between China and Honduras meets the trend of the times, and is in line with the fundamental interests of the two countries and the two peoples, Han said. China stands ready to work with Honduras to carry out exchanges concerning state governance, and welcomes Honduras to join the Belt and Road cooperation to turn complementary strengths into the energy of comprehensive cooperation, he added. China is willing to work with Honduras to enhance coordination and cooperation in international affairs, jointly safeguard the interests of developing countries and build a community with a shared future for humanity, said Han.”
Reina said that Honduras “will uphold the one-China principle.”
The Reuters report on what motivated Honduras’ decision is worth reading.
“Honduras denied on Wednesday it had demanded $2.5 billion in aid from Taiwan before its announcement to seek to open relations with China, instead saying the country had repeatedly requested Taiwan buy Honduran public debt. Honduras Foreign Minister Eduardo Enrique Reina told Reuters the $2.5 billion figure was ‘not a donation,’ but rather ‘a negotiated refinancing mechanism.’ A source familiar with the situation told Reuters earlier Wednesday Honduras had demanded the funds in aid from Taiwan the day before Honduran President Xiomara Castro tweeted her government would seek to open relations with China. Honduras is one of only 14 countries to maintain formal diplomatic ties with Chinese-claimed Taiwan and Beijing has been stepping up efforts to win over Taipei's remaining allies, saying that as a Chinese province the island has no right to state-to-state ties, which Taiwan strongly disputes…The source familiar with the situation confirmed a report by Taiwan's official Central News Agency that on March 13 the Honduran Foreign Minister Eduardo Enrique Reina had written to Taiwan's foreign ministry demanding the money. But Honduras did not wait for Taiwan's response before Castro sent her tweet, the report said. Reina denied the report, saying Taiwan was told verbally about the offer several times, and that he had sent a note to Taiwan "about a week" before Castro's announcement. Reina had said last week Honduras’ decision was partly because the Central American country was ‘up to its neck’ in financial challenges and debt - including $600 million it owes Taiwan. Reina told Reuters Wednesday interest rates were very high and ‘choking’ Honduras, and that the proposal was ‘related to finding a debt financing mechanism for (Taiwan) to buy (Honduran) debt’.”
Here is what MoFA’s Mao Ning said about this issue yesterday.
“Mao Ning: Establishing diplomatic ties with China is a political decision made by Honduras on the basis of the one-China principle and based on no preconditions. China highly appreciates the decision of Honduras. Diplomatic relations are not a bargaining chip. Over the past few years, when Panama, the Dominican Republic, El Salvador, and Nicaragua established or restored diplomatic relations with China, there were no preconditions whatsoever, neither were there any for Honduras. Now that we have established diplomatic ties with Honduras, China will, on the basis of the one-China principle, act in the spirit of mutual respect, equality, mutual benefit and common development, actively promote the mutually-beneficial cooperation in various fields with Honduras, and contribute to its economic and social development and the well-being of the local people. It is widely known that the DPP authorities are an expert of using dollar diplomacy. We would like to make this clear to the DPP authorities that “Taiwan independence” and dollar diplomacy have no future and any attempt to go against the trend of history will end in failure.”
Fifth, there’s a report on Li Xi’s comments at the conference on national discipline and inspection work. Li said:
“In order to better fulfil the duties and missions of inspection work in the new era and new journey, we must accurately grasp the new deployment and new requirements of the Party Central Committee and General Secretary Xi Jinping on inspection work. It is necessary to deepen political inspections, deeply understand the decisive significance of Two Establishments, and undertake the fundamental task of the two safeguards with a clear-cut stand. Li also issued instructions for inspections of centrally-managed state-owned enterprises, financial institutions and the General Administration of Sport of China.
For the centrally-managed SOEs, he said that the focus would be on the Party organisation’s adherence to the Party’s overall leadership and on identifying major contradictions and prominent problems that impede high-quality development.
For financial institutions, he called for a “review/look back” to thoroughly examine the actual actions and results of implementing the requirements of the last round of inspection and rectification, to urge financial institutions to combine inspection and rectification with studying and implementing the deployment requirements of the CPC Central Committee on financial reform and promote the resolution of outstanding problems in the financial field.
For the General Administration of Sport, Li called for addressing deep-seated institutional problems, corruption (especially in football) and to focus on implementing the major decision-making arrangements for building a sports power.

Finally, there’s a commentary marking the “64th anniversary of the democratic reform in Tibet.” The article argues that “In today’s Tibet, political stability, social stability, economic development, ethnic unity, religious harmony, border defence consolidation, and people living and working in peace and contentment present a thriving scene, which fully demonstrates the incomparable superiority of the socialist system.” The article, of course, argues that the “democratic reforms” in Tibet has been “a great feat that has truly benefited the people of all ethnic groups in Tibet.”
In terms of the new journey post the 20th Party Congress, the article says that “‘to govern the country well, we must first govern the frontiers well’. Tibet’s continued stability and rapid development are important contributions to the overall work of the Party and the country.” “治国必治边、治边先稳藏”,西藏实现持续稳定和快速发展是对党和国家工作大局的重要贡献.
It also calls for implementing the Party's strategy of governing Tibet in the new era; implement the new development concept; promote high-quality development; strengthen the construction of border areas; and do a good job in stability, development, ecology and strengthening the border…”
“We should insist on maintaining the unity of the motherland and strengthening ethnic unity as the focus and point of emphasis, seek long-term solutions and strengthen the foundation, constantly enhance the recognition of the people of all ethnic groups with the great motherland, the Chinese nation, Chinese culture, the Communist Party of China and Socialism with Chinese characteristics, and lay a solid ideological foundation for ethnic unity. Page 2: A couple of reports to note. First, a report (English report) informing that bond issuances in China totaled 5.47 trillion yuan (about $800 billion) in February. Treasury bond issuances amounted to 673 billion yuan, while local government bond issuances stood at 576.14 billion yuan.
Second, a report informing that Agricultural Bank of China’s outstanding inclusive loans exceeded 3 trillion yuan (about $436.6 billion) as of Monday. Xinhua reports: “The outstanding loans, which were issued to groups including small and micro enterprises, self-employed businesses and farmers, increased by 443.3 billion yuan from the beginning of the year, the bank said…Meanwhile, the bank has set up 500 institutions for inclusive financial services and nearly 10,000 credit service outlets for small and micro businesses across the country.”
Page 3: Lots of brief reports on the page. First, a report saying that Li Qiang will be attending the Boao Forum. Among the foreign leaders, the prime ministers of Singapore, Malaysia and Ivory Coast will be in attendance, along with IMF MD Kristalina Georgieva.
Second, there’s a report with foreign CEOs attending the China Development Forum praising the economic opportunities that China provides and expressing faith in the Chinese economy.
Third, there’s a commentary on strengthening solidarity and cooperation with developing countries. This is the third in this series. It says that “Over the past 60 years, China has dispatched 30,000 medical team members to 76 countries and regions around the world, treating 290 million patients. The piece adds that “it has always been a feature and tradition of New China’s diplomacy to treat developing countries with sincerity, courtesy and friendship. The next paragraph says

The next paragraph talks about the “practical things” that China has done for development in other countries. After this, the piece says that “China actively promotes exchanges with the young people of other developing countries to build a broad stage for their development and mutual learning. Fourth, Wang Yi met with Secretary-General of the Association of Southeast Asian Nations (ASEAN) Kao Kim Hourn. Wang expressed appreciation to Kao Kim Hourn for making China the first stop of his visits to non-ASEAN countries. Xinhua says:
“As ASEAN's largest neighbor, China has always supported ASEAN sincerely and selflessly, said Wang, adding that under the new circumstances, China will continue to firmly support ASEAN’s integration and community building, support its strategic independence and solidarity for development, and support maintaining the ASEAN-centered regional cooperation architecture. He added that the two sides should join hands to advance the noble cause of modernization for over 2 billion people in China and ASEAN. The two sides should push for alignment and cooperation between the Belt and Road Initiative and the ASEAN Outlook on the Indo-Pacific; build a common homeland that features peace, tranquility, prosperity, a beautiful environment, and friendship; and foster a closer China-ASEAN community with a shared future, said Wang. He also called for upholding the environment for peaceful development that has been shaped over the past decades, firmly rejecting the Cold War mentality, and opposing any attempt to stoke conflicts between major countries or camp-based confrontation, said Wang.”
Another report talks about Qin Gang’s meeting with Kao Kim Hourn. Xinhua reports:
“Qin said the stability and continuity of China's domestic and foreign policies and its cause of advancing national rejuvenation through Chinese modernization will inject more stability into regional peace and tranquility, and provide stronger driving force for regional development and prosperity. This year marks the 10th anniversary of China's proposal to foster a closer China-ASEAN community with a shared future and the 20th anniversary of China's accession to the Treaty of Amity and Cooperation in Southeast Asia. China and member states of ASEAN have coexisted peacefully and set an example of good neighborliness and friendship, Qin said. He expressed China's willingness to work with ASEAN to carry forward the purposes and principles of the UN Charter and the spirit of the Treaty of Amity and Cooperation in Southeast Asia to jointly defend regional rules and order. As the Regional Comprehensive Economic Partnership (RCEP) has fully entered into force, China hopes that the two sides will make good use of this opportunity to yield significant outcomes in the negotiations on Version 3.0 China-ASEAN Free Trade Area (FTA) as soon as possible, he said. China is ready to work with ASEAN to implement the Global Civilization Initiative and strengthen people-to-people exchanges to provide inexhaustible energy for mutually beneficial cooperation, Qin said. He pointed out that China is willing to work with ASEAN members to eliminate external interference, fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea, and reach an early agreement on the Code of Conduct in the South China Sea (COC), so as to provide institutional guarantee for building the South China Sea into a sea of peace, friendship and cooperation. Qin stressed that Myanmar is a member of the big ASEAN family, and that China supports ASEAN in playing constructive good offices relating to Myanmar in the ASEAN way.”
In the report, Kao Kim Hourn said that “ASEAN supports the Global Development Initiative proposed by China, agrees to exchanges and mutual learning among diverse civilizations, and is ready to cooperate with China on the implementation of relevant initiatives.”
Fifth, there’s a report on Qin Gang’s speech at the China Development Forum. I am looking at the detailed version on the MOFA website. So to address the four deficits, development, peace, governance and trust, we have the GDI, GSI and GCI. Should we also expect a new initiative to address the governance deficit or is this all that we are to get?
Qin talked about how over the years the idea of “a community with a shared future for mankind has transformed from concept to action, from vision to reality, providing an important pillar for maintaining world peace and stability, and injecting strong impetus into promoting global development.”
He added that “The construction of a community with a shared future for all offers China's solution to eliminating the world's security deficit. President Xi Jinping proposed GSI, advocating a new security path featuring dialogue rather than confrontation, partnerships rather than alliances, and win-win results rather than zero-sum competition, providing correct guidance for building a world of lasting peace and universal security. The community with a shared future for mankind has provided the world with Chinese dynamics to escape from the development dilemma. Today’s Chinese economy is deeply embedded and multi-dimensionally coupled with the world economy. President Xi Jinping proposed the GDI to promote cooperation among countries and promote sustainable development. The advantage of China’s super-large-scale market domestic demand potential being released will surely bring new and greater opportunities to the economic recovery and development of countries around the world. A community with a shared future for mankind provides Chinese wisdom for the world to avoid conflicts of civilisations.
