Page 1: The top story on the page is about the Politburo Standing Committee’s meeting to discuss the zero-COVID policy. The PBSC heard a report on the issue and Xi Jinping delivered a speech. But the article has no details on Xi’s comments or who made the report to the PBSC.
Xinhua English has a detailed report too. I am using the English report but also sharing the corresponding paragraphs from the Chinese-language report. It says:
“The meeting noted that new variants continue to emerge, the coronavirus pandemic is ongoing, and new outbreaks continue in China. China is a populous country with large vulnerable population groups, unbalanced regional development, and insufficient medical resources. The outbreaks in some parts of China are of a considerable scale, according to the meeting. It was noted that, due to the mutation of the virus and the climate during the winter and spring, the scope and scale of outbreaks may expand further, and the COVID-19 prevention and control situation remains grave. “It was stressed at the meeting that the decisions and plans of the CPC Central Committee ought to be carried out in full, accurately and comprehensively. The meeting underscored putting the people and their lives above all else, preventing both imported cases and domestic resurgences, and tenaciously pursuing the dynamic zero-COVID policy. The meeting also stressed ensuring effective COVID-19 containment, economic stability and development security, and effectively coordinating epidemic prevention and control with economic and social development. Xinhua’s English report is a little less detailed about the next bits. So I’ll use the Chinese text.
The meeting pointed out that it is necessary to adapt to the rapid spread of the virus, with greater efforts being made to effectively implement the principle of the ‘four earlys’ 四早, i.e., early detection, reporting, quarantine, and treatment, in order to prevent the spread of the virus and time taken to address outbreaks. 会议指出,要适应病毒快速传播特点,切实落实“四早”要求,以快制快,避免战线扩大、时间延长.
“We should concentrate our efforts on fighting the epidemic situation in key areas, take more resolute and decisive measures to deal with difficulties, curb the spread of the epidemic and restore normal production and living order as soon as possible; we must never adopt a wait and watch approach or have each go his own way. 要集中力量打好重点地区疫情歼灭战,采取更为坚决、果断措施攻坚,尽快遏制疫情扩散蔓延,尽快恢复正常生产生活秩序,决不能等待观望、各行其是.

“The meeting stressed that Party committees and governments at all levels should unify their thoughts and actions into the decision-making and deployment of the CPC Central Committee, fully understand the complexity, arduousness and repetitiveness of the anti-epidemic struggle, strengthen their responsibility, strengthen their fighting skills, be responsible and conscientious, go deep into the grassroots level and the front lines, do a solid job in all aspects of epidemic prevention and control, do a good job in ideological guidance and psychological counselling, and resolutely win the tough battle of normalised epidemic prevention and control.” 会议强调,各级党委和政府要把思想和行动统一到党中央决策部署上来,充分认识抗疫斗争的复杂性、艰巨性、反复性,强化责任担当,增强斗争本领,守土有责、守土尽责,深入基层、深入一线,抓实抓细疫情防控各项工作,做好思想引导和心理疏导,坚决打赢常态化疫情防控攻坚战.
My brief take on the report from the meeting is that none of this implies a fundamental change in policy. Also, it would be quite remarkable if there were a big change, given that winter is upon us and new variants have enhanced transmissibility of the virus. The leadership continues to view the situation primarily from a health prism. It’s quite clearly stated that one must “put the people and their lives above all else.” The bit on minimising the impact on the economy is not new. So, the big message from the report appears to be to stay the course for the moment, while encouraging adjustments to make sure that containment measures do not seem as onerous for the population and calling for optimisation of these measures to reduce friction with regard to basic living issues and economic operations. So, at best, we can likely see some minor changes in quarantine or testing measures or perhaps an easing of the definition of what “zero” means in zero-COVID, but I don’t think there’s any wholesale easing likely any time soon.
It’s also worth noting that managing what the central leadership is calling for is really tricky for local governments. They are also expressly being asked to “unify their thoughts and actions into the decision-making and deployment of the CPC Central Committee,” being warned against taking superfluous measures and also being cautioned against overstretching response measures through incremental steps. Given the political costs of ending up with an outbreak at your hand, most local governments will await clarity from the central leadership or err at the side of caution. So unless the prism through which the central leadership views this situation shifts, no substantial change is likely and neither is any local innovation.
Finally, I think the two sentences on vaccinations are important. There needs to be better R&D to improve effectiveness of vaccines, the report acknowledges. Also, the need for doing a “good job in the vaccination of key populations” is mentioned. Both of these are crucial. So it’s worth watching if there is something significant that emerges on this in the weeks that follow.
Next, the other top story on the page is a feature report on the conclusion of the CIIE. The report informs that a total of $73.52 billion worth of tentative deals were reached for one-year purchases of goods and services at the fifth CIIE, up 3.9 percent year on year. Also, this year's expo gathered 145 countries, regions and international organisations. More than 2,800 enterprises from 127 countries and regions were involved in the event. This year's CIIE had a special area for crop seed industry and a special area for artificial intelligence enterprises; there were more than 150 start-ups in the fields of technical equipment, consumer goods, medical care, and automobiles that participated.
Third, there’s a report (English report) on Li Keqiang’s visit to Cambodia. This one talks about Li’s visit to an exhibition that marks the 30 years of cultural heritage exchange and cooperation between China and Cambodia in Siem Reap and him attending the handover ceremony of the China-assisted Takeo Temple Restoration Project.
Fourth, and this is important, a report on the Ministry of Finance informing that funds from the 2023 central budget are being front-loaded or issued in advance in order to support local government work.
Specifically, a total of 211.5 billion yuan of transfer payments have been front-loaded to ensure food security, stabilise agricultural production, promote the green development of agriculture, and support the high-quality development of animal husbandry and fishery.
94.1 billion yuan has been front-loaded for water conservancy projects.
148.5 billion yuan has been front-loaded as part of subsidies for rural revitalisation work
1.08 billion yuan has been front-loaded to subsidise the opening of public sports venues free of charge or at low fees
151.07 billion has been front-loaded for basic old-age insurance for urban and rural residents
Over 43.23 billion yuan has been front-loaded for employment subsidies.

Li visited Jiaxing, Huzhou, Hangzhou and other places, as per the report. He learned about the situation with regard to the studying and propagation of the spirit of the 20th Party Congress, work related to the revitalisation of rural culture and strengthening the protection of cultural heritage.

Next, there’s a report on the tax and fees deferral policy for SMEs in the manufacturing industry. This policy was expected to expire in September, but has since been extended for four more months. The article says that since the implementation of the policy, starting in October 2021, some 3.05 million enterprises have enjoyed deferrals amounting to 525.6 billion yuan.
Page 3: Some brief reports to note. First, a report on ILD chief Liu Jianchao’s meeting with Boris Gryzlov, chairman of the supreme party council of the United Russia party. Second, a report on a China-Central Asian Countries think tank forum.

Third, there’s an interview with Zahari Zahariev, chairman of the BRI association in Bulgaria. This association was established in 2017.
Anyway, he praises the CCP’s “remarkable achievements” and says that the “fundamental reason for China's great development achievements lies in the strong leadership of the CCP.” He adds that amid the pandemic and the changes taking place in the world, the CCP had “shown strong strategic resolve.” He says that China’s “ideas, propositions and wisdom are injecting confidence and impetus into global development, and China's solutions have made it possible to address more global problems.” 扎哈里耶夫说,中国理念、中国主张、中国智慧正为全球发展持续注入信心和动力,中国方案让更多全球性问题的解决成为可能.
He says that BRI has “made Bulgaria's international status increasingly prominent.” 扎哈里耶夫表示,共建“一带一路”让保加利亚国际地位日益凸显. He informs that the Bulgarian BRI association was formed in 2017, and since then, Bulgarian Industrial Association, the Bulgarian Federation of Industry and Commerce, as well as many universities and research institutes have joined the association.”
He talks about China-Bulgaria trade being at $4.109 billion, a record high, in 2021, along with the conducting of the Luban Workshop at the Agricultural University – Plovdiv, as being success points from the past year. CCTV: According to reports, on November 9 local time, the hot-running test of the catenary system of the Jakarta-Bandung High-Speed Railway (HSR) trial section got started, marking the debut of the Chinese-made Electric Multiple Units on the Jakarta-Bandung HSR track and attracting widespread attention. Do you have any comment?
Zhao Lijian: I have also noted this good news. The Electric Multiple Units being tested on the Jakarta-Bandung High-Speed Railway (HSR) were delivered to Indonesia from China in September. The successful test marks a key step forward in the preparation for the operation of the Jakarta-Bandung HSR. The Jakarta-Bandung HSR is a signature project of high-quality cooperation between China and Indonesia under the Belt and Road Initiative. It is also the epitome of deepening win-win cooperation between China and its neighbors on the principle of extensive consultation, joint contribution and shared benefit. Recently, we have seen positive progress in a number of key cooperation projects between China and neighboring countries, including, for example, the trial operation of the Phnom Penh-Sihanoukville Expressway in Cambodia, the opening of all freight stations of the China-Laos Railway, and the launch of the first Code 4F runway and a modern seaplane terminal at Velana International Airport in the Maldives. In case some don’t know what Code 4F runway is, it is the highest level of runways on which heavy commercial passenger aircraft like A380 can take off and land. Many may not have any idea about modern seaplane terminals, I suggest you search it on the Internet. It is really beautiful. Going forward, China will continue to strengthen solidarity and cooperation with fellow developing countries including neighboring countries on the basis of the principles of sincerity, real results, affinity and good faith and with a commitment to the greater good and shared interests, and we will do more to deliver more tangible benefits to them.
While discussing the briefing, this question on Intel, AMD, Qualcomm and ASML’s participation in CIIE and the US semiconductor export restrictions is also useful to note.
“I have also noted that the ongoing CIIE has drawn many multinationals in the semiconductor sector including some major US companies. Their business ranges from semiconductor manufacturing equipment to wafer manufacturing, chip design, semiconductor material and various other links on the chain of production. At the Expo, sci-tech multinationals like Tesla, Microsoft, Meta, Ericsson and Siemens all debuted their latest products and equipment featuring such cutting-edge technologies as metaverse, AI and robots. Amid a grim global economic outlook and rising protectionism, the participation of these companies at the CIIE reflects their confidence in China’s growth potential and is a gesture showing their resolve to embrace the Chinese market. It proves that China’s commitment to high-quality growth and high-standard opening up is in keeping with the trend of our times. I would like to stress that the formation and development of the global chip industrial and supply chains are the result of the combined force of market rules and the choices of businesses. Yet a certain country has repeatedly abused its state power to politicize tech and trade issues and use them as a tool and weapon to blockade and suppress China by pushing for decoupling and disrupting industrial and supply chains. This not only seriously undermines international trade rules, but will fragment the global market, and sabotage the security and stability of global industrial and supply chains. Those who perpetrate such self-serving coercive acts are essentially seeking to advance their anti-China agenda at the expense of the well-being of all humanity. Page 4: A report on comments by Liu Jieyi, Director of the Taiwan Affairs Office, in Nanchang, Jiangxi, on the 20th Party Congress spirit. He spoke about Chinese-style modernisation, the new tasks and requirements that the Congress had outlined and called it a meeting of “great and far-reaching significance in guiding the party and the people to march towards the realisation of the second centenary goal.” He also met folks from the aviation industry and went to Nanchang University.
The same report also has a bit on Yin Yanlin’s presentation at Peking University. He spoke about Chinese-style modernisation and emphasised that one must fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and keep in mind that empty talk will get one nowhere, whereas hard work is needed to rejuvenate the country.
There’s a report on Wang Yong’s comments at a national teleconference on forest and grassland fire prevention and control. Xinhua reports: “Wang called for safety to be prioritized and for prevention to be the focus, so as to forestall major fire incidents and protect people's lives and property, as well as national ecological security. The current fire prevention situation remains highly complex and serious, said Wang.”
Page 6: There’s a long piece by Yang Xiaodu today, discussing the improvements in the system and norms for the Party’s self-revolution. In the first section of the article, Yang talks about what are the steps that have been taken since the 18th Party Congress to build this system of self-revolution. He makes six points:
First, “the Two Establishments are the most significant political achievement and the most significant institutional achievement in the new era.” 在伟大斗争实践检验和党心民心选择中,党确立习近平同志党中央的核心、全党的核心地位,确立习近平新时代中国特色社会主义思想的指导地位,形成这“两个确立”是新时代最重大的政治成就,也是最重大的制度成果. The Party Central Committee has regarded ensuring that the whole Party obeys the Central Committee and safeguarding its authority and centralised, unified leadership the top task of its political construction. It has also made clear that the Party's leadership system is the fundamental leadership system in our country; constantly reform and improve the functional system of the Party and state institutions and the specific system under which the Party leads all kinds of organisations and undertakings, improve the system for the Central Committee to exercise leadership over major work, and ensure that the Party's leadership covers all areas institutionally and that the centralised and unified leadership of the Central Committee becomes stronger and stronger. 党中央把保证全党服从中央、维护党中央权威和集中统一领导作为党的政治建设的首要任务,明确党的领导制度是我国的根本领导制度,不断改革完善党和国家机构职能体系和党领导各类组织、各项事业的具体制度,健全党中央对重大工作的领导体制,从制度上保证党的领导全面覆盖,保证党中央集中统一领导更加坚强有力.

Second, since the 18th Party Congress, work has been done to develop a “clean and upright intra-party political ecology.” He makes the point that this has been done by focusing on senior cadres and issuing appropriate regulations.
Third, a system and mechanism has been built ensuring that people do not dare to, do not want to and cannot be corrupt, and an “overwhelming victory” has been achieved in the anti-corruption struggle. He adds that since the 18th Party Congress, “the CPC Central Committee with comrade Xi Jinping as the core has been the pillar of strength and turned the tide.” He says that with “extraordinary courage and determination, we have launched an unprecedented anti-corruption campaign… (and) eliminated serious hidden dangers within the Party, the state, and the military, and made the Party even stronger in its revolutionary forging.” 党的十八大以来,以习近平同志为核心的党中央砥柱中流、力挽狂澜,以我将无我、不负人民的使命担当祛疴治乱,以非凡的魄力和定力开展史无前例的反腐败斗争,消除了党、国家、军队内部存在的严重隐患,党在革命性锻造中更加坚强有力.
Fourth, he talks about the implementation work with regard to the eight central regulations and improvement of official conduct, arguing that this has led to bridging the gap between the Party and the people. He says that General Secretary Xi Jinping has taken the lead and set the example in the implementation of these regulations, and so has the Politburo. They have led the whole party to rectify the ‘four winds’ with the spirit of nailing nails, opposing privileged thinking and behaviour, resolutely rectifying unhealthy practices and corruption related to the masses, ending some unhealthy trends that had not been addressed for a long time, and rectifying some stubborn diseases that had not been eliminated for many years. 党的十八大以来,党中央从制定和落实中央八项规定开局破题,习近平总书记身体力行、率先垂范,中央政治局作出表率,带领全党以钉钉子精神纠治“四风”,反对特权思想和特权现象,坚决整治群众身边的不正之风和腐败问题,刹住了一些长期没有刹住的歪风,纠治了一些多年未除的顽瘴痼疾.
