PLA's New Information Support Force - PLAN's 75th Anniversary - Seeking Foreign Investment in Chinese Tech - Wang Yi's Visits to PNG & Cambodia - Protest at Xie Feng's Harvard Kennedy School Speech
Over the weekend, the big story in the paper was the establishment of the new PLA Information Support Force. This comes with the erstwhile Strategic Support Force being disbanded into three different forces. Xi Jinping presented a flag to the ISF at its establishment ceremony on Friday.
Bi Yi is the commander of the Information Support Force, and Li Wei has been appointed as the political commissar. The key paragraph in the report with Xi’s comments is as follows:
“Xi Jinping emphasized that the ISF is a newly-created strategic force and a key support force for coordinating the construction and application of network information systems. It plays an important role and has great responsibilities in promoting the high-quality development of our army and winning modern wars. It is necessary to resolutely obey the Party’s command, fully implement the fundamental principles and systems of the Party’s absolute leadership over the military, comprehensively strengthen Party building in the military, strengthen ideals and beliefs, strictly enforce discipline and rules, promote good work styles, and ensure the absolute loyalty, purity, and reliability of the military. It is necessary to effectively support combat operations, adhere to being information-led and jointness, ensure smooth information channels, integrate information resources, strengthen information protection, deeply integrate into the military’s joint operations system, accurately and efficiently implement information support, and serve to guarantee military operations in all directions and domains. Discussing this change, the Ministry of National Defense’s spokesperson said that:
"The information support force is a new, strategic branch of the military and a key pillar in coordinating the construction and application of the network information system. It will play a crucial role in advancing the Chinese military's high-quality development and competitiveness in modern warfare.”
“With the latest reform, the PLA now has a new system of services and arms under the leadership and command of the Central Military Commission. There are four services, namely the Army, the Navy, the Air Force and the Rocket Force, and four arms, including the Aerospace Force, the Cyberspace Force, the Information Support Force and the Joint Logistic Support Force. As circumstances and tasks evolve, we will continue to refine the modern military force structure with Chinese characteristics."
So the question now arises is why carry out this new re-organisation of the armed forces? My former colleague Suyash Desai, who works on the PLA, argues that corruption could be a key factor. For instance, Lt Gen Ju Gansheng, who was the serving Commander of the SSF, has been missing for a while, and was rumored to be involved in military procurement fraud. But another factor could be the desire to cut through the bureaucracy to improve efficiency. He writes:
“the parallel establishment of these four arms is a significant step towards integrated joint operations. The fact that the commanders of these forces can now directly report to the CMC, instead of having to go through the SSF commander, is a positive development. This change not only streamlines the reporting process but also indicates progress towards achieving intelligentisation and integration.”

Page 1: The lead story on the page today is about the publication of a new compilation of excerpts of Xi’s discourses on China's talent work. The other report on the top of the page marks the 75th anniversary of the founding of the PLAN.
This is how the first section of the article begins.

Next, there’s a report (English report) on China's first multi-functional scientific research and archaeological vessel for deep-sea exploration and excavation of cultural relics officially docking in Nansha District of Guangzhou. As per the report:
The vessel “is capable of conducting deep-sea scientific investigations and cultural relic excavations, as well as scientific research in polar sea areas in summer, with bidirectional ice-breaking capability. It can accommodate 80 people, traveling at a maximum speed of 16 knots (about 30 kilometers per hour) for a range of 15,000 nautical miles…Breakthroughs have been made in the application of key technologies, including the overall design, intelligent control, low-temperature precise compensation, and integrated design of ice zone payload and heavy payload structures, said He Guangwei, deputy chief engineer at Guangzhou Shipyard International Company of China State Shipbuilding Corporation…The ship will undergo equipment and system debugging, outfitting of living areas and sea trials before its scheduled delivery at the beginning of 2025.”
Next, there’s a report (English report) informing that the industrialization rate of invention patents in China reached 39.6% in 2023, up 2.9 percentage points from the previous year. This is as per the 2023 China Patent Survey Report. The report adds:
As the main innovators, Chinese enterprises saw their invention patent industrialization rate increase to 51.3%, up by 3.2 percentage points. Looking at enterprise sizes, the industrialization rates for large, medium, small, and micro enterprises were 51.0%, 57.9%, 53.9%, and 33.8%, respectively, all showing improvements from the previous year…In 2023, the average industrialization revenue from enterprise industry-academia-research invention patents in China reached 10.332 million yuan per patent, 24.5% higher than the average revenue from enterprise invention patents (8.296 million yuan). The survey also revealed that the highest proportion of enterprises solving critical technology or core component challenges through industry-academia-research collaboration was 56.1%, indicating that such cooperation plays a crucial role in tackling key core technologies.
Page 2: There’s a report on new measures issued by the Ministry of Commerce and nine other government departments to encourage foreign enterprises to invest in China’s domestic sci-tech enterprises. The report says that the document puts forward 16 measures across four areas, i.e., optimize management services, enhance financing support, strengthen exchanges and cooperation, and improve exit mechanisms.
China will work to efficiently approve the qualification applications for the dollar-denominated qualified foreign institutional investor scheme (QFII) and its yuan-denominated sibling, RQFII, in accordance with the law. Overseas institutions will also be supported to invest in domestic sci-tech enterprises through the Qualified Foreign Limited Partner (QFLP) scheme.Domestic venture capital funds established by overseas institutions will enjoy equal treatment with those established by domestic investors.
For overseas institutions, relevant departments will continue to steadily and orderly promote the high-level two-way opening of the bond market, support qualified overseas institutions in issuing Renminbi bonds in China, and invest in the technology field. Page 3: Before we get to the coverage of Wang Yi’s visit to Cambodia, which is available in today’s paper. Let’s look at the reports on his meetings with leaders from Papua New Guinea (PNG). “China will continue to treat PNG as an equal, and firmly support the country in safeguarding its sovereignty, independence and national unity, accelerating national revitalization and improving people's livelihood, and playing a bigger role in regional and multilateral affairs, Wang said. PNG is an important partner in the joint construction of the Belt and Road, Wang said, noting that the Pacific country has participated in two Belt and Road forums for international cooperation consecutively and made positive contributions. The two countries have drawn up Belt and Road cooperation plans and established a working mechanism. Both sides need to implement them one by one and advance them in a timely manner, so as to ensure that the results of the cooperation will be tangible as soon as possible and bring benefits to the PNG people, Wang said. China is ready to maintain high-level exchanges with PNG and launch free trade agreement (FTA) negotiations as soon as possible, the Chinese foreign minister said. In his meeting with PM Marape, Wang said that “China will become the most reliable partner in the development process of PNG. The Chinese side is ready to quicken negotiations of a free trade agreement with the PNG, as well as boost cooperation in such fields as economy and trade, energy, finance, infrastructure for more achievements to benefit the two peoples.”
He also said this:
“China has always advocated that countries, regardless of their size or wealth, are equal members of the international community and have the right to development and rejuvenation, as well as the right to choose their own development paths independently. China's assistance to island countries has always adhered to the three principles proposed by President Xi Jinping: no political conditions attached, no imposition, and no issuing of ‘empty promises’. Our cooperation with island countries is mutual support between developing countries, mutual assistance among friends, and an important part of South-South cooperation. Wang also spoke about broader geostrategic competition. He said that the Pacific Island countries are the homeland of their people, not the ‘backyards’ of any major country. It also shows that China is really not committed to committing big money or security forces to keep the peace when it comes to hotspot issues. It is going to remain very cautious when it comes to underwriting deals. In terms of effectiveness, Saudi Arabia did participate in supporting Israel during the recent Iranian attack. Fighting continues between rebel groups and the Myanmar junta. The Ukraine war isn’t ending anytime soon. And Afghanistan under the Taliban continues to remain a pariah state.)
The final bit blames concepts like ‘zero-sum thinking’, ‘absolute security’ and ‘hegemonic security’ for the current deterioration in the international security situation. And it says that GSI “does not target any specific country or exclude any specific party”.
