Here are the key reports and articles that I found noteworthy from the People's Daily’s edition on Thursday, May 30, 2024.
Page 1: Xi Jinping dominates the front page today. First, there’s a report on Xi meeting with representatives of the National Public Security Work Conference in Beijing. The previous such conference was held in 2019. Li Qiang, Cai Qi, Ding Xuexiang, and Li Xi attended the meeting. Chen Wenqing, who heads the Political and Legal Affairs Commission, was the big speaker at the conference. He said that:
It is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement Xi Jinping Thought on Rule of Law and the comprehensive national security concept, thoroughly study and implement General Secretary Xi Jinping's important expositions on public security work in the new era, and firmly grasp the direction of public security work on the new journey;
Comprehensively strengthen the Party’s political construction, and strive to forge a loyal, clean and responsible public security iron army;
Faithfully perform duties and missions, and go all out to prevent risks, ensure safety, maintain stability, and promote development;
Deepen the construction of law-based public security, and continuously improve the quality, efficiency and credibility of law enforcement;
Unswervingly follow the path of reform and strengthening the police, and strive to create a new situation of modernization in public security work.

There’s a commentary on this issue on Page 3. It says:
“In the past five years, public security organs nationwide have firmly adhered to the overarching requirements of loyalty to the Party, serving the people, impartial law enforcement, and strict discipline. They have consistently focused on politically building the police force, strengthening the force through reform, revitalising the force through technology, and strictly governing the force. They have fully committed to various tasks of risk prevention, safety maintenance, stability protection, and development promotion, making outstanding contributions to writing a new chapter of the two miracles and creating a new situation of ‘China’s governance’. The people’s satisfaction with security work has increased from 87.55% in 2012 to 98.2% in 2023. China has become one of the most recognized safest countries in the world. The national public security front and the vast number of public security police and auxiliary police have made great contributions.” 特别是近5年来,全国公安机关牢牢把握对党忠诚、服务人民、执法公正、纪律严明总要求,坚持政治建警、改革强警、科技兴警、从严治警,全力做好防风险、保安全、护稳定、促发展各项工作,为续写两大奇迹新篇章、开创“中国之治”新局面作出了突出贡献。人民群众安全感由2012年的87.55%上升至2023年的98.2%,我国成为公认的世界上最安全的国家之一,全国公安战线和广大公安民警辅警功不可没.
The article calls Xi’s instructions on public security work a “powerful ideological weapon and action guide to guide the high-quality development of public security work in the new era.” These “must be implemented in all aspects and throughout the process of public security work.” The four points from Xi that are mentioned are:
Ensure political control of public security organs; “adhere to the Party's absolute leadership, upholding the principle of politically building the police”
Strive to ensure that the people feel fairness and justice in every case handled and every matter dealt with

The next paragraph adds that “Chinese-style modernization is a great and arduous undertaking. The risks and challenges that need to be addressed and the contradictions that need to be prevented and resolved are more severe and complex than ever before.” The requirement is to “resolutely safeguard national security, resolutely safeguard social stability, safeguard and promote social fairness and justice, build a safer China at a higher level, and ensure high-quality development with high-level security…” 中国式现代化是一项伟大而艰巨的事业,需要应对的风险挑战、防范化解的矛盾问题比以往更加严峻复杂。习近平总书记强调:“维护国家安全和社会稳定,守护人民的幸福和安宁,是人民警察的神圣职责。”牢记“国之大者”,以“时时放心不下”的责任感忠诚履职、担当作为,坚决维护国家安全,坚决维护社会稳定,保障和促进社会公平正义,建设更高水平的平安中国,以高水平安全保障高质量发展,才能为推进强国建设、民族复兴伟业创造安全稳定的政治社会环境.

Back to the front page, there’s a report on Xi’s meeting with visiting Egyptian President Abdel Fattah El-Sisi. Xinhua reports:
“China-Egypt relations have become a vivid illustration of China's solidarity, coordination, and mutually-beneficial win-win cooperation with Arab, African, Islamic and developing countries, Xi said, adding that under the new circumstances, building a more enriched and dynamic China-Egypt relationship meets the common expectations of the two peoples. Xi said that China is ready to work with Egypt to deepen mutual trust, advance cooperation, build a China-Egypt community with a shared future in the new era, and contribute to regional and world peace, stability, development and prosperity…The two sides should continue to firmly support each other and work together to promote common development…China is ready to work with Egypt to tap the potential of cooperation in traditional areas such as infrastructure, industry, electricity and agriculture, explore cooperation in emerging areas such as health care, information and communications, and renewable energy, deepen economic, trade and investment cooperation, and encourage more Chinese enterprises to invest and do business in Egypt…Xi urged efforts to organize the 2024 China-Egypt year of partnership, expand personnel and cultural exchanges, and make the Luban Workshop in Egypt a benchmark for China-Africa vocational education cooperation. China supports Egypt in playing a greater role in international and regional affairs, and stands ready to further strengthen coordination and cooperation with Egypt on multilateral platforms such as the United Nations, the Shanghai Cooperation Organization and the BRICS cooperation mechanism, advocate an equal and orderly multi-polar world and a universally beneficial and inclusive economic globalization, and jointly safeguard international fairness and justice, as well as the common interests of developing countries.”
Xinhua reports that: “Sisi said that Egypt adheres to the one-China principle, firmly supports China's position on issues relating to its core interests such as Taiwan, Hong Kong, Xizang and human rights, and firmly supports China in achieving complete national reunification.”
On the Palestinian issue, the report has Xi saying that: “It is imperative to cease fire and stop the war immediately, avoid the spillover of conflict which will impact regional peace and stability, and prevent a more serious humanitarian crisis.” He talked about the two-state solution and China’s support for Palestine at the UN. Xi added: “China appreciates Egypt's important role in cooling down the situation and providing humanitarian relief, and is ready to work with Egypt to continue to provide assistance to the people in Gaza within its capacity, and promote an early, full, just and lasting settlement of the Palestinian question”.
The two sides issued a joint statement after the talks. This is published on Page 2. Key excerpts:
China participated in many major economic projects in Egypt, especially in the fields of infrastructure, transportation, railways, shipbuilding, construction, investments, and space sciences, etc, including participation in the construction of the financial and business district in the New Administrative Capital, the inauguration of the 10th of Ramadan electric train, Chinese investments in the Egyptian-Chinese TEDA industrial zone in the Suez Canal Economic Zone, and the launch of the Egyptian satellite MisrSat-2. In addition, the two sides have strengthened financial cooperation, renewed the local currency swap agreement, and Egypt successfully issued panda bonds in China; there has also been enhanced coordination on the international economic stage, including Egypt joining the Asian Infrastructure Investment Bank and hosting the bank's 2023 annual meeting, officially joining the New Development Bank in 2023, and becoming a member of the BRICS mechanism in 2024. 中方在基础设施、交通、铁路、造船、建筑、投资、空间科学等领域参与了多个埃及大型经济项目建设,其中包括参与建设新行政首都中央商务区、建成斋月十日城电气化铁路、投资中埃泰达苏伊士经贸合作区、发射埃及2号卫星等。此外,双方加强金融合作,续签本币互换协议,埃及成功在华发行熊猫债;在国际经济舞台上增进协调,其中包括埃及加入亚洲基础设施投资银行并举办该行2023年年会、2023年正式加入新开发银行、2024年成为金砖机制成员.
The two countries agreed to work hard to promote industrial localization and technology transfer, and make it a priority for China-Egypt cooperation in the next few years. They agreed to work hard to expand Chinese investment in Egyptian industries, including in electric vehicle manufacturing, electronic equipment, solar panel manufacturing, chemical industry, building materials, and modern agricultural technology. The two countries agreed to work to promote a more balanced bilateral trade, including allowing more high-quality Egyptian products to enter the Chinese market, facilitating the entry of Chinese production factors into Egypt to produce final products, exploring the use of local currencies for trade settlement, promoting Chinese tourism to Egypt, and encouraging Chinese direct investment in Egypt’s hotel construction and management sectors. The two sides appreciated mutual support on core issues involving each other. China and Egypt support each other in defending common principles and core interests and jointly respond to various global challenges, especially the COVID-19 pandemic and its negative impact on developing countries. 双方赞赏在涉及彼此核心问题上相互支持。中埃两国相互支持彼此捍卫共同原则与核心利益,携手应对各类全球性挑战,特别是新冠疫情及其对发展中国家造成的负面影响.
The two heads of state stressed that the two sides should firmly support each other's core interests, take care of each other's concerns, and support each other's counter-terrorism efforts. The Chinese side stressed its continued support for Egypt’s legitimate right to preserve its national sovereignty and territorial unity and reject external interference in its internal affairs under any pretext. It also supports Egypt’s legitimate right to maintain its security and stability in the face of challenges, as well as its legitimate right to protect its water and food security and development interests. The Egyptian side stressed its continued commitment to the one-China principle and that Taiwan is an integral part of China, and supported the position of the Chinese side on issues related to China's sovereignty and territorial integrity, supports China's reunification, and rejects external interference in China's internal affairs. 两国元首强调,双方应坚定支持彼此核心利益,照顾彼此关切,支持彼此的反恐努力。中方强调将继续支持埃方维护国家主权和领土完整、反对外部势力以任何名义干涉其内政的正当权利,支持埃方在面临挑战时维护自身安全与稳定的正当权利,支持埃方维护自身水安全、粮食安全和发展利益的正当权利;埃方强调继续坚定恪守一个中国原则,台湾是中国不可分割的一部分,支持中方在涉及自身主权和领土完整问题上所秉持的立场,支持实现中国统一,反对外部势力干涉中国内政.
Egypt “appreciates” GDI and “will continue to actively participate in cooperation in various fields under the framework of this initiative.” Egypt “appreciates” GSI and “is willing to strengthen exchanges and explore cooperation with China on maintaining and promoting global peace and security.” Egypt also “appreciates” GCI and supports the Chinese proposal for an “International Day for Dialogue of Civilizations in June every year”. (Comment: I think we can now safely call this the “three appreciates” 🙂).
“The two heads of state agreed that the purposes and principles of the UN Charter should be strictly observed, double standards and unilateral actions should be opposed, and efforts should be made to reform international institutions to make them fairer, more representative of developing countries, and more effective in responding to global challenges. Both sides stressed that the international community should work together to address key and core issues that threaten global security and stability, achieve economic recovery, and address food security, water shortages, climate change and desertification control, and that all countries should fulfil their responsibilities on the above issues. Moving on, there’s a report on Xi’s comments about improving rural roads. I am not detailing this.
Next, there are reports of senior Party leaders meeting with visiting leaders. First, Li Qiang met with the deputy prime minister of Malaysia, the PM Libya and the president of Equatorial Guinea.
Xinhua’s report on Li’s meeting with Dato' Seri Dr. Ahmad Zahid bin Hamidi says:
Since the establishment of diplomatic relations between China and Malaysia, the two countries have respected each other and treated each other as equals, committed to developing friendly relations based on their fundamental and long-term interests…China is willing to advance high-level exchanges in accordance with the strategic guidance of the leaders of the two countries, firmly support each other in safeguarding core interests such as sovereignty and security, make better use of their complimentary economic advantages to seek synergy for development, and contribute to regional prosperity and stability. China will strengthen strategic alignment with Malaysia, carry out key projects under the Belt and Road cooperation, tap into the potential for cooperation in emerging fields, including digital economy and new energy vehicles, and expand trade volume to tighten cooperation for win-win results, Li said, calling on both sides to engage in more exchanges and cooperation on education, culture, youth and other people-to-people areas. Li expressed China's willingness to enhance multilateral coordination with Malaysia to safeguard the hard-won favorable development environment in East Asia.”
Ahmad Zahid is quoted as saying that “Malaysia firmly adheres to the one-China policy and condemns all forms of ‘Sinophobia,’ he said, noting that Malaysia-China relations are not interfered with or influenced by any external forces…Malaysia is committed to advancing negotiations on the Code of Conduct in the South China Sea, and any attempts by external forces to stir up trouble in the South China Sea will not succeed. Malaysia is willing to work together with China to further deepen coordination and cooperation on regional and international affairs.”
Xinhua’s report on Li’s meeting with Abdul-Hamid Dbeibah says:
“China firmly supports Libya in safeguarding national sovereignty, independence and territorial integrity, and pursuing a development path suited to its own national conditions. The two countries can further tap cooperation potential under the framework of the Belt and Road Initiative (BRI), and strengthen cooperation on infrastructure construction, he said, adding that China is willing to provide more support for Libya's development. ‘It is hoped that Libya will provide a fair and non-discriminatory business environment for Chinese enterprises,’ Li said. China will enhance solidarity and coordination with Libya and other developing countries, further strengthen South-South cooperation, and increase the representation and voice of developing countries in international affairs, he said.”
“Libya abides by the one-China principle and is willing to strengthen cooperation with China on infrastructure, energy and renewable energy under the framework of the BRI, Dbeibah said. Libya welcomes Chinese enterprises to participate in the country's reconstruction, and will firmly safeguard the legitimate rights and interests of Chinese enterprises, he said. Dbeibah added that Libya appreciates China's support for the just cause of the Palestinian people and is willing to work with China to further promote Arab-China and Africa-China cooperation.”
Xinhua’s report on Li’s meeting with Teodoro Obiang Nguema Mbasogo says:
“China will continue to firmly support Equatorial Guinea in safeguarding national sovereignty and territorial integrity, and in exploring a development path that suits its own national conditions. The two sides enjoy complementary advantages and enormous cooperation potential, Li said, adding that China is willing to strengthen strategic alignment with Equatorial Guinea, work on existing cooperation projects in infrastructure construction and other areas, and expand cooperation in such sectors as marine economy, green economy, and agricultural development. China encourages its enterprises with strong ability and reputation to invest and do business in Equatorial Guinea, to explore new cooperation patterns such as public-private partnerships and integration of investment, construction and operation, providing more assistance for Equatorial Guinea's industrialization, Li said. The premier said that China is willing to further promote exchanges and cooperation with Equatorial Guinea in such areas as healthcare, education, culture and tourism, and improve the friendship between the two peoples. Both sides should work together to uphold international fairness and justice, and steadfastly safeguard the common interests of the Global South.”
Next, there is a consolidated report on Zhao Leji’s meetings with presidents Sisi and Teodoro Obiang Nguema Mbasogo. In the meeting with Sisi, Zhao said that “the NPC is willing to strengthen exchanges with Egypt’s parliament in various fields and at various levels, learn from each other's experience in governance, and make contributions to the friendship between the two peoples and the development of bilateral relations.”
In the meeting with Obiang, Zhao said that “the NPC of China is willing to strengthen exchanges at all levels with the Parliament of Equatorial Guinea, work with Equatorial Guinea to learn from each other's governance experience, approve and revise legal documents conducive to bilateral cooperation, and strengthen coordination and cooperation on multilateral mechanisms.”
Finally, there’s also a brief report on Han Zheng meeting with Natalia Kochanova, chairwoman of the Council of the Republic of the National Assembly of Belarus.
Page 2: There’s a report informing us that a ring road encircling parts of Cambodia’s capital Phnom Penh has been named ‘Xi Jinping Boulevard’. Phnom Penh also has a Mao Zedong Boulevard.
There is also a consolidated report (English report) on Wang Yi meeting with guests visiting for the China-Arab States Cooperation Forum. He met with:

Finally, there’s a report on the new US human rights report published by China. The report talks about gun violence, privacy and surveillance, freedom of speech, police brutality, mass incarceration, political gridlock in Congress, racial discrimination, cultural oppression, abortion and women’s rights, the issues of undocumented migrants, and issues connected with US foreign policy.
Page 4: There’s a report on the State Council’s action plan for energy conservation and carbon reduction for 2024-25. The plan aims to:
reduce energy consumption and carbon dioxide emissions per unit of GDP by approximately 2.5 percent and 3.9 percent, respectively, in 2024.
reduce energy consumption per unit of added value of industrial enterprises above designated size by about 3.5%
the proportion of non-fossil energy consumption will reach approximately 18.9% in 2024 and 20% in 2025
Both in 2024 and 2025, energy conservation and carbon reduction transformations in key sectors and industries are expected to result in a reduction of around 50 million tonnes of standard coal and a decrease in carbon dioxide emissions by around 130 million tonnes.
The report adds that the plan deploys 27 tasks across 10 areas, including actions to reduce and replace fossil energy consumption, actions to increase non-fossil energy consumption, and energy conservation and carbon reduction actions in industries like steel, petrochemicals, nonferrous metals, building materials, construction, transportation, public institutions, and energy-using products and equipment.
In terms of management mechanisms, five tasks are proposed::
strengthening energy conservation and carbon reduction target responsibility and evaluation and assessment
strictly reviewing energy conservation and environmental impact assessment of fixed asset investment projects
strengthening energy conservation and carbon reduction management of key energy-consuming units
increasing energy conservation supervision
strengthening energy consumption and carbon emission statistics and accounting
Page 6: There’s a long article on the Party discipline regulations, which were approved in December last year. You can read my coverage at the time here. The timing of this piece is important, since an education campaign around the regulations is currently underway. I am not breaking down the article owing to time constraints.
The other noteworthy piece on the page is a comment by Zhu Fenglian from the Taiwan Affairs Office. But I don’t see this as the sounding of the drumbeats of war. The report, for instance, ended with Zhu saying that “all our countermeasures are aimed at ‘Taiwan independence’ secessionist activities and external interference, and are not aimed at the vast number of Taiwan compatriots.” Anyway, before we get to the comments, join me in engaging in some free thinking.
Comment: Zhu’s remarks are a clear escalation in official rhetoric. This message is for four different sets of audiences - the domestic public, Taiwan’s political elite, the Taiwanese people and the international community. There’s something in there for everyone. The chest-thumping stuff around China’s capabilities and resolve to achieve unification and its historical inevitability is largely meant for the domestic public. There are plenty of warnings for the Lai administration on its policy choices. Likewise, there are warnings for the international community, specifically the US, about the consequences of engagement with Taiwan under Lai and The message could also be interpreted as a call for the US to manage what Beijing views as provocations by Lai. There’s an effort to paint the Lai administration as being rogue and destabilising, which will likely be targeted at the developing world to bolster Beijing’s case. Finally, there’s a message to the Taiwanese elite and people to reign in the Lai administration. This is interesting given the divisions between the executive and legislature in Taiwan today. There’s a warning here too, i.e., that reigning in the DPP is important for the Taiwanese people’s “own security and well-being”.
Now to the report:
Zhu said that Lai’s remarks at his inauguration were “extremely arrogant and vile in nature, betray the national interest and run counter to the people's will, constituting a blatant provocation against the one-China principle and a severe disruption to peace and stability in the Taiwan Strait. If allowed to develop, this will inevitably lead to a war-like dangerous and turbulent situation in the Strait, inflicting serious harm to Taiwan compatriots. (Note: The phrase used in this case is 兵凶战危. Global Times’ report translates this as “this will inevitably lead to dangerous and turbulent conditions in the Straits.” This translation downplays the war/conflict term in the phrase.) We will not tolerate this, we will not condone it, and we will not stand idly by. We must counter and punish. The more severe the provocation, the stronger the countermeasures. Zhu later added that “the DPP authorities claim to desire peace and stability in the Taiwan Strait, but in reality, they adhere to a ‘Taiwan independence’ stance, incite cross-Strait confrontation, and advance their goal by increasingly banking on external forces and through military means, in an attempt to split Taiwan from China. These actions can in no way be considered the behaviour of so-called pilots for peace. Rather, this is clearly the behaviour of instigators of war. ‘Taiwan independence’ and peace in the Taiwan Strait are incompatible. It is the biggest source of chaos that leads to military conflicts, damages to the interests of the people, and turbulence in the Strait.”

A separate Xinhua report captures Zhu’s comments on US policy. She also attacks “certain countries” for seeking Taiwan’s participation at the WHA as an observer. Zhu also said: “If the U.S. side truly hopes for peace and stability across the Taiwan Strait, it should abide by the one-China principle and its commitments with China to oppose ‘Taiwan independence’ with concrete action.
