Page 1: Let’s begin with the report on Xi Jinping’s meeting with Hungarian Prime Minister Viktor Orban. Xinhua reports:
“Xi noted that during his successful state visit to Hungary two months ago, the bilateral relations were elevated to an all-weather comprehensive strategic partnership for a new era, which gave new historical significance to the 75th anniversary of the establishment of diplomatic ties this year and injected strong impetus into the high-level development of China-Hungary relations. Noting that the third plenary session of the 20th Communist Party of China Central Committee will be held next week, Xi said China will further deepen overall reform and promote high-quality development and high-level opening up, which will provide new opportunities and create new momentum for China-Hungary cooperation. Xi said that the two countries should maintain high-level exchanges, deepen political mutual trust, strengthen strategic communication and coordination, continue to firmly support each other, strengthen practical cooperation in various fields, advance high-quality Belt and Road cooperation, and continue to enrich the bilateral all-weather comprehensive strategic partnership for a new era to better benefit the people.”
He then congratulated Hungary for taking over the rotating presidency of the EU.
“Xi Jinping stressed that there are no geopolitical contradictions or fundamental conflicts of interest between China and Europe. China-EU relations are of strategic significance and global influence, and should maintain steady and sound development in order to jointly respond to global challenges. Next year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union. The two sides should adhere to the correct path of bilateral partnership with cooperation as the defining trend, continue to promote two-way opening up, strengthen international coordination, and contribute to world peace, stability, development and prosperity. As per the report Orban said that:
“In the face of the current turbulent international situation, China not only loves peace but has also put forward a series of constructive and important initiatives, proving with its own concrete actions that China is an important stabilizing force for world peace, Orban said. He added that Hungary highly appreciates and values China's role and influence and is willing to maintain close strategic communication and coordination with China. Hungary advocates strengthening cooperation with China and opposes forming exclusionary cliques and bloc confrontation, Orban said.”
They then discussed the Ukraine war. The report says that:
“Orban briefed Xi on the recent visit to Ukraine and Russia. Xi Jinping appreciated Orban’s efforts to promote a political solution to the Ukrainian crisis and elaborated on China’s views and propositions. Xi Jinping stressed that an early ceasefire and a political solution are in the interests of all parties. The current focus is to abide by the three principles of ‘no expansion of the battlefield’, ‘no escalation of fighting’, and ‘no fanning of the flames by any party’ in order to cool down the situation. The international community should create conditions and provide support for the two sides to resume direct dialogue and negotiations. Only when all major powers exert positive energy rather than negative energy can the conflict see the dawn of a ceasefire as soon as possible. China has been actively promoting peace talks in its own way and encouraging and supporting all efforts conducive to a peaceful settlement of the crisis. China and Hungary have the same basic propositions and directions of efforts. Next, there’s a report on Xi Jinping’s congratulatory letter to the Green Development Forum of the SCO countries. Xinhua says:
“Xi pointed out that it is the consensus of SCO countries to protect the environment and promote green development. China, committed to the philosophy that lucid waters and lush mountains are invaluable assets, has in recent years unswervingly pursued a model of sound development featuring improved production, higher living standards and healthy ecosystems, leading to remarkable achievements in building a beautiful China. China hopes to strengthen communication and cooperation in the field of green development with all parties via the forum, to boost the sustainable economic and social development of all countries and promote harmonious coexistence between human and nature, Xi said. Describing the SCO as a model for a new type of international relations and regional cooperation, Xi noted that China has recently taken over the rotating presidency of the SCO. China is ready to work with all sides to carry forward the Shanghai Spirit, strengthen unity and coordination, promote green development, write a new chapter of common development, and jointly build an even closer SCO community with a shared future, Xi added. The Green Development Forum of SCO Countries opened on Monday in the coastal city of Qingdao, east China's Shandong Province.”
Third, there’s a report on Xi’s congratulatory message to David Tiva Kapu on his taking office as governor general of the Solomon Islands.
Next, there’s a report on Wang Huning’s remarks during a symposium in which the central committees of some non-CPC parties presented their research outcomes with regard to boosting domestic circulation.
Wang said that “accelerating the construction of a new development pattern with the domestic circulation as the main body and the domestic and international circulations mutually promoting each other is a strategic decision made by the CPC Central Committee with Comrade Xi Jinping as the core based on achieving the second centenary goal and coordinating development and security. It is a strategic measure to implement the new development concept and promote high-quality development, and is a strategic deployment to seize the initiative in development. He added that “unblocking the domestic circulation is a strategic choice to improve China’s economic development level and shape new advantages in international economic cooperation and competition. Finally, there is a long, long report on how central and state organs have implemented Xi’s speech delivered on July 9, 2019, at the Conference on Party Building in Central Party and state institutions. I am only detailing the first section, which talks about political loyalty. The other sections deal with theoretical arming, strengthening organisation, rectifying work conduct and improving discipline and fulfilling responsibilities.
In essence, the article basically emphasises that over the past five years the working committees of central Party and state organs have deeply understood the decisive significance of the Two Establishments. It says that they have thoroughly studied and implemented General Secretary Xi Jinping’s important thoughts on Party building, shouldered the sacred mission, strengthened political responsibility, and persistently promoted the study and implementation of General Secretary Xi Jinping’s important speech at the conference, and unremittingly promoted the Party Building across the central Party and state institutions by taking the lead and setting an example. 5年来，中央和国家机关工委深刻领悟“两个确立”的决定性意义，深入学习贯彻习近平总书记关于党的建设的重要思想，肩扛神圣使命，强化政治担当，持之以恒推动学习贯彻习近平总书记在中央和国家机关党的建设工作会议上的重要讲话精神，坚持不懈推动中央和国家机关党的建设走在前、作表率.

It has highlighted political experience, ensured absolute loyalty, and continuously improved the ideological understanding, political ability, and professional level of serving and safeguarding the Party Central Committee. The United Front Works Department has insisted on taking the important instructions and directives of General Secretary Xi Jinping as the ‘first political requirement’. It established a system for implementing responsibilities with unified leadership of departmental meetings and division of responsibilities among leaders. Every six months, it has conducted special ‘look back’ inspections, forming a closed-loop inspection mechanism that includes tracking and accountability, dynamic follow-up and resolution, and regular review sessions.中央统战部坚持把习近平总书记重要指示批示作为“第一政治要件”，建立部务会统一领导、部领导分工负责的责任落实体系，每半年开展一次“回头看”专题检查，形成挂账督办、跟踪问效、动态销账、定期复盘的督查工作闭环。
The NDRC has focussed on implementing General Secretary Xi Jinping’s important instructions and directives. It has established a ‘five-specialised’ mechanism with specialised study, specialised deployment, specialised personnel to supervise, specialised accounting/ledger and specialised ‘looking back’. The tasks are clearly divided, with close monitoring and strict follow-up to ensure thorough implementation. 国家发展改革委围绕贯彻落实习近平总书记重要指示批示精神，建立专题学习、专项部署、专人盯办、专用台账、专门“回头看”的“五专”机制，明确任务分工，盯紧跟踪督办，不折不扣抓落实.
The Ministry of Public Security strictly has implemented the ‘first issue’ system and established a closed-loop mechanism for receiving, recording, inspecting, overseeing, tracking effectiveness, and conducting follow-up reviews of General Secretary Xi Jinping’s important instructions and directives.
The Ministry of Emergency Management has strictly implemented the system of supervision of important items. It has urged and guided all Party organizations to focus on learning and implementation as the ‘first agenda item’ and grasp implementation as the first principle, ensuring that General Secretary Xi Jinping’s important instructions and directives on emergency management are implemented item by item, with results seen in every domain. 应急管理部严格落实要件督办制度，督促指导各党组织“第一议题”抓学习、第一遵循抓贯彻，确保习近平总书记关于应急管理的重要指示批示件件有着落、事事见成效。
Likewise, the article covers, the Central Finance Office, MoFA, SPP, SPC, MIIT, Ministry of Ecology and Environment, Central Political and Legal Affairs Commission (which focussed primarily on political loyalty), CPPCC organs, General Office of the State Council (which promoted political loyalty education, guided Party members and cadres to continuously improve their political judgement, understanding and execution, and ensured that the work of the State Council Office always moves forward in the direction guided by General Secretary Xi Jinping), State Administration of Taxation and General Administration of Customs.
The last paragraph in this section is interesting. It says that the Work Committee, which I presume is 中央和国家机关工作委员会, “has conscientiously implemented General Secretary Xi Jinping’s important instructions on inspection work, conducting nine consecutive rounds of special inspections on Party building within the organs. It has issued ‘yellow cards’ to signal warnings and ‘red cards’ for serious issues, maintaining a close focus on identified problems and ensuring rigorous follow-up on rectification measures. It has urged and drove 122 departments to further refine and implement the decisions and directives of the Party Central Committee and the important instructions of General Secretary Xi Jinping, promoting a strong political consciousness, ideological consciousness, and action consciousness in resolutely achieving the ‘Two Safeguards’.” 党中央决策部署到哪里，习近平总书记重要指示批示到哪里，政治监督就紧紧跟进到哪里。工委认真贯彻落实习近平总书记关于督查工作的重要指示精神，连续开展9轮机关党建专项督查，亮“黄牌”、掏“红牌”，紧盯问题不放松，紧抓整改不松手，督促推动122个部门把党中央决策部署和习近平总书记重要指示批示精神进一步落细落地落实，推动形成坚决做到“两个维护”的政治自觉、思想自觉、行动自觉.
Page 2: There is a report on Wang Yi meeting Foreign Minister of Belarus Maksim Ryzhenkov in Beijing. Xinhua says:
Wang said that “China is willing to work with Belarus to implement the important consensus reached by the two heads of state and promote the continuous deepening and solidification of the China-Belarus all-weather comprehensive strategic partnership. China is ready to take the rotating presidency of the Shanghai Cooperation Organization (SCO) as an opportunity to work with all parties to carry forward the Shanghai Spirit and build the SCO’s common home into solidarity and mutual trust, peace and tranquility, prosperity and development, good-neighborliness and friendship, as well as fairness and justice.”
“Ryzhenkov said that Belarus attaches great importance to Belarus-China relations, and China is the first country he visited after taking office as foreign minister. He thanked China for supporting Belarus in joining the SCO. Belarus greatly appreciates and will continue to participate deeply in the series of global initiatives proposed by China, and adhere to the practice of multilateralism to jointly address global challenges, Ryzhenkov said. The two sides also exchanged views on the Ukraine crisis. Ryzhenkov spoke highly of the six-point consensus jointly put forward by China and Brazil. Wang said that the top priority is to follow the three principles of no expansion of the battlefield, no escalation of fighting, and no fanning of the flames by any party, so as to ease and cool down the crisis and create conditions for restarting dialogue.”
While on this, do check out this Reuters report: “The manoeuvres, codenamed Falcon Assault, will go until July 19 and are taking place at a training ground near the city of Brest…which is in southwest Belarus, lies on the border with Poland.”
Page 3: There is a report informing that the total import and export of services of 3.02 trillion yuan, a year-on-year increase of 16%. Among them, exports were 1.22 trillion yuan, an increase of 11%; imports were 1.8 trillion yuan, an increase of 19.6%. and the service trade deficit was 582.84 billion yuan.
Also, as of the end of June, China’s forex reserves were at $3.22 trillion.
Page 6: There’s a report on Song Tao, head of both the Taiwan Work Office of the CPC Central Committee and the Taiwan Affairs Office of the State Council, meeting with Hung Hsiu-chu, former chairman KMT. The two attended the 7th Cross Strait Youth Development Forum in Hangzhou.
Song told her that he hoped the youth with “resolutely oppose ‘Taiwan independence’ separatism and external interference, actively participate in cross-strait exchanges and cooperation”
Hung Hsiu-chu said that she appreciated Xi’s “care and concern for the youth on both sides of the Taiwan Strait.” She also “hoped that the youth on both sides of the Taiwan Strait would strengthen exchanges and deepen mutual understanding, join hands to oppose ‘Taiwan independence’, and jointly promote national reunification and rejuvenation.”
Page 9: Today, we have the fourth article in the series on “six necessary requirements” for continuing to push forward reform. I haven’t covered the earlier ones from this series, but will try and do so in the next two days.
Yan Xiaofeng from Tianjin University writes that China today “faces a more severe national security situation, with unprecedented external pressure, and traditional and non-traditional security threats intertwined. In the face of new changes in the international, national, and party contexts, and unprecedented risks and challenges, the Central Committee, with Comrade Xi Jinping at its core, has shown tremendous political courage to comprehensively deepen reforms, strengthened the top-level design of reforms, resolutely eliminated systemic and institutional drawbacks in various areas, achieving a shift from local exploration and breakthroughs to system integration and comprehensive deepening. The overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capabilities. This overarching goal focuses on the flourishing of the cause of the Party and the country, the long-term stability of the country, and the happiness and well-being of the people.
