Next, there’s a report informing that industrial profits rebounded in Q3. This is a dated report from a few days ago. On Friday, NBS had reported that profits of industrial enterprises of a certain size recovered to a 7.7 percent year-on-year growth in the third quarter. China Daily had reported: “According to the NBS, the growth reversed a decline of five consecutive quarters. For September alone, industrial profits registered an 11.9 percent year-on-year increase, right after a stronger-than-expected 17.2 percent jump in August. Though the industrial profit dropped 9 percent year-on-year in the first nine months in total, the drop narrowed by 7.8 percentage points and 12.4 percentage points from that of the first half and the first quarter.”
While we are on the economy, today the front page carries the fourth in a series of commentaries. It argues that:

Let’s stay with China-US ties. A lot has happened over the past few days, with Wang Yi’s visit to the US. Wang met with Blinken, Sullivan and President Biden. The Chinese readouts of these meetings are as follows:
The readout from the two rounds of talks with Blinken:
“The two sides agreed to work together for the meeting between the two heads of state in San Francisco…China always believes that the common interests of China and the United States outweigh their differences and disputes, that their respective success is an opportunity rather than a challenge to each other, and that the way for major countries to get along should be dialogue and cooperation rather than a zero-sum game. China holds that China-U.S. relations should return to the track of sound and steady development as soon as possible, so as to benefit both countries and the world.”
Wang Yi outlined the “five musts”:
The two sides must follow the common understandings reached by the two heads of state;
must stabilize bilateral relations;
must keep communication channels open;
must properly manage differences, disputes and frictions; and
must promote mutually beneficial cooperation.
“the two sides should also have objective understandings of each other's strategic intentions, correctly view the competitive factors in the exchanges between China and the United States, and define the concept of national security.”
As per the readout, Blinken said that over this year, the two sides had “conducted candid and constructive communication, achieving positive results. The U.S. side hopes that bilateral relations will be stable and sustainable, and is willing to strengthen communication with China to prevent miscalculation, explore cooperation in areas where cooperation is needed, and make good preparations for the next phase of high-level exchanges between the United States and China.”
The readout adds: “In the coming days, the two sides will hold separately China-U.S. consultations on maritime affairs, China-U.S. consultations on arms control and non-proliferation, China-U.S. consultations on foreign policies, and China-U.S. Coordination Meeting on Disability Affairs and discuss the signing of a memorandum of understanding on cooperation in disability affairs. The two sides agreed to further increase direct passenger flights.”
Both sides discussed the Israel-Palestine issue (with Chine emphasising the two-state solution and adding that “major countries should remain calm, be objective, and uphold justice, while the United Nations should play its due role.”), the Ukraine war and North Korea.
The US readout says: “The two sides met for more than seven hours over two days and had constructive and in-depth discussions…” Blinken “reiterated the importance of resuming military-to-military channels to reduce the risk of miscalculation.”
“Secretary Blinken underscored that it remains a priority for the United States to resolve the cases of American citizens who are wrongfully detained or subject to exit bans in China. The two sides discussed the importance of the United States and China taking concrete steps to disrupt the global flow of synthetic drugs and their precursor chemicals into the United States that fuels the fentanyl crisis…The two sides continued to discuss the development of principles to guide the bilateral relationship as discussed by President Biden and President Xi in Bali last November. Reiterating the importance of ties between the people of the United States and the PRC, both sides welcomed strengthening people-to-people exchanges between students, scholars, and business, including working to increase the number of direct flights between our two countries. The Secretary raised concerns about PRC human rights violations in Xinjiang, Tibet, and Hong Kong, as well as individual cases of concern. On respective economic policies, the Secretary stressed that the United States seeks healthy and robust economic competition with the PRC based on reciprocity and a level playing field for U.S. workers and businesses. He addressed the PRC’s unfair treatment of U.S. companies in China and nonmarket economic practices. The Secretary discussed the U.S. approach to de-risking and diversifying and underscored that our policies are narrowly targeted at technologies that have clear national security or human rights impacts and not about containing China’s economic growth.”
“The Secretary reiterated U.S. support for Israel’s right to defend itself and emphasized the importance of all countries – particularly permanent members of the United Nations Security Council –unequivocally denouncing Hamas’s terrorist attacks and using their influence to prevent escalation and expansion of the conflict. The Secretary detailed U.S. efforts to enable humanitarian assistance and protect civilian lives. The two sides discussed Russia’s war against Ukraine, as well as the DPRK’s missile launches in violation of UN Security Council Resolutions and other provocative actions.”
“The Secretary underscored the United States’ concerns with the PRC’s dangerous and unlawful actions obstructing an October 22 Philippine resupply mission to Second Thomas Shoal in the South China Sea, reaffirmed our commitments to our Philippine allies, and raised broader concerns about PRC actions in the South and East China Seas. The Secretary emphasized the importance of maintaining peace and stability across the Taiwan Strait.”
The Chinese readout of the meeting between Wang and Jake Sullivan says:
“The two sides had substantive and constructive strategic communication on China-U.S. relations, high-level exchanges between the two countries, the Palestine-Israel conflict, and other international and regional issues of mutual interest and concern. The two sides agreed to make joint efforts to clinch a meeting between the two heads of state in San Francisco. Wang Yi pointed out that the biggest threat to peace and stability across the Taiwan Strait is ‘Taiwan independence’, which is also the biggest challenge facing China-U.S. relations. Wang Yi said it must be resolutely opposed and such efforts must be reflected in specific policies and actions. Wang Yi also elaborated on China's solemn position on the South China Sea issue. The two sides agreed to continue strategic communication.”
Finally, the Chinese readout of the meeting between Wang and Biden says:
Wang told Biden that his objective was for “the two sides should work to stabilize the China-U.S. relationship from further deterioration, and bring it back to the track of sound and stable development at an early date…Wang Yi said that the one-China principle and the three China-U.S. joint communiqués, the most important political foundation of the bilateral relationship, must be earnestly maintained with efforts to steer clear of disruptions. China attaches importance to the U.S. side's desire to stabilize and improve its relations with China. Wang Yi stressed the need to take on the responsibilities to the world, history and people to truly stabilize and improve China-U.S. relations in line with the three principles of mutual respect, peaceful coexistence, and win-win cooperation proposed by President Xi Jinping. This not only serves the fundamental interests of both countries and their peoples, but also meets the common expectations of the international community.”
Today in the paper on Page 3, there is a Zhong Sheng commentary on China-US ties. It refers to the recent talks, saying that “there have been some positive signs in the relations between the two countries.” 近来,中美开展了一系列重要高层交往,民间友好续写新的篇章,两国关系出现了一些积极迹象,受到两国各界和国际社会的普遍欢迎. “Adhering to mutual respect, peaceful coexistence and win-win cooperation is China's consistent policy toward the US. China has always believed that the two countries should be partners rather than rivals, and that the relationship should be characterised by mutual benefit and win-win cooperation rather than a zero-sum game. China always hopes that China-US relations will stabilise and improve rather than slide into conflict and confrontation. The next paragraph emphasises instances of the two sides working together in the past on terrorism and Ebola, and says that “it is necessary to appreciate that the vast earth can fully accommodate the respective development and common prosperity of China and the United States.” 要充分认识到,宽广的地球完全容得下中美各自发展、共同繁荣. And that the “interests of both parties are closely intertwined.”
The following paragraph reiterates then that the “root cause” for recent ups and downs in the relationship is the “serious deviation in the US’ perception of and positioning towards China. Some people in the US hold on to a Cold War mentality and are actually encircling, containing, and suppressing China in the name of competition. This approach will only push China and the US into confrontation and conflict, and push the world into a ‘new cold war’ of division and turmoil. China and the US are both major countries with different historical, cultural, and social systems; therefore, the presence of some differences and competition is inevitable. However, this should not hinder both sides from engaging in cooperation based on common interests, nor should it become a reason for confrontation. We should not define the entirety of the China-US relationship solely through the lens of competition, and we must maintain the bottom line in developing Sino-US relations. The One-China principle and the three China-US joint communiques are the most important political foundation for bilateral relations. Page 2: There’s a report on the 10th Beijing Xiangshan Forum. CMC Vice Chair Zhang Youxia was in attendance. Zhang said that:

Zhang added: “it is necessary to adhere to win-win cooperation and harmonious coexistence in order to promote lasting peace, respect each other's sovereignty and territorial integrity, respect each other's core interests and major concerns, respect the development path and social system independently chosen by the people of all countries, attach importance to and take care of the legitimate concerns of all countries, persist in resolving differences through dialogue and consultation, and not impose one's will on others, put one's own interests above others, base one's own security on the insecurity of others, and deliberately provoke other countries on major and sensitive issues. The Taiwan issue is at the very core of China's core interests; the one-China principle is a universal consensus among the international community. Some 1800 individuals are attending the forum this year, including 99 official delegations, defence ministers from 19 countries, military chiefs from 14 countries, representatives of 6 international organisations.
Another Xinhua report informs that Zhang met with visiting Russian Defense Minister Sergei Shoigu. “China and Russia have maintained a high-level bilateral relationship and the relations between the two militaries exhibit strong development momentum, Zhang said. China stands ready to work with Russia to actively respond to various security threats and challenges and jointly safeguard global strategic balance and stability, he said.”
VOA’s report on Zhang’s speech at the forum has him saying that “China is willing to develop military relations with the United States in the spirit of mutual respect, peaceful coexistence and win-win cooperation.”
The China Project’s report on the forum adds:
PLA Lieutenant General Hé Léi 何雷 told state media Global Times at the forum that any Chinese use of force around Taiwan would be legitimate and just. “Once the Chinese government is forced to use force to resolve the Taiwan question, it will be a war for reunification, a just and legitimate war supported and participated in by the Chinese people, and a war to crush foreign interference,” He said. “The United States must resolutely correct any behaviour that interferes in China’s internal affairs and undermines China’s core interests, especially when it comes to the Taiwan issue and the South China Sea issue,” He told Chinese state media CGTN in a separate interview.
Another Chinese media commentary argues that the primary reason/most immediate or direct reason for US-China military interaction hitting a low point is the US’ political manipulation of the Taiwan issue. 双方军事互动之所以跌入低谷,最直接的原因就是美方对台湾问题的政治操弄。
Some of the meetings that have been reported so far: Zhang Youxia has met with Lao Deputy Prime Minister and Minister of National Defense Chansamone Chanyalath, Mongolian Minister of Defense Gursed Saikhanbayar, Admiral Tin Aung San of Myanmar, Pedro Klamar Fuik of East Timor and Lieutenant General Viktor Khrenin from Belarus. Meanwhile, CMC Vice Chairman He Weridong met with Vietnamese Minister of National Defence General Phan Van Giang.

Next on the page is a report on Shi Taifeng’s comments at the third overseas Chinese industrial and commercial congress. Xinhua says:

Also on the page is a report informing that the first Belt and Road Conference on Science and Technology Exchange will take place in Chongqing from November 6 to 7. Xinhua reports:
“The conference will focus on inter-governmental cooperation in science and technology, people-to-people exchanges in science and technology, industrial innovation and development, paradigm change in scientific research, future medicine, open science, and big data. The conference will set up five major sections, including the opening ceremony, the Belt and Road Initiative (BRI) sci-tech innovation ministerial meeting, theme activities, roundtables and results display, and tech main activities. Second, there’s a report on China’s Mideast envoy Zhai Jun’s visit to Jordan. Zhai met with Ayman Safadi, Jordan's deputy prime minister and foreign minister.
Zhai said that “China is deeply concerned about the deteriorating situation in Gaza and the serious humanitarian crisis. The international community, especially the UN Security Council, should take action and take concrete measures to promote a ceasefire and an end to hostilities as soon as possible. At the same time, we must take a long-term view and create conditions for restarting the Middle East peace process on the basis of the two-state solution and the ‘land for peace’ principle. The relevant draft resolution submitted by Jordan on behalf of Arab countries at the emergency special session of the United Nations General Assembly was passed with a high vote, reflecting the strong call of the international community, especially the majority of Arab and Islamic countries, for a ceasefire and an end to the hostilities. SCMP reported: “China’s top leaders are expected to gather in Beijing for a key financial conference this week, with debt risks and strengthening the supervision of the Communist Party set to be top of the agenda, sources familiar with the details said. The closed-door, two-day national financial work conference is scheduled to start on Monday, one source said. China’s top leaders, state executives, regulators and senior bankers have gathered every five years since 1997 for the conference focusing on financial policies and development. The last national financial work conference was held in 2017. “[The conference] will primarily focus on resolving debt. At the moment, the most important thing is to resolve the debt problems,” one of the sources said. “Of which the core is the fact that local governments are out of money. And the core reason for that is the downturn in the real estate market.” Another source added that strengthening the leadership of the party, as well as financial discipline in the areas of local government debt, would be given emphasis at the conference. The prolonged downturn in the property market has triggered rising concerns over its impact on local government revenues and outlook for the world’s second-largest economy.
