“Chinese authorities on Monday announced a tax cut on the research and development (R&D) expenses of eligible integrated-circuit and machine-tool firms between Jan. 1, 2023 and Dec. 31, 2027, to spur enterprise-led innovation. During the period, such costs, if not covered in the income statement as intangible assets, will be deducted before tax based on 120 percent of the actual amount incurred, in addition to the existing rule that such costs will be deducted before tax, according to the announcement. If the costs have been taken as intangible assets, they will be amortized at 220 percent as intangible asset costs before tax.”
Next, there’s a report on Wang Huning’s comments at a work conference on supporting Xinjiang through ‘pairing assistance’ programs. The conference was held from September 19 to 21 in Kashgar.

However China has been adding coal capacity at a record pace: it approved an average of two plants per week and added 52 gigawatts (GW) of new coal-fired capacity in the first half of 2023. ‘China is increasing coal-fired power generation in the short term to meet peak demand, maintain grid stability and manage extreme weather loads, as we’ve witnessed with the recent heatwaves,’ said Ashis Kumar Pradhan, senior coal analyst at Rystad Energy. ‘However, in the long term, coal power plants will take on a backup role for renewables and during times of high electricity demand.’ In the meantime, China is also keeping many older coal plants online longer. In 2021, the National Development and Reform Commission (NDRC), the country’s central economic planner, revised its policies to allow small, inefficient facilities to remain online as backup capacity or remain in regular operation after retrofits. This slowed the retirement of older plants to 4GW last year from 5.2GW in 2021, according to Rystad Energy. China’s overall power demand will climb by around 5 per cent over the next five years, while renewable power generation capacity is expected to rise by 18 per cent to 3,000GW by 2030. This will send renewable generation’s share of the total energy mix to 33 per cent in 2030 from 18 per cent in 2022, Rystad Energy said. At the same time, coal’s share of generation is expected to decline from 61 per cent in 2022 to 43 per cent in 2030, with more coal plants serving as backup capacity for renewable energy in times of high demand.”

Cele said he is willing to actively promote the implementation of the consensus reached by the two sides and strengthen law enforcement and security cooperation between South Africa and China.”

Next, there’s a report (English report) on Chen Xu, head of the Chinese Mission to the United Nations at Geneva, issuing a statement at the 54th Human Rights Council on behalf of over 80 countries, calling on “the international community to raise awareness of social inclusion, make efforts to eliminate prejudice and discrimination against women with disabilities, make the cause of persons with disabilities better known through education, and develop a multi-tiered social support system and improve social security and care service system for persons with disabilities.”
Page 4: There’s a report on Vice Premier Zhang Guoqing’s comments with regard to the threat posed by forest fires. Xinhua reports:
“The world has this year experienced increasing adverse environmental factors such as high temperatures and extreme weather, posing challenges to forest and grassland fire prevention and control work, Zhang, also a member of the Political Bureau of the Communist Party of China Central Committee, said at a national teleconference. In high-risk zones, fire services should inspect hazards in power transmission lines, oil-and-gas pipelines and agricultural production, he said. He urged early improvements to emergency response, monitoring, warning and equipment-preparation procedures, calling for increased investment in fire-prevention and fire-fighting infrastructure and personnel.”

Page 13: Two stories on the international page that are worth noting. First, a report (English statement) confirming that China has signed the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction at the United Nations headquarters in New York.
“The Agreement includes the access to and sharing of marine genetic resources, establishment of marine protected areas, environmental impact assessments, capacity building and transfer of marine technology, among others, aiming to further establish rules and regulations for global ocean governance. The negotiations for the Agreement began in 2004 and it was finally concluded in June 2023, spanning nearly 20 years.”
Second, a report informing that the China-Arab Consortium of Universities Exchange Mechanism was inaugurated in Jordan's capital Amman on Tuesday. Xinhua says:
“The mechanism will focus on cooperation in the fields of green innovation, health, food security, youth development, and dialogue among civilizations, said Du Yubo, president of the China Association of Higher Education, at the inauguration ceremony…Amr Ezzat Salama, secretary general of the Association of Arab Universities, said that Arab and Chinese universities should actively collaborate in relevant fields under the framework of the mechanism, jointly contributing to addressing the challenges of climate change and sustainable development, among others.”
Other Stories:
Han Zheng has gotten no love from the paper during his time in New York. But he did meet with “US friendly groups, think tanks and people from all walks of life” as per Xinhua. The report adds:
“Han called on the two sides to follow the three principles of mutual respect, peaceful coexistence and win-win cooperation put forward by Chinese President Xi Jinping and implement the important consensus reached by the two heads of state in Bali, Indonesia. He also urged efforts to enhance China-U.S. cooperation fields such as economy, trade and people-to-people exchanges to boost the healthy and stable development of China-U.S. relations. Noting the Chinese economy is recovering and transitioning from high-speed growth to high-quality development, Han told U.S. participants at the meeting that China pays great attention to the growth of economic volume and even greater attention to boosting the quality and efficiency of its economic growth. China will unswervingly pursue opening up at a high level, seek win-win cooperation with other countries and provide a constant driving force for world economic recovery and growth while offering mutually beneficial cooperation opportunities for investors worldwide, he said.”
Han also delivered his speech to the UNGA. He talked about Xi’s call for building a community of shared future for mankind. He mentioned the GDI, GSI and GCI, saying that they set up “a pathway for realising the goal” of building a community of shared future for mankind. China will “continue to strive for peaceful reunification (with Taiwan) with the greatest sincerity and utmost effort.”
“China is firm in supporting the international system with the UN at its core,” he reiterated. He said that China opposes hegemony, power politics, unilateralism, and a cold war mentality. He stressed that China “will never practice hegemony and expand,” and that “independence is the defining feature of China’s diplomacy”.
Han said that the legitimate security concerns of all countries should be addressed, the sovereignty and territorial integrity of all countries respected, and differences and disputes resolved in a peaceful way through dialogue and consultation.
He urged that nuclear war “must not be fought” and nuclear weapons “must not be used”.
On Ukraine, he said that ceasing hostilities and resuming peace talks are the only way to settle the crisis.
He underscored that China will continue supporting the just Palestinian cause of restoring lawful national rights, which is at the core of the Middle East issue.
China will remain a developing country and “natural member of the Global South.” He added that China is firm in upholding the legitimate rights and interests of developing countries, supports and respects their efforts to independently choose their development paths based on their national conditions
Regarding human rights, he reiterated China’s opposition to politicization and double standards, particularly the use of human rights and democracy as a political tool to interfere in other countries.
He called on developed countries to do more to reduce emissions and provide developing countries with financing, technology, and capacity-building support. China will continue to prioritize ecological conservation and the advancement of green and low-carbon development.
China will continue to expand institutional opening up, promote trade and investment liberalization and facilitation, further ease market access for foreign investment, and protect the lawful rights and interests of foreign investors.
