Page 1: No prizes for guessing that the front page today is all about Xi Jinping’s visit to Astana, and his discussions with President Kassym-Jomart Tokayev.
Xi said that “China has always viewed China-Kazakhstan relations from a strategic and long-term perspective, and regards Kazakhstan as a priority direction of China's peripheral diplomacy and an important cooperation partner in Central Asia. China's will and determination to maintain and grow bilateral relations stand firm, and will not be changed due to any single incident or transformations in the international situation. China will always be a good neighbour and partner that Kazakhstan can rely on and trust. China is willing to continue to strengthen cooperation with Kazakhstan in traditional energy such as natural gas, expand new energy cooperation including photovoltaic and wind power, encourage more Chinese enterprises to invest in Kazakhstan, and help Kazakhstan transform its resource advantages into development capabilities and achieve green, low-carbon and sustainable development.”
Xi also said that the bilateral relationship had “reached the high level of permanent comprehensive strategic partnership”. Xinhua adds: “Xi reiterated that no matter how the international situation changes, China will remain steadfast in its commitment to (original intention to) the China-Kazakhstan friendship, in its resolve to advance cooperation across the board, in its determination to continue mutual support on issues concerning each other's core interests, and in its confidence in both countries realizing their development goals. China and Kazakhstan are both at a critical stage of development and revitalization, Xi said, calling on the two sides to enhance the alignment of their development strategies and exchanges of governance experience, and implement more mutually beneficial cooperation projects to boost the development of their respective countries.”
“China is willing to enhance the level of economic and trade cooperation with Kazakhstan, establish a new goal of doubling bilateral trade volume as soon as possible in the future, further expand imports of high-quality goods from Kazakhstan, and create new growth points for cooperation such as e-commerce and digital economy. The two sides should increase the scale of cooperation in production capacity investment, tap the potential of cooperation in scientific and technological innovation, and expand cooperation in electric vehicles, new energy, cross-border e-commerce and satellite communications. China is willing to work with Kazakhstan to actively promote the construction of the Trans-Caspian International Transport Route and build a multi-dimensional connectivity paradigm. China supports the holding of China tourism year in Kazakhstan in 2025, and has decided to open a second Luban Workshop in the country.”
Xi also backed Kazakhstan in hosting the SCO Summit and the China-Central Asia Summit subsequently.
As per Xinhua,
“Tokayev stressed that Kazakhstan looks forward to working with China to earnestly implement the important outcomes of Xi's visit, continuing to jointly promote high-quality Belt and Road cooperation, making every effort to achieve the goal of doubling bilateral trade, strengthening cooperation in agriculture, economy and trade, new energy, cross-border e-commerce and electric vehicles, and advancing the construction of the Trans-Caspian International Transport Route. Kazakhstan welcomes the establishment of culture centers in their respective country and Luban Workshop, said Tokayev said. He called for ensuring the China tourism year in 2025 a success, so as to keep closer bilateral sub-national cooperation as well as people-to-people exchanges in education, culture and other fields.”
The two leaders also attended (English report) the opening ceremonies of the Trans-Caspian International Transport Route and several cultural exchange facilities. The TITR begins at China’s port of Lianyungang and runs through Kazakhstan, the Caspian Sea, Azerbaijan, Georgia, and on to European countries.

Xi said China and Kazakhstan have set a new goal of doubling two-way trade at an early date.
The two sides agreed to continuously deepen cooperation in such traditional areas as economy, trade, investment, production capacity, interconnectivity and energy.
The two sides will also jointly foster new growth points for cooperation in critical minerals, new energy, scientific and technological innovation, aerospace, digital economy and other fields.
The Chinese side will hold China tourism year in Kazakhstan in 2025. The Chinese side has also decided to open the second Luban Workshop in the Central Asian country, he said, adding that the two sides will expand cooperation in such fields as media, think tanks, as well as films and television, and encourage more sistership among provinces and cities of the two countries.
China and Kazakhstan have agreed to jointly implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative.
China supports Kazakhstan in joining BRICS cooperation mechanism, playing the role of a “middle power” on the international stage and making its due contribution to global governance.
The important bits from Tokayev’s comments are:
“China is a friendly neighbour and a permanent comprehensive strategic partner of Kazakhstan. Kazakhstan-China relations have always been based on mutual respect and trust and there are no unresolved issues between the two countries. In history, China has never harmed Kazakhstan's interests, and the friendship between the two peoples is unbreakable and has been passed down from generation to generation. China is Kazakhstan's largest trading partner and the most important foreign investor country, and the investment and cooperation of Chinese enterprises have effectively promoted the national development of Kazakhstan.”

The friendship between the two countries is unbreakable, bilateral strategic dialogue is not affected by temporary issues, and the level of political mutual trust is high…两国友谊牢不可破,双边战略性对话不受一时一事影响,政治互信水平高.
“The two sides stressed that maintaining political security is of great significance. To this end, China and Kazakhstan will continue to deepen political mutual trust, increase mutual support on issues concerning the sovereignty, security and territorial integrity of the two countries, firmly oppose external interference in internal affairs, and firmly oppose the politicization of human rights issues and double standards. China firmly supports Kazakhstan’s independence, sovereignty and territorial integrity, firmly supports Kazakhstan’s independently chosen development path, and firmly supports Kazakhstan’s necessary measures to maintain domestic stability, ethnic harmony, and promote economic and social development in the process of building a ‘Just Kazakhstan’. Kazakhstan firmly supports the one-China principle, that is, there is only one China in the world, Taiwan is an inalienable part of Chinese territory, and the government of the People’s Republic of China is the only legitimate government representing all of China. Within the BRI framework, both had a positive view of the work of the China-Kazakhstan Cooperation Committee and the China-Kazakhstan Entrepreneurs Committee. The document also talks about diversifying the trade structure and promoting trade in high value-added and high-tech products.
The two sides are willing to jointly promote cooperation in the fields of standardisation, conformity assessment and metrology to create favourable conditions for bilateral trade. The two sides are willing to jointly promote the early completion of the negotiations on upgrading the China-Kazakhstan bilateral investment agreement and provide better legal protection for bilateral investment cooperation. The two sides also welcomed the first meeting of the Innovation Cooperation Subcommittee of the China-Kazakhstan Cooperation Committee held in Astana on May 23, 2024.
The document mentions two MOUs, i.e., between SAMR and Kazakhstan’s Ministry of Trade and Integration; and the General Administration of Customs and the Ministry of Trade and Integration.
“The two sides emphasize the importance of continuously deepening cooperation in science and technology innovation. They will actively promote more practical results in areas such as poverty alleviation through science and technology, technology transfer, joint research, and the joint construction of scientific research platforms. The two sides will continue to deepen cooperation in oil and natural gas exploration, exploitation, and processing, and continuously strengthen cooperation in clean energy such as wind power, photovoltaic, and solar thermal energy. The two sides are willing to study the possibility of opening more border ports between China and Kazakhstan based on necessity and feasibility. 双方愿结合必要性、可行性研究增开中哈边境口岸的可能性.

“The two sides are willing to jointly promote global biosecurity governance and institutionalise the Biological Weapons Convention in accordance with the consensus reached by the two heads of state. The two sides support and encourage the two countries’ biological research institutions to carry out joint scientific research, share research and development results, exchange biosecurity policy experience and scientific research cooperation, and safeguard biosecurity and people’s lives and health. “Kazakhstan welcomes China's Global Initiative on AI Governance and its efforts to enhance the rights of developing countries in the global governance of AI. The two sides are willing to strengthen position coordination on global cyberspace governance, promote the building of a more just and reasonable global Internet governance system, and jointly build a peaceful, secure, open, cooperative and orderly cyberspace community with a shared future.” 哈方欢迎中方提出的《全球人工智能治理倡议》以及中方为增强发展中国家在人工智能全球治理中的权利所作努力。双方愿就网络空间全球治理加强立场协调,推动构建更加公正合理的全球互联网治理体系,共同构建和平、安全、开放、合作、有序的网络空间命运共同体.

“Facing an international situation fraught with turbulence and changes, the two countries should keep upholding the original aspiration of lasting friendship, and sticking to the determination of benefiting the people…He urged China and Russia to continuously conserve the unique value in China-Russia relations, and explore the internal driving force of bilateral cooperation, saying that the two countries should also make new efforts to safeguard their legitimate rights and interests and safeguard the basic norms governing international relations. China supports Russia in fulfilling its responsibilities as BRICS chair, uniting the ‘Global South’, preventing a ‘new Cold War’ and opposing illegal unilateral sanctions and hegemonism, he said. Noting that the SCO Astana summit will be held on Thursday, Xi said the Chinese side looks forward to working with Russia and other member states to promote the steady and long-term development of the SCO and build an even closer SCO community with a shared future. China and Russia, Xi said, should continue to strengthen comprehensive strategic coordination, oppose external interference and jointly safeguard regional tranquility and stability.”
As per Xinhua, Putin said that “at present, Russia-China relations are at the highest level in history…the two sides respect each other, and treat each other with equality and mutual benefit. He also said that Russia-China relations feature non-alignment and do not target at any third party, which conforms to the well-being of the two peoples. Russia, he said, supports China in safeguarding its core interests and legitimate rights and interests, and opposes external interference in China's internal affairs and the South China Sea issue. Noting that China will soon take over the rotating presidency of the SCO, he said Russia will fully support China's work and work with other member states to continuously enhance the international influence of the organization, safeguard regional peace and security, and promote the development of the international system in a more just and equitable direction. As the rotating chair of BRICS this year, Russia looks forward to strengthening communication and coordination with China on BRICS cooperation, he added.”
Next, we have Xi’s meeting with Uzbek President Shavkat Mirziyoyev. Xinhua says:
“This year marks the 75th anniversary of the founding of the People's Republic of China, Xi said, adding China is speeding up Chinese modernization, and Uzbekistan is also comprehensively advancing the ‘Uzbekistan-2030’ strategy. The goal of both sides is very grand but also simple, which is to deliver a better life for their people, Xi said. Noting that China firmly supports Uzbekistan in safeguarding its national independence, sovereignty and security, Xi said China is always a trustworthy friend and partner of Uzbekistan. He urged the two sides to further advance the Belt and Road cooperation, well implement the medium- and long-term cooperation plan on economy, trade and investment, speed up the construction of the China-Kyrgyzstan-Uzbekistan railway, as well as cooperation in fields of photovoltaic, wind power and new energy vehicles, and continue to strengthen cooperation in poverty reduction and social governance. China supports the expansion of exchanges between the two countries at the sub-national level, as well as exchanges in tourism, education and other fields, he said, noting China welcomes Uzbekistan's participation in the seventh China International Import Expo as the guest country of honor. China is ready to work with Uzbekistan to speed up the implementation of the outcomes of the China-Central Asia Summit held in the city of Xi'an, strengthen coordination and cooperation, and ensure that the SCO always develops in a direction that serves the common interests of all parties, Xi said.”
As per Xinhua, Mirziyoyev said:
“Under the wise leadership of President Xi, China has successfully coped with various risks and challenges and made world-leading achievements in the fields of economy, science and technology…Mirziyoyev expressed his congratulations and wished the third plenary session of the 20th Communist Party of China Central Committee a complete success. Uzbekistan firmly abides by the one-China principle and resolutely combats the ‘three evil forces’ of terrorism, extremism and separatism, he said. Uzbekistan is willing to work with China to be each other's reliable friend and partner, continue to respect, understand and support each other, and promote pragmatic cooperation in various fields to achieve more fruitful results, Mirziyoyev said. He said Uzbekistan is willing to closely coordinate and cooperate with China within the China-Central Asia mechanism, the SCO, as well as other multilateral frameworks. Uzbekistan is ready to promote the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, which were proposed by Xi…”
Third, Xi’s meeting with Azerbaijani President Ilham Aliyev. As per Xinhua,
“China and Azerbaijan are good friends with sincerity and mutual trust, as well as good partners with equality and mutual benefit, and bilateral relations have been developing healthily and steadily, with fruitful cooperation and richer strategic connotations...China firmly supports Azerbaijan in safeguarding national sovereignty, independence and territorial integrity, and in pursuing a development path suited to its national conditions…The two sides should promote high-quality Belt and Road cooperation, deepen cooperation in such fields as trade, investment, oil and gas, and photovoltaics, strengthen connectivity, advance the construction of the Trans-Caspian International Transport Route, and ensure the healthy and stable operation of China-Europe freight trains…The two sides should also carry out more exchanges in such areas as education, culture and tourism, as well as between the youths of the two nations and at the sub-national level, and consolidate the public foundation of China-Azerbaijan friendship, he said. China supports Azerbaijan in hosting the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, Xi said. China stands ready to work with Azerbaijan to advocate an equal and orderly world multipolarity, and universally beneficial and inclusive economic globalization, and promote world peace, stability and development…”
As per the report, Aliyev said that “today we issued a joint statement and jointly announced the establishment of a strategic partnership between Afghanistan and China, which is of great significance to the development of bilateral relations. Azerbaijan firmly abides by the one-China principle and firmly supports China's great cause of national reunification, which is the trend of history and no force can stop…”
The two sides also issued a joint statement on establishing a strategic partnership. This document is available on Page 3. The documents are divided into different sections. The first section says:
“Both sides reaffirmed their mutual respect for each other’s sovereignty and territorial integrity, non-aggression, non-interference in each other’s internal affairs, equality and mutual benefit, and peaceful coexistence. The Azerbaijani side firmly adheres to the one-China principle, recognizes that there is only one China in the world, the government of the People’s Republic of China is the only legitimate government representing all of China, and Taiwan is an inalienable part of China's territory. It opposes any form of ‘Taiwan independence’ and supports the peaceful development of cross-strait relations and the efforts made by the Chinese government to achieve national reunification. China firmly supports the peace agenda proposed by the Azerbaijani side and believes that geopolitical plots aimed at supporting confrontation will be counterproductive.” (二) 双方重申互相尊重彼此主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处。阿方坚定奉行一个中国原则,承认世界上只有一个中国,中华人民共和国政府是代表全中国的唯一合法政府,台湾是中国领土不可分割的一部分,反对任何形式的“台独”,支持两岸关系和平发展和中国政府为实现国家统一所作的努力。中方坚定支持阿方提出的和平议程,认为旨在支持对抗的地缘政治图谋会适得其反。

In terms of investment, it talks about the need to “promote cooperation in key areas such as energy (including oil and gas exploration and processing, green energy), transportation infrastructure, information and communication, digital economy, non-ferrous metals, and building materials in accordance with the market-oriented principle.” 中阿经济互补性强,有较大的产业与投资合作潜力。双方将充分发挥中阿产业与投资合作工作机制作用,加强愿景、规划和政策对接,为双方企业提供协助,按照市场导向原则积极推进在能源(包括油气开采与加工、绿色能源)、交通基础设施、信息通讯、数字经济、有色金属、建材等重点领域的合作,为两国务实合作增加实实在在的成果,造福两国和两国人民.
