Page 1: There is a lot of Xi Jinping on the front page today. At the top of the page is the report on Xi’s meeting with Sitiveni Rabuka, the Prime Minister of Fiji. Xi told him that “China attaches great importance to China-Fiji relations and is willing to continue to provide assistance to the best of its ability for Fiji's economic and social development, and work with Fiji to grasp the general direction of bilateral relations and promote the building of a China-Fiji community with a shared future to better benefit the two peoples”.
This bit is interesting:
“Xi briefed Rabuka, who had visited Yunnan, Fujian and Zhejiang provinces prior to the meeting, on China’s practices and experience in poverty alleviation. The completion of the building of a moderately prosperous society in all respects for more than 1.4 billion people is a historic achievement the Chinese people have made under the leadership of the Communist Party of China, and a historic contribution China has made to the cause of poverty reduction and the development of humanity, he stressed. ‘In this process, we have left no ethnic group, region or individual behind, fully demonstrating the socialist system's political advantage in concentrating resources on major undertakings. We have won the heartfelt support of the people of all 56 ethnic groups in China,’ Xi said.”
Xi also said that “China and Fiji both belong to the Global South” and that China was “ready to help Fiji and other Pacific island countries cope with climate change, and strengthen development cooperation with them to make the Pacific Ocean an ocean of peace, friendship and cooperation.”
On Page 2, we have the joint statement that was issued following Rabuka’s visit. Key excerpts:
The leaders of the two countries positively evaluated the substantial development of bilateral relations in the 49 years since the establishment of diplomatic relations between China and Fiji, and agreed that the development of China-Fiji relations has enhanced the common interests of the two countries and their peoples, and promoted peace, stability and prosperity in the Asia-Pacific region. Both sides stressed that the two countries will continue to uphold the Five Principles of Peaceful Coexistence and deepen the comprehensive strategic partnership of mutual respect and common development between China and Fiji. 两国领导人积极评价中斐建交49年来双边关系取得的长足发展,一致认为中斐关系发展增进了两国和两国人民共同利益,也促进了亚太地区和平、稳定和繁荣。双方强调,两国将继续秉持和平共处五项原则,深化中斐相互尊重、共同发展的全面战略伙伴关系.
Both parties agreed that all countries are equal regardless of size, strength, wealth or poverty, and that the sovereignty and territorial integrity of all countries should be respected, and the people of all countries should independently choose a development path that suits their national conditions, and abide by the principle of non-interference in each other’s internal affairs. China firmly supports Fiji in safeguarding its sovereignty and independence. Fiji firmly adheres to the one-China principle. China reiterates President Xi Jinping’s proposal that China will adhere to the principle of ‘four full respects’ in developing relations with Pacific Island Countries, i.e., fully respecting their sovereignty and independence, fully respecting the will/wishes of the Pacific Island Countries, fully respecting their national cultural traditions, and fully respecting the unity and self-reliance of the island countries. China’s assistance to Pacific island countries does not come with political conditions attached. Fiji appreciates this. 中方重申习近平主席提出的中国发展同太平洋岛国关系秉持“四个充分尊重”原则,充分尊重岛国主权和独立,充分尊重岛国意愿,充分尊重岛国民族文化传统,充分尊重岛国联合自强。中国对太平洋岛国的帮助不附加政治条件。斐方对此表示赞赏.

They agreed to expand exchanges and cooperation in the fields of tourism, education, health, agriculture, marine resource development, capacity building, sports and cultural promotion. China is also offering more scholarships and training opportunities, although there are no specifics.
Fiji backs GDI, GSI and GCI. Fiji is part of the Friends of GDI group. Fiji also backs promoting the common values of peace, development, fairness, justice, democracy and freedom for all mankind, and commits to work with China at multilateral forums.
Both sides reaffirmed their strong commitment to upholding the international nuclear non-proliferation system based on the NPT and the South Pacific Nuclear-Free Zone Treaty. Back to the front page. There’s a report on Xi meeting China’s Olympians. Amid the praise, Xi said:
“The fundamental reason why China has joined the ranks of the world’s leading sports nations and become a major Olympic player is the country’s growing comprehensive national strength. This has provided advanced technological support and solid material guarantees for sports training and competition, while also creating a favourable environment for the emergence of talent in various sports and establishing a broad base of public participation.” 国运兴则体育兴、国家强则体育强。我国能够跻身世界体育大国、奥运强国之列,根本在于综合国力不断增强,为体育竞技训练提供了先进科技支撑和坚实物质保障,也为各领域体育人才脱颖而出创造了良好成长环境和广泛群众基础。
Next, there’s a report on Xi’s meeting with an Inter-Parliamentary Union visiting Beijing. Xinhua says:
“Xi welcomed the speakers’ visit to China, noting that they come from countries on different continents. ‘We are all members of the Global South,’ he said. Despite different national conditions, China and the countries are all good brothers and good partners with a shared vision…Noting that the current global landscape is rapidly evolving, Xi said China is willing to work with other countries to advocate an equal and orderly multi-polar world and an inclusive economic globalization that benefits all, promote the building of a community with a shared future for humanity, and build the Earth into a harmonious family.”
Stressing the importance of cooperation among legislatures, Xi added:
“China has always been a member of the ‘Global South’, and solidarity and cooperation with the vast number of developing countries is the unshakable foundation of China’s foreign relations. China does not pursue modernization in isolation, and is willing to work with all countries, including the vast number of developing countries, to promote the realization of world modernization with peaceful development, mutual benefit and cooperation, and common prosperity. Together, they can jointly serve as a stabilizing force for maintaining peace, a core/backbone force for open development, a constructive force for global governance, and a promotion force for mutual learning among civilizations.” 中国始终是“全球南方”的一员,同广大发展中国家团结合作是中国对外关系不可动摇的根基。中国不追求独善其身的现代化,愿同包括广大发展中国家在内的各国一道,推动实现和平发展、互利合作、共同繁荣的世界现代化,共同做维护和平的稳定力量、开放发展的中坚力量、全球治理的建设力量、文明互鉴的促进力量.
Xi added:
“One of the major experiences of China’s remarkable achievements in governance is that it has taken the path of socialist political development with Chinese characteristics under the leadership of the Communist Party of China and adhered to and developed whole-process people’s democracy. The true essence of people’s democracy lies in the principle that matters should be discussed openly, with collective issues being deliberated by the public to accommodate aspirations and demands of the whole society. Whole-process people’s democracy not only has a complete set of institutional procedures but also involves comprehensive participation and practices, making it extensive, authentic and effective. China will continue to support the National People’s Congress in deepening exchanges and cooperation with the Inter-Parliamentary Union. As per Xinhua, IPU members said:
“As the largest developing country in the world, China has lifted hundreds of millions of people out of poverty and made remarkable achievements in development, setting an example and providing important opportunities for other developing countries, they said. The IPU appreciates China’s stance of upholding fairness and justice in international affairs, advocacy of equality for all countries regardless of size, and significant contributions to world peace, stability and common development, they said. All parties expressed appreciation for the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by China, pledging commitment to strengthening friendly partnerships with China, adhering to the one-China principle, and jointly safeguarding multilateralism through close cooperation with China.”

The two sides affirm to maintain strategic exchanges between high-ranking leaders of the two Parties and two countries, and jointly orient the development of the Vietnam-China relationship. They will fully promote the special role of the Party channel, further strengthen the overall coordination role of the exchange and cooperation mechanisms between the two Parties, especially high-level meetings, theoretical workshops between the two Parties, and exchanges between the two Parties' agencies of foreign affairs; improve the effectiveness of cooperation between the respective agencies of the two Parties at the central level and Party committees at the local level, especially in provinces/border areas; comprehensively implement theoretical exchanges and experience sharing in Party and nation management; jointly deepen awareness of the Communist Party's ruling regulations, the law of building socialism, and the law of human development to serve Party building and the development of the socialist cause of each side; and strengthen friendly exchanges and promote the role of the cooperation committee mechanisms between the National Assembly of Vietnam and the National People's Congress of China, friendly exchanges between organisations at the central level and border provinces of the Vietnam Fatherland Front Central Commitee and the Chinese People's Political Consultative Conference. The two sides agree that the Vietnam-China Steering Committee for Bilateral Cooperation strengthens overall coordination, directs ministries, sectors and localities of the two countries to build the Vietnam-China community with a shared future, and enhance mechanisms and forms of exchange and cooperation in strategic areas such as diplomacy, defence and security.
The two sides affirm that defence - security cooperation is one of the pillars of Vietnam-China relations. They agree to enhance defence - security cooperation, strengthen exchanges at all levels between the two countries' armies through channels such as the border defence friendship exchange, and defence and security dialogue, deepen border, naval, and coast guard exchanges; and promote cooperation in areas such as political work, defence industry, mutual visits of naval ships, and United Nations peacekeeping. The two sides enhance mechanisms between the Ministries of Public Security of the two countries, such as the ministerial conference on crime prevention cooperation, strategic security dialogue, and political security working group; promote cooperation in areas such as combating telecom fraud, cybersecurity, economic crime, human trafficking, organisation of illegal immigration, and tracking and recovering assets of criminals who have fled abroad; coordinate to establish a hotline between the two countries' Ministries of Public Security, expedite the ratification of the state-level agreement on the transfer of sentenced persons between Vietnam and China, and establish and expand cooperation between Vietnam's Ministry of Public Security and China's Ministry of Emergency Management. The two countries strengthen information exchanges and share experiences on countering interference, combating separatism, preventing ‘colour revolution’, and jointly protect political security and regime security; and expand legal and judicial cooperation to ensure a legal foundation for collaboration in various fields between Vietnam and China.
China agrees to provide assistance for Vietnam to develop the planning of the Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong standard gauge railway lines, develop a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong standard gauge railway line. Hastening the pilot construction of smart border gates at the Huu Nghi (Vietnam) – Youyi Guan (China) international border gate and the dedicated cargo transport road in the area of boundary markers 1088/2 - 1089 (Tan Thanh - Po Chai). Actively researching and deploying pilot construction of cross-border economic cooperation zones, jointly building safe and stable production and supply chains. The two sides encourage and support enterprises with capacity, reputation and advanced technology to invest in the other country, with a focus on enhancing cooperation in hi-tech agriculture, infrastructure, clean energy, digital economy and green development; create a fair and favourable business environment for each other's enterprises.
China is ready to continue creating favourable conditions for Vietnam to open additional trade promotion offices in various locations in China. Vietnam supports China’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) based on adherence to the agreement's standards and procedures, and actively welcomes Hong Kong Special Administrative Region of China's application to join the RCEP.
The two sides agree to step up cooperation within the framework of the major initiatives - Community with a Shared Future for Mankind, the Global Development Initiative, the Global Security Initiative and the Global Civilisation Initiative, which aim to protect the common interests of all mankind, for the cause of peace, justice and progress of people all over the world, and meet the aspirations of people worldwide for a better world. The two sides advocate human rights exchanges and cooperation based on equality and mutual respect, firmly opposed the ‘politicisation,’ ‘instrumentalisation,’ and double standards in human rights issues, and resolutely protested the use of human rights issues to interfere in the internal affairs of other countries. Strengthening coordination and cooperation in multilateral mechanisms such as the United Nations and the Asia-Pacific Economic Cooperation (APEC) forum, and supporting each other's candidacy for international organisations. China supports Vietnam in hosting APEC 2027 and backs Vietnam's accession and promotion of its role in multilateral mechanisms.
The two sides discuss in depth and in a sincere, straightforward manner sea issues, stressing the need for better control and active handling of disagreement at sea, and maintenance of peace, stability in the East Sea and the region. The two sides agree on the need to adhere to the common perceptions of high-ranking leaders of the two Parties and countries, together maintain peace, stability in the East Sea, persevere in friendly consultation to actively seek essential and long-term solutions acceptable to both sides in accordance with the Vietnam-China agreement on basic principles guiding the settlement of sea-related issues and international law, including the 1982 UN Convention on the Law of the Sea, take no action that can complicate the situation or extend disputes. Pushing ahead with discussion on cooperation for common development at sea and the delimitation of sea area beyond the mouth of the Gulf of Tonkin towards early substantial progress, actively promoting cooperation in less sensitive sea-related fields. Continuing to implement comprehensively and effectively the Declaration on the Conduct of Parties in the East Sea (DOC), working on the basis of consensus consultation towards a substantive, effective Code of Conduct in the East Sea in accordance with international law, including the 1982 UN Convention on the Law of the Sea. Continuing to coordinate to effectively implement the legal documents on land border and related agreements, promoting cooperation in areas along the Vietnam-China land border, well organise activities marking the 25th anniversary of the signing of the Vietnam-China land border treaty and 15 years since the signing of the three legal documents on Vietnam-China land border.
Page 3: There’s a report on Li Qiang’s arrival in Moscow. Xinhua says:
“In a statement released upon arrival, Li said that under the strategic guidance of Chinese President Xi Jinping and Russian President Vladimir Putin, China and Russia set a model for a new type of international relations and relations between neighboring major countries. Over the past 75 years, China-Russia relations have withstood the test of changing international circumstances and become stronger and fresher over time, Li noted, adding that China-Russia relations in the new era have shown new vigor and vitality, with stronger mutual political trust, fruitful cooperation in various fields, deeply rooted friendship, and close and effective international coordination. Li said his visit to Russia is aimed at implementing the consensus reached by the two heads of state, carrying forward the enduring friendship from generation to generation, and deepening mutually beneficial cooperation. He pointed out that the two heads of state have met twice this year, laying out the top-level design and strategic plan for the new development of China-Russia relations at the new historical starting point of the 75th anniversary of the establishment of diplomatic ties. It is believed that with joint efforts of both sides, the China-Russia comprehensive strategic partnership of coordination for a new era will surely enter a brighter future, Li said…Bilateral cooperation in traditional areas such as energy, resources, aerospace and connectivity has made steady progress, and cooperation in emerging areas such as scientific and technological innovation, cross-border e-commerce and automobile manufacturing has also enjoyed strong momentum. In the first seven months of this year, China-Russia trade increased by 1.6 percent year on year to 136.67 billion U.S. dollars. The volume exceeded 240 billion dollars in 2023, close to 2.7 times that of a decade ago.”
Next, there’s a report on He Lifeng’s meeting with Russia’s Deputy Prime Minister Dmitry Chernyshenko. He said that:
“Under the strategic guidance of the two heads of state, China-Russia practical cooperation in various fields has made positive progress; bilateral trade has advanced steadily; key projects under construction have been steadily advanced; cooperation in traditional fields such as energy and agriculture has been continuously consolidated; cooperation in emerging fields such as science and technology, environmental protection, green and low-carbon has continued to expand; cooperation in finance, transportation, communications, customs, urban construction and other fields has been fruitful; exchanges between local governments and enterprises have been active; and the cooperation between the two countries has shown strong resilience and vitality, fully reflecting the high level and special nature of the China-Russia comprehensive strategic cooperative partnership in the new era.”
He added that “the two sides should make persistent efforts to promote the sustained and steady development of economic and trade cooperation, implement major cooperation projects, continuously improve the level of institutional guarantees, promptly and effectively solve the difficulties and problems encountered in cooperation, and promote more achievements in China-Russia practical cooperation.”

Also, there was a meeting of the 25th session of the China-Russia Committee on Humanities Cooperation in Moscow. The Xinhua report on this informs that there were 48,000 Chinese students, excluding those of preparatory faculties, studying in Russia in the 2023-2024 academic year. In contrast, there are more than 16,000 Russian students in Chinese universities.
Next, there’s a report on Minister of Public Security Wang Xiaohong meeting with Luong Tam Quang, the Vietnamese Minister of Public Security, in Beijing. Xinhua says:
“The two sides should adhere to high-level strategic guidance, strengthen cooperation on political security, deepen cooperation in combating cross-border gambling and illegal cross-border entry and exit, enhance coordination and cooperation within multilateral frameworks, and make contributions to the building of the China-Vietnam community with a shared future that carries strategic significance, said Wang.”
China’s Defense Minister Dong Jun also met with his Vietnamese counterpart Phan Van Giang in Beijing. Xinhua says:
“Dong stressed the need for accelerated efforts from the two militaries to improve cooperation quality and efficiency. Work should be done to maintain the momentum of cooperation in various fields including personnel training, joint exercises and international collaboration, while expanding new areas for more practical results, Dong said. For his part, Giang said the Vietnamese side will continue strengthening cooperation with the Chinese military in mutual visits and friendly border exchanges and promote bilateral ties to a new level.”
Next, there’s a report on Wang Yi meeting with Julie Bishop, special envoy of the UN Secretary-General for Myanmar. Xinhua reports:
“China is committed to respecting its sovereignty, independence, national unity and territorial integrity, is committed to non-interference in its internal affairs, and is committed to the ‘Myanmar-owned, Myanmar-led’ peace process. China supports ASEAN’s role as the main channel, he added. Noting the special envoy of the UN secretary-general on Myanmar plays a unique role, Wang said China stands ready to provide support and assistance to Bishop in performing her duties and play a constructive role in achieving political reconciliation and lasting peace and stability in Myanmar.”
Also on the page is a report on Cai Qi’s comments on the need for greater efforts to combat pointless formality in work and ease the burdens of grassroots officials to enable them to focus their time and energy on policy implementation. The remarks came at a meeting of a special working mechanism meeting on rectifying formalism at the central level to reduce the burden on the grassroots. Xinhua reports:
“The meeting underlined the need to reduce quantities of work documents and conferences while raising their quality and efficiency, and the importance of slashing numbers of undue inspections, checks and evaluations at the primary level, among other efforts. Education and guidance should be provided to help primary-level officials understand that easing burdens is by no means equivalent to reducing duties and responsibilities…”
Next, there’s a report on Wang Huning’s letter to the 2024 Overseas Chinese World Conference for Promoting Peaceful Reunification of China, which was held in Hong Kong. Wang said that:
We will always adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, unswervingly implement the Party’s overall strategy for resolving the Taiwan issue in the new era, grasp the overall situation of cross-Strait relations from the overall interests and long-term development of the Chinese nation, and unswervingly advance the process of peaceful reunification of the motherland. UFWD chief Shi Taifeng added the event. He said that the conference, gathering compatriots at home and abroad, will help advance the cause of opposing ‘independence’ and promoting reunification.
