The balanced transformation between urban residents and rural residents must be reflected in policy’. “To adhere to the connotative development of cities, it is necessary to adhere to the important principles of ‘five transformations, five greater emphases’. We must deeply grasp that:

Page 2: There’s a report on stricter rules governing local asset management companies. The National Financial Regulatory Administration issued the Interim Measures for the Supervision of Local Asset Management Companies. This is the first comprehensive update since a 2019 directive. The report says:
The Measures clarify concentration risk supervision requirements, stipulating that local asset management companies’ equity, debt and other investment and financing balances to single clients and single group clients must not exceed 10% and 15% of their own net assets, respectively. 《办法》明确集中度风险监管要求,规定地方资产管理公司对单一客户和单一集团客户的股权、债权等投融资余额不得超过自身净资产的10%、15%.
In strengthening risk management, the Measures also clarify liquidity risk supervision requirements, stipulating that high-quality liquid assets held by local asset management companies that comply with relevant regulations should not be less than net cash outflows within the next 30 days. They clarify related-party transaction supervision requirements, stipulating that local asset management companies’ debt balances to all related parties must not exceed 50% of their own net assets at the end of the previous quarter.They standardise external financing, stipulating that local asset management companies’ borrowed fund balances must not exceed three times their net assets, preventing risk spillover. 在强化风险管理方面,《办法》还明确了流动性风险监管要求,规定地方资产管理公司持有的符合有关规定的优质流动资产应当不低于未来30天内的净资金流出。明确关联交易监管要求,规定地方资产管理公司对全部关联方的债权余额不得超过自身上季末净资产的50%。规范外部融资,规定地方资产管理公司融入资金余额不得超过其净资产的3倍,防范风险外溢.
The Measures clarify matters such as local asset management companies’ business scope, business proportions, operating regions, and scope of acquirable assets, promoting focus on main responsibilities and main business, and effectively serving localities. They standardise local asset management companies’ debt recovery, external transfer and other non-performing asset disposal behaviours. They delineate operational red lines, clarifying that local asset management companies must not engage in operational behaviours such as guaranteed principal and fixed return commitments or requiring transferors to undertake repurchase obligations, helping financial institutions falsely remove assets from balance sheets to conceal non-performing assets, or providing financing channels for financing platforms to create new local government implicit debt. 《办法》明确了地方资产管理公司业务范围、业务比例、经营区域、可收购资产范围等事项,推动聚焦主责主业、有效服务地方。规范地方资产管理公司债权追偿、对外转让等不良资产处置行为。划定经营红线,明确地方资产管理公司不得从事约定本金保障和固定收益承诺或者要求转让方承担回购义务、帮助金融机构等虚假出表掩盖不良资产、为融资平台提供融资通道新增地方政府隐性债务等经营行为.

Xinhua’s report on Wang’s meeting with Tajik FM Sirojiddin Muhriddin says:
Wang said that “the leaders of the two countries have clarified the direction and made arrangements for developing the comprehensive strategic cooperative partnership in the new era between two countries. China is willing to work with Tajikistan to implement the consensus reached between the two heads of state, prepare for the next stage of high-level exchanges, and jointly promote a successful Tianjin summit of the Shanghai Cooperation Organization (SCO), he said. China firmly supports Tajikistan in following a development path that is suited to its national conditions, supports Tajik President Emomali Rahmon's plans for the country's long-term development, and opposes any interference in Tajikistan's internal affairs by any force, said the minister. Wang said China and Tajikistan should effectively implement the inter-governmental economic and trade cooperation plan, enhance connectivity between the two countries, strengthen practical cooperation in various fields such as investment, energy, counter-terrorism and security, and promote the continuous development of bilateral relations.”
“For his part, Muhriddin said that Tajikistan will fully support and cooperate with China to ensure the success of a historic SCO Tianjin summit. “China is willing to work with Uzbekistan to fully implement the consensus reached between their leaders, make good preparations for the next stage of high-level exchange, and promote the development of bilateral relations to a higher quality and higher level, Wang said. China is a trustworthy and reliable partner for Uzbekistan, and has always regarded Uzbekistan as one of the priorities in its neighborhood diplomacy, Wang said, adding that China supports Uzbekistan in safeguarding its national independence, sovereignty, security and development interests. Wang said the two sides should accelerate cooperation in key areas, promote the early operation of the China-Kyrgyzstan-Uzbekistan Railway, and make more achievements in bilateral cooperation. China looks forward to working with Uzbekistan and other member states of the Shanghai Cooperation Organization (SCO) to ensure the complete success of the SCO Tianjin summit and inject stronger impetus into the development of the organization, he said.”

The readout on Wang’s meeting with Iranian Foreign Minister Seyed Abbas Araghchi says:
