Page 1: The front page today is again dedicated to Xi Jinping’s visit to Kazakhstan. The top half of the page primarily has the story on the SCO Heads of State Meeting. In his remarks, Xi praised Kazakhstan’s chairing of the SCO mechanism and welcomed Belarus’ attendance of the meeting. The SCO formally approved the accession of Belarus to the grouping during Thursday's summit.
Xi said that the SCO was “established at the turn of the century, when the confrontation and division left over from the Cold War had yet to be bridged. The founding members of this organisation made a historic choice to pursue peaceful development, commit to good-neighbourly relations, and build a new type of international relations…. 23 years after the establishment of the SCO, the number of member states has increased to 10, and the ‘SCO family’ covers 26 countries in three continents, with more and more partners and a more solid foundation for cooperation. At present, as the world undergoes accelerated changes unseen in a century, human society once again stands at a historical crossroads. “In the face of the real threat of the Cold War mentality, we must maintain the bottom line of security. We must adhere to the practice of common, comprehensive, cooperative and sustainable security, respond to complex and intertwined security challenges through dialogue and cooperation, respond to the profound adjustment of the international pattern with a win-win mentality, and jointly build a world of lasting peace and universal security. Facing the real risks of ‘small yards and high walls’, we must safeguard the right to development. Adhere to universal inclusiveness, jointly promote scientific and technological innovation, maintain stable and unimpeded flow of industrial and supply chains, stimulate the endogenous driving force of the regional economy, and promote the realisation of common development goals. Faced with the real challenge of interference and division, we must consolidate our unity. He called on the SCO to adhere to its “original aspirations” and develop into “a reliable backbone for member states to achieve common prosperity and revitalization.”
In terms of the outcomes of the summit, we had some 25 documents agreed:
The Astana Decalration
a resolution on the cooperation programs to combat terrorism, separatism, and extremism for 2025-2027
a resolution on the Anti-Drug Strategy for the next five years, and its corresponding Action Program
strategies for energy cooperation until 2030
the Economic Development Strategy’s Action Plan until 2030
resolutions on Association of Investors, programs for developing cooperation in protected areas and eco-tourism, and mechanisms for financing SCO project activities
MoU between the SCO Secretariat and the Central Asian Regional Information Coordination Center to combat illicit drug trafficking.
adoption of an interaction plan among member states on international information security issues
statements affirming principles of good neighborliness, trust, and partnership, ensuring the safety of drinking water and sanitation, and promoting effective waste management
an agreement on environmental protection cooperation among SCO governments
a series of resolutions involving cooperation in areas such as energy, investment, and information security
The other big story on the page is based on Xi’s speech at the SCO+ meeting. The full English text of the speech is available. Xi put forward five proposals:
First, build a common home of solidarity and mutual trust. “The Shanghai Spirit is consistent with the essence of the Five Principles of Peaceful Coexistence. It is the shared value of our Organization, and should be all the more cherished and faithfully observed at all times. We need to respect the development path of respective, independent choosing, and support each other in safeguarding core interests. We need to bridge our differences, build more consensus, and enhance mutual trust through strategic communication. China proposes that SCO member states do more to share their experience on governance and hold the SCO Political Parties Forum at an appropriate time.”
Second, build a common home of peace and tranquility. “Security is a prerequisite for national development, and safety is the lifeline to happiness of the people. No matter how the international landscape changes, our Organization must hold the bottom line of common, comprehensive, cooperative and sustainable security. Real security is premised on the security of all countries. We need to have a complete set of measures under the security cooperation mechanisms, because more lines of defense will give us more protection. The SCO should move faster to build a universal center and its branches to address the challenges and threats to the security of SCO member states and the Anti-Drug Center. It should strengthen intelligence sharing and conduct joint operations to jointly safeguard security in our part of the world. As the current chair of the Regional Anti-Terrorist Structure, China will do what it can to ensure the success of the Interaction-2024 joint counterterrorism exercise and other events. Afghanistan is indispensable for the security in the region. We need to make best use of the mechanism of coordination and cooperation among Afghanistan's neighbors and other platforms to increase humanitarian support to Afghanistan, and encourage Afghanistan to establish a broad-based and inclusive political structure and embark on a path of peace and reconstruction.”
Third, build a common home of prosperity and development. “China proposes that 2025 be designated as the SCO Year of Sustainable Development so as to help us focus on fostering new forces for growth. China is ready to work with all parties to fully implement the eight major steps under high-quality Belt and Road cooperation. We will promote regional cooperation through platforms such as the demonstration base for agricultural technology exchange and training, the local economic and trade cooperation demonstration area, and the ecology and environment innovation base. We will also expand local currency settlement, and actively promote the establishment of an SCO financing platform. China welcomes all parties to use the Beidou Satellite Navigation System and participate in the development of the International Lunar Research Station. China proposes establishing an SCO digital education alliance, and is willing to provide at least 1,000 training opportunities on digital technology to fellow countries in the SCO in the next three years.”
Fourth, build a common home of good-neighborliness and friendship. China will “give full play to the role of non-official organizations such as the SCO Committee on Good-Neighborliness, Friendship and Cooperation. It will continue to organize events under signature programs such as the Forum on Traditional Medicine, the Forum on People-to-People Friendship, the Youth Campus, and the Youth Development Forum. It will hold a green development forum and a women’s forum in Qingdao, the tourism and cultural capital of the SCO. We welcome all parties to take an active part in these events. In the next five years, China will host 1,000 young people from countries in the SCO for exchange opportunities in China.”
Fifth, build a common home of fairness and justice. The Astana Declaration “is a strong message of the new era, one that calls for solidarity, cooperation and justice rather than division, confrontation, and hegemonism. We should jointly advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, practice true multilateralism, and make global governance more just and equitable. The SCO should make its important contribution to eliminating the deficits in peace, development, security and governance.”
Vladimir Putin’s remarks at the SCO Heads of State Council are also worth noting.
He said “the share of national currencies in Russia's transactions with SCO members has exceeded 92 percent in the first four months of this year. I would like to reiterate Russia's proposal to establish a payment and settlement system within the SCO. Regular meetings between our economic ministers, finance ministers and central bank governors are making a substantial contribution to the development of trade and investment relations in the SCO space…Naturally, ensuring security within the member states and along the external borders has always been a key focus of the SCO’s activities. Today, we have made decisions to upgrade the SCO Regional Anti-Terrorism Structure into a comprehensive centre that will address all security threats, as well as to establish an anti-drug centre in Dushanbe. The three-year cooperation programme we have approved will further strengthen our efforts to combat terrorism, separatism, and extremism.”
“Colleagues, given the current global conditions marked by rapid and irreversible changes, the proactive stance of the SCO in international affairs is unquestionably highly sought after. The multipolar world has become a reality. More and more countries are speaking out for a fair world order and are ready to resolutely uphold their legitimate rights and protect traditional values. New centres of power and economic growth are emerging and growing stronger. We firmly believe that the Shanghai Cooperation Organisation and BRICS are the main pillars of this new world order. These associations are powerful drivers of global development processes and the establishment of genuine multipolarity. Another step in this direction is the initiative of the SCO member states on World Unity for a Just Peace and Harmony, the presentation of which we are expected to approve today. This initiative is clearly aimed at coordinating confidence-building measures in the fields of stability and security, primarily in our common Eurasian region. These measures must guarantee equal conditions for sustainable growth for all countries, regardless of their political and economic systems, religion and confession, and cultural patterns. Furthermore, it is also in this spirit that Russia proposed the idea of creating a new Eurasian architecture of cooperation, indivisible security and development. This new framework should replace the obsolete Europe-centric and Euro-Atlantic models that granted unilateral advantages to certain states. As you know, this world order led to a growing number of crises around the globe, including the Ukraine crisis, of course. Russia has always advocated and will continue to advocate for a peaceful political and diplomatic settlement of the Ukraine crisis, which arose as a result of an absolutely arrogant policy of the United States and its client states. We have put forth many concrete proposals regarding this situation. I would like to remind you that in mid-June we presented yet another settlement option, which – if accepted by Ukraine and, more importantly, its Western sponsors – would allow for the hostilities to be stopped immediately, saving lives, and for negotiations to begin. Colleagues, we are grateful to the SCO countries for their ideas on settling that conflict. Russia is certainly ready to take your ideas and initiatives into account.”
“The Shanghai Cooperation Organisation has taken the right course by closely addressing the issue of Afghanistan on its recurring agenda. We support the idea of resuming the SCO-Afghanistan Contact Group and believe that the group’s activities will contribute to normalising the situation in the country. Unfortunately, there are other potential trouble spots persisting on the Eurasian continent, in Greater Eurasia. Their proliferation is fraught with chaos and instability. In particular, I am referring to the Middle East and the situation in Gaza. History has clearly shown that it is unviable and counterproductive to make any unilateral attempts to resolve this Palestinian deadlock, most notably by the United States, contrary to UN resolutions that specifically state the need to establish two independent and sovereign states, Israel and Palestine, which would co-exist peacefully. Overall, the issues pertaining to security and stability across Eurasia and on a broader global scale, require active involvement and a proactive and carefully measured policy from the SCO and its member states, with due consideration for the needs and expectations of our allies among the countries of the global majority.”
Finally, at the top of the page, there is a brief report on Xi sending a congratulatory message to the new European Council president-elect Antonio Costa.
Page 2: The page has reports of Xi’s other bilateral meetings. First, there’s a report on Xi’s meeting with Turkish President Recep Tayyip Erdogan. Xinhua says:
“Xi pointed out that China-Türkiye relations have maintained a stable development momentum. As major developing countries and members of the Global South, China and Türkiye share broad consensus on pursuing their respective national development and revitalization and upholding norms governing international relations, he added. Xi stressed that China supports Türkiye in following a development path suited to its own national conditions, encourages both sides to expand trade, supports Chinese enterprises in increasing investment in Türkiye, promotes cooperation on infrastructure projects in an orderly manner, and encourages more Chinese citizens to travel to Türkiye. China and Türkiye share same or similar views on the Palestinian-Israeli conflict, the Ukraine crisis and other issues, and should keep in close communication, Xi said, adding that China is willing to strengthen coordination with Türkiye within multilateral frameworks such as the United Nations and the Group of 20.”
As per Xinhua, Erdogan said that Türkiye “firmly adheres to the one-China principle and respects China's sovereignty and territorial integrity” and “the Turkish side welcomes more Chinese enterprises to invest in Türkiye and more Chinese tourists to visit Türkiye.” Also, “the Turkish side appreciates China's significant contributions to promoting world peace, including its fair and just stance on the Palestinian issue.”
Second, there’s a report on Xi’s meeting with Belarusian President Alexander Lukashenko. Xi congratulated him on Belarus joining the SCO. He also said:
“Since the beginning of this year, the two countries have maintained close exchanges at all levels, and the consensus we have reached has been effectively implemented. I believe that with the joint efforts of both sides, China-Belarus relations will continue to develop healthily and in great strides.” 今年以来,两国各层级密切交往,我们达成的共识得到有效落实。相信在双方共同努力下,中白两国关系一定会持续健康、大踏步向前发展.
Lukashenko said that “Belarus supports the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by Xi, as well as the six-point consensus jointly proposed by China and Brazil on a political settlement of the Ukraine crisis, Lukashenko said, adding that the Belarusian side looks forward to further strengthening bilateral and multilateral coordination with China.”
Third, there’s a report on Xi’s meeting with UN Secretary General António Guterres. Xi told him that “regardless of how the international situation changes, China will always adhere to true multilateralism and support the United Nations in playing a core role in international affairs.” He also extended support for the UN Future Summit, and said that “China supports the United Nations in playing a leading role in promoting the reform of the international financial architecture and the global governance of artificial intelligence.”

Member states consider it necessary to enhance the role of the SCO in creating conditions for strengthening global peace, security and stability, as well as building a new democratic, fair, political and economic international order. Member states will not participate in making any decisions that interfere in internal affairs or violate international law. Member states will continue to take joint actions aimed at strengthening SCO anti-terrorism cooperation, including holding joint anti-terrorism exercises and joint anti-terrorism military exercises by competent authorities, and conducting regular monitoring of the regional situation through regional anti-terrorism agencies. 成员国将继续采取旨在加强上合组织反恐合作的联合行动,包括举行主管机关联合反恐演习和联合反恐军演,以及通过地区反恐怖机构对地区局势开展常态化监控.

There is a paragraph backing BRI. This one mentions everyone by name, except India. The full text of the SCO Initiative ‘On World Unity for a Just Peace, Harmony and Development’ is available on Page 3. It says:
“The existing international peace and security framework, international relations and global trading system are gradually disintegrating, geopolitical confrontation and arms race are intensifying, international terrorism is on the rise, trust deficit is worsening, intolerance and nationalism are escalating, and old and new conflicts and crises are superimposed on one another. In this background, the UN Charter and the universally recognized basic principles and norms of international law are being systematically undermined. The global political and economic landscape is undergoing dramatic changes, and a multipolar world is taking shape. Geopolitical competition is intensifying, and artificial trade barriers and economic protectionism are becoming increasingly severe. Unilateral sanctions violate international law and harm the interests of developing countries. The trade system and supply chains established over decades are being damaged, causing irreparable losses to food, energy, and transport security. Inflation is accelerating, threatening global stability and sustainable development. Against this background, the SCO is firmly committed to promoting the central coordinating role of the UN, supporting the universally recognized norms of international law, and establishing a more representative, more just and democratic multipolar world system, advocating that all countries, regardless of their geographical location, territorial size, population, military and resource strength, and political, economic and social structure should be guaranteed equal development opportunities. As a responsible regional organisation, the SCO is determined to make joint efforts to consolidate peace, security and stability through multilateral cooperation and achieve the above common goals. The next section is titled New Security System/Framework 新安全体系. It says:

The SCO believes that it is vital to completely eliminate global hunger. The SCO stresses that the climate agenda should not be used as an excuse to restrict trade, investment and technical cooperation. The SCO believes that providing adequate financing support is crucial for realising ambitious plans to address climate change. “Member States reaffirm that the SCO adheres to the principles of non-alignment, non-targeting other countries and regions, and openness to the outside world. Member States shall abide by the UN Charter and the Charter of the SCO and shall take measures to prevent any activities that violate the principles of the above documents from taking place within their territories. Member States strongly condemn terrorism, separatism and extremism and jointly commit to combating international terrorism, organised crime and illicit drug trafficking. Member States reaffirm their firm commitment to the SCO Charter and other valid treaties and documents within the SCO framework. Moving on, there are three reports on meetings by Wang Yi. Let me begin with the Chinese readout on his meeting with Indian Foreign Minister S. Jaishankar. The readout says:
“Wang Yi said that at a time when the changes unseen in a century are accelerating, China and India, as representatives of two ancient civilizations, major developing countries and emerging economies, are at a critical juncture in the process of national revitalization, and upholding good-neighborliness and friendship and realizing common development serve the fundamental interests of the two countries and two peoples and also in line with the correct historical logic. The two sides should view bilateral relations from a strategic perspective, strengthen communication and properly handle differences to ensure the sound and stable development of China-India relations. He called on China and India to follow the important common understandings reached between the leaders of the two countries, respect, understand, trust, and accommodate each other, and help each other succeed, exploring the right way for the two big neighbors to get along with each other. The two sides should adhere to positive thinking, properly handling and controlling the situation in the border areas, while actively resuming normal exchanges to promote each other and move forward together. Wang Yi emphasized that this year marks the 70th anniversary of the Five Principles of Peaceful Coexistence. Chinese leaders, together with leaders from India and Myanmar, jointly advocated the Five Principles of Peaceful Coexistence, contributing the oriental wisdom to and setting a correct benchmark for building the post-war international order and handling state-to-state relations. Seventy years later today, the two sides have the responsibility and the obligation to carry forward the spirit of the Five Principles of Peaceful Coexistence and add new dimensions. As countries of the ‘Global South’, China and India should join hands to oppose unilateral bullying, resist camp confrontation, safeguard the common interests of developing countries, and make due contributions to regional and world peace, stability and development.”
The Chinese readout says that Jaishankar talked about the need for “stable and predictable India-China relations”, and said that “India hopes to work with China to constructively resolve specific differences and turn a new page in India-China relations as soon as possible, guided by the grand vision agreed upon by the leaders of the two sides.”
In contrast, if you read through the Indian side’s readout of the meeting, it is basically focussed on addressing the standoff in Eastern Ladakh, restoring “border peace and tranquillity in order to remove obstacles towards return of normalcy in bilateral relations.”
There are also brief reports on Wang’s meeting with Mongolian Foreign Minister Battsetseg Batmunkh, and the trilateral China-Russia-Mongolia meeting.
Finally, there’s a brief report on Chen Wenqing meeting with Saudi Attorney General Saud Almujab. Xinhua says:
Chen said that “in recent years, leaders of China and Saudi Arabia have reached a series of important consensus on developing bilateral comprehensive strategic partnership, which has provided guidance for the development of China-Saudi Arabia relations in the new era. Noting that judicial cooperation is an important aspect of bilateral relations, Chen said the judicial departments of the two countries should take the important consensus reached by the two heads of state as a guide to further strengthen exchanges, mutual learning and practical cooperation on promoting justice and punishing transnational crimes, so as to push bilateral relations to a new high.”
Page 4: There are a bunch of stories around the activities of other senior CCP members. First Li Qiang addressed the 2024 World AI Conference and High-Level Meeting on Global AI Governance in Shanghai. The report says:
“Li Qiang stressed that the development of artificial intelligence urgently requires countries to conduct in-depth discussions, build consensus, seize opportunities and overcome challenges. China is willing to work with all countries to promote artificial intelligence to better serve global development, enhance human welfare, and move towards a better intelligent future.” 李强强调,人工智能发展迫切需要各国深入探讨、凝聚共识,共抓机遇、共克挑战。中国愿与各国一道,推动人工智能更好服务全球发展、增进人类福祉,共同走向更加美好的智能未来。
He then made three points:
First, he called to deepen innovation cooperation. “Promote joint technological research and development, cross-border data flow, free trade of equipment and interconnection of facilities, strengthen basic research and talent exchange and cooperation, jointly safeguard the security and stability of industrial and supply chains, and promote continuous emergence of innovation achievements, sustained breakthroughs in industrial development, and greater release of intelligent dividends.” 促进技术联合攻关、数据跨境流动、设备自由贸易和设施互联互通,加强基础研究和人才交流合作,共同维护产业链供应链安全稳定,推动创新成果不断涌现、产业发展持续突破、智能红利更大释放。

Next, there’s a report on Wang Huning’s investigation and research trip to Tibetan-inhabited areas of Sichuan Province from Monday to Wednesday. His big message was to “fully implement the Party’s governance strategy for Tibet in the new era”.
“He said that Sichuan has resolutely implemented the decisions and arrangements of the Party Central Committee on Tibet-related work, and the economic and social development of Tibetan-related prefectures and counties has achieved remarkable results…” 他表示,四川坚决贯彻党中央关于涉藏工作的决策部署,涉藏州县经济社会发展取得显著成绩,各族群众安居乐业。
Wang added “we must promote various tasks to strengthen the consciousness of the Chinese nation as a community, enhance the recognition of the great motherland, Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics among people of all ethnic groups. Advance rural revitalization, develop highland industries with distinctive advantages, and consolidate and improve the effectiveness of ecological environment protection. Next, there’s a report on Ding Xuexiang’s visit to Tianjin, where he talked about the need for efforts to strengthen basic research and the integration of scientific and technological innovation with industrial development, to expedite the achievement of high-level sci-tech self-reliance. Ding visited the National Supercomputer Center in Tianjin, an institute of industrial biotechnology and Tianjin University. Xinhua adds:
“He also inspected several technology firms to gain insights into their independent innovation and progress in developing new quality productive forces. Ding pointed out the importance of promoting the integration of sci-tech innovation with industrial innovation. While meeting with entrepreneurs, he highlighted the collaboration among industries, government and the market to expedite the application of sci-tech advancements, transforming them into tangible productivity. He also went to a local tax bureau to investigate the implementation of tax policies and meet with grassroots staff. He called for the use of information technology to enhance tax collection and management, and optimize tax services”.
Page 7: A report informing that at the 9th plenary session of the International Organization for Standardization in Sweden, experts and observers from 13 countries agreed to approve the proposal of the Special Working Group led by China on ‘Guidelines for Operation Rules of Application of Automated Driving Modes’. It was decided to establish a working group with Chinese experts leading the standard-setting work. This marks the world’s first ISO international standard (TR) on railway autonomous driving.
