Xi said that “over the past 50 years, China and the EU have achieved fruitful outcomes in exchanges and cooperation, delivering mutual success and worldwide benefits. An important understanding and insight is that the two sides should respect each other, seek commonality while reserving differences, uphold openness and cooperation, and pursue mutual benefit. These are also important principles and the right direction for China-EU relations in the future, Xi said. Faced with accelerating global transformation not seen in a century and a changing and turbulent world, Chinese and EU leaders should once again demonstrate vision and leadership, and make the right strategic choices that will meet people’s expectations and stand the scrutiny of history, he added. Xi then made three proposals:
First, both sides should uphold mutual respect and consolidate the positioning of China-EU relations as a partnership. China is a peace-loving country that advocates harmony, inclusiveness, cooperation, and win-win outcomes. If one measures China using the path that the West has walked, then the understanding of China will be biased and incomplete. China and Europe indeed have different histories and cultures, paths and systems, and development stages, but these differences did not hinder the establishment of diplomatic relations and the development of relations between China and Europe in the past, and should not hinder the development of bilateral relations in the future. The current challenges facing Europe do not come from China. There are no fundamental conflicts of interest and geopolitical contradictions between China and Europe, and the basic and main tone of cooperation outweighing competition and consensus outweighing differences has not changed. China has always viewed and developed China-EU relations from a strategic height and long-term perspective, regarded Europe as an important pole in a multipolar world, and consistently supported European integration and the EU’s strategic autonomy. It is hoped that the European side can also respect the path and system chosen by the Chinese people, respect China’s core interests and major concerns, and support China’s development and prosperity. China-Europe relations do not target, are not subordinate to, and are not controlled by third parties. China’s high-quality development and high-level opening up will provide new opportunities and expand new space for China-EU cooperation. The European side also offered a detailed press release following the meetings in Beijing. It says:
“The leaders discussed Russia’s war of aggression against Ukraine. The EU underlined that this war of aggression is not only an existential threat to Ukraine, but also to global security. The EU reiterated that, as a permanent member of the UN Security Council, China bears special responsibility to uphold the rules-based international order, the UN Charter and international law. Russia’s invasion of Ukraine is a clear case of their violation. The EU repeated its calls on China not to provide any material support which sustains Russia’s military-industrial base. The EU encouraged China to use its influence to support a just and lasting peace in Ukraine, based on the principles of the UN Charter. The EU underscored that the Democratic People’s Republic of Korea’s supply of troops and arms in support to Russia’s war in Ukraine poses considerable risks to security in Europe as well as East Asia.”
“The EU raised its concerns about ongoing systemic distortions and growing manufacturing overcapacity, both of which exacerbate an uneven playing field. Similarly, the EU reiterated its call for progress on longstanding market access issues and recalled that Chinese investments in Europe must contribute to the EU’s long-term competitiveness, technological progress and quality job creation. The EU remains ready to continue to engage in constructive dialogue to find negotiated solutions. As long as this is not the case, the EU will take proportionate, legally compliant action to protect its rightful interests.”
“The EU expressed its expectation that China takes concrete action on EU firms’ access to China’s market in priority areas such as meat, cosmetics and pharmaceuticals. The EU insisted on the need for China to put an end to unjustified and retaliatory trade defence cases and measures on EU exports of brandy, pork and dairy. The EU highlighted the negative impact of export controls on rare earths and permanent magnets introduced by China and urged China to lift these restrictions.”
On climate issues, it says: “The EU encouraged China to propose an ambitious plan for its emission reductions up to 2035, and to step up its international finance contributions, commensurate with its size and global responsibility. The EU invited China to join the Global Methane Pledge and to contribute to the Kunming-Montreal Biodiversity Framework. Both sides agreed to cooperate on achieving an ambitious and balanced international treaty on plastic pollution.”

The EU and China are also working to extend the protection of geographical indications from 200 to 550 products.
The EU stressed the need to foster reciprocity in the digital sphere, underlining that European companies faced limited access to China.
The EU further reiterated continued concern about the lack of clarity regarding Chinese data security rules and cross-border data flows from China, as well as malicious cyber activities detected as originating from China.
The EU reiterated its deep concerns about the human rights situation in Xinjiang and Tibet, the treatment of human rights defenders and persons belonging to minorities, as well as the continued erosion of fundamental freedoms in Hong Kong, where China should honour its prior commitments.
The EU reaffirmed its consistent One China policy and expressed concerns about increased tensions in the Taiwan Strait. Heightened instability in the East and South China Seas threatens regional and global prosperity and security. The EU opposes any unilateral attempts to change the status quo by force or coercion and insists on resolving disputes through peaceful means in accordance with international law, in particular the United Nations Convention on the Law of the Sea (UNCLOS).
The two sides only ended up issuing a joint statement on climate change.

Next, there’s a report on the release of the draft amendment to the country’s Price Law. This is now open for public comments from July 24 to August 23. China Daily reports:
“The document, jointly drafted by the National Development and Reform Commission and the State Administration for Market Regulation on Thursday, consists of 10 articles with a key focus on improving regulations related to government pricing, further clarifying the criteria for identifying unfair pricing behavior, and strengthening legal accountability for price-related violations.”
The PD report elaborates these:
“In conjunction with the changes in the government’s price management methods, it is clarified that the government’s guidance prices are not limited to the form of benchmark prices and their floating ranges. In conjunction with the actual transformation of government pricing from setting levels to setting mechanisms, it is clarified that the pricing authority can determine the level of government pricing by formulating a pricing mechanism. Based on the work practices in recent years, it is clarified that cost auditing is an important procedure for the government to set prices, further strengthen price cost supervision and regulation. New methods of listening to opinions such as public solicitation of public opinions and questionnaires are added.

Among other things, Munir reportedly said that the “Pakistani military will continue to take all necessary measures to ensure the safety of Chinese personnel, projects and institutions in Pakistan, and is willing to actively promote the two countries to strengthen anti-terrorism cooperation.”
Do note that earlier this week, Pakistan’s prime minister Shehbaz Sharif chaired a meeting in Islamabad regarding security arrangements for Chinese citizens in Pakistan. Dawn reported:
“‘The confidence of Chinese companies in the Pakistani economy is extremely important for our economic future,’ Prime Minister Shehbaz said… ‘China is our friendly country,’ said the prime minister stressing that the protection of Chinese brothers was the top priority of the government. He said the China-Pakistan Economic Corridor (CPEC) was a highly important joint project between the two countries which had now entered its second phase, where business-to-business cooperation will be prioritized between the two countries. In light of the development of CPEC, the protection of Chinese nationals in Pakistan had gained even greater importance, he said, while issuing directives that measures be taken on a priority basis at all airports to facilitate their arrival and departure. During the meeting, the prime minister was briefed on the progress of special security arrangements for Chinese nationals across the country. Interior Minister Syed Mohsin Raza Naqvi informed the PM about the security arrangements being implemented nationwide. It was said special security arrangements for Chinese nationals had been enforced in light of potential terror threats. The federal government and all provinces were working in full cooperation on this matter, while safe city projects were under construction across the country, it was highlighted. Chinese nationals were also being provided with security escort facilities for travel, the PM was told. The meeting was further informed that all new housing projects would be equipped with cameras that meet Safe City standards.”

Page 11: There’s a report informing that Zhou Jinghua, one of the 100 fugitives listed on the Interpol Red Notice, has been extradited from Thailand to China. Global Times informs:
“Zhou is the 63rd ‘100 most wanted fugitive’ to be brought to justice since the launch of Operation Sky Net. Her extradition means that all the Asia-based corrupt officials on the Interpol red notice have been hunted down. Zhou, born in September 1969, was the former manager of Thailand Project of Real Estate Development Co., LTD of Yunnan Copper Group, on suspicion of crime of embezzlement. After fleeing abroad, she has resisted capture and refused to return to face charges. In September 2012, Interpol issued a Red Notice for Zhou.”
