Here are the stories and pieces that I found noteworthy from the Thursday, February 24, 2022, edition of the People’s Daily.
Page 1: First, a story about Xi Jinping sending a congratulatory letter for the inauguration ceremony of Mwalimu Julius Nyerere Leadership School in Tanzania. Xinhua says that the leadership school was co-founded by six parties in southern Africa: Tanzania's Chama Cha Mapinduzi party, the African National Congress of South Africa, the Mozambique Liberation Front Party, the People's Movement for the Liberation of Angola, the SWAPO party of Namibia and the Zimbabwe African National Union-Patriotic Front. Noting that the six parties have united and led the people in pursuing national independence, construction and development, Xi said the inauguration of the Julius Nyerere leadership school will provide an important platform for the six parties to enhance their governance capacity and better lead their respective countries to achieve development and benefit their people.
Xi said: “The CPC is willing to take the inauguration of the Julius Nyerere leadership school as an opportunity to strengthen the exchange of state governance experience with parties in Africa, support each other in pursuing development paths that suit their own national conditions, deepen pragmatic cooperation across the board, promote the building of a high-level community with a shared future between China and Africa, and contribute more to the building of a better world.”
Next, Wang Yang presided over the Chairperson’s Council meeting to prepare for the fifth session of the 13th National Committee of the CPPCC. From the report, it seems that one of the big areas of focus was also the preparation for the 20th Party Congress. Xinhua says:
“Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, called on political advisors to commit to great unity and solidarity and to bring together the will and strength of the people for the convocation of the upcoming 20th CPC National Congress.”
Third, Han Zheng chaired a meeting of the Ecological Environment Protection Supervision Leading Group. He stressed continued efforts to push forward inspections by the central authorities on local environmental protection work. Xinhua reports that he underscored solid efforts on the inspection work by coordinating development and security and implementing the new development philosophy fully and faithfully. He added: “Inspectors should have the courage to tackle tough problems and strictly deal with prominent issues that have seriously damaged the environment and harmed the interests of the people…He emphasised completing the inspections and rectification tasks thoroughly, as well as making persistent efforts in carrying out the next batch of inspections.”
Fourth, there’s a long report on reform and opening up. It says that “reform and opening up is a key measure to determine the fate of contemporary China, and it is also a key measure to realise the second centennial goal and realise the great rejuvenation of the Chinese nation.” “改革开放是决定当代中国命运的关键一招,也是决定实现‘两个一百年’奋斗目标、实现中华民族伟大复兴的关键一招.”
“Since the 18th Party Congress, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, and under the guidance of Xi Jinping Thought on socialism with Chinese characteristics for a new era, we have comprehensively deepened reform in breadth and depth, promoted a higher level of opening to the outside world, made the socialist system with Chinese characteristics more mature and standardised, continuously improved the modernization of the national governance system and governance capacity, and made the cause of the Party and the state glow with new vitality.” 党的十八大以来,在以习近平同志为核心的党中央坚强领导下,坚持以习近平新时代中国特色社会主义思想为指导,全面深化改革向广度和深度进军,推进更高水平对外开放,中国特色社会主义制度更加成熟更加定型,国家治理体系和治理能力现代化水平不断提高,党和国家事业焕发出新的生机活力.
The piece then goes back to the the Third Plenary Session of the 18th CPC Central Committee in 2013. “This epoch-making conference made top-level design and comprehensive deployment for comprehensively deepening reform. It enabled reform to move from partial exploration and ‘breaking ice’ to move toward system integration and comprehensive deepening, and created a new situation for China’s reform and opening up.” 2013年深秋,党的十八届三中全会召开。这次具有划时代意义的大会,对全面深化改革做出顶层设计和全面部署,实现了改革由局部探索、破冰突围到系统集成、全面深化的改变,开创了我国改革开放新局面.
It also adds that “more than 2000 reform plans have been introduced intensively, and comprehensively deepening the reform involves all fields such as economic construction, political construction, cultural construction, social construction, ecological civilization construction, national defence and armed forces building, and party building. The goal of ‘by the centennial of the founding of our party, remarkable achievements have been made in all aspects of the system, which is more mature and stereotyped’ has been achieved as scheduled.” 2000多个改革方案密集出台,全面深化改革涉及经济建设、政治建设、文化建设、社会建设、生态文明建设、国防和军队建设、党的建设等所有领域. “到我们党成立一百年时,在各方面制度更加成熟更加定型上取得明显成效”的目标如期实现.
Basically, the rest of the piece is a strong pitch for continuing the policies of reform and opening up.
Page 2: There’s a nearly page-long article that concludes the 10 Clears series. It begins like this: “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is contemporary Chinese Marxism, 21st century Marxism, and the essence of the times of Chinese culture and Chinese spirit. It is a new leap in the sinicization of Marxism.”
It emphasises that the 10 Clears are the core content of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. There are 51 mentions of Xi Jinping’s name in the article. This is essentially a summarisation of the earlier 10 articles, making the point about the evolution and implementation of the 10 Clears over the past 9 years. Again, this is a strong campaign pitch ahead of the 20th Party Congress.
One snippet that I thought was interesting was this bit about Xi Jinping’s comments to the first collective study session of the Politburo after the 18th Party Congress, where he issued “a stark warning: ‘Numerous facts tell us that the problem of corruption is getting worse; in the end, the Party will be destroyed!’ 大量事实告诉我们,腐败问题越演越烈,最终必然会亡党亡国!This stuff then leads to Xi’s emphasis on self-revolution.

“In October 2016, the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China established Comrade Xi Jinping as the core of the Party Central Committee and the core of the whole Party, and formally proposed the Party Central Committee with Comrade Xi Jinping as the core. A year later, at the 19th Party Congress, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the core status of General Secretary Xi Jinping were included in the Party Constitution and written on the Party banner. There’s also this report (English report) in the paper about China’s PV industry. It says that the “annual output of polysilicon, silicon wafers, solar cells and PV modules also rose by 27.5 percent to 505,000 tonnes, 40.6 percent to 227 gigawatts (GW), 46.9 percent to 198 GW and 46.1 percent to 182 GW, respectively, year on year…China, the world's largest solar products producer, also produced 53 GW of solar capacity in 2021, according to the National Energy Administration. The country now has 108 GW of rooftop solar, more than anywhere else in the world. To support its goal of becoming carbon neutral by 2060, China aims to have renewable energy, including solar and wind, account for 80 percent of its total energy mix by 2060, and its solar and wind generation capacity reach 1,200 GW by 2030.”

On China’s engagement with the Ukraine issue, she said:
“On the Ukraine issue, lately the US has been sending weapons to Ukraine, heightening tensions, creating panic and even hyping up the possibility of warfare. In stark contrast, China has all along called on all parties to respect and attach importance to each other’s legitimate security concerns, strive to resolve issues through negotiation and consultation, and jointly safeguard regional peace and stability. President Xi Jinping stressed in a telephone conversation with French President Emmanuel Macron on February 16 that relevant parties should stick to the general direction of political settlement, make full use of multilateral platforms including the Normandy format, and seek a comprehensive settlement of the Ukraine issue through dialogue and consultation. State Councilor and Foreign Minister Wang Yi also stressed while attending a special event on China during the 58th Munich Security Conference that all sides should earnestly assume their responsibility and work for peace instead of increasing tensions, stoking panic, or hyping up war. A key question here is what role the US, the culprit of current tensions surrounding Ukraine, has played. If someone keeps pouring oil on the flame while accusing others of not doing their best to put out the fire, such kind of behavior is clearly irresponsible and immoral.” —
On sanctions, she first lashed out the AFP reporter for the question: “Apparently you lack basic knowledge of the Chinese government’s policy.” Then she said:
“Our position is that sanctions are never fundamentally effective means to solve problems. We consistently oppose all illegal unilateral sanctions. According to data released by the US Treasury, the US’ sanctions use has increased ten times over the past 20 years. The previous US administration made as many as 3,800 sanctions designations, which means wielding the stick of sanctions three times per day on average. Since 2011, the US has imposed more than 100 sanctions on Russia. However, have the US sanctions solved any problem? Is the world a better place because of those sanctions? Will the Ukraine issue resolve itself thanks to the US sanctions on Russia? Will European security be better guaranteed thanks to the US sanctions on Russia? We hope relevant sides will give this some serious thought and strive to resolve issues through dialogue and consultation. I would also like to point out that the illegal unilateral sanctions by some countries including the US have caused severe difficulties to relevant countries’ economy and livelihood. When handling the Ukraine issue and relations with Russia, the US mustn’t harm the legitimate rights and interests of China and other parties.
On the matter of the principle of sovereignty and territorial integrity:
“China’s position on the Ukraine issue is consistent and stays unchanged. China’s remarks are in line with our position that regional hotspot issues should be resolved through dialogue and consultation. China always upholds objectivity and fairness, stands for peace and justice, and decides its position based on the merits of the matter concerned. We believe that all countries should settle international disputes in a peaceful way in accordance with the purposes and principles of the UN Charter. Those who accuse China of violating the principle of respecting state sovereignty and territorial integrity on the Ukraine issue either harbor ulterior motives or are misguided by misrepresentation. Reason and causality are important when trying to understand things. There is a complex historical context on the Ukraine issue and the current situation is the result of the interplay of many complicated factors. In order to have an objective understanding of the situation and seek a reasonable and peaceful settlement, it is necessary to learn the whole story on the Ukraine issue and properly address each other’s legitimate security concerns on the basis of equality and mutual respect. Certain countries should ask themselves: When the US drove five waves of NATO expansion eastward all the way to Russia’s doorstep and deployed advanced offensive strategic weapons in breach of its assurances to Russia, did it ever think about the consequences of pushing a big country to the wall? Under the current circumstances, the door to a peaceful settlement of the Ukraine issue is not completely shut. We hope relevant parties concerned can stay cool-headed and rational, and commit themselves to a peaceful resolution through negotiation in accordance with the purposes and principles of the UN Charter. China will continue to promote peace talks in its own way. We welcome and encourage all efforts dedicated to advancing diplomatic settlement of the issue.”
Quick thoughts: The beginning of the Russian offensive today makes all of this age very, very poorly. Beijing’s in a bind. Escalation was always going to make the balancing act it was seeking to perform very difficult. I would also presume that there will be some frustration among the elite in China about finding oneself in the position where the tail’s been allowed to wag the dog. What does this also tell us about Beijing’s ability to sway Moscow? Unlike many other countries, China did not ask its people to evacuate from Ukraine. The last message that I have seen reported was on Tuesday, with the embassy in Ukraine telling Chinese citizens to stock up on food and water, stay connected, and avoid unstable regions. This below appears to be the latest notice. I wonder how Beijing will react or the Chinese people, for that matter, to casualties among Chinese citizens.
Despite this, it’s going to be really tough for the Chinese leadership to put daylight between Beijing and Moscow after having backed the latter’s fundamental propositions on the matter. This is particularly the case given that there was an offer of further talks on the table, which Putin ignored. Whatever spin one might offer, Putin chose this war. He did, of course, wait for the Winter Olympics to end as a concession, I guess. Anyway, the escalation also seriously dents a lot of the Chinese propaganda against US intelligence. Hua’s outburst against sanctions also speaks to the tremendous anxiety around their impact on Chinese interests. For the moment, I agree with Josh below that there is little clarity on Beijing’s messaging.
Nevertheless, instinctively, I think that China will continue to extend support for Moscow. The China-Russia bilateral relationship is qualitatively different today, as compared to 2014, and Beijing’s perception of the world and the United States’ policies towards itself are fundamentally different today too. So, I do think that there will be greater support than in 2014. But there are a couple of caveats. I don’t think Beijing will want to seriously damage its commercial interests and appear to be an overt enabler of a long-drawn occupation. So, the extent of support will be dependent on variables like the scale and duration of the conflict, the nature of sanctions and how stringently these are implemented, and importantly, how European powers react to Beijing’s actions.

Anyway, also note that Hua spoke about the Taiwan and Ukraine comparison. She said:
“It is unwise of certain people of the Taiwan authorities to latch on to and exploit the Ukraine issue to their advantage. Taiwan for sure is not Ukraine. Taiwan has always been an inalienable part of China’s territory. This is an indisputable historical and legal fact. The one-China principle is a universally recognized norm governing international relations. The Taiwan region’s peace hinges on the peaceful development of cross-Strait relations, rather than fawning on foreign forces for arms sales and military support. “Taiwan independence” only leads to a dead end. No one shall have any illusion or make any miscalculation on this issue. Since the Ukraine crisis broke out, Taiwan has been frequently mentioned by some people. Some of their remarks fully reveal their lack of knowledge of the history of the Taiwan question. I’d like to take this occasion to share some basic facts with you. It is common knowledge that the Taiwan question was caused by a civil war, and there is political confrontation between the two sides of the Taiwan Strait due to that civil war. However, China’s sovereignty and territory have never been divided and cannot be divided. This is the status quo of the Taiwan question.”
Another report (English report) on the page is this one about Wang Yi meeting with the co-chairs of the Intergovernmental Negotiations on Security Council Reform of the 76th Session of the United Nations General Assembly (UNGA). Wang Yi said":
“the Security Council is the core of the international collective security mechanism. In the current turbulent international environment, the Security Council needs to improve its capacity and efficiency through reform, so as to better perform its duties entrusted by the UN Charter…the reform of the Security Council should give priority to increasing the representation and voice of developing countries, so that more countries, especially small and medium-sized ones, have more opportunities to participate in the decision-making of the Security Council. This is both the original intention and the direction of the reform of the Security Council. Wang Yi stressed, the reform of the Security Council is a systematic project that requires a package solution striking a proper balance among five major issues involved in the reform. When pushing through the reform, it's necessary to build consensus, adhere to the leadership of member states, reflect their consensus, and ensure that the results are acceptable to them. The status of intergovernmental negotiations as the main channel should be upheld. Wang Yi expressed the hope that the two co-chairs, bearing in mind the long-term development of the UN and the common interests of all member states, will guide all parties to enhance their understanding of each other's positions, so as to push forward the reform of the Security Council on the right course steadily and soundly.”
All of this sounds absurd when we see that Russia launched the war on Ukraine while the Security Council was meeting specifically to discuss the issue. Also, Russia is the chair of the Council! Also, this below is a fascinating development. What’s the future of the UNSC?
Finally, a report about China providing medical supplies to Kiribati to deal with COVID-19.
Page 4: Two reports to note. First, a report (English report) about You Quan, head of the United Front Works Department, meeting with the 11th Panchen Lama Bainqen Erdini Qoigyijabu in Beijing. Xinhua reports:
“Recognizing the progress the Panchen Lama has made in various aspects, You encouraged him to thoroughly study the historical experience the Party has gained over the past century (i.e., appreciating the two establishments and achieving the two safeguards) and play a more active role in adapting Tibetan Buddhism to the Chinese context. The Panchen Lama said he would firmly support the CPC Central Committee with Comrade Xi Jinping at its core and safeguard national unity and ethnic solidarity. The Panchen Lama also said he would uphold the principle that Tibetan Buddhism must be Chinese in orientation and make new achievements in promoting the adaptation of the religion to socialist society.”
Second, a report on the supervision of discipline inspection cadres. It says that in the past year, around 2,700 cases have been filed against discipline inspection and supervision cadres. This is from nearly over 30,000 complaints that were received. Out of these, more than 25,000 were handled. More than 2,900 people have been punished, including 82 cadres at or above the bureau level and more than 600 cadres at the county level.
Page 9: The lead piece on the theory page is by Chen Yixin. He talks about the concept of self-revolution. My colleague Swayamsiddha Samal has helped with the translation. Some of the key points from the article.

The party has become more vibrant after a century of vicissitudes, and its secret lies in the courage to face problems and self-revolution. There would be no highly united and strong Chinese Communist Party today without the revolutionary forging of comprehensively and strictly governing the party; there would be unity in the relationship between the Party and the masses in the face of difficulties, and it would be impossible to win the historical initiative amid the evolving international situation. We must cherish and persist in this valuable experience for a long time, and continue to enrich and develop it in the practice of the new era.” 勇于自我革命是中国共产党区别于其他政党的显著标志。党历经百年沧桑更加充满活力,其奥秘就在于敢于直面问题,勇于自我革命。没有全面从严治党的革命性锻造,就不会有今天高度团结、坚强有力的中国共产党,就不会有在困难面前万众一心、众志成城的党群关系,就不可能在国际风云变幻中赢得历史主动。我们必须倍加珍惜、长期坚持这一宝贵经验,并在新时代实践中不断丰富和发展.
Since the 18th Party Congress, the Party Central Committee, with Comrade Xi Jinping, has advocated for the party's comprehensive and strict governance with unparalleled courage and determination, managed to carry out a series of thematic education, promoted the building of improved party conduct, clean government, and fought corruption. The strategic thought of self-revolution is an important part of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, and it provides a powerful ideological weapon as well as a scientific action guide for building a long-term, ruling Marxist party. We must study and implement General Secretary Xi Jinping's strategic thinking on the Party’s self-revolution with a high level of ideological, political, and action consciousness, precisely grasp the scientific connotation of self-revolution, adhere to self-purification, self-perfection, self-innovation, and self-renewal, so that all efforts to comprehensively and strictly administer the party are focused on boosting the party's self-purification. “Insist on your own purification. He then calls for the following actions:

Thoroughly study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, consolidate and expand the achievements of party history learning and education, further strengthen historical self-confidence, and let the original mission truly take root in the heart. In the final section, he emphasises the importance of focussing on leading cadres and the top few. For them, Chen has this message:

I have been trying to find commentary on Numbers 6 and 7 in the "10 Clears" series. I am guessing that they appeared on Feb. 19 and 20, 2022. I could not find them in the archive.
